Presented letter from MTC advising that the Ministry withdraw their petition for a Highway Municipal Drain contingent on the Mutual Agreement Drain being executed by the parties involved and payment by the Township of $341.10 towards engineering fees to date. On motion of Swainson and Sanderson, letter be received and placed on file. Clerk to arrange for execution and registration of the Agreement, and to forward payment and copy of the Agreement to MTC once completed. Presented letter from MTC advising of annual rental fee for use of Ministry salt storage shed on Lot 16, Conc. 14. On motion of McLean and Smith, that the letter be tabled until the next regular meeting and a letter be forwarded to inquire whether the Ministry would consider a reduction in the lease to a nominal fee due to costs of having the hydro brought into the shed for an outside light as well as plug in for equipment and putting doors on the front of the salt shed. Presented letter from M.T.C. advising of the Ministry's position with regard to installation of street lighting at Highway 12 and County Road 22. On motion of McLean and Sanderson, 1 etter be recei ved and copy forwarded to the Bass Lake Oro-Orillia Ratepayers Association, inquiring whether or not the area ratepayers are prepared to undertake the costs and charges of illumination lighting by way of a local charge added to their tax bills. Presented letter from Reid & Associates Ltd. advising of works undertaken on the Shanty Bay water system and invoice in the amount of $72.88. On motion of Swainson and Sanderson, that letter be received and placed on file. Clerk authorized to forward payment of invoices on presentation of report from George Snider Well Drilling advising that the installation is satisfactory and functional. Presented letter from the Ministry of Consumer & Commercial Relations re: removal of burials from the cemetary at Lot 10, Conc. 6 to be relocated at the West Oro Baptist Church Cemetery. On motion of McLean and Swainson, letter be received and infonnation as required be obtained from the West Oro Baptist Church and Clerk to forward a copy of the letter to West Oro Baptist Church. Presented letter to the Trustees of the Hawkestone Police Village returning invoices for fuel oil and building insurance. On motion of Sanderson and McLean, Treasurer authorized to pay the Vouchers as requested by Trustees H.P.V. once the Trustees advise as to what portion of their normal budget is to be used for payment of the accounts for the past due accounts of the Hawkestone Hall. . . . Presented notice forwarded to affected property owners, Assessment Office, Bell Canada, Ontario Hydro and Post Office re: Shanty Bay street re-numbering. On motion of McLean and Swainson, actions taken found satisfactory, record of re-numbering be placed on file, and necessary revisions made to Township files and documents. Presented statement from Ministry of Revenue advising of amount of Retail Sales Tax Rebate allowed on claim prepared by Standor Business Consultants to a total of $4,825.59 plus additional allowance of $1,365.48 plus interest of $653.78 to an amount of $6,844.85. On motion of Sanderson and Swainson, Clerk authorized to forward payment of $1,711.21 (25% of 6,844.85) to Standor Consultants, being payment in full in respect to preparation of Retail Sales Tax Rebate Statement, on receipt of rebate from the Ministry of Revenue. Presented copy of Fence Viewers Award, Form 343 following their inspection of the line fence dispute between Lots 9 and 10, Registered Plan 1291, following their on site inspection on July 18, 1980. The award is dated July 24, 1980. Also presented copy of letter forwarding a copy of the award to the owner and adjoi ning owner, by regi stered mail as requi red in accordance with Section 8(1) of the Line Fence Act 1979. . On motion of McLean and Swainson, Fence Viewer's Report as presented be received and action taken forwarding copy of same to owner and adjoining owner accepted as satisfactory and further that the Fence Viewers be paid at the rate of $25.00 for the inspection and amount charged to owner according to the Line Fence Act 1979 as Fence Viewers did not award any costs to adjoining owner. Presented copy of letter to David S. White with respect to services on Plan M-30 and M-31 andM-9 advising that the Council have requested the Township Engineer to report to Council in this regard. Clerk advised that he had received a telephone call from Mr. White, who asked that he be advised after the meeting. Also Mr. Peter De Martini expressing concern in reply to letter of Solicitors for purchaser of June 10, 1980, which is causing damages to sale of the lots and requesting formal letter be forwarded after meeting of Council. On motion of Sanderson and Swainson that a letter be forwarded to Township Solicitor advising of the requirements of unfinished services on Plan M-30 and M-31 in accordance with the report of the Township Engineer with respect to the excavation and apparent erosion. Also assurance required for the repair of the individual water connections to each lot. Presented letter from Nottawasaga Valley Conservation Authority with respect to Fill and Flood Line Mapping - project Township of Oro, requesting a new resolution as required by the Steering Committee. The new resolution will require an acknowledgement that the Municipalityha~ reviewed the agreement and clearly understands its conditions, terms and implications. . On motion of Sanderson and Swainson, further to resolution of Oro Council passed on March 4, 1980, Oro Council are aware of the policies enunciated in the Canada/Ontario Flood Damage Reduction Agreement and understand its conditions, . . . And further, that the Township of Oro is agreeable to pay the N.V.C.A. share of 10% of the cost of this project based upon the revised figures according to the authorities letter of June 10, 1980. Road Supt. Fred Haughton was present at 1:00 p.m. to present his report for work done during the month of July and Vouchers 7 and 7A to cover same. On motion of McLean and Smith, report of Road Supt. accepted as satisfactory and Treasurer authorized to issue cheques in payment of same to a total of $24,968.60. Presented letter from the Township of Innisfil forwarding decal which indicates that Fred Haughton has completed the 1980 Soils Course in the "C. S. Anderson" Road School. On motion of Smith and Sanderson, letter be received along with "C. S. Anderson Road School" ..,.. Soils Course and the decal indicating the completion of the course be presented to Fred Haughton. On motion of Sanderson and Swainson that the Road Supt. be authorized to hire part time help to assistwith survey work. On motion of Sanderson and Swainson that the owners of property in Lot 20, Concession 5, immediately north of No. 11 Highway be requested to attend a meeting of Oro Council as can be arranged. Mr. Dooley, operator of the Caribou Motel and Gas Bar was present at 2:45 p.m. to discuss with Council the placing of a culvert for an entrance on Line 7 (Fairgrounds Road) and consideration of Agreement for access from same for employees of the Township as well as Ratepayers coming to the Township of Oro office. On motion of McLean and Swainson, that the Road Committee and Road Supt. meet with Mr. Dooley for the arrangement, following which a necessary Agreement be prepared. . . . Pg. 178 EIGHTEENTH MEETING (Cont'd) AUGUST 5, 1980 Ron Watkin of Ainley & Associates was present at 2:30 p.m. with respect to By-law No. 1213/80, being a Restricted Area By-law to implement Amendment No.12, Waterfront Study. He made particular reference to Section 23 of the By-law which could be interpreted as increase the lot size throughout the Township in the R.G. area rather than just the area under Amendment No. 12. Mr. Watkin explained the matter and suggested that the By-law not be amended, rather this matter be brought to the attention of the Ontario Municipal Board at the Hearing and request that Section 23 not be approved and Schedule "A" performance chart be then amended and circulated with 1981 tax bills. Presented letter from Mrs. Mildred Tripp, Secretary, Jarratt Community Hall Committee in reply to Township letter of July 9, 1980 with respect to loan by the Township to complete the unfinished renovation. Letter advises that the Committee at the meeting held on July 17th, 1980 had considered the offer of the financial loan by the Township are agreeable to Council's proposal of $2,000.00 for a two year period or sooner if possible. And further would appreciate a cheque in the amount of $900.00 immediately to pay the accounts due and the balance of $1,100.00 when work is completed. On motion of Smith and Sanderson, Jarratt Community Hall Committee letter be received and filed for records and Treasurer authorized to issue cheque in the amount of $900.00 to Jarratt Community Hall Committee and the balance of $1,100.00 be paid once the work is completed. The matter of the drainage and complaint by Dr. Chadwick at Lot 24 and 25, Plan 755 was further considered after inspection on the site by Committee of Council and the Road Supt. On motion of McLean and Sanderson that in Council's considered opinion this has been a water course for a number of years and Council are not prepared to make any changes to the existing flow of water. Presented letter from the City of Orillia with respect to Ontario Housing Operating Procedures - Municipal Residency Requirement, forwarding resolution of the Counci 1 of the City of Ori 11 i a "that the 12 month residence rul e that has applied to all Ontario Housing Corporation geared-to-income housing units within the City of Orillia, be discontinued immediately and that the following to be advised accordingly: - Ontario Housing Corporation - North Simcoe and Orillia Housing Authority - Townsh ips of Orill i a, Oro, Mara and Rama". Presented letter from Regional Director, Ministry of Transportation and Communications authorizing a supplementary subsidy allocation of $13,700.00 for construction which allows for an additional expenditure on 15-16 Side Road of 24,909 for the 1980 Road Program. Letter is requesting that Council advise whether favourable consideration will be given to a lease proposal to administer the wharf or their assistance in providing names and addresses of persons capab 1 e and wi 11 ing to act as Harbour Manager. Otherwise, it wi 11 be the intention of the Department to pUblicly advertise for a Harbour Manager. On motion of Swainson and Smith, Clerk to advise that Council of the Township of Oro are of the opinion that the managing and administering of the Wharf at Hawkestone would be difficult to undertake and therefore are not prepared to assume the responsibility under lease and are not in a position to advise of names and addresses of capable and willing persons at this time. Presented letter from Food Land Development Branch, Ministry of Agriculture and Food requesting that the attached forms be completed, advising of any applications for loans for Tile Drainage not yet debentured in order that any allocations not needed for 1980 by the Municipality may be made available to other Municipalities. On motion of Sanderson and Smith, Clerk to reply and advise that to date no applications have been received by the Township of Oro in 1980, and that any applications received will be processed as quickly as possible. . . . Pg. 180 EIGHTEENTH MEETING (Cont'd) AUGUST 5, 1980 Presented copy of letter from Shanty Bay Summer Festival Committee to the Ontario Provincial Police advising of same and requesting assistance for a period of 3/4 of an hour from 6:00 p.m. to 6:45 p.m.. Copy of letter also forwarded to Barrie Suburban Road Commission. On motion of McLean and Swainstim, copy of letter be received and placed on file, Council having no objection to holding of the parade as long as sufficient precautions for safety are taken. Presented letter from Jim Mould Heating advising that due to health reasons he will no longer be able to service the furnaces for the Township and that he has made arrangements with Kenwell Burner Service of Barrie to take over the heating business. Letter also advises that he will be continuing to serve as fuel oil agent. On motion of McLean and Sanderson, letter be received and filed. Clerk to reply and express Council's appreciation for his services and Kenwell's Burner Service Ltd. be contacted with respect to furance services and Crawford Heating Service. Presented letter from Economic Development Commission, City of Orillia, forwarding synopsis of reports from tables of those participating at the recent meeting with Directors of the Orillia and District Chamber of Commerce and Downtown Management Board. A great deal of direction and valuable insight was gained from the discussions at this meeting. On motion of McLean and Smith letter and synopsis of meeting be received and filed for future reference. Presented letter from Nottawasaga Valley Conservation Authority with budgeting for the next five years and requesting Municipalities to advise of any projects that could be instigated by the Authority for all member municipalities in the next few years, firstly for budgeting for 1981 and secondly for 1982-85. On motion of Swainson and Sanderson, letter be received and Clerk to advise that the Township of Oro do not have any proposals for work to be commenced other than the fill and flood line mapping project presently under program. On motion of Swainson and Smith that a letter be written to Vincent Racco with respect to the keeping of chickens and waste material as a result also the matter of burning of waste. On motion of Sanderson and Smith, adjourn to meet again on Tuesday, August 26th at 9:30 a.m. and that September meeting; be set for Monday, September 8th and Monday September the 22nd and meetings be advertised accordingly.
