Johnson Reeve Stephen Davie opened the meeting with prayer at 9:00 a.m. The minutes of the last regular meeting were on motion of Halfacre and McEwen confirmed as printed and received. Clerk presented copies of letters forwarded as instructed to: -Mr. Dwight Taylor advising that the application of Dwight and Gail Taylor for the pOS1- tion of Caretaker for Oro Memorial Park had been accepted. -Huronia Ford Sales (Ford Leasing) Ltd., - acceptance of quotation for leasing vehicles for Road supt. and Working Foreman. -Georgian Pontiac-Buick; Jackson-Stereo Leasing Ltd., and Paul Sadlon Motors advising that quotation for leasing of vehicles from Huronia Ford Sales had been accepted. -St. John Ambulance and Barrie and District Pipes and Drums Grant for 1983. -Velma Bradley, Secretary-Treasurer, Oro Agricultural Society advising of grant for 1983 and use of Machine Shed for the Fair. -Pits & Quarries Inspector, M.N.R. forwarding 1982 Statement of Return. -Gibson/Flood & Associates Ltd., resolution adopting the Municipal Housing Statement as prepared and that same be forwarded to Ministry of Municipal Affairs & Housing for approval and finalization of grant payment. -Committee Chairman, Oro District Lions Club advising that they are to attend a meeting of Committee of Council on March 2, 1983 at 7:15 p.m. -Miss Wendy Proulx advising proposal for needs study cannot be endorsed at this time and that of full time recreational co-ordinator will have to be dealt with at a later date. -Planmac Consultants Ltd., re: Quadrant Developments, Plan M-157 re: Water System with alternate control for wells same as system on Plan M-66 and M-71. -Ron Johnston requesting clarification of Insurance coverage for injuries and rules and regulations on the ice and in the arena. -Howard Dobson, appreciation for projects initiated. -Mrs. Grace Crooks Leigh and Sally Gower - congratulations for work and participation of the publication "Monty Leigh Remembers". Also further order of additional copies. -Douglas Lewis, M.P. White re: Part Lot 10, Conc. 6 and Road Allowance between Conc- essions 6 & 7 in Lot 10. . . . ~ Pg. 74 SEVENTH MEETING - FEBRUARY 28, 1983 On motion of Johnson and Drury, that copies of letters as presented and forwarded accepted as satisfactory and be placed on file for reference. Old & Unfinished Business Presented letter from the Ontario Humane Society, Manager, Orillia Branch In reply to Township letter requesting some explanation with respect to impound fees for dogs owned by Mr. McCartney. On motion of Halfacre and Johnson, letter be received and tabled until after next Committee of Council meeting when the entire matter of dog control is further considered. Presented letter from W.O. Russell, Q.C. which restates the policy of the firm of Russell, Waite,Christie & Miller on their policies on Municipal files in the interest of avoiding any conflict of interest. Copy of same prepared for each member of Council. On motion of McEwen and Halfacre, letter be received and filed for reference. Presented letter from Bob Mitchell, M.P.P. with respect to Safety of Children in multi- storey Buildings and actions taken by Municipalities to require the installation of safety features on windows and other external openings in multi-storey buildings as long as an appropriate standard is prescribed. On motion of Johnson and Halfacre, letter be received and filed with no action at present until further study can be undertaken. Clerk advised that he had contacted the Ministry of Municipal Affairs & Housing with respect to Council's request regarding clarification for Trustees Hawkestone Police Village, res- pecting surplus in any year. On motion of Johnson and Halfacre, report be received and Trustees be advised accordingly. Presented letter from the Hon. George Ashe, Minister of Revenue in reply to Township appli- cation for a refund of Retail Sales Tax for period of Jan. 1, 1974 to April 8, 1975. Letter further advises that since the Township had not made application for this period when ap- plication was made in 1980, the application is denied. On motion of Halfacre and McEwen, letter be received and filed. Presented letter from the Ministry of the Solicitor General with respect to Provincial Auto Extrication and forwarding cheque in the amount of $2,000.00 be credited to Fire Department. Clerk reported that the Unemployment Development Office in Barrie had advised on February 24th, by telephone that the Township of Oro application for "Rehab '83 has received appro- val and Contract for same is now being prepared and will be presented next week for signa- ture. The program may be commenced on March 7, 1983. On motion of McEwen and Johnson, that report be received and that applicants be invited to attend for an interview for this project on Monday, March 7, 1983. ~ . . . Pg. 75 SEVENTH MEETING - FEBRUARY 28, 1983 Presented memorandum from D. Williams, Chairman, Oro Station Hall Board with respect to Canada Day Celebration and advising of meeting to be held, at which this item will be con- sidered, on March 1, 1983 at 8:00 p.m. On motion of McEwen and Johnson, memorandum be received and members of Council able to attend the meeting to do so, and matter be further considered after that meeting. Presented letter from J.N.D. Holden with respect to cutting of trees on line between Range 1 and Range 2, including picture of the work that had taken place. Letter is in strong objection to what is referred to as wholesale devastation. On motion of Johnson and Drury, that the letter be received and filed and Road Supt. be instructed to reply with an explanation. Presented letter from John & Barbara Spencer with respect to Street naming in particular line between lots 25 & 26 and suggested names for same. On motion of Halfacre and McEwen, letter be received and John & Barbara Spencer be advised that the Council of the Township of Oro are prepared to pass a By-Law to rename the road in question and Council look favourably upon the name "Spring Home Road". Presented copy of letter to Robert Barber from D.S. White, Q.C., Solicitor. On motion of Johnson and McEwen, that the copy of letter from Solicitor to Robert Barber be received and filed for necessary reference as may be required. Committee of Council Recommendations On motion of Drury and Halfacre, as recommended by Committee of Council at a meeting held on February 16, 1983, the necessary tenders and documents be prepared and tenders be called for Garbage Collection in designated areas in the Township of Oro. The contract for the collection to be for a three year period. Insurance Clerk advised that Ron Johnston, Insurance Agent had advised that the representative from Frank Cowan Insurance and himself would be present to review the Township Insurance Policy with Council on March 21, 1983 at 1:00 p.m. On motion of McEwen and Halfacre, that Ron Johnston be advised that Oro Council will be prepared to discuss the 1983 Insurance Policy on Monday, March 21, 1983 at 1:00 p.m. Budget Meeting On motion of Halfacre & McEwen, that Oro Council, as Committee of Council, meet at 1:00 p.m. on Wednesday, March 2, 1983 to consider the 1983 Budget. Other Recommendations of Committee of Council to be further considered On motion of McEwen and Johnson, that Oro Council authorize the issuance of 1983 Dog Licenses at various places of Business within the Township of Oro from March 4th to April 15th, as an extended service to the Ratepayers. And, that these places of business receive .75~ per license for this service. Clerk to place notice in both the Barrie Examiner and Orillia Packet as well as a notice in each of the places of business. . . . Pg. 78 SEVENTH MEETING - FEBRUARY 28, 1983 On motion of Halfacre and Orury, memorandum, and grant calculation forms and enclosures be received and Clerk to complete the grant calculation forms. Presented letter from District Manager, Huronia District, Ministry of Natural Resources forwarding list of all pits and quarries licensed under the Pits & Quarries Act in the Township of Oro. On motion of Drury and Johnson, letter and list of pits & quarrIes In the Township of Ora that are licensed be received and filed. Presented letter from Pits & Quarries, Inspector, Ministry of Natural Resources with respect to TownshipPit, Part W! Lot 11, Concession 8, Township of Oro with respect to tonnage res- triction on the license which is 125,000 tonnes. This had been exceeded in 1982 and letter requests that the 1983 production schedule be reviewed and that the Ministry Office be advised if an increase in tonnage will be required. Application for tonnage increase is enclosed should permanent tonnage increase be required. On motion of Johnson and Drury, that as recommended by Township Road Supt., it is not anticipated that an increase in tonnage extraction will be required for 1983. And Pits & Quarries Inspector be advised accordingly. Nottawasaga Valley Conservation Authority forwarding proposed final draft of the 1983 Budget, which reflects provincial grant for 1983. It is proposed that this budget will be presented for approval at the Annual Meeting on February 26, 1983. Oro Township levy IS proposed as $4,332.74 which is $252.30 more than in 1982. On motion of Drury and McEwen, letter and draft budget for N.V.C.A. In 1983 be received and filed for reference until the 1983 levy showing the Township share for 1983 is received. Presented letter from S.J. DesRoches, ratepayer Oro Lea Beach, Plan 709 forwarding a petition signed by the residents of West Side of Parkview Avenue requesting ditching and culverts to improve drainage and eliminate water accummulation causing health and safety problems. Clerk advised copy of same had been presented to Road Supt. for comments. On motion of McEwen and Halfacre, letter and petition be received and be further considered when the matter has been reviewed by the Township Road Supt., and his report is presented to Council and that Mr. S.J. OesRoches be advised accordingly. Presented letter from Association of Municipal Tax Collectors of Ontario (A.M.T.C.O.) re: 1983 Spring Seminar & Workshops to be held April 28th & 29th 1983 at the Renaisance Hotel, Scarborough, Registration Form enclosed, registration fees $45.00 per person for members and $60.00 for Non- Members - Membership Fee being $35.00. On motion of Drury and McEwen, that the Clerk-Treasurer, Administrator and Assistant Tax Collector, Joan Fletcher be authorized to attend and a membership fee for 1983 be forwarded and registration forms be completed and forwarded. Pg. 79 SEVENTH MEETING - FEBRUARY 28, 1983 Presented letter from Ministry of Transportation and Communications with respect to proposal by M.T.C. to advertise a grading and drainage granular base and structures at the following locations - Highway 400 from 2.2 miles South of Coldwater, Northerly, 4.8 miles including structures. Coldwater Service Road, from Coldwater Side Road, Southerly, 1.0 miles. The Ministry is preparing an aggregate list indicating to bidders potential sources for gravel extraction. The following pits are submitted for Township comments for Wayside Pits if not a licensed pit. On motion of Halfacre and Drury, letter be received and House League Director, of Barrie Optimist Minor Soccer Association be advised that permission is granted to use the Hastings Soccer Pitch again in 1983 from May 1st to August 31st from 6:00 to 8:00 p.m. on Tuesdays and Thursdays. Presented letter from Walter Jasinski, owner of Lot 1 & 2, Plan 655 advising that these lots are in the process of being sold and are presently used by the Municipality for park- ing cars for fishermen according to agreement with the Township of Oro. Prior to proceeding with sale of the lots requests whether the Township would be interested to purchase same for Park purposes. On motion of Halfacre and Johnson, that Mr. Walter Jasinski be advised that Oro Council are not interested in purchasing the property. Presented letter from the Provincial Secretary for Social Development and Chairman Cabinet Committee on the Bicentennial and the Hon. Claude Bennett, Minister M.M.A.H. with respect to celebrating Ontario's Bicentennial Year. On motion of Drury and Halfacre, that the matter be referred for further discussion at a Committee Meeting to be held on March 17, 1983. Chief Building Official, Jim Shellswell was present at 11:30 a.m. to present his report. . . . Chief Building Official reported of a problem on R.P. 1069 of an addition to a residence. Chief Building Official also presented a report on quotation for lease car after contacting various firms in this respect. The above items were left for report by Chief Building Official and Committee Chairman. Road Supt. Fred Haughton was present at 1:00 p.m. to present his report for work done during the month of February and Vouchers 2 and 2A to cover same. On motion of Johnson and Halfacre, report of Road Supt. as presented accepted as satisfactory and Treasurer authorized to issue cheques to cover same to a total of $ 41,072.71. Presented from Ontario Good Roads Association letter advising of 1983 "T .J. t4ahoney" Road School to be held May 1st to May 4th - Registration Cost - $220.00 which includes (1) cost of room and regular meals (2) Reception & Banquet (3) Lecture notes and binder. And, 1983 "C. S. Anderson" Road School - May 1st to May 4th, Registration fees and inclusions same as for the T.J. Mahoney Road School On motion of Johnson and Drury, that the Road Supt. be authorized to attend the C.S. Anderson School and Working Foreman Keith Mathieson attend the T.J. Mahoney Road School on May 1st to May 4th and registration be completed and proper fee forwarded. Road Superintendent presented a report on quotations received from five fuel dealers, representing B.P. Canada, Esso, Shell, Gulf and Sarjeant Co., copy of which is on file. After some discussion the following action was taken: On motion of Johnson and Drury, that the Road Supt., approach B.P. Canada again and request they reconsider their quotation and discount rate for the supply of fuel to the Township and report back to Council. Road Supt., reported that he had discussed the need for a new Welder for the Machine Shed with the Road Committee, due to the deteriated point of efficiency of the present Welder and recommended the purchase of this equipment from Ideal Supply Ltd., who were found to have quoted the best price for a 250 amp. AC/DC at $1,206.32 including O.R.S.T. On motion of Johnson and Drury, that one 250 amp AC/DC Welder be purchased for the Township of Oro Road Department from Ideal Supply Ltd., at the price of $1,127.40 plus O.R.S.T. for a total of $1,206.32. . . . Pg. 81 SEVENTH MEETING - FEBRUARY 28, 1983 On motion of Halfacre and Johnson, that the reports of the Township Road Supt., as presented on the various aforementioned matters, be accepted as satisfactory. Mr. Murray Minshall Ministry of Tourism and Recreation, Barrie Field Office and Mr. Peter Cavill, Recreational Director, County of Simcoe, were present at 1:30 p.m. as scheduled to discuss and review Recreational programming and/or proposals for same which may be appli- cable to the Township of Oro. Reeve Davie welcomed both Mr. Minshall and Mr. Cavill and then asked Deputy Reeve McEwen to present matters to be considered this afternoon with respect to Recreational Programming and establishing a Recreation Committee or similar type of control. As result of the presentation of the Township position regarding Recreational programming or proposal to carry out the control of same, Mr. Minshall and Mr. Cavill were invited to comment and/or recommend proposals for consideration. Mr. Minshall replied to the matter by stating that Oro Council was not unlike or unIque at arriving at the stage for serious consideration of how to plan and operate Recreational Programming and control of Parks and Recreation under one Committee. Mr. Peter Cavill added to the matter and expressed his pleasure of meeting with Deputy Reeve McEwen to discuss the Township concern and what consideration could be taken to organize or structure. The Township should look at re-establishing a Park and Recreational Committee or the alter- native to control Recreational functions. Whether a Recreational Co-Ordinator be appointed, should be considered and would suggest consideration of such an employee when establishing one Committee to undertake control and operation. Questions were asked by members of Council: Q What SIze should a Rural Municipality be to appoint a Co-Ordinator or Recreational Director. Ministry would be prepared to assist in setting up action plan for Recreation purpose - Action Plan requires professional input. Mr. Cavill indicated that the County is prepared to give any services to assist any Munici- pality. . . . Pg. 82 SEVENTH MEETING - FEBRUARY 28, 1983 Will always be a difference of opinion whether recreation is a need or a luxury - demand for grants is always greater. Taking this into consideration, a need for a Park and Recreational Committee would appear necessary - particularly from priority needs. Planning for unforseen costs, i.e. breakdown of equipment. For grants Make application under CRC and for Wintario for Capital Expenditures. After the lengthy discussion, Reeve Davie expressed appreciation of Council to Mr. Minshall and Mr. Cavill for taking the time to attend this meeting of Council. A By-Law was introduced to establish part of the west half of Lot 17, Concession 7 as being subject to Site Plan Control. On motion of Halfacre and Johnson, that the By-Law as introduced be numbered as By-Law No. 1301/83 and read a first time. On motion of Johnson and McEwen, that By-Law No. 1301/83 read a first time, be read a second time. On motion of McEwen and Drury, that By-Law No. 1301/83 read a second time, be read a third time. On motion of Drury and Halfacre, that By-Law No. 1301/83 now read a third time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve. Planning Administrator to present draft development agreement for consideration by Council when available. A By-Law was introduced to re-zone part of the west half of Lot 17, Concession 7 from 'A- Agriculture' to a new 'M3-Waste Disposal Industrial' zone, implementing the policies of Amendment No. 14 to the Official Plan of the Oro Planning Area. On motion of Drury and Halfacre that the By-Law as introduced be number as By-Law No. 1302/83 and read a first time. On motion of Halfacre and Johnson, that By-Law NO. 1302/83 read a first time, be read a second time. On motion of Johnson and McEwen, that By-Law No. 1302/83 read a second time, be read a third time. On motion of McEwen and Drury, that By-Law NO. 1302/83 now read a third time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve. Presented final drafts of Subdivision Agreement for the Holmberg draft plan of subdivision on part of Lot 27, Conc. 6 and Block 'N' R.P. 807, File 43T-81024, executed by the developer and advised that the documentation was satisfactory, all conditions having been met, and ready for execution by the Municipality. A draft By-Law authorizing the Reeve and Clerk to execute the Holmberg Subdivsion Agreement and all documentation in connection therewith was presented for consideration. On motion of Halfacre and Drury, that the draft Agreement as received be referred to Recrea- tion Committee and to Township Solicitor for comments. On motion of McEwen and Johnson, that the Township of Oro hire a Day Camp Director for the 1983 Summer Season and that the Township proceed with an application to the Summer Canada Student Employment program for a federal grant to fund our day camp for 1983. This application to be completed and delivered by Friday, March 4, 1983. On motion of Drury and Halfacre, that the Chief Building Official and By-Law Enforcement Officer to attend on the site of Rowanwood Conserver Co-op to inspect the Building and the plumbing of the building erected, for which an 'Agricultural' Permit had been issued.
