On motion of Johnson and Drury that correspondence, communications as presented be
received and filed for reference.
Recommendations of Committee of Council - Meeting of August 21, 1985
(a) On motion of Drury and McEwen that as recommended by Committee of Council, Oro Council
would have no objection to the alternative proposal as set out in the Solicitor's letter,
which are in accordance with conveyances as set out in By-law No. 1404/85. And further,
that the Road Supt. carry out the work with respect to the culvert at Allan Street and
necessary drainage ditching and that the Survey and legal costs be assumed by the Trustees
of Hawkestone Police Village with no costs being assessed to Ralph Leigh except for any
legal costs incurred by him, in having his own Solicitor reviewing the conveyance documents
and By-law authorizing same, should be choose to do so.
(b) On motion of McEwen and Johnson that as recommended by Committee of Council that the
Administrator/Treas. write the Hon. Minister of Tourism and Recreation expressing the
Committee's dissatisfaction and frustration with the level of funding provided by O.
Reg. 517/83 currently being only 81% of the announced allocation budgetted for.

(c) On motion of Halfacre and Johnson that as recommended by Committee of Council that Oro Council
respond to M. T.C. advising that the deed as prepared be executed by the Minister, Ministry of
Transportation and Communications and that the Treasurer be authorized to issue a certified
cheque in the amount of $38,400 as set out in the Agreement to Purchase and Clerk to forward
same to M.T.C. with request for executed deed, which is to be registered when received.
(d) On motion of McEwen and Johnson that as recommended by the Committee of Council that the
Administrator present the appropriate documentation re: the farming operating on the property
located on pt lot 16 and 17, Conc. 14 presently owned by the M.T.C. which is in the process
of being purchased by the municipality and further that this documentation be presented at
the next Council meeting.
(e) On motion of Halfacre and Johnson that as recommended by Committee of Council that Oro Council
present the owner of pt lot 26, Conc. 7 to occupy the existing cottage during the construction
of a new residence, according to the condition of the Agreement to make the cottage unfit for
human habitation on completion of the residence by November 30, 1985 and that the said building
is to be completely converted to a garage by June 30, 1986.
(f) On motion of Halfacre and McEwen that as recommended by Committee of Council that Oro Council
authorize the purchase of approximately 3.85 acres of land from Mr. and Mrs. Eric Allinson
in part of Lot 2, Concession 14, Township of Oro. Land price is to be $7000 exclusive of
land transfer survey and legal costs.

(g) On motion of Drury and McEwen that as recommended by Committee of Council, Oro Council would
have no objection to Modco Investments or Monica Interior Design Ltd. placing a sales trailer
on their property off Huronwoods Drive, approximately 300' to 350' south of the Horseshoe
Valley Road (County Road #22) for sales purposes only, for a period of one year or until
such time as all chalets have been constructed, whichever comes sooner provided that portable
toilets are provided. And further, that any damages to the Township Roads on Plans M-8, M-9,
M-30, and 31 will be the responsibility of Modco Investments or Monica Interior Designs Ltd.
(h) On motion of Halfacre and Drury that as recommended by Committee of Council that the "Welcome
to Oro" signs report is to be re-submitted in 1986 and an amount is to be included in the 1986
Budget.
(i) On motion of McEwen and Drury that as recommended by Committee of Council that the proceedings
be initiated in regards to the list of properties eligible under the Act for sale of land for
arrears of municipal taxes.
(j) On motion of Drury and Halfacre that as recommended by Committee of Council that By-law No.
1311/83 be amended to read that during the months of May, June, July, August, and Sept. in-
clusive no dogs shall be allowed in any area normally used by the public as a SWImmIng area.
(k) On motion of McEwen and Halfacre that as recommended by the Committee of Council that the
proposed by-law appointing members of the Fire Dept. as Building Inspectors be presented
later at this meeting of Council.
(1) On motion of Drury and Johnson that as recommended by the Committee of Council that the
C.A.O. report re: incoming and outgoing correspondence and complaint procedures be re-
ceived and adopted as a policy of the Township.

(m) On motion of McEwen and Halfacre that as recommended by the Committee of Council that the
C.A.O. report re: full-time staff position be received and adopted.

(n) On motion of Halfacre and Drury that as recommended by the Committee of Council that the
C.A.O. report on the Procedural By-law be adopted and the new Procedural By-law be presented
later at this meeting of Council.
(0) On motion of Drury and McEwen that as recommended by Committee of Council that the C.A.O.
report re: Management letter from the Auditor on May 23, 1985 be received and adopted.
(p) On motion of Halfacre and Drury that as recommended by the Committee of Council that the
Fire Chief Ron Young report re: Improvements to the Telephone System not be accepted.
(q) On motion of Drury and Halfacre that as recommended by the Committee of Council that this
Council recommend to the 1986 Council that the Municipality should participate in the
Site Selection '86 Conference and Exhibition on the following conditions:
(a) That the tourism industry is emphasized as part of the Simcoe County Exhibit
(b) That the Township of Oro's financial contribution not exceed $1000 to be budgeted
for in 1986.
Old and Unfinished Business
(a) Presented from Township of Rama draft copy of resolution to support the proposal by the
Township of Rama to reduce flooding on the Black/Severn River Watershed as well as Lake
Simcoe/Couchiching Basin, as requested by Council after presentation made by Mr. Hunter
to a meeting of Council.
On motion of McEwen and Halfacre that the Council of the Township of Oro support the request
of the Township of Rama Council for their proposal to reduce flooding on the Black/Severn
River Watershed as well as the Lake Simcoe/Couchiching Basin. Also their request to the
Ministry of Natural Resources to study the proposal.
(b) Presented letter from D.S. White Q.C. Solicitor along with copy of his letter to Quadrant
Developments with respect to Letter of Credit for Quadrant Developments.
On motion of halfacre and McEwen that this matter be referred to the Township Solicitor, D.S.
White for expedious conclusion.
(c) Letter from Clerk, County of Simcoe regarding Fire Dispatch System Study in response to
Township letter of July 18, 1985.
On motion of Johnson and Halfacre that the letter be received and filed.

(a) Presented letter from Mrs. Marjorie Benton advising of having rented the small pavilion
at Oro Memorial Park and incident encountered.
On motion of Johnson and Halfacre that the letter be received and filed.
(b) Presented letter from Sudbury Region Disaster Relief Fund Committee requesting consideration
for financial donation.
On motion of Drury and McEwen that letter be received and filed.
(c) Offer to Purchase vacant lot, Lot 11 Conc. 14
On motion of Drury and Halfacre that Council go into Committee of the Whole at 9:47 a.m. to discuss
sale of land Lot 11, Plan 1501.
On motion of McEwen and Drury that Council come out of Committee of the Whole at 9:50 a.m.
On motion of Halfacre and McEwen that the proposed agreement of Purchase and Sale from Robert
Hewitt as submitted by Agent, Century 21 Don Campbell Reas Estate Ltd. be accepted and document
be executed forthwith.

On motion of Halfacre and Drury that the Township of Oro respond as follows:
(1) The municipality does not feel that it should be named in a law suit for merely ordering
fuel.
(2) Nor will ratepayers (customers) be receptive to being named in a law suit, merely for
ordering fuel.
(p) Letter was presented from the Ontario Energy Board In regards to a Notice of a Public
Hearing re: natural gas franchise.
On motion of Halfacre and Drury that a letter of Notice of hearing be received and filed for
reference.

(q) A letter was presented from the Oro Agricultural Society re: Celebrity Log Sawing competition
at the Oro Fair.
On motion of Halfacre and McEwen that Clerk is to advise that the Council of the Township of Oro
and Staff will be participating with two teams.
(r) A letter was presented from the Ministry of AGriculture and Food re: Pound Seminar
On motion of McEwen and Johnson that Oro Council authorize the attendance by appropriate staff.
(s) Letter was presented from The Royal Canadian legion re: 1985 Remembrance Day Poppy Campaign.
On motion of Halfacre and Johnson that a cheque in the amount of $50.00 be forwarded to the
Royal Canadian legion and replace wreath if necessary.
(t) Letter was presented from Ministry of Municipal Affairs re: Approval of O.P. Amendment
No. 65.
On motion of Halfacre and Drury that the letter and amendment be received and accepted as
presented.

On motion of Halfacre and McEwen that the report of the Building Department as presented by
the Asst. Building Inspector be accepted as presented.
The Planning Administrator attended at 10:50 a.m. to present the following:

Township of Medonte, Circulation, notice of passage of Medonte By-law 85-10, implementing
Amendment No.4 to the Medonte Official Plan, affecting part of Lots 1 ~ 2, Concession 4,

~ Councillor Johnson at this point declared a conflict of interest and left the Council Chambers.
Deputy Reeve McEwen advised she proposed to move a motion regarding the appeal to Committee of
Adjustment Submission No. B13/85 and B14/85.
Reeve Davie then declared a conflict of interest due to participation in the appeal and appointed
Councillor Halfacre to assume the chair since the Deputy Reeve had proposed to move a motion, and
left the Council Chambers. At this time only a quorum of Council remained.
A motion was moved by Deputy Reeve McEwen and seconded by Councillor Drury that the Township of
Oro support the Committee of Adjustment decision on Submission No. B13/85 and B14/85 (O.M.B.
files C8502254 and C850255, should the matter go to the Ontario Municipal Board for a Hearing.
Before calling the question Deputy Reeve McEwen requested information from the Planning Administrator
as to O.M.B. procedure on the appeal.
On the question
motion was lost.
Moved by Drury and seconded by McEwen that the Council of the Township of Oro take no action on
the Committee of Adjustment Decision. Motion was lost.
At this time both Reeve Davie and Councillor Johnson returned to the meeting and Reeve Davie
assumed the chair.

Upon returning to the chair Reeve Davie asked the Planning Administrator the status of Amendment
No. 15 to the Official Plan as well as the status of the resolution of Planning Advisory Committee.
Ontario Municipal Board, confirmation of receipt of appeal re: Committee of Adjustment, Submission
No. B13/85 and B14/85, Board Files C850254 and C050255.
Ministry of Municipal Affairs and Housing, August 13, 1985 further and final approval of Official
Plan Amendment No. 15 as modified, pertaining to Section 5.8.5 of the Official Plan.
Ainley ~ Associates Ltd. Dearden, Stanton, Stones ~ Strongman Ltd. re: Finalization of Langman
Estates Subdivision Road "Petherwin Place" to security maintenance stage.
On motion of Johnson and McEwen that the Treasurer be authorized to reduce the security - letter
of credit for the Langman Estates Subdivision, Plan 51M-205 on receipt of all certificates and
road drawings as required by the Subdivision Agreement. Draft Road Assumption By-law to be
presented when appropriate.

On motion of Drury and halfacre that the Treasurer be authorized to release all security for the
Black Forest Estates Subdivision, Plan 51M-191 on receipt of certificates and road drawings as

Oatley Purser, advising of retention by the Barrie Automotive Flea Market Association Inc. re:
Proposed Official Plan and Zoning By-law Amendments for Part of Lots 21 ~ 22, Concession 8.
The Planning Administrator advised with respect to public meetings scheduled for September 11,
1985 re: E. Scott O.P.A. and Zoning Amendment presentations, Council Chambers, 7:00 p.m.,
followed by Audubon Estates O.P.A. and Zoning Amendment presentations, Shanty Bay Community
School Centre, 8:00 p.m.
The Secretary of the Parks ~ Recreation Committee was In attendance at 11:00 a.m. The fol-
lowing was presented.
O.C.C.P.R.C. minutes of the August 20, 1985 meeting of the Committee, and recommendations
by resolution 85.12.6, 85.12.7 and 85.12.8.
The Secretary advised that the O.C.C.P.R.C. would meet again on Wednesday, September 4, 1985
to finalize arrangements for public input on the Parks Master Plan Survey and questionnaires.
Road Supt. Fred Haughton was present at 11:20 a.m. to present his report for work during the
month of August along with Vouchers 8 and 8A in support of same.
Prior to Road Report by the Road Supt., Reeve Davie made presentation of certificate to
Bob Henderson for his attendance at a Grader Operator Course and to the road Supt. a
decal for attendance at Bridge Maintenance Course as well as to Allan Lapp for attendance
and completion of a Arena Management Course.
Road Supt. also report on flashing lights and stop sign at intersection of County road No.
20 and 27 and progress of reconstruction at East Oro intersection and other areas in the
Township including a proposal for land conveyance to accommodate drainage for Plan 967
and M-118, advising he had reviewed the subject area.
Reeve Davie advised that the proposal by Norman Shelswell was scheduled for an appointment
on the Agenda and asked the Road Supt. to be present at that time.
D. Skelton of Skelton, Brumwell ~ Associates Ltd. was present along with Mr. A. Ucci at
11:35 a.m. In accordance with schedule on the Agenda.
Mr. Skelton advised that the purpose of attendance was with respect to Windfield Country Estate
Development and proposal of road construction.
(a) The development on Phase II area instead of Phase I.
(b) Proposal of additional cul-de-sac of Lot 32 on the north and Lot 18 on the south side
with only a walkway between this cul-de-sac and the cul-de-sac at the easterly extreme
of entrance from Line 4. The road allowance would still be able to serve as a road
in case of an emergency.
Reeve Davie presented some questions to Mr. Skelton.
Mr. A. Ucci added to the comments of Doug Skelton with respect to hisotry of the road
proposals from beginning of the approval of the Plan.
Mr. Skelton also indicated that at the end of each cul-de-sac a gate could be constructed
which could then be opened for any emergency.

Reeve asked the Road supt. who had remained for the presentation if he had any questions
regarding cul-de-sac. He responded about concern ~ drainage.
Mr. Ucci responded to the Road Supt. concerns.
Mr. Ron Robinson/Ainley ~ Assoc. who was also present expressed concerns of the area between
the cul-de-sac for an emergency use, particularly in the winter.
Reeve thanked Mr. Skelton and Mr. Ucci for the presentation and that after review they would
be advised of the proposal.
Mr. Ron Robinson discussed the proposal with Council following the presentstion.
It was suggested by Council that the Township Planners, Ainley ~ Associates and the Road
Supt. to review all aspects of drainage and proposal and submit to Council.
On motion of Halfacre and Johnson that Council request professional preparation of proposals
from Ainley ~ Associates in conjunction with the Township Road Supt. which would then be
entertained by Council for review.
Mr. Ron Robinson was next asked to make his presentation according to the Schedule on the
Agenda at 12:20 a.m.

On motion of McEwen and Halfacre that the Clerk to respond to Allan G. Cook Ltd. and advise
of status of the matter and that it be further presented to a Committee of Council meeting.
Mr. Norman Shelswell was present at 12:30 p.m. as requested and scheduled for an appointment
earlier in the meeting.
The matter for presentation was with regard to drainage from Shelswell Blvd. westerly to
the creek and suggested a proposal for drainage by conveying a right-of-way of 66' from
Shelswell Blvd. to Line 6, which could be accomplished reducing depths of lots 78 ~ 79
and adding to Lot 124 since 66' would have to be taken from lot 124.
Road Supt. advised he had reviewed the area and would agree that such a conveyance would
be of assistance for drainage access.
On motion of Drury and Halfacre that Oro Council be in agreement with the proposal to convey
land 66 feet wide to Line 6 from the westerly end of Shelswell Blvd. as a road allowance and
drainage easement for (a distance of approx. 540 ft.). Also, that Council would have no
objection to adjustment of lots 78,79,124 provided that the lot sizes would meet the require-
ments and subject to approval of such boundary adjustment by the Committee of Adjustment.

and read a first time.

grossed by the Clerk signed and sealed by the Reeve.
