On motion of Halfacre and Johnson, that accounts for the month of June be paid.
Presented from Planning Administration Branch, Ministry of Municipal Affairs & Housing, letter
advising that draft approval for File 43T-79020, which would have lapsed on July 7, 1983 is ex-
tended for one year under Section 36(13) of the Planning Act to July 7, 1984.
On motion of McEwen and Drury, letter of approval of extension of Draft Approval for file 43T-
79020 to July 7, 1984, (One Year) as presented, be received and filed for reference.
Presented letter from City of Orillia with respect to proposal for an Airport between Barrie
and Orillia, advising that the Township letter of June 7, 1983 with regard to appointment of
members to a Joint Airport Committee had been received as informational, but that Council of
the City of Orillia have decided to carryon with the Committee in any event and have appointed
Aldermen Gregory and Briggs to the Committee. Orillia Township have appointed Reeve William
Calverley to the Committee. The appointment of a member from Mara Township had not been received
as of June 24, 1983.
On motion of Johnson and Drury, letter be received and filed for reference.
On motion of McEwen and Drury, that Lorenz Mascioli be presented with a Certificate in recogni-
tion of acceptance of his motto and that other students participating in the Motto Contest be
thanked by letter for their participation.
Presented letter from Orillia Economic Task Force re: Proposal for Orillia & District Joint Man-
power Assessment and Planning Committee. Letter advises that a joint meeting of Councils from
the City of Orillia, Townships of Orillia and Oro has been suggested for Wednesday July 13th,
at 4:00 p.m. and requested that the Township advise whether the date and time is suitable. If
not, further efforts will be made for an alternate date and time.
On motion of Drury and McEwen, letter be received and Orillia Economic Task Force be advised
by the Clerk that Oro Township Council would be prepared to enter into the Joint Manpower Assess-
ment and Planning Committee proposal provided that the Oro Township share not exceed 5% and that
the Townships of Medonte and Matchedash and the Village of Coldwater be invited to participate.

The By-Law Enforcement Officer was present at 9:30 a.m. to report to Council.
The following was presented:
-Investigation as to Bass Lake dog complaint. Advised that inspection has been carried out and
source of complaint could not be observed.
-Investigation as to U.N.F. camping complaint. Advised that tents have been removed as of the
end of the long weekend. Further discussion was also entered into regarding camping on private
and public lands other than at licensed campgrounds. Clerk was directed to write to the U.N.F.
and request follow up with respect to their campground proposals discussed during 1982.
On motion of Halfacre and Drury, that the By-Law Enforcement Officer obtain an appropriate number
of 'No Camping Permitted' signs for placement at Bass Lake, Shelswell Park and other problem
areas for placement, and that follow up on the camping complaints be given added attention.
On motion of Drury and Johnson, that the By-Law Enforcement Officer follow up on the complaints
regarding the Jasinski property, that a registered letter be forwarded advising of the required
action and advising that the Municipality may take action failing compliance within 30 days of
the date of mailing.
-Advised on the proposed Taxi Licensing By-Law provisions with respect to licensing jurisdiction,
violations, method of payment in fees, frequency of inspection, types of required meters, etc.,
On motion of Johnson and Halfacre, that further consideration of the proposed Taxi Licensing
By-Law be held in abeyance pending receipt of the Township Solicitor's response to the draft
By-Law Licensing provisions and revisions to incorporate the By-Law Enforcement Officer's recom-
mendations.
Council recessed at 10:45 a.m. and reconvened at 11:05 a.m.
Presented report of Live Stock Valuer, Bruce Anderson for one calf killed (by dog or dogs), owned
by Douglas Shelswell, Lot 19, Concession 13 - Township of Oro. Value of calf estimated by Live
Stock Valuer being $160.00. Also Affidavit taken by Douglas Shelswell as required.
On motion of Drury and Johnson, report of Live Stock Valuer and necessary Affadavit taken by
owner be accepted as satisfactory and Treasurer authorized to issue cheque to Douglas Shelswell
to a total of $160.00.
Presented letter from Allan G. Cook Limited requesting a letter of approval from the Township
of Oro for a Wayside Pit application on Part, Lot 22, Concession 11 (Hawkestone) property owned
by Quadrant Developments. Purpose being for fill material required for the Ucci Development,
(Windfield Estates) to build the Road between Concessions IV and V. Also enclosed is a copy of
existing permit for this pit for material on Line 9 overpass, which outlines the proposed rehabili-
tation.
On motion of McEwen and Drury, Oro Council do not support Allan G. Cook Limited's proposal to
obtain a Wayside Pit License for the purpose of extraction of fill material from Part of the
wt of Lot 22, Concession 11.
Presented letter from Ontario Hydro with respect to Water Pump Failure (Norshell Developments)
on June 19, 1983, and recommendations of Ontario Hydro in this regard to help prevent future
re-occurance.
On motion of Halfacre and Johnson, that a copy of Ontario Hydro's correspondence be forwarded
to Norshell Developments Limited with direction to remedy the inadequacy in relation to pump-
house electrical system. Copy of correspondence re: same to be forwarded to Hitch House Limited
and Skelton, Brumwell & Associates Limited.

Presented from Associations of Municipalities (A.M.O.) request for nominations 1983-84 Board
of Directors and advising of Chairman of the Committee. Also excerpt from the AMO Constitution,
Article VII - Board of Directors. Clerk advised that a nomination is not required for present
members of Board of Directors who have indicated on a questionnaire that thye are prepared to
continue serving, which he had filed with AMO.
On motion of McEwen and Halfacre, request for nominations to A.M.O. Board of Directors as pre-
sented be received along with Clerk's report and that the Township of Oro are prepared to assume
the costs of the Clerk attending all meetings as a Director on the A.M.O. Board of Directors
for 1983-84, should he be re-elected.
Presented letter from Chairman, Fund Raising Committee for Lambton County Tornado Relief Fund,
requesting the Township consider involvement in the campaign through a general responsible donation.
On motion of Johnson and McEwen, that Oro Council receive the correspondence and order same
be placed on file with no action taken.

Road Allowance In front of his property and requesting closing and conveyance of same
his property.
On motion of Johnson and McEwen, that the lands requested by Mr. Fleming be conveyed to Mr. Fleming
provided he undertake all legal and survey costs.
Presented from Provincial Secretary for Social Development and Minister of Municipal Affairs
and Housing with respect to Community Celebration Grants for 1984 Bicentennial. A grant has been
calculated on a per capita basis with a minimum contribution of $500.00 and a maximum of $10,000.
The Township of Oro have been allotted $3,711.00. If the Township is interested in participating,
a resolution of Council specifying that the funds will be spent on purposes in keeping with public
celebrations of the Bicentennial if required. Resolution should be forwarded by November 1, 1983
to Subsidies Branch, Ministry of Municipal Affairs & Housing.
On motion of Johnson and Drury, that the matter of a Community Celebration grant to celebrate
the 1984 Ontario Bicentennial be referred for consideration at the next Committee of Council
meeting.
Presented a letter from Grey Cooper, RR # 1, Hawkestone, with regard to Joint Barrie- Municipal
Airport. Letter being in support of such an Airport in Oro and making reference to petition and
correspondence in 1980.
On motion of McEwen and Drury, that correspondence be received and placed on file.
Presented complaint from Ray McCallum, owner of Hawkestone General Store, regarding closing of
the Main Street of Hawkestone on Saturday, June 25th for a go-cart race. Apparently sponsored
by Hawkestone Police Village.
On motion of McEwen and Johnson, that Mr. McCallum be advised that Oro Council gave no permission
to close the road, and that the complaint be referred to the Trustees of the Hawkestone Police
Village.
Presented letter from Canadian Mental Health Association requesting contribution of a grant for
1983.
On motion of Drury and McEwen, that a grant in the amount of $36.75 be forwarded to the Canadian
Mental Health Association.

Presented resolution passed by the Council of the County of Northumberland at a session held
on June 8, 1983 - "That the Ontario Government be petitioned to assume all responsibilities for
funding of Education". Requesting endorsement and notification of decision.
On motion of McEwen and Halfacre, that correspondence as received be placed on file with no
action taken.
Chief Building Official was present at 11:40 a.m. to present his report for the Month of June.

Deputy Reeve McEwen reported on the condition of the Town Hall following a joint inspection with
the Chief Building Official. Deputy Reeve McEwen and Councillor Halfacre to prepare a report
on building repair and estimates for same.
Planning & Development
The Planning Administrator was present to reVIew planning and development matters. The following
was presented.
-Ainley & Associates - correspondence regarding further revisions to the Langman Subdivision
engineering drawings, placement of final paving on the Black Forest Estates Subdivision and re-
questing engineering drawings for the Windfield Subdivision for telephone servicing.
-Copy of correspondence from the Reeve to the Honourable D. Timbrell, Minister of Agriculture
and Food with regard to severance policies in agricultural resource areas.
On motion of McEwen and Halfacre, that correspondence as presented be placed on file.

satisfactory.
Council recessed at noon and reconvened at 1:00 p.m.
Road Supt. Fred Haughton was present at 1:00 to present his report for work on roads during the
month of June and Vouchers 6 and 6A to cover same.
On motion of Johnson and Drury, report of Road Supt., as presented accepted as satisfactory and
Treasurer authorized to issue cheques in payment of the accounts presented to a total of
$80,346.51.
Presented from Ainley & Associates copies of letters to Daily Commercial News; Barrie Examiner
and Orillia newspapers, requesting publication of Township Tenders for extension to Shelswell
Bridge. Tenders to be closed at 12:00 o'clock noon on July 18, 1983.
On motion of Johnson and McEwen, copies of letters to Newspapers and copy of Tender ad be received
and filed for reference.
Presented letter from Ministry of the Environment with respect to projects which will be affected
by the Environmental Assessment Act, along with questionnaire to be completed regarding projects
started and/or proposed. A copy of the questionnaire has been presented to the Road Supt., for
completion of portion with reference to roads.

On motion of Halfacre and Johnson, letter be received and Administrative Staff and Road Super-
intendent to complete the questionnaire and return same as requested.
Council requested the Road Superintendent to provide a catalogue from the larger sign supply
companies showing standard traffic control and other sIgns for Council's consideration.
Sealed Tender Quotations for clear cutting of fuel wood at the Waste Disposal Site were opened
at 1:30 p.m. Tenders were received from the following:

On motion of Drury and Halfacre, that the higher quotation of Mr. F. Lee be accepted, Clerk to
advise both bidders accordingly. On receipt of $1,628.00. Clerk to advise successful bidder to
commence work at the Waste Disposal Site for completion by January 1st, 1984.
Committee Reports
Councillor Halfacre reported that a meeting was scheduled with the City of Barrie Fire Chief
at 9:30 a.m. on Wednesday, July 13, 1983 at the City of Barrie.
Council requested an improved expense form for out-of-town expenses, to be designed by staff.
Deputy Reeve McEwen reported on meetings undertaken by the Recreation Committee with the Arena
and Community Hall Boards, and requested a Council Committee meeting to deal with Recreation
and Community Hall matters specifically on Wednesday, July 27, 1983 at 7:30 p.m. in the Council
Chambers.
Clerk was instructed to write to the Chairman of the Canada Day Committee extending Council's
congratulations on the successful Canada Day Program recently held at Memorial Park. Letter to
be forwarded care of Mrs. Appleby as soon as possible.
Council discussed proposed August meeting dates with a VIew to reducing the number of meetings
during vacation months.
On motion of Drury and Johnson, that there be no regular Council meeting held on August 15, 1983,
and that Council not hold any Committee meetings from August 2nd until August 31, 1983.
There being no further business at hand, it was on motion of McEwen and Drury, that Council
adjourn to meet again in regular session on July 18, 1983 at 9:00 a.m. in the Council Chambers
of the Municipal Building.
The meeting adjourned at 1:55 p.m.
