COUNCIL CHAMBERS - MARCH 4, 1980
SIXTH MEETING
Council met this morning pursuant to adjournment to complete the
business scheduled for March 3rd and to consider the 1980 budget.
All members present, Reeve Howard A. Campbell in the chair.
The Reeve opened the meeting and introduced Mr. Glen W. Price, Resources
Manager, Nottawasaga Valley Conservation Authority who was present
at request of Council to discuss the Township's request for
Flood Line Mapping of Willow Creek in Concessions 1 and 2. The
need for discussion and clarification was because of the map
presented to Council on March 3, 1980 showing the proposed Flood Line
mapping project of Willow Creek only indicated the portion north
of No. 11 Highway.

which was discussed at some length, both on basis of
Mapping and fill and construction regulation limits.

After the discussion and consideration of the proposed program,
the following action was taken:
On motion of Sanderson and Smith that the Township of Oro request
that Nottawasaga Valley Conservation Authority proceed with the
Flood Line Mapping along Willow Creek from Wonder Valley northerly
to approximately the middle of Concession 3 and at the same time
fill and construction limits be incorporated in the same area. And
further, that Oro Council are prepared to assume 10% of the total
cost of the project under Federal-Provincial Flood Damage Reduction
Program.
The next matter of consideration referred from the meeting of
March 3, 1980 was the calling of tenders for dust control and
surface treatment in the following categories:
1. To supply, haul and apply materials for surface treatment
and prime and sand for dust control.
2. To supply, haul and apply liquid calcium.
3. To supply, haul and apply non-asphaltic dust layer.
On motion of McLean and Sanderson that tenders be called for dust
control and surface treatment as specified on Tender Forms to
supply, haul and apply approximately 246,500 litres of RC-30
or SP6 prime and approximately 77,500 litres of RSIK emulsion and
1700 tonne sand, 420 tonne HL-4 stone and 200 tonne sand seal
on various Township roads for surface treatment and dust control;
and to supply, haul and apply 30,000 gallons (approximately
136,000 litres) of non asphaltic dust layer on Township roads
as per Tender Form, to be priced per gallon or litre applied,
and to supply and apply approximately 100 FE tonne of liquid
calcium on Township roads, to be priced per FE tonne. Tenders
to close at 12 o'clock noon on April 18, 1980. Tender call
to be placed in the Daily Commercial News.

The calling of tenders to crush, load, haul and apply crushed
gravel on Township roads was also considered with the following
action taken:
On motion of Smith and Swainson that tenders be called to crush,
load, haul and apply on various Township roads approximately
35,500 tonne (20,000 cubic metres) 16 mm gravel, to crush and
stockpile 3,000 tonne (2,000 cubic metres) 16 mm gravel, and
to crush and load off belt to Township trucks 1000 tonne (600
cubic metres) 16 mm gravel, according to tender forms. Prices
to be quoted for price per tonne and metres. Tenders to be
placed in the Daily Commercial News, tenders to close on April 18th
at 12 o'clock noon local time.
As instructed at the last meeting, By-law No. 1207/80 having
been read a second time, was brought back for a third reading.
On motion of Swainson and Smith, that By-law No. 1207/80 be revised
by adding to the end of Section 4 "Effective May 1, 1980", and
that By-law No. 1207/80 so revised be read a third time.
On motion of Sanderson and McLean, By-law No. 1207/80 now read a
third time, do pass, be engrossed by the Clerk, signed and sealed
by the Reeve, and the Treasurer authorized to make such arrangements
as are necessary to effect implementation of the provisions of
the By-law.
On motion of McLean and Smith that a letter be forwarded to the
Oro Township Arena Committee requesting that they advise the
Winter Carnival Committee that all monies presently held by this
Committee be deposited with Oro Township Community Arena Treasurer
in order that all receipts are shown on the Township Arena Books
for audit purposes.
The next item to be considered was the preparation of a draft
budget for 1980 and estimates were reviewed as well as proposed
budget prepared by the various Committees, namely Fire Committee,
Waste Disposal and Parks and Recreation, as well as previously
approved budgets of Oro Planning Board and Committee of Adjustment.
Mr. Stan Vousden was present before Council at 2:00 p.m. at request
of Council with respect to By-law Enforcement Officer in the Township
of Oro. Mr. Vousden advised Council on the basis that he would be
prepared to undertake the position and suggested remuneration on
an hourly basis plus mileage.
After discussion with Mr. Stan Vousden, Council advised that the matter
of By-law Enforcement Officer appointment would be further studied
and he would be advised of Council IS decision.
As previously arranged Mrs. D. McKenzie, Trustee, Hawkestone Police
Village, was present before Council to present the Police Village
Budget for 1980. Also to request a reduction of the Township Mill
Rate, by Agreement, for the Police Village in accordance with
Section 478(1) of The Municipal Act.

The matter of the Budget was considered at some length. The
Trustees are of the opinion that the Township should reduce the
general mill rate by the amount that the Trustees are authorized
to raise. After discussion Council advised that the street
lights could not be included in the reduction.
On motion of McLean and Sanderson that Council are prepared to reduce
the general mill rate for Hawkestone Police Village by 3 mills in
1980 as in 1979.
On motion of McLean and Smith, that the hourly rate for Ron Young,
be increased from $7.50 to $8.00 per hour effective January 1, 1980.
The matter of a replacement for Mrs. Norma Sanderson who proposes
to retire in 1980 was considered by Council.
On moti on of McLean & Smith, that an adverti sement be placed in the -Oril Ha Packet &
in the Barrie Examiner for an Office Assistant, which shall include
duties as Assistant to the Treasurer and payroll responsibilities.
The matter of advertising for person or persons to carry out the
duties of Caretaker for Oro Memorial Park, as set out by Council
and to operate the Concession Booth for the 1980 season was
considered by Council.
On motion of Sanderson and McLean, that an advertisement be placed
in both the Barrie Examiner and Orillia Packet, calling for person
or persons to carry out the duties as Caretaker of Oro Memorial
Park, as set out by Council, to operate the Concession Booth for
the 1980 season. The ad is also to call for the willingness to
remain on the premises for the off season.
Presented letter from Chairman, Oro Township Community Arena Board
listing priorities required for the Arena in place of original
application submitted under Community Centes Act for a total
grant of $23,500.00.
On motion of Swainson and Smith, that the letter be placed on file
until the list of priorities are further clarified at the next
Arena Board meeting.
On motion of Smith and McLean adjourn to meet again on Monday,
March 17, 1980 at 10:00 a.m.
