08 14 1980 Council Minutes Pg. 181 COUNCIL CHAMBERS - AUGUST 14, 1980 SPECIAL MEETING . Council met this evening for a Special Meeting at 7:00 p.m. at the call of the Reeve, every member having been notified. The purpose of the meeting with property owners in Lot 20, Concession 5, Lots 1 to 11, Plan 1098 and part of E pt. Lot 20, Concession 5, being the drainage problem in the area. Also to meet with Mr. Lloyd Squire at his request, regarding proposed enlargement of Sludge Lagoon. And, to meet with members of Oro Ratepayers Association with respect to intersection of County Road 20 and County Road 27. Also other matters requiring Council's attention before the next regular meeting of Council to be held on August 26th, 1980. All members present except Councillor Clarence Smith who was unable to attend due to illness. Reeve Howard A. Campbell in the chair. Reeve Campbell opened the meeting at 7:00 p.m. and related the drainage problem to be considered, following the on site meeting of Committee of Council and Road Supt. at the request of several of the property owners. Property owners present were: . Melville Hastings Bernice Hastings John Rist Mrs. Rist Innes Tonner Michael Oliver Mrs. Oliver Vincent Racco Margaret Lawrence Mr. Lawrence - Ept Lot 20, Conc. 5 - Lot 6, Plan 1098 - Lot 5, Plan 1098 - Lot 3, Plan 1098 - Lot 7, 8, & 9, Plan 1098 - Lots 10 & 11, Plan 1098 The property owners present expressed their opinions and issues being both pro and con. The matter was not resolved since not all present were in agreement to proceed. Mr. Lloyd Squire was present as previously arranged at 8:00 p.m. Clerk presented copy of letter to Lloyd Squire from District Officer, Municipal and Private Abatement, Ministry of the Environment, advising that the proposal had been reviewed and that the Ministry would have no objection to the construction provided that eight requirements were met and the matter was presented to Oro Council prior to any soil testing. The matter was discussed by Council, all members asking questions and expressing some concerns about area involved not properly described by site plan for all future records. On motion of McLean and Swainson~ that Oro Council would have no objection to the approval of the proposed enlargement of the sludge lagoon as approved by the Ministry of the Environment according to Ministry requirements, subject to a copy of a site plan prepared by an O.L.S. of the proposed lagoons and present lagoon, being presented to Council as well as the Mi ni stry of the Envi ronment for all future records. . . . . Pg. 182 SPECIAL MEETING (Contld) AUGUST 14~ 1980 Councillor Sanderson reported to Council on the proposal for seating suggested at the last Arena.Committee meeting, advising that concrete seating had been discussed as a proposal. On motion of Swainson and Sanderson that the matter of seating facilities be further investigated prior to Council giving consideration to any proposal for seating in 1980 and the Oro Township Arena Committee be advised accordingly. Clerk advised that as instructed by Council at the last regular meeting, Kenwell IS Burner Service and Crawford Heating and Air Conditioning with respect to furance services for the Township of Oro, and presented letters of quotation from each. Kennwell's Burner Service - $19.00 per hour based on commercial rate for cleaning & service Crawford Heating & Air Conditioning - $22.50 per hour for the first hour first service call any time $18.00 per hour for every hour after the first hour On motion of Swainson and McLean that the quotation of Kenwell's Burner Service for cleaning (conditioning) and service be accepted for the 1980-81 season at the rate of $19.00 per hour. Mr. David Williams and William O'Brien were present at 9:00 p.m. following his request to meet with Council regarding proposed change to a three way "Stop Sign" at intersection of County Road 27 and 20, requesting Council IS assistance in approaching the Barrie Suburban Road Commission. Mr. Williams expressed the Association's concern with respect to speed on County Road 20 and the matter of proceeding north on Line 7 (County Road 27) across the County Road 20 because of the steep hill approaching the said road making it almost impossible to start after stopping on snow and icy roads. The suggestions of the Association is to have a three-way stop and eliminating the stop when proceeding north. The County Engineer advised that due to various reasons the suggestions to redesign the signing of the said intersection could not be considered. On motion of McLean and Sanderson Council suggested to representatives from the Association that they obtain a petition from the people in the immediate area and present same to Council for further consideration. Presented a letter from Ron Young., Fire Chief giving listing defects in the Shanty Bay Community and School Centre which are the reasons for not issuing a certificate of approval. On motion of Sanderson and Swainson~ letter from Ronald Young, Fire Chief~ to Shanty Bay Community School Centre building Chairman, Principal Shanty Bay School~ Reeve of the Township, and Clerk of the Township as presented be received and placed on file. Presented letter from Indian Park Association with respect to roads on the development (Plans M-8~M-9, M-30 and M-31) along with copy of letter from G. M. Sernas & Associates Ltd. to the Indian Park Association outlining list of deficiencies. Letter also requests consideration of a "Stop Sign" on Huron Woods Drive at intersection of Algonquin Trail. . . . Pg. 183 seECIAL MEETING (Cont'd) AUGUST 14, 1980 On motion of McLean and Swainson the letter be received and referred to Road Committee and Road Supt. who are to report back to Council at the next regular meeting. On motion of Swainson and McLean that an expense account of $3.00 per meal be authorized for each delegate ~ttending the Association of Municipalities Annual Conference. On motion of McLean and Sanderson that the County Weed Inspector be contacted with respect to Weed complaint on Lot 19, and surrounding vacant lot on Plan 985.
