Reeve S. Davie In the chair opened the meeting with prayer at 9:00 a.m.
The minutes of the last regular meeting of March 21, 1983 were on motion of Halfacre and Drury,
confirmed as printed and recieved.
Presented copies of letters forwarded as instructed at the last regular meeting of March 21, 1983,
as follows:
-Barrie Examiner and Orillia Packet Notice of change of date for this meeting.
-Ministry of Transportation and Communications advising of tender call for Contracts 83-01 to
83-07 and enclosing copies of tenders and copy of notice of tender call as it is to appear.
-M.T.C. forwarding Program of proposed expenditures for Highway Improvement for 1983 Roads Pro-
gram - Form MR-A-16-74-12 showing to Program as $1,014,915 with Subsidy of $590,000 Township
Share of program being $424,296. Also request for Supplementary Allocation of Subsidy Monies
for 1983 of an Expenditure of $50,000 and Subsidy of $28,150.
-Canam Oil Services re: Quotation for supplying and applying of Non-Asphaltic Dust Layer (Road

properties for a total price of $275.00 for each complete cutting had been accepted and - letters
to all other persons who had forwarded quotations advising of acceptance of quotation and expres-
sing Council's appreciation for quotation and interest.
-Ministry of Consumer and Commercial Relations, Lotteries Branch forwarding application for Lot-
tery License for Oro Agricultural Society.
-Oro Township Arena Committee advising that Ministry of Tourism & Recreation had approved appli-

On motion of Halfacre and Johnson, that copies of letters as presented and forwarded be received
and filed.
Reeve Davie as result of the discussion on letters forwarded, declared a potential for conflict
of interest with respect to letters of objection received to Amendment No. 15 and reference to
Newspaper Article quoting the Chairman of Oro Planning Board and names mentioned in the Press and
letter from Chairman of Oro Planning Board.
Presented memo from Ministry of Transportation and Communications forwarding Report of Expendi-
ture and Subsidy for 1982 as submitted for a total Expenditure of $933,614.39 for which an eli-
gible subsidy of $540,167.18 qualifies with an adjustment of $197.95 added for Subsidy of $108.87,
less Audit Adjustment of $2,010.33 at 55% for subsidy of $1105.68 for a gross Subsidy payable of:
$589,170.37 (amount of subsidy disallowed by Audit $996.81).

Memo advises that Subsidy payable, has been recommended for payment. Clerk advised that cheque
payment of same had been received on March 31, 1983.
On motion of Johnson and Drury, memo and Report of Expenditures and Subsidy as presented be re-
ceived and filed for reference, as well as Clerk's report that the cheque for same had been re-
ceived and deposited.
Presented Water Safety Program Application 1983 as submitted by Chairman of Oro Water Safety Com-
mitte for the Township of Oro to County of Simcoe Recreation Department. Program application as
submitted by Mrs. Pat Honeywood, Chairman of Oro Township Swim Committee is for anticipated regis-
tration of 100 pupils.
On motion of McEwen and Johnson, application as presented and forwarded be accepted as a shared
programme between the Township of Oro and County of Simcoe Recreation Department for 1983, and
that Oro Council understand the conditions outlined in the Water Safety Program and that accep-
tance of the application commits the Township to sponsoring the Water Safety Programme reserved
for the Township and will be obligated to pay the established fees.

Presented letter from Secretary-Treasurer, Nottawasaga Valley Conservation Authority (N.V.C.A.)
advised that the Ministry of Municipal Affairs and Housing data sheet supplied through the Minis-
try of Natural Resources, Conservation Authorities and Water Management Branch is incorrect, there-
fore the apportionment percentage figures used to calculate the Township General Levy is incorrect.
Letter further advises that corrected figures should be received shortly and a new revised billing
will be forwarded in early April. Accordingly previous Levy Invoice received is not to be for-
warded. Presented revised Levy for 1983 showing an increase of $61.45 due to incorrect factor because
of apparent incorrect information from M.N.R. for previous levy of $4,852.64. Revised Levy being
$4,914.09.
On motion of Halfacre and McEwen, that the 1983 Levy for N.V.C.A. as approved at the last regular
meeting not be forwarded and new revised billing for 1983 Levy, as received on March 31st, 1983
the amount of $4,914.09 presented to Council has been received and that the payment be forwarded
in time for discount as authorized by N.V.C.A. in the amount of 12%.
Presented letter from Ontario Parks Association forwarding Ontario Parks Association Memberships
for the three members from the Township of Oro and advising of Annual Conference to be held on
July 27,28 and 29, 1983 in Sudbury, as well as Educational Conference to be held at Humber College.
On motion of Halfacre and McEWen, letter be received and filed and membership cards be distributed
to Township registered members.
Presented letter from Frank Cowan Company Limited enclosing formal resolution required to be passed
by Council in order to add Contractual Liability Extension to the Non-Owned Automobile Policy.
On motion of Halfacre and Drury, that Oro Council hereby request that the Township Insurer's, Frank
Cown Limited add the Contractual Liability Extension to the Non-Owned Automobile Policy according
to the following resolution:
Whereas Members of Council, Board Members, officers, persons employed by the Township of Oro
and persons volunteering to assist in Municipal activities are sometimes called upon by the
Township of Oro to use a motor vehicle within the scope of their duties.
And Whereas these persons may not have any insurance coverage, or such insurance coverage
as they may have may not cover a liability imposed by Law upon them resulting from bodily injury
to or death of any person or damage to property arising directly from the use or operation of any
automobile not owned in whole or in part by or licensed in the name of the Township of Oro, or
where the insurance coverage of the emloyee, volunteer, Board Member or Member of Council which
does in fact cover the said liability imposed by law for bodily injury to or death of any person
or damage to property, may not be adequate in amount to meet any judgement against these persons;
Therefore be it resolved that the Township of Oro assume the liability imposed by law upon
each and everyone of its members of the Council, Board, employees or volunteers, for bodily in-
jury to or death of any person or damage to property arising directly from the use or operation
by such persons acting within their scope of duties with the Township of Oro, where the automo-
bile IS not owned in whole or in part by or licensed in the name of the Township of Oro;
Provided that the Township of Oro assumption of liability as set out above In all circumstances
is applicable only where:

a) the Member of the Councilor Board, Officer, employee or volunteer does not have insur-
ance for the above said liability; or
b) the said liability set out herein is not covered by insurance which they have in force; or
c) there is an excess of a judgement over the amount covered by their personal insurance
with respect to the said liability, in which case the Township or Oro shall be responsible
only for the excess of the judgement provided always that the Township of Oro liability
shall in no event exceed $5,000,000 for damages for anyone occurance or accident, or
series of occurances or accidents resulting from one cause.
Presented letter from Ministry of Municipal Affairs & Housing with respect to Disposition of a
further and final portion of Amendment No. 7 to the Official Plan for the Oro Planning Area -
File W-5278, as it refers to part lot 9, Concession 1, which remained unapproved since the disposi-
tion of the balance of the Amendment April 5, 1978 and November 16, 1979. Since the Municipality's
Official Plan coverage of these lands has already been established by the Ontario Municipal Board's
approval of a similar portion of Amendment No. 12. Therefore, it has been recommended that the
outstanding portion of the Amendment No.7 be dismissed by the Minister and that the operative
official plan policies for thes,e lands will continue to be those approved in Amendment No. 12.
Also telephone call from M.M.A.H. advising that the Minister signed the dismissal Certificate on
March 28, 1983.
On motion of Drury and Halfacre, letter with respect to disposition of that portion of Amendment
No.7 as it refers to Part Lot g, Conc. 1, Township of Oro and recommendi~g that same be dismissed
by the Minister and that the operative Official plan policies for these will continue to be those
approved in Amendment No. 12, be received and filed for reference with each of the Amendment files.
And further, that the Planning Administrator to take the necessary steps to finalize the documents
when received from the Ministry.
Re-presented letter to Mrs. Warren-Darley in response to her letter of February with respect to
Block "C" of Plan 875, being in reply to Township letter of January 18, 1983.

On motion of McEwen and Halfacre, that the Clerk to advise Trustees whose names appear on title
for Block "C" that Mrs. Mildred Warren-Darley owner of lot 37, Plan 875 would be interested in
purchasing the entire Block "C". The owner of lot 36, Plan 875 has not indicated any interest in
the lot. And further, the aforementioned Trustees be advised that Oro Council are of the opinion
that the said Blcok "C" should be conveyed to either owner of lot 36 and 37 or both, rather than
being conveyed to the Municipality as previously suggested. Prior to any conveyance payment of
all taxes, including the 1983 taxes will necessarily have to take place.
Presented letter from Simcoe Coutny Board of Education advising that since the Province has not
yet issued the grant regulations, it appears that the School Boards of Ontario will be unable
to determine the amounts to be raised for Education tax requirements before the first installment
from the Municipalities is due and that in accordance with provisions of the Education Act
(S.215(5) the requisition of the previous quarterly installment shall be paid on the due date.
And further, that should such installment not be paid on the due date interest under subsection
(2) shall apply. Also a similar letter from Simcoe County Roman Catholic Separate School Board,
Clerk-Treasurer advised that the installment amount for a quarterly payment of 1982 had been for-
warded for the due date of March 31, 1983 S.C.B.E. $479,603.00 and S.C.R.C.S.S.B. $10,310.00
for a total of $489,913.00. The difference of the first installment once 1983 levy has been es-
tablished is to be forwarded with the June or second installment.

On motion of Drury and Halfacre, letters as presented be received and report of Clerk-Treasurer
of forwarding the first quarter installment by due date, accepted as satisfactory.
Recommendations of Committee of Council
Hawkestone Police Village Trustees Levy 1983:
Further to consideration of Committee of Council meeting with the Trustees of Hawkestone Police
Village on March 29th, with respect to Trustees Levy for 1983 and upon receipt of a Budget from
the Trustees the following action was taken:
On motion of Halfacre and Drury, Oro Council are prepared to enter into an Agreement with Hawkestone
Police Village Trustees to apply the same reduction of the Township General Mill Rate as applied
in 1982 in accordance with the provisions of the Municipal Act, Section 338(1).
On motion of McEwen and Johnson, that as recommended by Committee of Council, the Township of
Oro through the Parks & Recreation Committee are prepared to have the grass cut at the Hawkestone
Park or alternatively reimburse the Police Village for the grass cutting should the Trustees
wish to arrange for the grass cutting of the Park. And further, that any maintenance or improve-
ment to the Hawkestone Park must be arranged with the Township through the Park and Recreation
Committee in order that such items may be programmed and included in the Budget of any year.
Tax A ustments
In accordance with the agenda for the meeting, 7 applications for tax adjustments under Section
496(5), of the Municipal Act and two Section 495(1) Write off of Hydro Arrears.
Application No.1 Dale Plant, Pt. Lt. 10, Conc. 9 - The old residence on the above property
has been demolished to the point where it is substantially unusable and is therefore entitled
to a cancellation of building taxes from September 1 to December 31, 1982. Taxes to be cancelled
based on the public residential assessment of 305. $25.98
Application No.2 Alroy Gravel Const. Co. Ltd., S Pt. 13, Conc. 14. The above occupant ceased
to carryon business at this address in 1981. Business taxes based on the Business Public Assess-
ment of 765 are to be cancelled from January 1 to December 31, 1982. $229.23
Application No.3 Gusmark Realty Ltd., S Pt. Lot 13, Conc. 14. Since tenant 0001 (Alroy Gravel
Const. Co. Ltd.,) ceased to carryon business in 1981 we recommend that taxes to the owner be
cancelled on a conversion of rates from Commercial Public to Residential Public based on the
occupant assessment of 2449, from January 1 to December 31, 1982. $115.02 +penalty of 6.90
Application No.4 Orval Bray. Pl. 1169, Lot 1, Conc. 1. The above occupant ceased to carry
on business, November 30, 1982. Business taxes based on the Business Public Assessment of 1475
are to be cancelled from January 1 to December 31, 1983.

ment be made for application No. 4 for 1983.
1982 Financial Statement as reviewed with Township Auditors at a Committee of Council meeting
on March 30, 1983.
After further consideration of Committee of Council recommendations the following action was
taken:
On motion of Halfacre and McEwen, that the 1982 Financial Return as presented by the Township
Auditors and reviewed with Council and Treasurer, be accepted with any surplus funds being set
up as directed by Committee of Council, and same may now be printed with sufficient copies as
required and that the Financial Return when completed be forwarded to the Ministry of Municipal
Affairs & Housing.
On motion of McEwen and Johnson, be it resolved that Township of Oro advise the Ministry of Munici-
pal Affairs & Housing that the Township of Oro IS prepared to undertake the implementation of
the Accounting Package (referred to as BacPac) project and make application for the BacPac Grant
under the Municipal Action '85 Program.

Further to consideration of a conversion application as applied for by John Vokes as presented
to Committee of Council Meeting on March 30, 1983 and further review the following action was
taken:
On motion of Drury and Halfacre, that Mr. K.H. Carson be informed that Council of the Township
of Oro are prepared to endorse the application of John Vokes, Pt Lot 22, Conc. 14, for a Zoning
conversion of his property from Shoreline Residential (SR) to General Residential (RG) and that
Mr. K.H. Carson be further advised that cost incurred is an appeal on his behalf to the Ontario
Municipal Board could result In costs being bourne by Mr. K.H. Carson.

On motion of Drury and Johnson, that Council of the Township of Oro would have no objections
to the application of a Wayside Pit application on part Lot 22, Conc. 11 provided that the license
for the Wayside Pit is rehabilitated to a finished area due to the proximity of the Plan of
Subdivision (Plan M-157) and the Police Village of Hawkestone as well as the matter of increased
traffic control and safety. Also Council are of the opinion that the County of Simcoe should
be contacted with respect to County Road No. 20. And further, that prior to issuance of Wayside
Pit License, the Contractor, M.N.R. and M. T .C. meet with Oro CaLmail to discuss site specifics

rehabilitation and other general concerns mutual above.
Presented letter from the Township of Orillia with respect to Oro-Orillia Townline, regarding
request by Mrs. Ken Barkey for a reduced speed limit posting on the said road south of Highway
No. 12. Orillia Township Council would have no objection subject to concurrance of the Township
of Oro for the erection of 60 kilometer per hour speed limit sign. Also resolution of the Council
of the Township of Orillia.
On motion of Drury and Halfacre, that the Council of the Township of Oro, concur with the Council
of the Township of Orillia and would have no objection to the erection of 60 kilometer per hour
speed limit signs on the Oro-Orillia Townline south of Highway No. 12. And further, that Oro
Council would be prepared to pass the necessary By-Law to authorize same once the Township of
Orillia have passed the necessary By-Law and forward a copy to the Township of Oro.
Presented letter from Ontario Good Road Association advising of Grader Operating Upgrading Pro-
gramme with co-operation from Sheridan College of Applied Arts & Technology, being the forth
grader operating course, to be held from Monday, May 30th to Thursday, June 2nd, 1983. Also copy

On motion of Halfacre and Johnson, that the report of the Chief Building Official as presented
be received.
Chief Building Official presented an Agreement/Affadavit which when executed, would authorize
John & Kathleen Bowden, owners of east half of Lot 24, Conc. 11, to permit them to reside in
their existing dwelling while a new residence is being constructed, subject to approval of Council
and that the old residence be demolished within 6 months after completion of the new residence.
And, that at no time will both dwellings be concurrently resided in, or otherwise occupied for
residential use.
On motion of Drury and Johnson, that the Council of the Township of Oro would have no objection
to an Agreement/Affadavit being executed by John & Kathleen Bowden, east half lot 24, Conc. 11
Township of Oro and authorize the Chief Building Official to issue a Building Permit subject
to the Agreement/Affadavit which authorizes that the old residence may be used until the new
residence is completed for occupancy, and further, that the old residence is to be vacated prior
to occupancy of the new residence and demolished within 6 months after occupancy of the new resi-
dence.
Chief Building Official advised Council of a request for refund of fees for a Building Permit
from Ms. Ruth Palmer, lot 1, Plan M-118 since she will not be building within the year allowed
for a permit, but will be making application for a Building Permit when in a position to construct
a residence on the said lot.

On motion of Halfacre and Drury, that the fees for a Building Permit taken out by Ms. Ruth Palmer,
owner of Lot 1, Plan M-118, due to not proceeding with the Building of a residence in 1983,
be refunded, except for the general administration fee and the fee of $30.00 per month for the
trailer on the lot, from January 1, 1983 to date of the removal of the trailer.
Mr. William Ormerod, Township By-Law Enforcement Officer was present at 11:50 a.m. to report
to Council on his activity with respect to assisting with Dog Control in the Township. He re-
quested direction of Council as to whether he should continue with this patrol program at un-
scheduled intervals as in the past four to five weeks.
On motion of McEwen and Halfacre, that the By-Law Enforcement Officer be authorized to continue
the unscheduled Patrols as in the past.
Presented letter from H.J. Christian, Resources Development Associate Consultant, with Totten,

On motion of Johnson and Halfacre, that the Township of Oro share of County Levy for 1983 being
in the amount of $264,152.00 (composed of General levy of $151,743 and Roads $112,409) as pre-
sented be received and Treasurer to prepare the necessary mill rates to raise the 1983 County
levy by applying the County portion of Allocation of Hospital per bed rating at Edgar (Section
304) and Bell Telephone Gross Receipts (Section 304(a) and present same to be included in the
Township By-Law to raise, levy and collect taxes for 1983. And further, that the Treasurer ar-
range to make payments on required installment dates.
Presented letter from Mrs. Carol Alderdice, Part Lots 26 & 27, Conc. 3 with respect to drainage
problem on line two, alleged to be caused by build up of dirt, stones, etc., preventing the
water to drain away properly. Clerk advised that a copy had been made for Road Supt., when he
returns and that the Working Foreman had been requested to look into the matter in the interim.
On motion of Drury and Halfacre, that letter be received and the matter be reviewed when inspec-
ted on Township Road Tour.
Presented letter from John Eakins, M.P.P. Victoria-Haliburton with respect to Liberal Caucus
at Queen's Park undertaking a task force study of rural municipalities in Ontario to determine
what government action can be taken to address their particular needs. Enclosed with letter
IS a copy of address by Opposition Leader, David Peterson in which he discusses the broad is-
sues of the matter and announces the creation of the said task force which is chaired by Mr.
John Eakins, M.P.P.

a booking of the Guthrie Hall for Stag Party.
Mr. Trainer representing~ group for a Retirement Bachelor Party, was present before Council to dis-
cuss the matter.
On motion of McEwen and Halfacre, that Council come out of Committee of the Whole at 1:45 p.m.
On motion of Halfacre and McEwen, that the Clerk respond to the deputation and advise Mr. H.
Trainer of Township By-Law No. 1285/82.
Presented 5 Mottos from Students of Guthrie Public School in response to Township letter to
all schools inviting students to submit a motto for the Township of Oro by March 31, 1983. Only
one school responded to the invitation.
On motion of Drury and McEwen, that the five Mottos be received and a selection be made at the
next Committee of Council meeting.
Presented a letter of quotations for the Township Chev. Half Ton Truck which is no longer to
be used by the Township Road Department. The quotation is on a where as and as is basis.
On motion of Johnson and Drury, that the quotation be referred to Road Committee.
Presented letter from Chairman, Burgess Graham Securities Ltd., with respect to Township of
Oro Debentures, advising that as principals have pleasure in offering same, prior to sale. Total
of $28,000 due November 20th, 1983 - $g,OOO ; 1984 -$9,000; 1985 - $10,000. Price being 92.25
and accrued interest to yield approximately 11.25%. Letter requests immediate reply should the
Township be interested in taking up any offerings of the debentures.
On motion of Johnson and Halfacre, Clerk to advise Mr. J.N. Hughes, of Burgess Graham Securities
Ltd., that the Council of the Township of Oro are prepared to pick up the 5 3/4 Debentures due
November 20th on the following years 1983 $9,000; 1984 - $9,000 and 1985 $10,000. for a total
of $28,000, at the price of 92.25 and accrued interest to yield approximately 11.25%. And further,
that the Clerk advise of same by telephone and confirm in writing.
Presented from Department of Fisheries and Oceans, Small Craft Harbours, invoice to cover lease
#8105 C309 for the Wharf at Shanty Bay, Carthew Bay and Hawkestone, being for the period from
May 1, 1983 to April 30th, 1984.
On motion of McEwen and Halfacre, that the invoice for lease of the Wharf at Shanty Bay, Carthew
Bay and Hawkestone in the amount of $100.00 be authorized for payment and Clerk to forward cheque
for same to cover the period from May 1, 1983 to April 30, 1984.
Presented an application for a Loan under the Tile Drainage Act, as applied for by Ivan Clark,
to construct a Tile Drainage System on Lot 23, Concession 4 (wt Lot 23 of approximately 90 acres)
Total estimated cost of $32,094.00 which at 60% would qualify for a Loan of $19,200.00 the total
allocation for the Township of Oro is in the amount of $10,000.00 however, the past two years
applications processed have not used the entire amount of the allocation.
On motion of Drury and Halfacre, the application for a Tile Drainage Loan from Ivan Clerk, for
a Tile Drainage System to be constructed on wt Lot 23, Conc. 4, be received for approval and
copy of the application be forwarded to the Ministry of Agriculture & Food, Food Land Development
Branch, with request for increase in allocation for 1983 to permit the approval of the applica-
tion from Ivan Clark and provide for other applications that may be received in 1983. Upon being
advised from Ministry of Agriculture & Food, the application be re-presented for approval and

The 1983 Township Budget was considered as presentation to Committee of Council and recommenda-
tion of same for Estimated Expenditure of 1,825,300 and estimated Revenue of $1,139,980, (total
expenditures includes Hawkestone Police Village estimated expenditure for Roads) which will
leave an amount of $685,320 to be levied on Residential and farm Assessment of $9,902,181 and
Commercial Assessment of $1,310,388. The total expenditure also includes the general mill rate
reduction for Hawkestone Police Village as agreed to by Council and Trustees of H.P.V. (at a
Committee of Council meeting held on March 29/83) in accordance with Section 338(1) of the
Municipal Act.

Waste Disposal: No additional report other than repairs to the Loader and machinery rental
during time of repair.
Fire & Building: The matter of dispatch system for Fire Calls as is presently proposed for
the Oro Fire Departments through the Barrie Fire Department, was further discussed.
On motion of Halfacre and Drury, that a further letter be forwarded to the Council of the City
of Barrie to request an initial cost to establish such system and the annual cost for serVIce
