The minutes of the last regular meeting of May 16th were on motion of Johnson and McEwen, con-
firmed as printed and received.

Presented copy of letter to Community Planning Review Branch, Plans Administration Branch, Ministry
of Municipal Affairs & Housing from Senior Resources Technician, Nottawasaga Valley Conservation
Authority (N.V.C.A.) with regard to Proposed Amendment #15 to the Oro Township Official Plan,
expressing the Authority's concern with respect to alleged inadequacy of the Amendment as it
relates to developments and uses within known flood prone areas, specifically #11 Highway Com-
mercial Strip known as Gasoline Alley and proposed meeting with Township of Oro and Township
Planners. Clerk advised that as recommended by Council on May 16, 1983, Planning Consultant for
Amendment No. 15 have made arrangements for a meeting. Also copy of letter to Ron Mills, Senior
Resources Technician, N.V.C.A. in response to his letter concerning Amendment No. 15. And copy
of letter from Ron Mills to Ministry following the meeting with representatives from the Township
of Oro and Township Planning Consultant.
On motion of McEwen and Halfacre, letter be received and filed for reference until report of the
meeting of Planning Consultant and N.V.C.A. is available for presentation and should Planning
Consultant consider a meeting with Council necessary, same to be arranged.
Presented letter from Township of Medonte in response to Council request of interest to partici-
pate in Fire Dispatch Service through Barrie Fire Department, advising that the Township of
Medonte would be interested in meeting with the Council of the Township of Oro in this matter.
On motion of Haflacre and Johnson, letter be received and re-presented once further information
has been made available from the City of Barrie Fire Department, for such service.

Presented letter from L.E. Clark, P. Eng., Simcoe County Engineer, with regard to Township letter
requesting County Roads & Transportation Committee attend a meeting with Barrie Suburban Road
Commission and the Township of Oro, with respect to County Road No. 20 and 27, advising that
since the intersection of the two County Roads comes under complete jursidiction of the Barrie
Suburban Roads Commission, they do not wish to interfere with matters that are Suburban Road
Commission decisions. And, therefore regretfully, advise they will not be present at a joint
meeting as suggested.
On motion of McEwen and Johnson, letter be received and filed.
Presented letter from L.E. Clark, P. Eng., and Secretary, Barrie Suburban Road Commission in res-
ponse to Township letter of May 3, 1983 forwarding resolution of Council requesting an on site
meeting at the intersection of County Road 20 and 27 to further consider safety precautions at
this intersection. Letter advises that from studies by the Commission and M.T.C. communications,
the Barrie Suburban Road Commission has not changed their previous position for the interseciton
signing. However, the Commission is prepared to consider installation of an approved overhead
flashing device with the total cost being borne by the Township of Oro, subject to the installation
being under the supervision of the Commission Engineer.
On motion of McEwen and Johnson, that the Road Superintendent be requested to obtain costs of
installation of overhead flashing lights at the intersection of County Road Nos. 20 & 27 and pre-
sent a report of same to Council.

Presented three letters from John Demchuk representing owners of lot 12, Plan 626 - Michael Maty;
Lot 11, Plan 626 - Joseph Metza and Lot 9, Plan 626 - Joyce Rowan. in response to Township letter
wi th respect to Blcok "0", Plan 1488 and part of Simcoe Crescent, Plan 626.
On motion of Drury and Johnson, letters be received and Danilo Zamperion be advised that because
of the letters of objection received, Oro Council are not prepared to pursue the matter any fur-
ther at this time.

Presented letter from Area Construction Engineer for M.T.C. Contract 82-54, No. 11 Highway, Con.
9 Fly-Over, setting out that the Ministry will be responsible for maintenance and repair of the
road portion of Road Allowance between Concession 9 & 10, a distance of 400 metres on either side
of No. 11 Highway and liable in the event of damage caused by neglignece as noted in Section 30
of the Act, during the period when changes are being made to the Road. On completion of the work,
Road Auhtority will be contacted for inspection. After which the Township Road Authority will
become responsible for the said road. Copy of same has been presented to Road Superintendent.
On motion of Johnson and Drury, letter be received and filed and Road Superintendent to carry
out the necessary inspection when required and report to Council.
Presented letter from Petro-Canada (formerly B.P. Oil) enclosing copy of Consumer Sales Agree-
ment for the supply of Gasoline, Diesel and Furnace Oil at discount rate, signed on behalf of
the Company.
On motion of Johnson and McEwen, copy of Agreement as executed be received and placed on file.
Presented letter from Hubert and Carol a Schaefers requesting extension of Draft approval for one
year for File 43T-79020 to July 7, 1984. Resolution of Council at a meeting held on May 2, 1983
following copy of letter received Ministry of Municipal Affairs & Housing was to file letter un-
til formal request from Developer had been received.
On motion of Halfacre and Drury, Ministry of Municipal Affairs & Housing be advised that Oro
Council are prepared to recommend extension of Draft Approval for File 43T-79020 (Lot 24, Con.
7 - Township of Oro) for a period of one year to July 7, 1984.
Presented from the Hon. Lloyd Axworthy, Minister of Employment and Immigration, Government of
Canada, formal letter of approval for the C.O.E.D. Program, Oro Rehab '83, Proposal No. 211 6JK7/718-
1. Also formal approval and print out of funding for same from Ministry of Municipal Affairs &
Housing signed by the Minister.
On motion of Halfacre and McEwen, formal letter of approval of the Oro Rehab'83 Program, as pro-
posal No. 2116JK7/718-1, be received and filed for reference along with formal approval and print
out of funding.
Presented letter from D.S. white, Q.C. , advising that he has been advised by the Solicitors for
Mr. R. Sparrow that they are not prepared to grant an option to purchase Pt. Lot 9, Con. 6.
On motion of McEwen and Halfacre, letter be received and filed for reference.
Presented letter from D.S. White, Q.C. forwarding account for professional services rendered since
last account dated December 28, 1982 for various matters referred, some having now been completed.
On motion of Drury and Halfacre, letter and account be received and Treasurer authorized to issue
cheque in payment of same.
Presented copy of letter to Keele Plumbing & Heating LImited who have purchased undeveloped lots
of Plan M-66 from Jo-Con Developments, with respect to Allan G. Cook Ltd., vs Jo-Con Developments
enclosing copy of Order of Judge Carter pursuant to Rule l1a of the Rules of Practice. The Order
being that the Plaintiff be at liberty to obtain a Certificate of Lis Pendens for Registration
against the lands and premises more particularly described as all of lots 5,6,7,8,9,10,11,12,13,
14,15,16,17,18,19,20,21,22,42,43,44,45, & 46 according to Plan M-66.

Tax Adjustments
In accordance with the agenda for the meeting, 11 applications for tax adjustments under Section
496(1) and Section 495(1) Write Off Business Tax.
Application No. Manfred Arff, N pt Lt. 17, Con. 1 - The occupant ceased to carryon business
at this address on December 31, 19B2. Business taxes based on the business public assessment of
1,035 are to be cancelled from January 1 to December 31, 1983. Taxes to be rebated in the amount
of $129.38 and written off in the amount of $201.60 for a total of $330.98.
Application No.2 - Ronald Cunnington Lot 3, Plan 1237- Since tenant 0001 Ronald Cunnington ceased
to carryon business at this location in 1983, we recommend that taxes to the owner be cancelled
on a conversion of rates from Commercial Public to Residential Public based on the occupant assess-
ment of 3,792 from January 1 to December 31, 1983. Taxes to be written off in the amount of $181.90.
Application No.3 - Ronald Cunnington, Lot 3, Pl. 1237 The occupant ceased to carryon business

Application No.6 - Charlotte Schwartz, Lot 19, Pl. 765 The cottage on the above property was
demolished on or before January 1, 1983 and is therefore entitled to a cancellation of building
taxes from January 1 to December 31, 1983. Taxes to be cancelled based on the Public Residential
assessment of 603. Taxes to be written off in the amount of $188.90.
Application No.7 Cecil Phillips, W. Pt. Lot A, Con. 2 - The owner of the above property has
been inadvertently overcharged by reason of a gross error (Transposition of Figures) on the assess-
ment roll and is therefore entitled to an adjustment in taxes from January 1 to December 31, 1983.
Taxes to be cancelled based on the Public Residential assessment of 1,509 accordingly. Taxes to
be written off in the amount of $410.19.
Application No.8 - Beverley Hamilton, E Pt. Lot 27/26, Con. 4 - The barn on the above property
was demolished in October 1982 and is therefore entitled to a cancellation of Building Taxes from
January 1 to December 31, 1983. Taxes to be cancelled based on the Public Residential Assessment
of 678. Taxes to be written off in the amount of $184.29.

Application NO. 11 - Maria Carravaggio, Lot 55, Pt. 56, Plan 780 The old cottage on this property
was demolished on or before January 1st, 1983, and is therefore entitled to a cancellation of
building taxes from January 1st to December 31st, 1983. Taxes to be cancelled based on the Public
Residential Assessment of 690. Taxes to be written off in the amount of $187.56.
On motion of Halfacre and Drury, the foregoing applications, as presented and recommended by the
Assessors of Simcoe County Assessment Office (Region 16) for assessment reductions, be accepted,
and appropriate tax adjustments be applied to a total of $3,014.35.
Uncollectable taxes under Section 495(1) are as follows: Business Taxes 1982 - Disher Farrand
Lot 23, Pt. 22, Con. 2. And Hydro Arrears of $1,733.47 - River Gardens Restaurant paid at Hydro
Office.
On motion of McEwen and Drury, the foregoing applications, as presented be accepted, and appro-
priate tax adjustments be applied.
Recommendations of Committee of Council
Re: Proposal by Oro District Lions Club:
On motion of McEwen and Drury, that as recommended by Committee of Council, an Ad Hoc Committee
be formed consisting of two members of Council, Deputy Reeve McEwen and Councillor Robert Drury
and two members of the Oro District Lions Club, William O'Brien and Leonard Mortson, to investi-
gate all aspects of a Sports Project, as proposed by the Lions Club, and to prepare a Master Plan
for the proposal, for presentation to Oro Council.
Grass Cutting of Township Properties:
On motion of Drury and Halfacre, that as recommended by Committee of Council, Mr. Ken Nelles be
advised that Oro Council are prepared to accept his quotation for the various Township properties,
as submitted previously for 1983, following the letter received from Hugh Murphy of Woodland
Grounds advising that his Agreement with the Township of Oro to cut the grass on Township pro-
perties for 1983, be terminated as of May 24, 1983. Council's decision is based on the equipment
of Woodland Grounds not being sufficient to carry out the work and letter from Mr. Hugh Murphy.
Drainage Work on Roads - Line 2:
On motion of Johnson and Drury, that as recommended by Committee of Council, the Road Supt., be
authorized to obtain legal opinion for the Drainage Problem on Line 2, at Lot 26 & 27.
Taxi By-Law
As recommended by Committee of Council copy of the Draft By-Law to Regulate and Control Taxi &
Limousine Services be reviewed by members of Council and a copy of same be forwarded to Alan Wayne
for comments. Clerk advised that Mr. Alan Wayne had advised by telephone that he would be for-
warding his comments for the next meeting of Council.
On motion of McEwen and Johnson, draft By-Law be tabled for next meeting after comments have been
received from Mr. Alan Wayne and reviewed by Council.

Block 'A', Plan 1561:
Letter from Ian J. Rowe with respect to improvements to Block 'A' which was considered by Com-
mittee of Council on May 25th and recommended that a reply be forwarded advising that no initia-
tives are to be undertaken at the present time with respect to any development of Block 'A',
copy of letter forwarded was presented.
On motion of Johnson and Halfacre, that letter forwarded to Solicitor, Ian J. Rowe advising that
no initiatives are to be undertaken at this time for development of Block 'A', Plan 1561, accepted
as satisfactory and be filed for reference.
On motion of Halfacre and Drury, that the Fire Committee to obtain written applications from the
four Volunteer Fire Departments for the position of a Deputy Fire Chief.
On motion of Halfacre and McEwen, that the fire Chief be instructed to obtain a plaque to be
presented to Garnet Pattenden on Canada Day for 16 years service with the Hawkestone Volunteer
Fire Department.
On motion of McEwen and Johnson, that Oro Council authorize an Ad Hoc Committee to be set up
consisting of two members of Council and the Clerk, plus two other members of the Office Staff
(to be chosen by the Clerk and Staff by mutual agreement) for a total of five. This Ad Hoc
Committee of five be instructed to bring in an interim report in September and a final report
In January 1984 on the matter of future office space and recommendations on this subject.

Presented letter from Ministry of Natural Resources forwarding plan for an application for a
proposed water lot in front of Part of Lot 28, Conc. 5, Township of Oro by 55-65 Broadway Avenue
Limited (Windfield Estates). Letter advises that in order to authorize the occupation of Crown
Land, the Ministry requires from Council a resolution stating that the Township of Oro approve
the granting of a License of Occupation to 55-65 Broadway Avenue Ltd., for this area for the
construction of a Breakwall, as shown on Drawing 77269-14, dated Sept/82.
On motion of Drury and Halfacre, copy of Plan 77-269-14 dated Sept/82 as well as Drawing Nos.
77-269-13 and 77-269-15, showing area for the construction of proposed breakwall, as sub-
mitted for application of water lot to the Ministry of Natural Resources, be received and Clerk
to reply to the Ministry of Natural Resources and advise that Oro Council have no objection
to plans and application as submitted.
Presented letter from Nottawasaga Valley Conservation Authority as an invitation to attend the
15th Annual Nottawasaga River Swamp Stomp Canoe Race to be held on June 19, 1983 and partici-
pation by Council members.
On motion of Drury and Johnson, letter be received and filed and any member of Council wishing
to participate to do so.
Road Supt., Fred Haughton, was present at 1:10 p.m. to present his report for work
done during the month of May and Vouchers 5 and 5A to cover same.
On motion of Johnson and McEwen, Road Supt., report as presented be received and Treasurer author-
ized to issue cheques In payment of same to a total of $176,616.07.
Road Supt., recommended that the tires on the new Grader be exchanged for a set of Michelin
Tires which have an extended life of 3 years as compared to the life of a conventional tire
which has an approximate life on one year of good traction.
On motion of Johnson and Drury, that the Road Supt., be authorized to trade the tires of the
new grader from the conventional tire to Michelin Tires (six tires). Total difference in value
being approximately $300.00 per tire.
Planning & Development:
The Planning Administrator was present at 1:45 p.m. to reVIew planning and development matters.
The following was presented.
-Ainley & Associates, review of engineering design and cost estimates - Langman draft plan
43T-81011, Pt. Lots 5 & 6, Con. 14.
On motion of Halfacre and Drury, that Engineer's Report be accepted as presented. Developer's
Engineer's be requested to revise engineering plans as set out by Township Engineer's recommenda-
tions.
-Oro Planning Board resolution 83.6.4 , recommending Development Application for 3 lot estate
residential development on aprt of Lot 10, Con. 10 - P4/83 Scott.
On motion of Johnson and McEwen, that Council concur with Planning 80ard's recommendation with
respect to Development Application P4/83. Planning Administrator to arrange for preparation
of the necessary documentation on receipt of standard developer's security.

On motion of Halfacre and Drury, that Council concur with Planning Board's recommendation with
respect to Development application P3/83. Planning Administrator to arrange for preparation
of the necessary documentation on receipt of standard developer's security for planning consul-
ting services.
-Ministry of Municipal Affairs & Housing, circulation of Amendment No. 9 to the Official Plan
for the Couchiching Planning Area, affecting part of the north west! of Lot 1, Con. 2, Township
of Orillia, North Division, for development of an estate residential dwelling by subsequent
re-zonlng and severance.
On motion of Drury and McEwen, that the Deputy Clerk and Planning Administrator respond to the
Ministry of Municipal Affairs & Housing that the proposed amendment would not appear to affect
any of the Township of Oro's present or future plans.
-Nottawasaga Valley Conservation Authority, regarding modifications proposed to the Environ-
mental Protection Area designations and Commercial land use policies contained in Amendment
No. 15 to the Official Plan, as a result of a recent meeting held at the request of the N.V.C.A.
and Ministry of Natural Resources.
On motion of McEwen and Halfacre, that the modifications as proposed by the Nottawasaga Valley
Conservation Authority to Amendment No. 15 be presented to Council for consideration when avail-
able.
-Presented Ministry of Municipal Affairs & Housing questionnaire in respect to the Cook proposed
draft plan, File 43T-83005.
On motion of Halfacre and Drury, that Planning Administrator respond to the Ministry's question-
naire as required.

the area to be cut and then call for tenders based on wood cut in the said area.

Presented Report of Live Stock Valuer, Ernest Bidwell, for 27 chickens killed on Lot 26, Con.
4, which were owned by Brian Lyon. Committee of CouQcil were advised of this matter according
to telephone call received and Clerk instructed to have the Township Live Stock Valuer attend
for a report. Original telephone call indicated that the chickens were presumed to have been
killed by fox. Live Stock Valuer's Report states that it is not known what killed the hens.
Value placed on hens killed by the Live Stock Valuer is $108.00 (27 hens @ 4.00 ; 108.00)
On motion of McEwen and Halfacre, Report of Live Stock Valuer be received and that the report
of said Live Stock Valuer be accepted and Treasurer authorized to issue cheque in payment of
claim, provided that the owner of the laying hens, Brian Lyon has taken the necessary affidavit
that same were killed by dog or dogs other than his own dog or dogs, which are habitually kept
on his premises. Cheque to be issued in the amount of 108.00, being 27 chickens valued at 4.00
each, according to the valuation of the Township Live Stock Valuer.
Presented Report of Live Stock Valuer for one sheep injured by dog or dogs, on June 2, 1983.
Owner of Ewe, Mrs. Sally Kawecki, lot 22, Con. 6. Live Stock Valuer, Ernest Sidwell placed a
value of damage to Ewe at $142.00. The ewe is due to lamb in abount a week and hidden damage
could result from the injury. Owner of dog - Alan R. Brown, E Pt. Lot 22, Con. 5.

On motion of McEwen and Johnson, report of Live Stock Valuer be received and accepted as satis-
factory and Treasurer authorized to issue cheque in payment of same once the owner of the Ewe
has taken the ncessary affidavit required. And that the Right to Recovery from owner of the
dog, be acted upon according to Section 12 of the Dog Licensing and Live Stock and Poultry
Protection Act.
Presented report of Annual Service and Inspection report at Oro Memorial Park from Ontario Fire
Service (O.F.S.) which sets out some deficiency that indicate the System does not protect and
requires proper shut off valve and electrical connections.
On motion of Halfacre and Drury, that the Ontario Fire Service be advised to install the necessary
safety shut off valves and electrician to attend at the same time to connect the necessary elec-
trical wiring for same.
Presented copy of Press Release by the Mayor of the City of Orillia following the meeting of
representatives of the City of Orillia and Townships of Mara, Orillia and Oro, on Monday May
30, 1983 at 7:30 p.m. The meeting was informal and was called to discuss local interest in a
Municipal Airport.
On motion of McEwen and Drury, copy of press release as presented and earlier received by each
member of Council, be received.
Presented letter from Clerk-Administrator, City of Orillia further to the Meeting of May 30,
1983 in the reception room of the Orillia Opera House at which it was decided to form a joint
Airport Committee. It was also decided that the Committee would be made up of two representa-
tives from the City of Orillia and one from each of the Municipalities of Mara, Orillia and
Oro with Secretarial and support personnel supplied by the City of Orillia. Letter requests
that the Council appoint a representative and advise of same. Once all appointments have been
made, a meeting will be convened.

On motion of Drury and McEwen, that Council go into Committee of the Whole at 2:35 p.m. to discuss
and consider letter from the City of Orillia requesting appointment of a representative from
the Township of Oro to a joint Airport Committee.

paration of a joint Airport proposal (City of Orillia - Townships of Orillia and Mara) at this
time and consider in view of this, it may be inappropriate for a member of Oro Council to be
on such a joint Airport Committee.

Presented letter from County of Simcoe, Recreation and Library Department requesting the free
use of Memorial Park from August 22nd to September 2nd, 1983 for a Leadership-in-Training Course.
On motion of McEwen and Halfacre, the County of Simcoe Recreation and Library Department be
advised that Oro Council would have no objection to the free use of Oro Memorial Park for a
Leadership-in-Training Course from August 22 to Sept. 2, 1983, from 9:30 a.m. to 3:30 p.m. each
day, Monday to Friday, inclusive. As well as the use of the Pavillion on rainy days. Overnight
activities are not permitted in Oro Memorial Park.

and Registration forms for dele9ates.
On motion of Drury and McEwen, that Registration forms be completed for Reeve Davie, Councillor

Badges and Treasurer authorized to issue cheques for the Registration of the Delegates from
the Township of Oro.
Presented invitation from the Warden of Simcoe County to all Council Members, Clerks and all
Board and Committee Members and spouses to attend a dance on Friday, June 17, 1983 at 8:00 p.m.
at the Penetanguishene Curling Club. County Clerk's office to be advised by June 15, 1983 of
how many will be attending from the Municipality.
On motion of Drury and Halfacre, Clerk to reply and advise that two will be attending from the
Township of Oro.
Presented letter from Nottawasaga Valley Conservation Authority with respect to Flood Drainage
Study. Willow Creek. Letter reports on status of Study and Funding for same. The portion for
the Township of Oro being in the amount of $506.06 to pay the Authority's share of additional
cost. Also forwarding copy of Draft Copy of Flood Control Study, the study is now completed
additional costs were involved to complete same.
On motion of McEwen and Drury, that the Council of the Township of Oro is prepared to assume
the additional share of the Authority's cost provided the Province of Ontario are preapred to
assume their additional share of the cost.

On motion of Halfacre and Drury, that the Park Caretaker is to obtain shrubs and plant same
around the change room at Oro Memorial Park.
On motion of McEwen and Drury, that Cathy Riffer, Day Camp Director for Outdoor Recreational
Program 1983 be authorized to work together with Park Caretaker, Dwight Taylor to purchase mat-
erial for two Spinal Boards, which Dwight Taylor is to construct, and same are to be used by
Outdoor Recreational Program.
