COUNCIL CHAMBERS - APRIL 25, 1983 SPECIAL MEETING OF COUNCIL Council met this evening at 10:40 p.m. according to resolution of Council passed at a meeting held on April 18, 1983 and pursuant to adjournment, to consider tenders received for supply of one motor power Grader, which were opened at the meeting of April 18th and re- ferred to Road Committee for further review and recommendation. Johnson Reeve Deputy Reeve Councillor Councillor Councillor The Reeve opened the meeting at 10:40 p.m. Grader Tender 19B3 The Road Committee and Road Superintendent, as directed at the meeting of April 18th, had further reviewed all tenders received and recommend that the Tender of Champion Road Machinery to supply one Champion Model 740 A Motor Grader as per Tender specification dated April 12, 1983, with Rear Mounted Snow Wing for a total price of $127,BOO.00 less Articulating option & 9135, in lieu of 9138 and add one Cummins Engine in lieu of G.M. Engine Tendered (G.M. Engine had to be included with Articulation Option, since Champion design for same does not permit adap- tion for Cummins Motor) and less trade in allowance of 1973 Champion Model 0600 Motor Grader, SIN 73-600B-0105-6064 with Front Mounted Snow Wing. The Tenders were further reviewed by Council and after consideration of the recommendation of the Road Committee and Road Supt., the following action was taken by Council. On motion of Johnson and Drury, that tender of Champion Road Machinery Sales Ltd., to supply one Champion Model 740 A Grader for a complete price of $127,800.00 less trade in of $27,900.00 to an amount of $99,900.00 plus O.R.S.T. of $6,993.00 to an amount of $106,893.00, be accepted as the low tender received. After further consideration, a motion was introduced to accept a Model 740 Champion Grader without articulating frame and a standard transmission with a Cummins Motor as follows: On motion of Drury and Johnson, that the tender of Champion Road Machinery Sales Ltd., to supply one Motor Power Grader, be accepted as follows delivered to Township Garage: One only Champion Model 740 Grader as per tender Specification dated April 12, 1983, with Rear Mounted Snow Wing Less: Articulation Option $8,100.00 9135 Transmission In lieu of 9138 $2,100.00 $127,800.00 10,200.00 Add: Cummins Engine in lieu of G.M. Engine Tendered 1,800.00 119,400.00 Less: Trade in allowance of 1973 Champion Model 0600 Motor Grader, SiN 73-600B-1105-6064, with front mounted Snow Wing 27,900.00 91,500.00 Net Total ~ . . . ~ 2 April 25, 1983 SPECIAL MEETING Net Total Provincial Sales Tax $ 91,500.00 6,405.00 $ 97,905.00 And further, that other firms supplying a tender be advised of Council's action and tender acceptance be forwarded to M.T.C. for approval. Presented a letter from General Sales Manager, Champion Road Machinery Sales Ltd., dated April 19, 1983 to confirm discussions with the Sales Representative, Eldon Nesbitt and Road Supt., Fred Haughton, concerning the Township 1978 Champion Model 740 Motor Grader, SiN 740-22-110- 11763 (No. 22) and the problems the Township have had with it over the years the Township have owned it. Letter states that should Champion Road Machinery Sales Ltd., be the successful bidder on the current tender, the firm would make the following offer to the Township of Oro: Champion Road Machinery Sales Ltd., will supply the Township of Oro with a second unit, built to Township Specifications, less attachments (the Township will retain the attachments supplied on the original unit) for a sum of $26,800.00, plus applicable taxes, which includes a Cummins Diesel Engine. This offer is being made to offset the problems, difficulties and downtime and aggravation experienced, which is detrimental to the Company recommendation. Also the Company, by making this offer, wish to make this offer to restore the Townsh~p faith in Champion. Letter also offers assistance to delay payment of the second unit until January 1984 with interest at the rate of ~% over Bank prime rate, calculated on $28,676.00 ($26,800.00 plus Sales Tax of $1,876.00 to a total of $28,676.00) After consideration of the letter, which had been reviewed by Road Committee and Road Supt., and recommended that Oro Council accept the offer by Champion Road Machinery to supply the second Champion Motor Grader at the same time as the Grader for which the tender was accepted, according to letter of April 19, 1983 signed by the General Manager, Champion Road Machinery Sales Ltd., the following action was taken: On motion of Johnson and Drury, that the offer to supply the second 1983 Champion Model 740 Motor Grader, built to the Township Specifications, less attachments (the Township will retain the attachments supplied on the original unit) for the sum of $26,800.00, plus applicable taxes, which is to include a Cummins Diesel Engine. Other than attachments this unit is to be identical to Unit to be supplied as tendered and the tender accepted by earlier resolution at this meeting. And further, that option of payment for this second grader, as set out in letter of April 19, 1983 be acceptable to Council. Council wish to have the option to make payment of the second Grader in 1983, should funds become available. On motion of Halfacre and McEwen, meeting adjourn at 10:55 p.m.
