Declaration of Conflict of Interest
The minutes of the last regular meeting of Oro Council held on May 2, 1983 were on motion of
Johnson and McEwen, confirmed as printed and received. Carried.
Presented copies of letters forwarded as instructed at the last regular meeting as follows:
-Mr. Ronald J. Ellett, Deputy Clerk, City of Orillia forwarding resolution of Oro Council in
reply to renewed interest in a possible Barrie-Orillia Municipal Airport.

On motion of Drury and Johnson, Insurance Policies as presented be filed and Treasurer author-
ized to issue cheque for payment of the 1983 Premium to a total of $21,887.00 and amount be
apportioned to each Department.
Presented copy of letter to D.S. White, Solicitor requesting Council be advised as to atten-
dance at Barrie Annexation of Areas of Vespra Township, O.M.B. Hearing and reply from Mr. D.S.
White, Q.C. as well as request for Council's instruction with regard to being advised should
there be any move to annex other than those lands set out in the O.M.B. notice.
On motion of McEwen and Drury, that the Township Solicitor, D.S. White, Q.C. be hereby instruc-
ted to advise the Ontario Municipal Board, the City of Barrie and the Township of Vespra that
the Township of Oro will not be present at the Hearing, but that the Township would request
to be immediately advised if there is any move to annex other than those lands set out in the
Appointment of Hearing.
Presented copy of letter to Ainley & Associates Limited advising that the firm had been accepted
for Engineering Services for the Township of Oro and copy to other firms making presentation
advising of acceptance of Engineers. Also reply from Ainley & Associates expressing apprecia-
tion to Council for acceptance of their services and naming contact person for Engineering
Services in the Barrie Office.
On motion of Johnson and Halfacre, copies of letters as forwarded and letter from Ainley &
Associates Limited be received and filed for reference.
Presented letter from D.S. White, Q.C. Solicitor, with respect to Deviation Road between lot
10, Concession 6 and Lot 10, Concession 7, and copy of letter from purchaser of E~of E~ of lot
10, Conc. 6 advising he would be interested in purchasing the parcel from the County once the
unopened Road Allowance has been conveyed. Solicitor advises that the said Road Allowance could
be conveyed to the County of Simcoe pursuant to Section 317 (1) of the Municipal Act since ap-
parently the deviation road was laid out through land now owned by the County and it does not
appear that the predecessor in title ever received compensation for the deviation road.
On motion of Drury and Johnson, that as recommended by the Township Solicitor, Oro Township
Council are prepared to convey the unopened road allowance between lot 10, Concession 6 and
Lot 10, Concession 7, to the County of Simcoe pursuant to Section 317(1) of the Municipal Act,
provided that the County of Simcoe is prepared to ensure that when the County of Simcoe dis-
poses of the 5 acre parcel, the road allowance is conveyed at the same time so that the afore-
mentioned parcel will be in the same name as the 54 acre parcel, namely part of the E~ of E~
of Lot 10, Concession 6, to ensure that the two parcels will merge as one property, by adding
the 5 acres and conveyed Road Allowance to the 54 acre parcel. And further that the County of
Simcoe be advised of Councils action, which is subject to the co-operation of the County of
Simcoe as set out above.

Presented copy of letter to the Reeve, from the Hon. Claude F. Bennett, Minister, Ministry of
Municipal Affairs & Housing advising that the Township of Oro Municipal Housing Statement adop-
ted by the Council of the Township of Oro has been approved. The approval provides the Township
of Oro with legislative authority to acquire and service land for the housing purposes under
Section 17 of the Housing Development Act.
On motion of Halfacre and Johnson, letter of approval of the Municipal Housing Statement adopted
by Oro Council on February 14, 1983, be received and placed on respective file, for reference
when further action is taken in this regard.
Presented letter from Regional Director of Education, Ministry of Education following the Pro-
vincial Auditor's review of the financial data with respect to the actual operational costs
incurred by the Simcoe County Board of Education because of the establishment of Ecole Secondaire
Le Caron. A copy of letter and report is being forwarded to the Township of Oro because of the
interest in the matter by the Council of the Township of Oro.
On motion of Drury and McEwen, letter and copy of the Report of the Provincial Auditor be re-
ceived and placed on file.
Recommendations of Committee of Council
May 11, 1983
Letter from Project Ploughs hares (Operation Dismantl~ presented to a Committee of Council meet-
ing, requesting consideration of a resolution declaring the Municipality a nuclear weapon free
zone, similar to the resolution of the City of Toronto, passed in January 1983, as within the
contents of the said letter. After further consideration, the following action was taken:
On motion of Halfacre and Drury, as recommended by Committee of Council, letter be received and
filed for reference, with no action taken at this time.
Taxi Service
proposed by Alan Wayne.
The presentation by Mr. Wayne to Committee of Council on May 11, 1983 of a proposal to operate
a Taxi, Courier, Mini-bus and Limousine Service was further considered by Council, and as re-
sult, the following action was taken:
On motion of McEwen and Johnson, Clerk to obtain samples of By-Laws and prepare a draft By-Law
for the services proposed, as well as reviewing the necessary requirements under the Township
Zoning By-Law with respect to provisions for such service. And, that the draft By-Law and Planning
& Zoning requirements be presented to the next Committee of Council meeting.
Memorial Park
The items brought to the attention of Committee of Council were further considered with the
following action taken:
On motion of Drury and Halfacre, as recommended by Committee of Council, sufficient material
be purchased to construct 20 additional picnic tables and a bicycle rack, which are to be con-
structed by the Park Caretaker.

The letter from Besse Crawford, Chairman for Orillia Area of the Regional Advisory Board of
the C.N.I.B., requesting permission for use of the Large Pavillion and area east of the Pavil-
lion for the Annual C.N.I.B. Regional Picnic, which is to be hosted by the Orillia area, was
further considered along with Committee of Council recommendations.
On motion of Halfacre and McEwen, Oro Council would be pleased to permit the use of the Large
Pavillion at Oro Memorial Park by the Regional Advisory Board of C.N.I.B. for the Annual Picnic
to be hosted by this area in 1983, and an area of the Park east of the Pavillion on June 26th,
provided that it is recognized that since no picnics are booked on Sundays at the Park, the
organization would have to be prepared to share with other persons attending the Park, especially
if the weather is warm. The Pavillion will be reserved for the C.N.I.B. picnic at no charge.
And further, the Park Caretaker would be prepared to assist in roping off an area should this
be necessary in case of the Park being well attended.
Request of Oro Agricultural Society for assistance to carry out proposed capital improvements
to the Oro Fair Grounds in 1983, as presented to Committee of Council on May 11, 1983 was fur-
ther considered.
On motion of McEwen and Halfacre, as recommended by Committee of Council, Oro Council are pre-
pared to assist with some of the projects proposed, including painting of fence around the Race
Tracks and other areas, which may be carried out under the Oro Rehab '83 program as work may
be suitably scheduled.
Dog Control

On motion of Halfacre and McEwen, Clerk to prepare a draft By-Law as reviewed by Committee of
Council and same be brought to Council for consideration and passing of same.
On motion of Halfacre and Drury, as recommended by Committee of Council, Tom Hardy be retained
to sell dog licences on a door to door basis and that he receive an additional .50~ per dog
tag sold, to an amount of $5.50 per dog tag sold in 1983 and that he commence as soon as pos-
sible.
Construction of Seating at Oro Township Community Arena.
Plans for the construction of seating at the Arena as prepared by Stuart N. Keyes and considered
by Oro Township Community Arena Committee and Committee of Council on May 11th, were again re-
viewed by Oro Council.
On motion of Drury and McEwen, that the seating construction at the Oro Township Community Arena
be carried out according to the plans prepared by Stuart N. Keyes and work to commence as soon
as possible.
Cairn at African Church:
The matter of repairing of the Cairn at the African Church as presented to Committee of Council
was further discussed.
On motion of Johnson and Halfacre, that as recommended by Committee of Council, the Huronia
Historical Sites Committee be contacted about the deterioration of the Cairn at the African
Church prior to any action for the repairs is undertaken by the Township.

Fence on East Side of Shelswell Park
Letters from Mrs. Carol Harden and Mrs. Ruby Evans with respect to the fence as considered by
Committee of Council after referral from last meeting of Oro Council was again discussed by
Council.
On motion of McEwen and Drury, that as recommended by Committee of Council, a letter of reply
be forwarded to Mrs. Carol Harden and Mrs. Ruby Evans and advise of the resolution of Oro
Council passed in 1982 with respect to the fence on the easterly boundry of Shelswell Park.
Central Oro Ratepayers Association (C.O.R.A.)
Re-presented letter from C.O.R.A. which had been considered by Committee of Council on May 11th,
requesting appointment with Council to discuss a matter of great importance to the members of
the Association.
On motion of McEwen and Drury, that the Central Oro Ratepayers Association be advised that a
time may be scheduled at the next Committee of Council meeting to be held on May 25, 1983.
On motion of Drury and Halfacre, as recommended by Committee of Council, that Oro Oistrict
Lions Club representatives be invited to attend the Committee of Council meeting on June 1/83.
The matter of improvement to Ball Diamond at Oro Memorial Park as considered by Committee of
Council was presented for Council's action.
On motion of Halfacre and Drury, as recommended by Committee of Council, Oro Council would be
prepared to assume the costs of improving the Ball Diamond at Oro Memorial Park to an amount
of $400.00, provided that the Ball Club requesting the improvement is prepared to do the neces-
sary work involved.
Re-presented letter from Barrie Agricultural Society with respect to fun Milking Contest to
be part of the fair program, which was considered by Committee of Council, was further reviewed
by Council.
On motion of McEwen and Halfacre, as recommended by Committee of Council, Oro Township enter
the f~n event at the Barrie Fair, known as Milking Contest.
Road Supt., Fred Haughton was present at the start of the meeting for Council's approval of
minor adjustment to 1983 Road Program by reducing the BIC Construction by an amount of $25,000.00
and B5C Surface Treatment by $17,000.00 and adding this amount to A1C, Bridges and Culverts.
And to re-apply for Supplementary Subsidy for 15/16 Side Road for an amount of $50,000.00.
On motion of Drury and Johnson, that Road Supt., and Clerk be authorized to make the neces-
sary adjustment in 1983 Road Program to include funds for Bridges on Lakeshore Road and re-apply
for supplementary of a similar amount for 15/16 Side Road.
Deputy Reeve McEwen brought to attention of Council the problem with the Septic System at Oro
Memorial Park.
On motion of Halfacre and McEwen, that the Park Committee be authorized to rectify the Septic
problem at Oro Memorial Park.

On motion of McEwen and Halfacre, correspondence, communications as presented be received and
filed for reference.
New Business
Presented letter from Michael Kole, Lot 134, Plan M-9 with respect to inadequate water pressure
from the Water System managed by Indian Park Association, for Plans M-8, M-9, M-30 and M-31.
Letter is a request of Council as to what is proposed as a solution to this problem which has
been below standard.
On motion of Johnson and Drury, letter be received and Clerk to reply and advise that Indian
Park Association are responsible for the Water System.
Presented letter from Property Manager, Small Craft Harbours Branch, for Leased Docks at Carthew
Bay, Hawkestone and Shanty Bay, requesting completion of Inspection Report of the three Wharves.
Also enclosing for record purpose, the 1983 Edition of the Guide to Federal Harbours in Ontario.

On motion of Johnson and McEwen, the Inspection Report be completed after information is obtained
and letter be forwarded to Small Craft Harbours requesting necessary information as to what
is required for such and inspection report which has not been a requirement previously, since
the lease was entered into.
Presented letter from City of Sudbury, Host for the 1983 Ontario Parks Association Conference,
July 27th to 30th, forwarding accommodation information and Registration Forms and copy of ten-
tative program.
On motion of Drury and Johnson, that no delegate from Oro attend in 1983.
Presented Notice of Application to Land Titles by James R. Langman and Ruth M. Langman for lands
in Pt. Lots 5 & 6, Concession 14 and copy of Plan showing said lands. Application being for-
warded because of interest due to Township being owner of land adjacent to lands in question.
On motion of Halfacre and McEwen, notice of application and Plans for same be received and filed
for reference. Council of the Township of Oro having no objection to registration due to any
interest in land.
Presented from Bell Canada, letter with respect to evaluation of possibility of new services
to be known as Municipality Reversed - Charge Service (MRCS). And questionnaire to be completed
for the survey.
On motion of Halfacre and Johnson, letter be received and Clerk to complete and return the ques-
tionnaire.
Planning & Development

-Oatley, Purser, Solicitors for Oro Sanitation Services Ltd., advising of registration of develop-
ment agreement, and forwarding duplicate of same, Instrument 792830.
-Ministry of Transportation & Communications, response to Ministry of Municipal Affairs & Housing
regarding circulation of Amendment No. 15 (North Oro Study).
On motion of Drury and Halfacre, that correspondence as presented be placed on file.
Advised that Mr. C. Riepma of F.J. Reinders & Associates Ltd., has arranged to meet with the
Nottawasaga Valley Conservation Authority staff to discuss Willow Creek Flood Plan Mapping,
and the 'Hazard Land' designations contained in Amendment No. 15 arising from formal circula-
tion of the Amendment. North Oro Study consultants to report on the matter in due course.
Advised that By-Law No. 1308/83, the "Gibson re-zoning" of Lot 1, R.P. 1195 is in circulation,
which is to be completed by June 6, 1983.
As advised at Committee of Council meeting, a letter was forthcoming from the City of Orillia
with respect to a joint meeting with Councils of the City of Barrie, Township of Orillia,Oro
and Mara. Also invited are representatives from M. T.C. Air Office as well as the Minister, the
Hon. James Snow if he is able to attend. The meeting to discuss all aspects, is scheduled for
Monday, May 30th at 7:30 p.m.
On motion of Drury and Halfacre, that Oro Council attend the meeting on Monday, May 30th at
7:30 p.m. to be held at the City of Orillia Council Chambers.

Presented letter of quotation from Robert Bidwell in response to request for quotations for
one, half ton Chev. Truck, as advertised in the Barrie Examiner and Orillia Packet.
On motion of Drury and Halfacre, that the quotation bid from Robert Bidwell for one ~ ton truck
as advertised in the local newspapers, be accepted and further, that the quotation be accepted
on an as is, where is basis.
Presented Draft By-Law for Licencing and Requiring the Registration of Dogs and for Control
of Dogs Within the Municipality of the Township of Oro, which had been reviewed at Committee
of Council on May 11th.
After further consideration, the By-Law was on motion of Johnson and Halfacre, introduced and
numbered as By-Law No. 1311/83 and read a first time.
On motion of Drury and Halfacre, By-Law No. 1311/83 read a first time, be read a second time.
On motion of Drury and Halfacre, By-Law No. 1311/83 read a second time, be read a third.
On motion of Johnson and McEwen, By-Law No. 1311/83 now read a third time, do pass, be engros-
sed by the Clerk, signed and sealed by the Reeve, and By-Law No. 1311/83 to come into effect
after approval of fines from the Chief Justice. The licence fee as set out in para. g (2) and
10 to take effect January 1, 1984.

There being no further new business brought before Council, the meeting adjourned according
to the following resolution.
