COUNCIL CHAMBERS - DECEMBER 3, 1979
TWENTY-EIGHTH MEETING
Council met pursuant to adjournment with all members present at 9:00 a.m.
Reeve Howard A. Campbell in the chair.
The minutes of the last regular meeting and special meeting of November 26th, 1979
were on motion of Sanderson and Smith, confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular meeting
as follows to:
Fred V. Haughton advising that his application for Road Supt. had been accepted
and letter to Ministry of Transportation and Communications advising of Council's
action of accepting the application of Mr. Frederick V. Haughton; also copies of
letters forwarded to all applicants advising of Council's action;
Horseshoe Valley Resort advi$ing that the Township are again prepared to accept
the services of Horseshoe Valley Resort to snowplow the roads on the subdivision
at the rate of $24.00 per hour and to reimburse for the sand used at the cost
to Horseshoe Valley Resort;
Barrie Examiner and Orillia Packet and Times requesting notice of public meeting
of November 30th, be placed in two issues of the paper;
Gordon E. Smith, ~.P.P. with respect to E~ Lot 21, Concession 11, presently
operated by the Province as a restoration site;
Township of Orillia forwarding copy of By-law to designate the Oro-Orillia
Towriline as a "through rQad" from No. 12 Highway south to northerly shore of

Presented copy of letter to D. S. White advising of Council's action with respect
to York Sand and Gravel following opinion received from Solicitor. Letter
requests further opinion from the Solicitor regarding drawing on Letter of Credit
should all requirements of the Agreement not have been met. Also advising that
copy of letter to York Sand and Gravel had been forwarded to Solicitor for
York Sand and Gravel and their Bank holding the Letter of Credit. As well as
copy of registered letter to York Sand and Gravel advising that Council are
not prepared to consider any change in the present site plan as Schedule "A" to
the Agreement reached at the O.M.B. Hearing. And, two letters from Smith, McLean
Solicitors for York Sand and Gravel in response to Council's letter to Mr.
Spencer Vernon. Clerk advised that these letters have been forwarded to
Mr. D. S. White and that Deputy Reeve McLean and the Clerk had attended at the
office of Mr. White on November 27th to discuss the matter. As a result of this
meeting a further letter from Mr. D. S. White had been received for presentation,
dated November 29, 1979. Solicitor in this letter outlines procedures should
all equipment not be moved on date required.
All correspondence and Township Solicitor's opinion were considered by Council
and the following action was taken:
On motion of Sanderson and Swains on , that the Township Chief Building Official,
Zoning Administrator and RQad Supt. be appointed to inspect the site of York
Sand and Gravel Limited, p~rt Lot 11, Concession 7, in accordance with
Subdividers Agreement, after December 4, 1979 and are to report back to Council
at the next regular meeting, for further action as may be required.
Presented letter from Oril1ia Detachment, Ontario Provincial Police expressing
the Detachments appreciation of assistance from the Volunteer Firemen in
Hawkestone of preventative patrol on Halloween. Letter also advises that the
program had been so successful this year that they hope to use it again in
the future.
On motion of Smith and McLean, letter be received and placed on file and a copy
be forwarded to the Township Fire Chief and District Chief of No. 2 Station in
Hawkestone and Council's appreciation be expressed to the Volunteer Firemen
of No. 2 Station.
Presented letter from Horseshoe Valley Resort in reply to Township letter of
accepting the services to snowplow and sand the roads on the Subdivision.
Purpose of the letter being to clarify the rate of $24.00 per hour as quoted
and to advise that the billing will reflect only an equitable charge and
that Horseshoe ValleYls not prepared to make an accounting for each minute~
of operation. However, should the truck be required to leave the shop for
sanding, as example, for 25 minutes or half an hour, the charge would be based
on 1 hour. On the other hand should the truck be out working either plowing
or sanding for approximately 10 minutes over the hour, the charge could be
based on 1 hour.
On motion of McLean and Smith, letter be received and Clerk to reply and advise
that the concern of Council was the paying for additional part of an hour each
time the work exceeds the. hour by 10-15 minutes. Council as stated in the
resolution of November 19, 1979 are agreeable to the rate of $24.00 per hour.
Presented copy of the Ontario Municipal Board Order A-791059 entered as OB A79-2,
folio 149 and dated November 15, 1979 being a Board Order to dismiss the appeal
by Robert Anthony Cooksley, of the Decision of the Committee of Adjustment and
not granting the minor variance applied for.

On motion of Swains on and Sanderson Ontario Municipal Board Order as presented
be received and placed on file for record.
Presented letter from Ministry of Housing, CommUnity Developments, further to meeting
with Oro Council on October 24, 1979 with respect to senior citizen housing. Letter
outlines the Municipal responsibilities in conjunction with the Municipal Housing
Statement. . Clerk advised that a letter had been forwarded to the Ministry on
September 5, 1979 whereby Council requested that the earlier request for a
Municipal Housing Statement be held in abeyance since Council had been of the
opinion that the study was for purpose of Senior Citizen Housing and not
as proposed by a Munic:ipa:L Housing Statement. Representative of the Ministry
had again met with Council on October 24, 1979 at which time representatives
from Oro Marigold Jolly Elders had been in attendance and it was left that
Council would make no further decision until the Ministry reported on their
meetings with the City of Barrie and Orillia. Also that the Oro Marigold Jolly
Elders were to forward comments to Council after the meeting of October 24, 1979.
On motion of McLean and Sanderson, a letter be forwarded to Ministry of Housing,
Community Development Branch, advising that Council are awaiting letter as
a result of the Ministry meeting with City of Orillia and comments from Oro
Marigold Jolly Elders before taking any action towards proceeding with the
Municipal Housing Statement.
In accordance with the Agenda for this meeting 20 applications for Tax Adjustment
under Section 636 (a) of The Assessment Act, along with certain uncollectable taxes
under Section 636 (1) were presented for Council's consideration with the following
action taken:
On motion of Sanderson and Smith, the following properties, as recommended by
the Assessors of the Simcoe County Assessment Office (Region 16) for assessment
reductions be accepted and the appropriate tax adjustments be applied and
uncollectable taxes for Roll #7-570 and 4-157-10, be written off.
Application No.1 - Roll No. 3-126-00-0001 Lois Crawford, N pt Lot 11, Conc. 4.
The above occupant ceased to carry on business at this address on June 9, 1979.
Business taxes based on the business public assessment of IBO are to be cancelled
from June 9 to December 31, 1979. The new occupant will be added by
Supplmental Assessment. The 1979 taxes to be written off in the amount of $21.00.
Application No.2 - Roll No. 3-150 Garry Kei th Sanderson and June Eileen Sanderson,
W pt. Lot 17, Conc. 4. The old barn and concrete silo on the above property were
demolished in May 1979 and is therefore entitled to a cancellation of building
taxes from June 1 to December 31, 1979. Please cancel the taxes based on the
public residential assessment of 425. Correct the 1979 collectors roll from
5BOO residential public to 5375 residential public. The 1979 taxes to be rebated
are in the amount of $45.63 less discount allowed in the amount of .460 for a
total of $45.17.

Conc. 7. Since Tenant No. 0001, 00040ro Caribou Motel Limited ceased to carry on
business at this location in 197B. We recommend that taxes to the owner be
cancelled on a conversion of rates from Commercial Public to Residential Public
based on the occupant assessment of 10,BOO from January 1 to December 31, 1979.
Correct Collectors Roll to residential public 1B,500 and commercial public 2,000.
The 1979 taxes to be written off in the amount of $283.26.

July 1979 and is therefore entitled to a cancellation of building taxes from
August 1 to December 31, 1979. Please cancel the taxes based on the public

700 RP. 1979 taxes to be rebated in the amount of $95.63.

The dwelling on the above property was razed by fire in December 1978 and is therefore
entitled to a cancellation of building taxes from January 1 to December 31, 1979.
Please cancel the taxes based on the public residential assessment of 2925.

location on July 15, 1979, we recommend that taxes to the owner be cancelled on

occupant assessment of 500 from July 15 to December 31, 1979. Correct the
Collectors Roll to residential public 2875. 1979 taxes to be rebated in the
amount of $5.64.

Mr. Stuart N. Keyes, Township Engineer was present at 11:00 a.m. to present draft
estimates for the cost of completion of services on Plan M-71 in accordance with
the Agreement Oro Council in principle agreed with estimates presented and
after further consideration took the following action:
On motion of Sanderson and Swains on letter be received and Clerk to forward
all necessary information as requested including letter of estimates from the
Township Engineer to the Township Solicitor and request that the procedure for
non compliance of the Subdividers Agreement be commenced without any further
delay against L. J. Torpey.
Stuart N. Keyes next presented his account for services rendered during 1979.
On motion of McLean and Smith account as presented be paid and that the various
developers be billed for their respective accounts.
Presented letter from G. Denton Brumwell, P. Eng., of Skelton, Brumwell and
Associates Ltd. with respect to expiry date of draft approval for Melville
Hastings Subdivision. Letter requests that Council give consideration to pass
a resolution supporting an extension to draft plan approval to February 18, 1982.
On motion of Smith and Sanderson, letter be received and Clerk to advise that
Council are prepared to grant an extension to the draft plan approval of 9 months
only to November 18, 1980. Council are not prepared to grant an extension
beyond the term of the present Council. Motion Carried.
Presented account from Buie and Buker Drilling Limited for the construction of
a well on Lot 27, Concession 3, being on Block "A" of Plan M-66. To a total
cost of $5,917.00.
On motion of Sanderson and Swainson, account be accepted and Treasurer authorized
to issue cheque in payment of same from the lot levy account.
Presented letter from Leighton E. Clark, P. Eng., Simcoe County Engineer forwarding
copy of letter as sent to William O'Brien, Oro Ratepayers Association in reply to
letter forwarded to Barrie Suburban Road Commission by the Township which had been
originally directed to the Council of the Township of Oro, regarding intersection
at Line 7 and County Road 20.

Presented letter from Gordon E. Smith, M.P.P. in reply to Township letter with
respect to the Provincial restoration site, previously proposed for an Agricultural
Museum site, Lot 21, Concession 11. Mr. Smith advises that he proposes to
meet with the Minister of Agriculture and Food again and would be pleased to
meet with the Municipality.
On motion of Smith and McLean letter accepted and Clerk to reply and advise that
the Township would be prepared to meet with Gordon E. Smith, M.P.P. after he
has had an opportunity to discuss the matter with the Minister of Agriculture
and Food.

established on the property as was provided for by an earlier agreememt entered
into between the Municipality.and Mr. Johnson.
On motion of McLean and Smith, that the draft zoning by-law as presented be
found satisfactory and represented later in the meeting.
Advised Council that By-law No. i194, the Windfield Estates (Ucci) Zoning By-law,
affecting part of Lots 27 and 28, Concession 5, has come into full force and effect
pursuant to the provisions of Section 35 (24) of The Planning Act.
Reeve called a recess from 12:00 o'clock noon in order to enable Council and
some members of administrative staff to attend the funeral of Howard Crawford
a member. of the Committee of Adjustment. Council reconvened at 3:00 p.m.
Presented letter and resolution from the City of Barrie forwarded to all Municipalities
in Ontario with respect to the Quebec Provinciai Government recent issue of a
White Paper on proposed Sovereignty-Associates, to which the Premier of Ontario
and other provincial Premiers have expressed their strong opposition. And that
this same viewpoint is shared by all Canadians who believe in a united Canada.
The operative clause of the resolution being "Nowtherefore be it resolved that
the Council of the Corporation of the City of Barrie supports the position
taken by the Premier of the Province of Ontario in opposing Quebec's White Paper
and solicits the support of all Municipalities to indicate to the Province of
Quebec that we believe in a united Canada within the framework of Confederation"
and copies be forwarded as directed in the resolution.

from the Township of Oro for the 1979 levy in the amount of $1,289,832.44 less
payment :of instalment in the amount of $967,374.33 leaving a balance due of
$322,458.11 on December 14, 1979.
On motion of Smith and Swainson, Treasurer authorized to issue cheque in payment
of the final instalment to a total of $322,458.11 and have same delivered to
Simcoe County Board of Education by December 14, 1979. Treasurer be hereby
authorized to also issue a cheque for the 1979 balance $5,854.50 to Simcoe
County Roman Catholic Separate School Board.
Presented account for progress Draw-No.3 for the Shanty Bay Community Hall and
School Centre, in the amount of $24,361.76, being the Shanty Bay CommUnity portion.
On motion of Sanderson and Smith that the accounts be paid to the Simcoe County
Board of Education and when funds are recehred from the Shanty Bay Community
Committee same be credited to Township general account or special Township account.
Presented letter from Copsumers Gas forwarding copies of application and notice
of application pertaining to Phase II of the current rate case and seek to bring
for a hearing the main application and to increase its rates to recover on an
interim and permanent basis the increased costs set out in paragraph 3 of
the application attached to the notice.
On motion of Sanderson and Smith, letter and copy of application and notice of
same be received and placed on f:i.le with no action taken.
In accordance with Agenda an appointment had been scheduled for the Orillia and
Barrie Public Library Boards representatives to attend at 3:30 p.m.
Present from Orillia Public Library Board were - Joe Francoz, Chairman of the Board,
Ray Dunster and John Eggsgard; and present from the Barrie Public Library
Board were Mrs. Sara Malley and Mrs. Irene Pirrie.
Reeve Campbell after making the introductions explained Council's position and
purpose of requesting representarives to attend a meeting. He stated that because
of the increase being requested by the Library Boards on basis of a $3.50
increase plus 8% of last years rates, Council members have recommended that
the increase should be passed on to the user. Possibly a suggested rate of
$6.00 per user in order to offset the difference between the Provncial Grant
and costs requested. Council were of the opinion that this would cut down on the
situation of four and five members from one family, which increased the users.
Mr. Joe Francoz presented each member with copies of cost estimates, expenditures and
estimated receipts and proposed financial requirements for 1980 as well as
calculated figures for costs to outside Municipalities. In reply to the Reeve's
comments he stated that in the opinion of the Library Board every person using
the service was a user, whether they are persons from one family or separate
families. He also explained that City of Orillia contributed an amount per
user over the grant to meet the actual per user cost.
Deputy Reeve McLean asked a question - if I lived in a Municipality which did not
contribute to the Library Board of either City, what would it cost me?
The reply was $25.00.

Mrs. S. Malley explained the proposed rates for 1980 and presented copies of
calculations for the rates, which we~e discussed briefly.
Joe Francoz - I take it that the Township propose that the user pay an extra
fee to offset costs rather than the Township to raise the money by general levy.
This fee would seem reasonable for the Township to collect but the Library
Board is not set up to make any such collections for the Township.
Mrs. Irene Pirrie - It would have to be up to the Township to make the decision
to charge a fee or how they propose to raise the additional funds required to
meet the actual cost of Library services. She advised that the Library Board
had documented the actual cost of the service per user.
Mrs. S. Malley - ShoUld Council feel that the service could be improved by the
Barrie Library Board, the Board would be pleased to co-operate and work with the
Township Library Board.
Deputy Reeve McLean -from the proposal of the Board to increase cost annually
for the service it woul~ seem easier to be carried out by the Library Board
when users register annually and obtain Library cards. The additional user fee
proposed by the Township could be collected at this time.
Mr. R. Dunster - The Public Library Board is not set up to collect the user fee as
suggested. It is not that we could or would not want to do it but the system
is not set up for such collection.
Mr. J. Francoz - Cannot see how the Library Board can collect the Township fee.
Mr. R. Dunster - If, as mentioned the membership from the Township was decreased
because the family membership was reduced by means of $6.00 or whatever extra
charge to user. It would appear likely that one person would be picking up library
books for a number of other people and books would be out. This could probably
result in user costs to be raised for the Township.
Joe Francoz - the Board would probably have to ask the Township to contribute
more than the cost of the City user.
Reeve Campbell - Council are of the opinion that why should Library users be
subsidized, when other recreational facilities are not subsidized. In Oro
more people for example use the arena than use the library service.
Mrs. S. Malley - In Barrie one out of three use the Libary Board not that many
skate or use the arena.
Joe Francoz - If you are not a member you are still able to use the Library services
while in the Library at no cost.
Mr. Dunster - outlined other services that are available at the Public Library.
Deputy Reeve McLean - cannot see why the Library Board cannot handle the user
charge for the Township.
Mr. Dunster - This would require a great change over in administration.
Mr. Joe Francoz - We are here to ask you to assist in carrying the load of the
cost of operation.

Reeve Campbell - possibly the Township will have to look at carrying on the
same principle in 1980 as in 1979 and then look at furture methods. However,
Council have not arrived at any decision for 1980 on the principle of user pay.
Mrs. Irene Pirrie - The problem the Township of Oro is experiencing is similar to
all Municipalities without full Library service. The Township will have to look
at their manner of resolving the cost.
Mr. R. Dunster - We would like to have some feed back as to how the Township
propose to carry out their method of raising the funds by per user fee and
reactions of the users to such proposals.
The Reeve in conclusion thanked the representatives of the Library Boards for
coming to the meeting with Council to discuss the matter.

to further discuss the matter of purchasing the street lights.
Mr. Bickell was present at 4 :30 p.m. representing the woburn BERch Ratepayers
Association with respect to garbage collection at R.P. 794. He related to
the note left advising that garbage on Plan 794 should be left at the road end
and Townline until proper turn around is available. Mr. Bickell advised that
the Contractors still has the permission to. use the original approved turn
around on private driveway. (Oro is, known as West Woburn Beach). East
Woburn Beach (Orillia Township) have Mid Ontario pick up garbage - has supplied
a commercial garbage container in lieu of 16 to 17 collections, only one in
the industrial container - once per week for summer and once per month for winter.
Suggest to Council to have Oro Contractor put an industrial container similar
to East Woburn Beach at the entrance to Plan 794 and Towriline. If garbage left
according to note without container, dogs and animals only scatter the garbage.

On motion of McLean and Smith that the Garbage Committee would look into this
matter and report back to Council.
Mr. T. Holmberg was present at 4:50 p.m. with respect to his property, namely
Block "N", Plan g07. Would like to get Council's feeling'as to whether Council
would look favourably to Committee of Adjustment severing the parcel with 4 lots in plac4
of a four lot subdivision. He explained that it would not seem realistic to
go through the process of Plan of Subdivision when it would appear that the
Committee of Adjustment could entertain such an application. And because of
the Waterfront Study the lands have been partly designated for Estate Residential,
namely Block "N" and part of Township lot 27 adjacent to Block "N".
On motion of Smith and Sanderson that Mr. T. Holmberg be advised that in Council's
opinion that matter should be presented to Oro Planning Board for a proposal of an
Estate Lot Plan of Subdivision.
The matter of the draft notice that Barrie Public Library propose to hand to
Oro Township Library users was further discussed.
On motion of McLean and Sanderson, that the Barrie Library Board be instructed
not to hand out the draft notice as prepared and presented.
Road Supt. Currie presented his report for work done during the month of
November and Vouchers 11 and l1A to cover same.
. On motion of Smith and Swains on report of Road Supt. accepted as satisfactory and
Treasurer authorized to issue cheque in payment of same to a total of $56,648.23.
Road Supt. Currie presented specification-forms for tender to supply one half-ton
truck prepared as requested. Road Supt. also advised that he had contacted
several local dealers regarding 1979 trucks meeting the specification, that are
available on the lot.
On motion of McLean and Sanderson that tenders be called for one half ton truck
for the Rbad Supt. according to tender specifications as presented which are
to be forwarded to the Ministry for approval and that tenders are to be
in by December 17, 1979 at 12:00 o'clock noon. Tender is to be advertised in
the Barrie Examiner and Orillia Packet.
Road Supt. Currie presented proposed plans for Bell Canada for placing of buried
cable and related pedestals in accordance with MC #368, 369 and MC #263 (revised).
Also proposed plan for installation of gas main on Baycrest Drive from
Penetanguishene Road east 904 feet. All of which had been approved by the
Road Supt.
On motion of Swains on and McLean, Bell Canada Plan as presented and installation
of gas main by Consumer Gas on Baycrest Drive as approved by the Road Supt.
accepted as satisfactory and be placed on file.

Clerk called the meeting to order at 8:00 p.m. and advised that the meeting
had been advertised in the Barrie Examiner and Orillia Packet on November
22nd and 27th, as well in various places of business. Notice had also
been forwarded to various Ratepayers Associations.

It was moved by Reeve Campbell and seconded by McLean that the Clerk be Chairman.
The Chairman thanked the meeting for the privilege to chair the meeting for
another year and welcomed all present and related attendance for the

had submitted his resignation and commented on good manner in which Ross Currie
had carried out his duties for 22 years. Offered congratulations to Oro
Agricultural Society for another good fair in 1979. Served as member on
Oro Library Board - mentioned the two Library stations in Shanty Bay and
Oro Station and how services are made available in Barrie and Orillia Public
Libraries. Next reported on County activities and the Committees that he
is serving on - Lake Simcoe Pollution, Planning Committee as well as
Museum and Archives. Referred to change in number of members in County Council.

Deputy Reeve Allan McLean - Welcome to all - commenced by relating road work
done through the year - Lakeshore Area from 7th to 9th - paving of 4th Line
opening Line 1, north from No. 11 Highway. More oiling and paving of roads
in 1979. Advised of budget for 1979. Mentioned meeting with Minister of
M.T.C. regarding fly-over at Line 9 and also request to assist in improving
Cross Road 15-16, now receiving additional use as a service road. Had to
hire a new Road Supt. - received 11 applications - one stood out very well,
with good qualifications and recommendations and presently employed in this
capacity in another Municipality. Served on N.V.C.A. this year as Vice-Chairman
- related work of the Authority and how the Township is involved. Represented
the Township on Lake Sim~oe Pol~ution Committee - attended a Cabinet Meeting

Related the proposed prQject. Co~ty Co~cil - this year served as Chairman
of Finance - this Committee deals with budgets of all departments. Reeve has
already mentioned reduction of County Council members. Pleased to serve as
Council member on behalf of the ratepayers.
Councillor Gail Swainson -~ Tpanked everyone for coming to the meeting. Related
expenditure and receipts for Oro Memorial Park and future proposals for the
Park. Arena Board activities and that this Board had been expanded to act
as Recreation Committee - advised of Winter Carnival - mentioned that the arena
is self supporting. New Dog Licencing and Control By-law - new deadline for
licences to be obtained in MarQh 31, 1980. Advised of the new licence
fees for 1980 as $8.00 for spayed female and neutered male; $10.00 for male
and $12.00 for female. Penalty for late payment of $5.00. Also related
offences and costs for ~ame.
Councillor Clarence Smith.- also glad to see so many out. Building report _
James Shellswell Chief Building Official issued 245 permits to October 31st, to a
value of over three million dollars. Fire Department - 64 fire calls for the
4 stations to end of October. .Purchased 4 portable radios for Firemen entering
burning buildings. Fire Budget for 1979 in amount of $67,000.00 with $5,000.00
set aside for new tanker truck. Representative to Shanty Bay Community and
School Centre - Township involved for grant purposes and co-ordination. On
Road Committee - advised Ministry has reviewed and inspected 15-16 Cross Road
and report of same is to follow. Craighurst Secondary Plan - advised of attending
meeting of the four municipalities involved and that some progress is proposed
for the area.
Councillor Charlie Sanderson - Pleased to see so many here. W.D.S. - presently,
I feel, it is in good shape - related budget for waste management - purchase
of front-end loader to replace old bulldozer and advised of cost and that
some problems and repairs had been needed. Construction of hydro line to the
site - cost of same and related this had been one of the best moves for the
site since it had reduced vandalism as well as facilities to plug in equipment
heaters for the loader. Reported on Memorial Park activities. Arena Board
Member - 1980 will pay final payment of debenture - propose seating in arena
which is presently being looked into. Served on Royal Victoria Hospital
Board again this year and gave a report on some of the activities. Have
enjoyed working with Council and members of staff.
John Vokes - Chairman Oro Planning Board introduced the members of Oro Planning
Board. Major activities during 1978-79 being the Waterfront Study. Have been
on Planning Board for 5 years and Chairman this year. Pleased to say that
Amendment No. 12 to the Official Plan, to adopt the Waterfront Study has now
been finalized. Related plans of subdivision which should develop next year _

Quadrant Developments - Hawkestone; Ucci - Lots 27, 28, Concession 5 as well
as Shelswell Subdivision in Concession 7 and Jo-Con Developments in Concession 3,
Shanty Bay, the latter two shoUld continue to develop. Next few months
- Zoning By-law to implement Amendment No. 12, Waterfront Study. North
of Highway will have to be the next study area. Pleasure to have been able
to serve on Oro Planning Board and would like to continue to serve.
Chairman Oro History Committee was unable to attend so Reeve Howard A. Campbell
gave a short report - mentioned that really not too much to report since this
year is the wind down after "Kith 'n Kin". Sale of this book has amounted to
$25,000.00 to date. Have received many compliments on the book. Story of
Oro is also moving very well. The work on Kith 'n Kin is a credit because it
wad done on a voluntary basis by all concerned. Mu.ch credit is due to Joanna
McEwen for her work as a Co-ordinator and Editor and Helen Welnoffer for the
photography. Also many others gave their time to help compile the book.
Lloyd Fletcher - Chairman Simcoe County Board of Education and representative
for Ward 9 (Oro and Vespra). Pleased to have the opportunity to report to the
ratepayers. Proud to have had the opportunity to represent you and be Chairman
of the Board for two years~ Board consists of 21 Trustees - 18 Public School,
2 Seperate School and one appointed by Indian Affairs (Christian Island and Rama).
96 school buildings in County - 2,700 employed persons - contract for buses and
Board operates some. 1979 Operating Budget over 81 million - province pays
54%, Municipalities 44% other revenue 2%. Local taxes based on formula prepared
by the Province - 1978 taxes on an equalized assessment of 20,000 raised tax
bill from $320 to $330 - inflation increase of 9% - industrial increase in some
municipalities reduced residential taxes. Renovations to O.D.C.V.A. Orillia _
basically started as a request by Fire Marshall. General Purpose Romm at
East Oro which should help to improve the Education Program at East Oro as
well as serve Community needs. Shanty Bay Community and School Centre - Shanty
Bay Community and Council and School Board, history of 2-3 years work - many
meetings of School Board and Community - Community had to raise funds. Council
involved for grant purposes and funds until grants are received. Building to
be completed early in 1980. Curriculum Committee - demand for French language
High School, problem 2 years ago and past year should such a school be built
two surveys in French language area - no. of students did not warrant the buildir!g
of a French High School. Committee consisted of 6 elected members and 6 members
from Community Board had agreed to renovate a building which was not satisfactory
to the French speaking people. Hope in the new year to arrive at a satisfactory
solution. Board has excellent relationship with staff - declining enrollment
is with us. Should you have problems would urge you to contact School Principle
or Administrative Office of S.C.B.E.

William O'Brien: Question 1 - Industrial Waste Disposal Sites have been
designated in Ontario - any in this area?
Deputy Reeve Allan McLean - Ministry of the Environment office has advised
none in Oro, one in ~7los, Innisfil, Mono and in Dufferin County.
Question 2 - Cost of paving Line 4 and why Line 4 not Line 5?
Deputy Reeve McLean - Total cost $55,574.00, contribution of $5,000.00 received
from Drive-In Theatre. Needed because of additional traffic from the Drive-In.
Lines 3 and 5 are being considered for program in next two/three years.
Line 7 meets the criteria for County Road.

Question 3 - Innisfil has just completed re-assessment in Section 86 of
the Planning Act - why not Oro?
Deputy Reeve McLean - Section 86 has not been fully considered by Council.
Reeve Campbell - Assessment frozen in 1970 - Section 86 would equalize numerous
residences severed from farms by raising the assessment and could possibly
lower some of the larger new residences and in this way assessment could become
closely equalized.
Clerk advised that to further clarify - Council have authority to request
re-assessment under Section 86.
Mrs. A. Freundorfer to Lloyd Fletcher:
Question 1 - Who will be able to use the Shanty Bay Community Hall at the school
and when will it be available?
Lloyd Fletcher - Management Committee will be responsible and has been set up
as follows - 2 from Council; 2 from Simcoe County Board of Education; 3 - 4
from Shanty Bay Community. Available to local community and outside of the
community - addition is a gymnasium as well - rent will be charged to groups
making admission charge - open to the community for use.
Question 2 - Who do you contact re: Human Relations Course?
Lloyd Fletcher - Education Office, Barrie Ministerial Association have directors
on the Committee. Course is being field tested for another year and under
review also still be fore the Courts. Course is optional - your child may be
withdrawn - 25 have been withdrawn. Suggest that you contact Principal and
teachers regarding course - some parents do not get the whole picture. First
meeting to review course next Tuesday evening.
