Drury T. Halfacre A. Johnson Opening of Meeting - By Reeve with prayer at 9:00 a.m. Declaration of Conflict of Interest - None declared. Minutes - The minutes of the last regular meeting of Council held October 31, 1983, were on motion of Johnson and McEwen, confirmed as printed and received. Ies of letters forwarded - from the last regular meeting were presented as follows: -City of Orillia with copy to Bob Gregory, Chairman, Orillia Airport Committee advising of Oro Council's resolution to not support the proposal of an Airport to be located in the Township of Oro and to formally accept the presentation made to Council on October 26th along with docu- mentation prepared by Consultants, Bird & Hale Ltd., and Aerocan Aviation Specialists Inc. -Ministry of Agriculture and Food, Capital Improvement Branch, forwarding Debenture and Docu- mentation for Tile Drainage Loan for Ivan Clark to borrow $15,300.00 under the Tile Drainage Act. -Copy of letter to Barrie Examiner & Orillia Packet to place Tender Ad in two issues for the supply of one 6 ton Truck (diesel) with two way dump box and snow plow harness. -Harry Hughes to extend time to remove wood from Waste disposal Site, to June 1, 1984. -Mrs. Shirley Chew with respect to zoning of property advising that legal opinion be obtained and copy of legal opinion as received from Township Solicitor by Planning & Zoning Admin. -Howard Horne re: Application for spreading of Sewage Sludge. -The Hon. Susan Fish, Minister, Ministry of Citizenship & Culture re: Public Libraries Act. -Ainley & Associates forwarded names of persons that would be attending the Planning Seminar and forwarding cheque for registration. -Goodman & Goodman, Solicitors with respect to Lot 52, Plan 780 with respect to road on the Plan, Concession 14. -Live Stock Commissioner, Live Stock Branch, Ministry of Agriculture & Food forwarding Form 1 - Application for Grant, damages caused by Wolves - (Sheep Killed, owned by Jack Anderson claim of $155.00, and for sheep killed by Wolves, owned by Bruce Anderson in the amount of $185.00 along with copies of Report of Live Stock Valuers for each. -Gerald Van Amelsvoort, Radio & Television & Communications Electronics confirmation of accep- tance of quotation of July 18, 1983 for the installation of Crystal & Tone Boards to a total of $3,800.00. On motion of Johnson and McEwen, copies of letters as forwarded and presented, be accepted as satisfacotry and be placed on file. . . . Pg. 288 TWENTY-FOURTH MEETING - NOVEMBER 21, 1983 Presented memorandum from Manager, Municipal Roads Office, Ministry of Municipal Affairs & Housing advising that the first interim Roads Subsidy as applied for had been approved for payment to a total of $109,200.00. Clerk advised that a cheque in that amount has been received. On motion of Drury and Johnson, memorandum of approval and Clerk's report that the cheque had been received, be accepted as satisfactory. Presented Petition for Second Interim Subsidy Payment on Roads and Bridges Expenditures for the period of January 1, 1983 to October 31, 1983 as completed by Treasurer and Road Superintendent on Form MR-A-8 71-09 (Formerly OD-MB-14), as instructed by Council. Accordingly, the total Expenditures on Roads from January 1, 1983 to October 31, 1983 being in the amount of $979,123.00 as shown on the second Petition for Interim Payment and neces- sary declaration by Treasurer and Road Superintendent be accepted as completed and signed on behalf of the Corporation, by the Reeve and Clerk/Treasurer, and forwarded to the Ministry of Transportation for approval and process of payment for the second Interim Payment. Pg. 289 TWENTY-FOURTH MEETING - NOVEMBER 21, 1983 . Presented letter from Senior Planner, Plans Administration Branch, with respect to Draft Approval Extension for the Melville Hastings Subdivision, File 43T-25103, advising that Draft Approval has been extended for 1 year to November 18, 1984 and that should further extension be requested, a limited re-circulation of the plan may be required at that time to determine if draft approval IS still applicable. On motion of Drury and McEwen, letter be received and be placed on file for necessary reference. Presented report from Pits & Quarries Inspector, Ministry of Natural Resources of Inspection #2 of the Township Pit, Lot wt Lot 11, Concession 8, which requires that gate to west entrance is to be repaired by winter. On motion of Halfacre and Drury, Inspection Report as presented be received and Road Supt. to attend to the requirements of the Notice of Inspection and have the west gate to the Township Gravel Pit repaired and Ministry be advised when same has been completed. Presented amended Letter of Credit for Jo-Con Developments for an amount of $104,500.00. The amendment being to extend the expirty date to December 9, 1984. On motion of Halfacre and McEwen, amended Letter of Credit, dated November 4, 1983 to extend the expirty date to December 9, 1984, as presented, be received and filed for reference. . Presented report of Chief Building Official of attendance at Lot 76, Plan 1291, as result of complaint received of vacant cottage which had been boarded as result of earlier complaint about the property being unsafe and a hazard. The owner had previously boarded the house after Council had directed that this be done. On motion of Halfacre and Johnson, report of Chief Building Official be received and owner be agaIn instructed to have the cottage properly boarded up for safety reasons. of Council Recommendations Intersection County Road No. 20 & 27 On motion of Johnson and Drury, as recommended by Committee of Council, letter be forwarded to Barrie Suburban Road Commission with respect to installation of flashing lights at the inter- section of County Road No. 20 & 27. - Plan 875 Conc. 9 On motion of Drury and McEwen, that a letter be forwarded to Ontario Hydro to advise of petition from Ratepayers of Plan 875, for Street Lights and request that Ontario Hydro visit the site and make a recommendation of number of lights that would meet the needs and what existing poles could be used as well as a cost for the installation of same. Also if possible, an estimated cost for annual energy. Request for Lease of barn at Oro Fairgrounds . On motion of Halfacre & McEwen, that as recommended by Committee of Council, Oro Agricultural Society, if in the opinion of the Society a lease should be considered, be requested to present a proposal for possible lease of the barn at the Oro Fairgrounds, by joint agreement, for Council's consideration, and that in the interim the Clerk to make enquiries with respect to possible impli- cations regarding insurance, legal aspects involved and possibility of tenancy assessment under lease of a portion of the exempt assessment for taxation. And further, what effect this could have on storage use by both the Township and the Oro Agricultural Society. . . . Pg. 290 H MEETING NOVEMBER 21 1983 On motion of Drury and Johnson, that the request of Barrie Automotive Flea Market Association as presented to Committee of Council, be deferred until the matter has been presented to Township Planning Advisory Committee. Bicentennial On motion of Drury and McEwen, that the Provincial Secretary for Social Development and Chairman Cabinet Committee on Bicentennial be advised that the Township of Oro have prepared a program for Ontario Bicentennial year 1984, and will participate in the Community Celebration Grant for the total amount allocated to the Township of Oro in letter of June 17, 1983 to a total amount of $3,711.00. And that the breakdown of the program along with explanation be forwarded to Marc Duval, Bicentennial Co-ordinator, Georgian Bay/Lake Simcoe Area, Ministry of Citizenship & Culture. Information Orillia On motion of Halfacre and McEwen, as recommended by Committee of Council, a representative from the Board of Directors of Information Orillia be requested to attend the next Committee of Council meeting to be held on November 30, 1983. Recreation Committee On motion of Johnson and McEwen, that as recommended by Committee of Council, a letter of apprecia- tion be sent to all Oro Township Arena Committee members for their services on the Committee. And that a letter be forwarded to the present Township of Oro Community Arena Committee requesting they submit suggested names to be appointed to the 1984 Arena Committee and also that the said Committee be informed that all accounts be forwarded to the Township Office for payment, effective January 1, 1984, after all accounts for 1983 have been paid by the present Arena Committee up to December 31, 1983. And further, that all firms from which items are purchased for the Arena, be requested to forward invoices directly to the Township Office. Oro Memorial Park On motion of Drury and Halfacre, as recommended by Committee of Council, Dwight Taylor, Caretaker Oro Memorial Park be advised that he is responsible for, and shall reimburse the Township of Oro for all Hydro and Heating fuel and telephone charges for the period of the closed season of Oro Memorial Park from October 16, 1983 through to April 1, 1984 inclusive in accordance with item 4 of Schedule "C" of the Agreement Contract of Oro Memorial Park and that Part II of the Agreement be signed by both parties. Letter of Credit Norshell Developments (Plan M-118) On motion of Drury and McEwen, the report of Clerk that the Letter of Credit for Norshell Develop- ments had been drawn upon and funds deposited in a Term Deposit, be accepted as satisfactory. On motion of Drury and McEwen, a representative of Ministry of Natural Resources be requested to attend Committee of Council meeting or a regular Council meeting to discuss matter of wolf control. . . . Presented Report of Livestock Valuer, Ernest Bidwell for livestock killed as follows: 1. Owner - Jim Partridge, lot 29, Concession 2 -one calf valued at $200.00 killed on Oct. 29/83. On motion of Drury and Halfacre, that the report of Live Stock Valuer be accepted and Treasurer authorized to issue cheque in the amount of $200.00 to Jim Partridge for one calf killed, once the owner has taken the necessary affadavit.
