The minutes of the last regular meeting held on January 17th were on motion of Halfacre and
McEwen confirmed as printed and received.

noon at 2:30 p.m., and forwarding Live Stock Valuers report on sheep badly disturbed by dogs.

Orillia Public Libraries and copy of letters to same advising that the contract was being
renewed for 1983.
-D.S. White, Q.C. - Township Solicitor re: proposal to submit offer to purchase part E~ Lot

-D.S. White, Q.C. - Township Solicitor re: conveyance of Road Allowance between Lots 5 & 6,

-Owner of Lot 36 & 37 with respect to Block IIC" of R.P. 875, being the Block between the two
lots.

Motto Contest - also copies of same letter to all Elementary Separate Shcools in Barrie and

-Copy of letter to D. Woods, Range 2 - Road Allowance cleaning and ditching proposed to improve
drainage.
On motion of Halfacre and Johnson, copIes of letters as presented and forwarded accepted as
satisfactory.
Old & Unfinished Business
Presented copy of letter forwarding Program Application for Canada/Ontario Employment Develop-
ment Program for the Township of Oro as completed for Program enti tled 1I0ro Rehab '83" to a
total gross program cost of $20,248 which qualifies for a program allocation contribution of
$20,300.00. Program based on 2 men for 12 weeks and one man for 50 weeks.
On motion of Johnson and McEwen, letter and Program application as presented and forwarded
for approval for a total gross program cost of $20,248 accepted as satisfactory.

Presented copy of letter from Simcoe County Board of Education to Township of Tosorontio with
respect to resolution with respect to Education Budget setting process 1983. Letter outlines
Public Education Act and that Trustees are elected as are Council members.
On motion of Drury and Halfacre, letter be received and filed for reference.
Presented from Township of Medonte copy of By-Law 83-3, being a By-Law to appoint members to
the Jarratt Community Hall Committee of Management and Control for 1983. The By-Law appoints
James Handy and Joseph Patterson and Councillor Ian Beard to the Jarratt Hall Committee, who
are to manage the Jarratt Community Hall along with members from the township of Oro appointed
by By-Law No. 1292/82, namely- Morris Douglas, Wayne Burkholder, Susan Grant and Deputy-Reeve
Joanna McEwen.
On motion of McEwen and Johnson, copy of Medone Township By-Law No. 1292/82, be received and
filed for all necessary reference and a copy of same be forwarded to Secretary Jarratt Com-
munity Hall Committee.
Presented copies of Information to Ratepayers Notice to be inserted with Interim Tax Notices
as well as Notice of Public Open House Meetings for proposed Amendment No. 15 to the Official
Plan for the Oro Planning Area.
On motion of Johnson and Halfacre, copies of Notices as presented accepted as satisfactory
and same to be printed and inserted with each Interim Tax Notice.
Presented letter from Ministry of Agriculture and Food, Capital Improvements Branch with res-
pect to Tile Drainage Allocations 1982-83 advising that it appears that the Ministry will
have sufficient funds to meet reported needs. Therefore, Debenture may be processed up to the
amount reported to December 31, 1982.
On motion of Johnson and McEwen, letter be received and filed for references.
Clerk advised that the 1982 Annual Return for road Expenditures to a total of $951,101.22
according to (FB-MRA-36) Rural, is in the process of being prepared and completed and that
since the next regular meeting is scheduled to be held February 14, 1983 and the Form is to
be in the hands of the Oistrict Office by February 11th, 1983, a resolution is required to
have same completed and signed according to Form OB-MR-13.
On motion of Johnson and Halfacre, that the 1982 Annual Report Forms be completed as required
to total expenditures for 1982 as will be shown on Form OB-MR-69 for total subsidizable expen-
diture of $951,101.22 and once completed and Road Supt. and Treasurer have taken the necessary
declaration, Reeve and Clerk authorized to sign the Annual Petition for Subsidy and Clerk to
have Return forwarded in order to reach the M.T.C. District Office as early as possible prior
to February 11, 1983.
Presented letter from Barrie Public Library Board acknowledging receipt of 1983 contract signed
by the Chairman and Secretary of Oro Township Library Board and now signed by Barrie Public
Library Board with duplicate original having been returned to Secretary, Oro Township Library
Board and copy enclosed for Township records.

Committee of Council Recommendations
- from meeting held January 27, 1983.
1) W.D.S. Report of Supt.
Committee of Council recommend that matters of concern presented by W.D.S. Supt. be reviewed
by Council for action.
On motion of Johnson and Halfacre, that Waste Disposal Committee to review all items of concern
presented and priority items be programmed and included in 1983 Budget.
2) Items considered with Trustee, Township of Oro on S.C.B.E.
Committee of Council recommend that the resolution of the Township of Tosorontio not be en-
dorsed and that liaison through the County Education Committee and Township of Oro elected
representative to Simcoe County Board of Education, be continued.
On motion of Halfacre and Drury, that the Township of Tosorontio resolution not be endorsed
and that while the Council of the Township of Oro encourage the intent of the resolution,
the Township of Oro resolves to communicate through the elected representative to the Simcoe
County Board of Education for the Township of Oro and through the Simcoe County Education
Liaison Committee. And further, that the Township of Oro will monitor the effect of this
communication.
3) Arena Committee - regulating controls in the arena and on the ice.
Committee of Council recommend that once a letter is received from Township Solicitor In this
regard same be forwarded to Township Insurance Agent.
On motion of Drury and Johnson, that once letter is received from Township Solicitor confirming
verbal report to Committee of Council on January 27, 1983, with respect to Arena Committee
Authority to regulate behaviour within the Arena and on the ice, a copy of the letter be for-
warded to the Township Insurance Agent, requesting that the Township be advised of coverage
under the Township Insurance Policy in this regard and a copy to be forwarded to the Arena
Committee.
4) Conveyance of Road Allowance between lots 5 & 6, Conc. 13
Recommendation of Committee of Council was further considered and the following action was
taken:
On motion of Johnson and McEwen, that the Solicitor for Big Cedar Parks be advised that Oro
Council are prepared to convey parts 3 & 4 of Plan 51R-9591 in accordance with procedures under
Section 317, R.S.O. 1980, chapter 302, as amended, and that a By-Law for this purpose is to
be prepared by the Township Solicitor, along with any necessary documents required, after which
the necessary deed may be executed and registered. And, that Big Cedar Parks be advised that
all legal costs in this matter, be that of Big Cedar Parks, and that Parts 1 & 2 of Plan 51R-
9591 are still available at the previously quoted value of $1,500.00.
5) Committee of Council recommendation of proposal to purchase Pt. E~ Lt. 9, Conc. 6.
Committee of Council, from meeting of January 27th, recommend that the Township Solicitor,
D.S. White, Q.C. be instructed to reply to Mr. J.R. Hunter, Q.C. and advise that the Township
is still prepared to propose an offer to purchase part Lot 9, Conc. 6.

On motion of Drury and Halfacre, as recommended by Committee of Council, the Township Solicitor,
D.S. White, Q.C. be instructed to reply to Mr. J.R. Hunter, Q.C. And advise that the Township
of Oro is still prepared to propose an offer to purchase part E~ Lot 9, Conc. 6 on a similar
basis as the offer to purchase made in 1982.
6) Park Caretaker - Oro Memorial Park
Committee of Council recommend that following receipt of character reference from applicants
as requested, the matter be dealt with after Council have met with Mr. Cecil Phillips. Clerk
advised that an appointment had been arranged for 2:00 p.m. today.
This matter be further dealt with after meeting with Mr. Cecil Phillips later today.
7) Status of Monk & O'Brien Streets - Plan 1, Conc.
Letter from Dr. Hans Stauffert requesting Council to bring to the attention of the Township
Solicitor the situation of actual legal status of Monk & O'Brien Streets on Plan 1, Was pre-
sented to Committee of Council on January 27th and Committee of Council recommended that the
matter be referred to the Township Solicitor.
On motion of McEwen and Johnson, that copy of letter and other correspondence as well as any
other research work in this regard be forwarded to Township Solicitor with request that he
provide Council with actual legal status of Monk and O'Brien Street.

Presented letter from Ontario Parks Association forwarding Membership Application/Renewal. The
fee for the Township of Oro being $40.00, which entitles the Township to 3 representatives.
On motion of Johnson and Halfacre, that the application be completed and returned showing three
representatives as in 1982, namely the Park Committee and the Clerk.
Presented letter from Danilo Zamperion with reference to lots 208,209 and 210 of Plan 626. Pre-
sently the only access is over Block IID" from Campbell Avenue to unopened Simcoe Crescent. 14r.
Zamperion would like to purchase Block "0" and portion of Simcoe Crescent northerly from the
Creek. Letter advises that he would be prepared to pay $500.00 for Block "0", conditional sub-
ject to an agreement being reached to be able to purchase the portion of Simcoe Crescent as outlined
in map attached to letter. Simcoe Crescent would requIre to be closed by By-Law.
On motion of Drury and Johnson, that this matter be held In abeyance until Council have had
an opportunity to visit the site, which is to take place during Spring Road Inspection, after
which a meeting may be arranged with Mr. D. Zamperion.
Presented letter from Ministry of Natural Resources Huronia District, Midhurst, with respect to
owners of property fronting on Lakes, Rivers or Streams who are contemplating shoreline work.
Letter advises that although individual undertakings may appear to be insignificant, the cumu-
lating effects of shoreline projects can have devastating results on our lands and fisheries
programs.

On motion of McEwen and Johnson, that letter be received and filed for necessary reference and
information to ratepayers should enquiries arIse.
Mr. Allan K. McLean, M.P., Simcoe East was present during recess of Council at 10:45 a.m. and
enquired whether Council had any requests at this time. After the meeting reconvened, he advised
that he would be pleased to assist on matters of concern.
Presented copy of Rural Section (ROMA) Annual Meeting and Conference Program February 6th to
9th. Also general announcements for same with respect to accommodation reservations. Also pro-
posed Amendments to the Rural Section (ROMA) Policy Statement. Clerk advised that copies had
been made for members of Council attending as delegates.
On motion of Johnson and Drury, ROMA conference program as presented and report that copIes had
been presented to delegates accepted as satisfactory.
Presented letter from County of Simcoe, Recreation and Library Department, enclosing Oro Township
Section from the County 1980 Recreation Resource Directory as requested. Letter requests assis-
tance in up-dating the current contact personnel, addresses and telephone numbers.
On motion of McEwen and Halfacre, letter and Section of County 1980 Recreation Resource Directory
be reviewed and updated as requested.

On motion of Drury and Johnson, that Oro Council as in previous years, authorize grants to North
Simcoe Soil and Crop Improvement Association for Annual Seed Fair, an amount of $26.25 and an
amount of $52.50 to the Salvation Army. East Simcoe Plowmen's Association an amount of $105.00
and Information Orillia an amount of $31.50. Treasurer authorized to issue cheques for same and
forwarded. All grants being same as in 1982 plus 5%.
On motion of Johnson and McEwen, that the Township of Oro authorize a grant of $100.00 to the
Richmond Resource Centre and an amount of $67.00 to the Ontario Municipal Management Develop-
ment Board (OMMDB).
Presented from the Liquor License Board of Ontario (LLBO) advising that Sport Restaurant, part
Lot "A", Concession 2, has made application for a Liquor License. Purpose of notice be to enable
Council, if they desire, to make representation to the Board concerning the application and allow
the departments of the Municipality concerned to review same. The application has been scheduled
for a public hearing - time and place to be notified. Clerk advised that Chief Building Official
and Zoning Administrator had received a copy. Also copy of letter setting date of Hearing for
March 15, 1983.
On motion of Halfacre and Drury, letter be received and filed for necessary reference.
Presented letter from Ministry of Municipal Affairs & Housing with respect to Municipal Adminis-
tration Program and guidelines for same. Subsidies Branch to be advised before February 28th,
should the Township wish to participate.
On motion of Johnson and Halfacre, letter and guidelines be received and the matter be reviewed
by the Council and Administrative Staff with a report to Council for the next regular meeting
on February 14, 1983.
Presented letter from Co-Operative Education Officer, Employer Service, Georgian College regar-
ding wage subsidy for computer students, summer employment in 19B3 forwarding Computer Program/
Analyst Student Program requirements, should the Township wish to partake in such a program.
On motion of McEwen and Drury, letter and questionnaire forms be received and filed for reference.
Presented memorandum from the Hon. Claude F. Bennett, Minister, Municipal Affairs and Housing
with respect to Provincial Transfer Payments to Municipalities for 19B3 and advising that the
increase for 1983 over 1982 is 4.3 per cent. The General Support Grant paid to Municipalities
In the Province will be 5.75% compared to 1982 of 6%. Also copy of Statement to the Legislature
on January 25, 1983.
On motion of Halfacre and Johnson, memorandum be received and filed for reference.
Presented memorandum from B. Walsh, Fire Services Adviser, office of the Fire Marshal with ref-
erence to Regional Fire Training School for the County of Simcoe April II-15th, 1983. Memor-
andum is to remind Council to provide for the expenses of their candidates to the School. Allow-
ance this year for single station Fire Departments and 3 applicants from Multiple Station Fire
Departments. Also that forms had been forwarded to the Township Fire Chief.
On motion of Halfacre and McEwen, memorandum be received and Fire Chief to advise of how many
Volunteer Firemen will be attending from the Township of Oro Fire Departments, and that the
Township will cover the expenses for the Volunteer Firemen attending the Regional Fire School.

The Chief Building Official was not present as scheduled since he had no specific report. Councillor
Halfacre presented a report of proposals and recommendations for 1983, as Chairman of Fire & Build-
ing Committee.
On motion of McEwen and Johnson, that the matter of minimum standards By-Law and square footage
of buildings be referred to Oro Planning Board for consideration.
The matter of the Chief Building Official's car was brought to the attention of Council. Sugges-
tions were also presented as to whether consideration should be given to leasing versus owning
of a vehicle.
On motion of Drury and Johnson, that the report of the Fire Committee as presented be received
and copy of same filed and a letter of appreciation be forwarded to Allan Newton for his assis-
tance at the Fire of the property owned by Mr. Dixon.

On motion of McEwen and Johnson, that accounts as presented to a total of $48,391.16 be passed

Road Supt. Fred Haughton, was present at 1:10 p.m. and presented his report for work done during
the month of January and Vouchers 1 and 1A to cover same.

The matter of construction of turn-around on draft approval Plan of Subdivision, Block "X",
Plan 902 (File 43T-76089) was re-presented for consideration with recommendation from Road
Supt.
On motion of Drury and Johnson, that Oro Council after further consideration regarding recom-
mendation from the Township Road Supt., are not prepared to change the requirement in the Draft
Approval fro a cul-de-sac as set out and that the Plan Profile as prepared from M.T.C. typical
standard design as forwarded, be used for preparation and construction of the said cul-de-sac.
Presented letter from District Engineer, Ministry of Transportation advising that the Hon. James
Snow, Minister of M.T.C. has authorized a road grant allocation of $590,000.00 under the author-
ity of the Public Transportation and Highway Improvement Act toward the Township's 1983 road
and bridge expenditures.
The allocation is in support of the Municipality's eligible expenditures on roads and bridges
to :

This amount includes $180,000 for carryover on the 15/16 Sideroad Construction. Also that the
allocation is calculated using the Ministry's cost sharing formula and includes provision for
any grant guarantee described. The Allocation was determined based upon the Municipality!s Re-
sources Index of $303,000 as derived by the Ministry for road grant administration purposes
in 1983.
Letter further advises that Program Form MR-A-16, formerly OB-MR-28, IS to be completed and
returned to the Ministry no later than March 31, 1983.
Letter also advises that A. Wittenberg, Prof. Eng., will be leaving as District Engineer effec-
tive February 1, 1983 and that Mr. W.H. (Bill) Venn will be acting District Engineer.
On motion of Johnson and Halfacre, eltter and notice of allocation in support of the Municipality's
eligible expenditures on Roads of $498,800 for Maintenance and $489,900 for Construction, to
a total expenditure of $988,700 for a $590,000 raod grant allocation be received and Road Com-
mittee, Road Supt. and Treasurer to prepare a Road Program for 1983 for presentation to Council.
Presented copy of 1983 Roads Mileage Report updating Metric as prepared by Road Supt., along
with 1983 Sewer Report, and forwarded to M.T.C. 1983 Mileage (Metric) showing 318.1 Kilometers
and Sewer report showing 0.3 storm sewers 700 mm and under in diameter.
On motion of Johnson and Drury, 1983 Roads Mileage Report Updating - Metric, showing 318.1 kilo-
metres and Sewer Report showing 0.3 storm sewers 700mm and under in diameter, as presented and
forwarded accepted as satisfactory and ordered placed on file.
Road Supt. reported that he had met with Mr. Woods and other ratepayers along with the Road
Committee on line 1, below the Ridge Road on Saturday, January 29, 1983 with respect to clear-
ing of trees because of proposed drainage improvement. The ratepayers having a concern about
removal of some second growth trees, which was required. He further advised that after explana-
tion of the procedure and proposal for the completion, the concerned ratepayers appeared satis-
fied with the proposal and result of the work on the road allowance.

The Planning Administrator was present at 1:45 p.m. to review planning and development matters.
The following was presented:
Advised that a meeting was attended on January 28th, 1983 at the Ministry of Housing, with C.
Riepma of F.J. Reinders & Associates, to carry out an informal review of the draft North Oro
Study and proposed Official Plan Amendment. Representatives of both the Ministry's Community
Planning Advisory Branch and Review Branch were in attendance. Results of the meeting and re-
commended revisions are to be presented to Planning Board on February 17th, 1983 by Mr. Riepma.
Advised that Bill 159, an Act to Amend the Planning Act was given third reading in the Legis-
lature on Tuesday, January 25, 1983, and that Royal Assent to the Bill is expected by late
Spring - early Summer.
On motion of Halfacre and Drury, that the Planning Administrator's Report be accepted as presented.
On motion of Drury and Johnson, that Council go into Committee of the Whole at 1:50 p.m. to
discuss the matter of Oro Memorial Park Caretaker and calling for applications for same.
On motion of Halfacre and Johnson, Council come out of Committee of the Whole at 2:30 p.m.
As result of the consideration, the matter of Park Caretaker was referred for further discussion
at the next Committee of Council Meeting, having discussed the matter with Cecil Phillips, Oro
Township Community Arena Manager.
Ms. Gail McDonald and Tom Malloy of the Ontario Humane Society, Orillia, along with Mr. Rick
I<aury from Head Office were present as requested by Council at 2:30 p.m. with respect to Canine
Control for the township and in particular, Simcoe Side Area. Also present from Simcoe Side
Ratepayers were Andy Nicholson and Mrs. Nicholson, and three other people.
Gail McDonald introduced Mr. Malloy and Mr. Rick Kaury.
Mrs. Gail McDonald outlined the services under the contract being 6 days per week (Mon. to Sat.)
When complaints are received direct extra service to that area - Sundays emergency serVIces.
Would like to explain when we are carrying out the By-Laws for the Township, it is on Public
property. In order to protect the Society, must have release from the owner to pick up dog from
Private Property.
If dog IS picked up - impound same if owner claim dog - same has to be released - Quarantine
may be at owners property for period specified - animal must have current license.
Mr. Kaury mentioned that fines were set out in the Township By-Laws and therefore approved by
Council.
Q If an incident arose to require more attention how could the Humane Society Increase pick
up of dogs.
A Mr. Kaury also related the matter of dogs at large - the pick up of a dog is an unidenti-
fied dog if not licensed. If particular situation arises days may be altered to allow
Sunday patrol.
If a dog has a license, the Society will endeavour to return same, if from the area.

Q How has situation at Simcoe Side improved.
Mr. Malloy related to several situations. If party having dog on their property they may seIze
and confine the dog and request animal control to pick up the dog.
Mr. Malloy outlined method of formal complaint. The person complaining about dogs at large may
sign formal complaint and then be prepared to witness in Court. Also conditions for and of a
Court Order. As well as method of quarantine as directed by the Ministry of Health.

How can service be improved to justify Township cost for animal control.
A Society could extend controls or cut controls - costs may be controlled via this manner.

If dog bitesa human being, it then may be processed under Dog Liability Act - Vicious Dog Act
this gets in front of a Judge who makes the decision.
A number of various methods of changing of the Township 8y-Law were considered and reviewed
by Council and representative of the Ontario Humane Society.
f1r. Kaury advised that the Society would be happy to assist in amending and updating a By-Law
or preparing a notice for mailing.
When complaints come into the Humane society Office, each one, whether answerIng servIce call
or direct call, it is followed up.
Reeve thanked the representative from the Humane Society for coming to discuss the matter.
On motion of McEwen and Johnson, that a letter be forwarded to the Nelson Grove Association,
thanking them for their letter and advising that Oro Council have no particular items to dis-
cuss with the Association at this time, but would be prepared to meet with the Association at
any time they have any matter to present to Council.
On motion of Johnson and Halfacre, that the draft By-Law to amend By-Law No. 1227/81 as amended
be referred to Committee of Council meeting to be held on February 3, 1983.
No further Committee Reports or direct motions were presented.
