FIFTH MEETING
4It Council met at 10:00 a.m. pursuant to adjournment with all
members present.
The minutes of the last regular meeting of February 18th and
Special Meeting of February 15th were on motion of Smith and
Swainson confirmed as printed and received.
Presented copies of letters forwarded as instructed from the
last regular meeting as follows:

Presented copy of letter to William Lohuaru requesting he contact
other owners of Horseshoe Valley Resort with respect jointly, pay
survey account of Charles P. O'Dale. Also copy of letter from
Roger R. WeIsman, O.L.S. to Charles P. O'Dale advising he is
prepared to assist in locating the original survey bars for
deviation road in lots 2 & 3, Concession 3.
On motion of Sanderson and Swainson, the matter be tabled until

Presented letter from Shanty Bay Ratepayers Association in reply
to Township letter of January 8, 1980 with respect to additional
street light at entrance at St. Thomas Anglican Church. Letter
advises that in view of small cost involved the Association does
not feel that it should be necessary to canvass each member of
the Ratepayers Group for their individual opinions, therefore
the executive are agreed to advise Council that the installation
of the light as requested could be proceeded with.
On motion of Smith and Swainson, letter be received and Ontario Hydro
be requested to install an additional street light on the south
side of Church Street at the entrance to St. Thomas Church-
Presented letter from Oro Horticultural Society acknowledging
Council's approval of grant in the amount of $200.00 and advising
that when designs for planting at the Township Office are prepared
they will be presented to Council for their approval.
On motion of Sanderson and Smith, letter be received and placed on
file for reference, along with copy of proposed design for new
plantings and the Oro Horticultural Society be advised that Oro
Council would have no objection to design for planting as received.
Presented Certificate of Approval for water from second well, as
stand by, in the Shanty Bay Subdivision in connection with a drilled
well located approximately 12 metres south of the existing well
no. I west of Gowan Road in Block "A" equipped with a 102 G.P.M. pump
and associated valves, piping and appurtenances. The well is not
to be connected to the existing water supply system until it is
demonstrated that the water quality meets with the Ministry of
the Environment Water Quality Criteria as outlined in the Ministry
publication "Water Management" or until adequate treatment is
provided for those substances that do not meet these water quality
criteria.
On motion of smith and Swainson, Certificate as presented be filed
and copy presented to Township Road Supt. and Ron Young, who is
responsible for maintenance of the system and further, Ron Young
be requested to carry out the necessary test.
Also presented letter from Ian D. Wilson & Associates Limited in
reply to Township letter with respect to charges for professional
services for the hydrology report for the second well at Shanty Bay,
Plan M-66.
On motion of Smith and Sanderson letter from Ian D. Wilson as presented
be received and placed on file.
Presented copy of letter to Nottawasaga Valley Conservation Authority
with respect to Flood Line Mapping of Willow Creek and letter of
reply from Resources Manager, N.V.C.A. outlining procedures and
apportionment to the Township as well as alternative subsidized
grants through provincial or Federal Programs and advantages. Also
further that the study may be completed in 1980.

On motion of McLean and Sanderson letters as presented be received
and placed on file and Nottawasaga Valley Conservation Authority
be requested to have the Resource Manager attend a meeting of
Oro Council to further discuss this project which presently
only appears to show mapping north of No. 11 Highway and further
that a copy of the Township letter be forwarded to Vespra Township
for the information.
Presented letter from Allan G. Cook Limited with respect to unpaid
account by Jo-Con Developments for paving of portion of the roads
on Plan M-66. The work having been completed in 1979. Letter
requests assistance from the Township in this regard.
On motion of Swainson and McLean, letter be received and Jo-Con
Developments be advised that Building Permits for lots other than
on completed roads will be withheld until all outstanding accounts
by Jo-Con Developments have been paid, namely balance of account to
Allan G. Cook Ltd. for paving of portion of roads on Plan M-66 in
1979, as well as other outstanding accounts.
Presented letter from Chairman of Task Force on vandalism outlining
suggestions on basis of any submissions that are or may be proposed
to be forwarded for consideration by the Task Force.
On motion of Sanderson and McLean letter be received and placed on
file with no action taken at this time.
Clerk reported that to date the four persons retained by the
Township to issue Dog Licences had sold 578 licences to a total
amount of $4,098.00. Total kennel licences issued in 1980 being 5.
On motion of Sanderson and McLean, report be accepted as presented.
Presented quotation from Browning-Sanders Sanitation Services Ltd.
for garbage contract for the collection of garbage in designated
areas.
On motion of Sanderson and Swainson that Oro Township Council accept
the quotation of Browning-Sanders Sanitation Services Limited at the
following rates per year, per pick up - Residential $15.00,
Commercial once per week at $30.00 and Commercial twice per week
at $52.50 and Edgar Occupational Centre, residential twice per
week pick up at $30.00, resident occupied homes at $30.GO
and Edgar Occupational Centre Main Building at $52.50.
Chief Building Official, Jim Shellswell appeared before Council at
1~:30 a.m. to present his report for the month of February.

February, 1979 was $84,040.00.
On motion of Smith and Sanderson report of Chief Building Official
be accepted as satisfactory.
On motion of Sanderson and Swainson that the Chief Building Official
be authorized membership to Ontario Building Officials Association
and Ontario Plumbing Inspectors Association and Treasurer authorized
to issue cheque in payment of same.
Stuart N. Keyes was present before Council at 11:45 a.m. with respect
to Quadrant Developments, regarding water system and Certificate of
Completion of water mains, valves and hydrants.
Also presented copy of letter from Stuart N. Keyes to Maksymec &
Associates Ltd., Engineers for Quadrant Developments, which had
been forwarded following Mr. Keyes presenting the matter to last
meeting of Council on February 18, 1980.
On motion of McLean and Smith, that report of Engineer, Stuart N. Keyes
regarding the water mains and valves, as well as hydrants be
accepted and Mr. Keyes be requested to advise Council in writing
that the aforementioned are substantially completed before Council
are in a position to authorize the release of substantial completion
letters to the Developer.
The Planning Administrator was present at 1:15 p.m. to review planning
and development matters. The following was presented:
Letter to J.Y. Fisch, solicitor for A. Fuda et aI, re: part of
Lots 20 and 21, Conc. 12, advising that Council are not prepared
to consider any amendment to the zoning by-law in respect to his
client's lands until such time as the matter of an appeal from a
decision of the Committee of Adjustment had been heard by the
Ontario Municipal Board.
On motion of Sanderson and Smith, that letter forwarded be found
satisfactory and placed on file.
City of Barrie By-law No. 80-12, being a by-law to reduce setbacks
in the areas adjacent to Highway 400 for industrial, commercial and
open space uses, and to define "Training and Rehabilitation Centres".
On motion of McLean and Swainson, that the By-law be received and
placed on file for reference.
Ministry of Housing Subdivison/Condominium Approval Procedures: A
Guide for Applicant's manual.
On motion of Smith and McLean, that the manual be received and
placed on file for reference.
The Planning Administrator advised that a typographical error had
been found in By-law No. 1205/80 (Barkley Re-zoning) subsequent to
circulation, that the error had since been corrected and that all
parties previously circulated have been notified of the error and

forwarded a corrected copy of the by-law as suggested by
the Ministry of Housing.
4It On motion of Smith and Sanderson, that actions taken found satisfactory.
Ministry of Housing advising that the Subdivisions Branch are awaiting
the conclusion of soil testing in the spring prior to making a
recommendation for draft approval of the Schaeffer subdivision
proposal at Oro Station, file 43T-79020.
On motion of Sanderson and Swainson, that letter be received and
placed on file.
Presented Affadavit of Louis Kovacs in respect to temporary use
of part of Lot 11, Conc. 2 as requested at meeting of January 7, 1980.
Declaration given on February 25th, 1980. Temporary use of
storage building as a residential dwelling unit to cease by
July 15th, 1980.
On motion of Smith and Swainson, Affadavit as presented be found
satisfactory. Chief Building Official to report to Council after
July 15th, 1980 indicating whether or not the residential use has
ceased as indicated in the Affadavit.
Presented Oro Township Committee of Adjustment Notices of Hearing
re: Submission No.'s B7/80 - Briggs, B8/80 - Nixon, B9/80 - Tran
and BIO/80 Peacock.

On motion of McLean and Sanderson, notices of hearing be received
and placed on file.
On motion of McLean and Smith that the Township meet with the Edgar
Occupational Centre Staff with respect to garbage collection and
number of buildings involved.
Presented copy of Engineer's Report (Revised) which had been filed
with Council on February 18, 1980. Clerk advised that copies of
the report and notice of date for the Engineer's Report to be heard
had been forwarded February 28th, 1980 as required under Section
41 of The Drainage Act. Meeting schedules for 7:30 p.m. on
March 24, 1980.
On motion of Smith and Sanderson action taken by Clerk according
to the Drainage Act accepted as satisfactory.

Presented copy of letter to District Engineer, Ministry of
Transportation and Communications forwarding copy of tender for
backhoe loader with 17'0" backhoe and letter of approval of the
tender form as approved by the Ministry, dated February 21, 1980.
Clerk advised that 4 equipment dealers had been forwarded
copies of the tender. And that tender call had been placed in one
issue of the Daily Commercial News. Tenders to close at 12 o'clock
noon today.

On motion of Sanderson and Smith that Council go into Committee
of the Whole at 2:35 p.m. to discuss with representative from
Truck and Tractor Equipment Ltd. the matter of valuation of
the Massey Ferguson 300 Truck Loader and offer of purchase for
the said machine.

On motion of McLean and Swainson, that Council come out of Committee
of the Whole at 2:55 p.m.

On motion of Sanderson and Swainson that the tender of Truck and
Tractor Equipment Ltd. to supply one backhoe loader with 17'0"
backhoe, John Deere 510 as per tender submitted for the sum
of $45,763.09 plus O.R.S.T. of $3,203.42 to a total price of
$48,966.51, be accepted, on the basis of a 60 day term for
payment subject to M.T.C. approval.
On motion of Smith and McLean that Oro Council accept the offer
to purchase the Massey Ferguson 300 - front end truck loader for
an amount of $7,300.00.
Road Supt. Fred Haughton was present to present the report for
work done on Township Roads during the month of February and
Vouchers 2 and 2A to cover same.
On motion of McLean and Sanderson, report of Road Supt. Haughton
as presented accepted as satisfactory and Treasurer authorized to
issue cheques in payment of same as shown on Voucher 2 and 2A
to a total of $21,891.70
On motion of Sanderson and McLean that the Road Supt. be authorized
to obtain a survey of 15-16 Cross Road in part of Concession 2
and in Concession 3.
Mr. Ron Johnston and Dave Blevins were present at 2:15 p.m. to make

Mr. Dave Blevins presented the entire plan as requested showing
all coverages quoted within the proposal. After which Council
asked questions and discussed the coverage items in general
and advise that the written proposal presented would be
reviewed by the Committee.
At the conclusion of the presentation Mr. Blevins advised that
all or any part of this proposal could be accepted.
Reeve Campbell thanked Mr. Dave Blevins and Ron Johnston for
the presentation and again advised that after full review by
the Committee Mr. Johnston would be further advised.
Mr. Lloyd George, President, Central Oro Ratepayers Association
(CORA) and Gail Robinson were present as previously arranged
to present certain matters of concern of the Association. Clerk
presented letter requesting the appointment and listing matter
of concern.
Council advised that for the purpose of a speed limit change on
15-16 Sideroad, the Ratepayers Association of property owners
would have to request, in writing a reduction of the speed limit
in order for a traffic study to be initiated.
A street light at Queen Street on Plan 1212 would require a
petition from the property owners on Plan 1212 along with assurance
that they are prepared to assume the cost of the installation
of same and~future energy costs.
Mr. George enquired as to when a further proposal for an Airport for
Barrie would be released. He was advised that Council could not
give any time estimate since the City of Barrie after further
study would be advising Council in this regard when further proposals,
if any, are available.
Mr. George also enquired about Oro Memorial Park and the control
and use of same, since in his opinion the Park was originally
left to the Township ratepayers. Council advised that the Park
is a Public Park and designated as an improved park under the
Parks Assistance Act.
The matter of garbage collection was also discussed with respect to
collection in Edgar Village. Council again advised that this could
be accomplished by property owners, by petition requesting that
garbage collection be established for the hamlet of Edgar and that
the owners are prepared to have costs added to the tax notice.
Upon receipt of same, garbage collection could be organized once
the area is included in the By-law for collection of garbage in
designated areas.
Mr. Bruce J. Fraser, Assessment Commissioner was present at 3:50 p.m.
to present to Council a preliminary study in preparation for a
possible return of a revised Assessment Roll for taxation in 1981.

Mr. Fraser advised that the study indicated that vacant land
would show the greatest increase, since agricultural land not
being farmed would be assessed as residential land, basically
over 90% of vacant land is underassessed. The greatest portion
of residential and commercial assessment would not change that
much. Some residential properties would increase considerably
while others would be reduced considerably.

respect of pre-approval requirements, eligibility of expenditures

On motion of Swainson and Sanderson, that the resume of David

Presented recent revisions to the Ontario Building Code, O. Reg. 's
31/79 and 718/79.
On motion of Sanderson and Smith, that revisions to the Building Code
be received and placed on file.
Presented letter from National Energy Board forwarding two certified
copies of Board Order No. 's GTL-T1-94-79 to GPL-TI-I02-79
and copy of approved drawings to the application by Trans Canada
Pipelines Limited for Order (1) exempting it from submitting a
plan profile and book of reference respecting a deviation in its
pipeline and (2) a book of reference respecting a deviation in its
pipeline by replacing certain portions thereof, in accordance with
certain drawings in the Province of Ontario, filed with the Board
under File No. 1565-T1-819 on the 11th day of July, 1979.
On motion of Smith and Swainson letter and copies of Board Order and

Presented letter from the City of Toronto, Department of the City
Clerk, forwarding resolution passed by City Council to support the
position taken by the Premier of the Province of Ontario in opposing
Quebec's White Paper. Letter further advises that the resolution
was passed in accordance with the request of the City of Barrie.
On motion of Sanderson and Swainson letter forwarding resolution
with respect to Quebec's White Paper be placed on file with no
action taken.
Presented letter from Charles P. O'Dale, O.L.S. in reply to letter
from Roger Welsman, O.L.S. requestng arrangements be made for a
Wednesday suitable to all parties to meet on the site of the survey
area in question and advise of same. Also that a member of Council
be present at that time.
On motion of Sanderson and Swainson that Roger Welsman be contacted
as to whether Wednesday, March 12th would be suitable to attend
