04 16 1980 SP Council Minutes Pg. 91 COUNCIL CHAMBERS - APRIL 16, 1980 SPECIAL MEETING . Council met this morning at 10:00 a.m. according to resolution of March 31, 1980 to meet with Consulting Engineers for Windfield Developments (Ucci), Skelton, Brumwell and Associates, to review the Subdividers Agreement and also to meet with representatives of the Simcoe County Board of Education and to interview applicants for the position of Caretaker for Oro Memorial Park as well as reviewing the Annual Insurance Policy with Ron Johnston, the Township Insurance Agent. Also to deal with other matters of business requiring Council's attention. All members present except Councillor Smith, Reeve Howard A. Campbell in the chair. Reeve Campbell called the meeting to order at 10:00 a.m. and asked Douglas Skelton who was present with Mr. A. Ucci, to proceed with presentation of the Subdividers Agreement (third draft). Stuart N. Keyes, the Township Engineer was also present for the meeting with Douglas Skelton along with the Developer, Mr. A. Ucci. Mr. Douglas Skelton was present at 10:00 a.m. and advised that Subdividers Agreement had been revised from the last presentation to Council and presented a letter from the Ministry of the Environment and the Ministry of Natural Resources advising that both Ministry's appear to be satisfied with the Plans and Agreement as received. Mr. Skelton then reviewed the changes as discussed at the meeting of March 31st, which were again considered by Council as well as Schedule "P. Members of . Council asked various questions related to changes and additions. Mr. Skelton next referred to two items: 1. letter requesting name of road as Windfield Drive (road from Line 4 to Line 5). Council were agreeable to the naming of the Road as Windfield Drive. 2. Block 41 (H) shown on the Plan be deeded to the Municipality (Council were in agreement with this). Mr. Skelton then presented the Drainage Report as prepared for the development and reviewed the lands that drained through the property and illustrated on a drawing the area from where the water drained through the property to Lake Simcoe. The Drawing indicated the Drainage areas and he advised that the drainage plan had been reviewed and concurred with by both the Ministry of Natural Resources and Ministry of the Environment. The Engineer's Drawings were also discussed and Mr. Skelton advised of some change in the asphalt depth on the roads which had been reviewed by the Township Engineer with Skelton, Brumwell. He also advised detailed drawings with certain revisions would be presented to the Township Engineer. It was left that the Township Engineer review, on site, the existing problem of drainage from Windfield Drive to the lake, and forward his comments to Skelton, Brumwell and Associ ates. . The matter of Park Land was then presented - the plan showing Block 38, which consists of 2 acres, leaving shortfall of 3.95 acres. Open space area consists of: . . . pg. 92 SPECIAL MEETING (APRIL 16, 1980) Block 38 - 2.0 acres ) Private Block 37 - 4.1 acres ) Private Block 43 - 14.8 acres ) Mr. Skelton suggested that the shortfall could be overcome by several methods, namely deeding 4 acres from the property north of the Plan or alternatively cash-in-lieu at the value of $l,OOG.OO per acre. It was left that the decision in this regard be left for Council to review in order to arrive at a suitable conclusion. 20.9 acres - 16.8% The last item to consider was the matter of improving the road from County Road No. 20 to the development. In summation, Mr. Skelton advised that the request would seem unreasonably irrelevant and unfair. Should Council insist on this request, the developer may not have any alternative but to refer the matter to the Ontario Municipal Board. Mr. Ucci related that he would be prepared to assist in some work along the road with drainage work and improving drainage outlet. These matters were left for further investigation - (1) Township Engineer to check on the drainage; (2) Park Lands to be resolved; (3) improvement to Line 4. Mr. Lloyd Fletcher, representative member of Simcoe County Board of Education, Ward 8, being the Township of Oro and Vespra was present along with Ivan Ainsley, Accountant with the Treasurer's Office, as requested by Council to clarify the calculations since in Council's opinion the increase for the Township of Oro of 11.42% appears to be an extemely high increase. Reeve Campbell wel comed the representatives and advi sed that Council were looking for some clarifications on the School Budget and factors used for the process of apportionment. Mr. 1. Ainsley commented on the factors which were received from the Province, being the new factors as presented in 1979, which for the Township of Oro is 5.43. Council members asked individual questions which were replied to. The matter of a Committee of County Council and School Board being appointed to further investigate the equalizing factor and continual increase to the ratepayers, with the Ministry's involved was also discussed. Reeve Campbell thanked Mr. Lloyd Fletcher and Mr. Ivan Ainsley for their attendance and explanation of the Budget and method of apportionment. As requested by Council two applicants which Council selected to interview after considering application for the position of Caretaker for Oro Memorial Park at a meeting held on April 10, 1980. Clerk advised that the two applicants had been notified to attend. Mr. Robert Holmes was present as requested for an interview at 2:30 p.m. Council asked numerous questions and following which the Reeve asked Mr. Holmes whether he had any questions. . . . SPECIAL MEETING (Cont'd) APRIL 16, 1980 pg. 93 Mr. Holmes advised he was prepared to accept the position at $200.00 per week, and prepared to pay for all utilities during the off season months. He also indicated that he would be available and able to move into the accommodations at the Park after the first of May. Following the interivew, Mr. Holmes was informed that he would be advised of Council's action. Mr. Douglas Terry was present for an interview at 2:45 p.m. He explained that he was prepared to accept the position at the same salary as last year1s remuneration which was $185.00. Mr. Terry related his qualifications which ranged from construction to accounting, working for Niagara Parks Commission, owned a contracting business - handyman, qualfied in all lines of maintenance. Had worked under Arena Manager in Bracebridge. Council asked questions and requested Mr. Terry to ask any questions he wished. He was also informed that he would be advised of Council's action after consideration of both applicants interviewed. On motion of McLean and Sanderson, that the application of Robert Holmes be accepted, following the interview, to carry out the duties of Caretaker of Oro Memorial Park for the 1980 season, duties to be as outlined by Council and copy of same be made available to the successful applicant. The remuneration to be $200.00 per week from May 5th, 1980 through to October 1st, 1980, which may be reviewed annually should applicant be prepared to continue the duties. Accommodations provided are to be available at no charge to the Caretaker during the season of operation and during the off season October 1 to May 1st the Caretaker is to be responsible for the cost of the utilities. The Caretaker is to be responsible for the operation of the Concession Booth, which is to remain open as agreed to by Council during weekdays and weekends, a schedule of which is to be posted. The gate receipts are to be turned over to the Township Treasurer on a weekly basis. On motion of Sanderson and Swainson that Oro Township Council request the Minister of Housing to amend Condition 6 of the Conditions of draft approval regarding the proposed subdivision on part of Lots 27 and 28, Concession V, Township of Oro, Ministry File 43T-78030 to read as follows: 6. That Block "H" as outlined on the draft plan shall be conveyed to and held by the Municipality as a reserve for future access should such be required; and That the name of the Road from Line 4 to Line 5 through the development as proposed, be accepted by Council as Windfiel~ Drive. On motion of Sanderson and Campbell that the Township of Oro are prepared to accept the Park Lands as presented showing 2 acres and accept cash-in-lieu for the balance of 3.95 acres to an amount of $4,000.00 subject to the Developer presenting a letter of undertaking that he be prepared to assist the Township with the reconstruction of Line 4 from WindfieldsDrive to County Road No. 20. Reeve Campbell asked the Deputy Reeve McLean to assume the chair and seconded the motion. . . . pg. 94 SPECIAL MEETING (Cont'd) APRIL 16, 1980 Deputy Reeve McLean called for the vote on the motion. The motion carried. Mr. Ron Johnston, Insurance Agent was present at 4:00 p.m. to review the Township Ensurance Policy and premiums for 1980. Council made several adjustments as follows: 1979 Allis Chalmer Loader be reduced by $10,000 to $20,000 Township Hall contents - reduced by $3,000.00 to $2,600.00 and remove coverage for snow plows. Reeve Campbell thanked Mr. Ron Johnston for his presentation and taking time to review the Insurance POlicy with Council. Several items of general business were presented to Council for consideration and referred to the next regular meeting or orferred for further consideration.
