RECEIPTS 20,475.09 TOTAL 184,416.94 On motion of Drury and Johnson that receipts for the month as presented and in accordance with copies of computer print-out as received by each member of Council be received and a copy of the computer print-out be appended to the original Council minutes of this meeting. . . . ~ Pg. 122 ELEVENTH MEETING - JUNE 3, 1985 Committee s Recommendations - Committee of Council (May 29, 1985) (a) Moved by Drury seconded by Johnson that the Clerk instruct the Township Solicitor to prepare the necessary documents to proceed with a land conveyance in the Police Village of Hawkestone between Ralph Leigh and the Township of Oro involving Parts 1 ~ 2, Plan 51R-13350, Concession 12. (b) Moved by Johnson seconded by Drury that the Clerk correspond with the Ontario Humane Society to request an increase in the number of patrols of the Township of Oro due to the recent increase in number of complaints received in regards to dogs running at large. Also that Bill Ormerod, Township By-law Enforcement Officer be requested at attend to extra patrolling as well. (c) Moved by Drury seconded by Johnson that the Township Planners and Engineers investigate the Township position with regards to site plan control with respect to the Oro Sanitation Services operation of sewage transfer lagoons. (d) Moved by Johnson seconded by Drury that Allan Lapp be transferred from the Parks ~ Rec. Dept. to the Roads Dept. effective June 3, 1985. (e) Moved by Drury seconded by Johnson that the Administrator's recommendation with regards to the installation of alarm systems from G.I.T. Security Monitoring ~ Communications Ltd. in various municipal buildings be deferred until 1986 be accepted and further that the Clerk advise G.I.T. Security Monitoring ~ Communications Ltd. of this decision. (f) Moved by Johnson seconded by Drury that the Fire Chief and Deputy Fire Chief meet with staff members at the discretion of the Administrator to address fire issues, corr~spondence, Council directions, etc. on a weekly basis, and further there be written records kept of these meetings so the Fire Dept. Administration and Council will have a clearer picture. Recommendation - Parks ~ Recreation Committee - May 30, 1985 Moved by Johnson seconded by Drury that the consulting firm Institute of Environmental Research Inc. be retained to prepare a comprehensive recreation master plan, as set out In the Parks ~ Recreation Committee's Terms of Reference and the consultants proposal presented May 23, 1985, at a maximum upset cost not to exceed $28,000.00 as contained in the Study budget. Further the Committee recommend that the consulting works be commenced on or after a date to be announced by Council prior to July 1, 1985 and consultants to prepare a standard consulting services contract for consideration by Council at the next regular meeting. (To be placed on the agenda for the next Committee meeting) d d Unfinished Business (a) Ontario Hydro/Lee Hart Construction - damage claim On motion of Drury and Johnson that registered letter be received and filed until further information has been received and that a copy of the letter be forwarded to Township Solicitor. Special Occasion Permit On motion of Drury and Johnson that Oro Township Council would not have any objection to L.L.B.O. issuing a Special Occasion permit to the Oro ~ District Lions Club on June 29, 1985 for the occasion to be held at the Township of Oro Community Arena on June 29, 1985 subject to the Ore ~ District Lions Club complying with all requirements of the L.L.B.O. and S.C.D.H.U. Staff Chief Building Official presented the Building Report for the Month of May 1985 There were 39 building and 14 plumbing permits issued with a breakdown as follows: 14 residencial at a value of $ 678,150.00 9 additions at a value of 122,540.00 5 commercial at a value of 124,500.00 3 agricultural at a value of 38,000.00 3 accessory at a value of 21,000.00 2 alterations at a value of 42,000.00 renovation at a value of 3,000.00 institutional at a value of 88,000.00 . demolition at a value of N/C $1, 11 7 , 190.00 Money received for permits Value of permits for May/84 $ 4,394.00 $588,350.00 On motion of Johnson and Drury that the Report of the Chief Building Official as submitted and circulated be accepted as satisfactory. Planning ~ Development The Planning Administrator attended at 10:50 a.m. The following was presented: Resolutions 1985.3.3 and 1985.3.4 of the May 28, 1985 meeting of the Planning Advisory Committee, with reference to development proposals P6/84 Eric Scott, and P4/85 - w. Lohuaru/Salvil Investments. Parks ~ Recreation The Parks ~ Recreation Committee Secretary attended and the following was presented: . Resolution 85.7.3 of the May 30, 1985 O.C.C.P.R.C. meeting requesting a delegation to the Barrie Suburban Roads Commission with reference to placement of cyclist warning signs on the Ridge Road - County Road 20. Resolution 85.7.4, recommending retention of a consulting firm to complete a comprehensive recreation master plan. A resolution under Committee of Council recommendation having been passed earlier at this meeting. . . . Pg. 124 ELEVENTH MEETING - JUNE 3, 1985 (c) Road Superintendent - Report for the Month of May On motion of Johnson and Drury that the report of the Road Supt. for work done during the month of Mayas presented be received and Treasurer authorized to issue cheques in payment for same to a total of $ 55,098.70. On motion of Drury and Johnson that the City of Barrie be advised that the Township of Oro are prepared to make available trucks, loader or other equipment to assist with clean up of the disaster area caused by the recent tornado. Mr. D. Skelton was present at 10:00 a.m. with respect to the Audubon Estates Development proposal. Mr. Skelton presented a map showing the revised proposal after including the Alf Brooks property and proposed block for walkway to edge of the Plan. The matter of alternatives for walkway was also discussed. On motion of Drury and Johnson that the final draft plan proposal for the proposed Subdivision of Audubon Estates showing 24 lots and a 17 foot walkway to the edge of the easterly side of the plan, as proposed on Drawing Plan No. 84584-2 dated April/85, be accepted by Oro Township Council without objection. The Township By-law Enforcement Officer, William Ormerod was present at 11:50 a.m. to give a report on the Barrie Automotive Flea Market Event which he had attended. He also reported on the matter brought before Committee of Council by ratepayers with respect to the Barrie Speedway. On motion of Johnson and Drury that the operator of the Barrie Speedway be advised that he erect signs indicating a "No Over-Night Camping" on the grounds of the Barrie Speedway property and further that he enforce the "No Over-Night Camping" situation and inform the participants of his operation that the Township By-law Enforcement Officer has been instructed to enforce the Township By-law in this regard. Plan 1 - Monk and Adam Streets - Solicitor for Paul Perri. On motion of Drury and Johnson that Clerk to write to Ian Postnikoff, Joe McLean with respect to Roads on Plan 1 and that Mr. Perri and his Solicitor, Mr. Dickey as well as the Township Solicitor and request attendance at the next Committee of Council meeting to be held on June 12, 1985. Delegations Mr. Don Hanney of the Barrie Automotive Flea Market was present at 11:40 a.m. at the request of Council to further clarify the matter of the Van Club Event, proposed to be held on the property of the Barrie Automotive Flea Market. Mr. Hanney proceeded to clarify the event proposed. On motion of Johnson and Drury that the Township Planners, Ainley & Associates be requested to attend the next Committee of Council with respect to the proposed events at the Barrie Automotive Flea Market grounds. On motion of Drury and Johnson that a letter be forwarded to Don Hanney of the Barrie Automotive Flea Market that Oro Council have no basic objection to the Van Club Event, but the over-night camping is a contravention of the Township By-laws and this is to be further discussed at the next Committee of Council meeting on June 12, 1985 with the Township Planning Consultants. . . . Pg. 125 ELEVENTH MEETING - JUNE 3, 1985 By-laws Presented a By-law to appoint Lorne Keith Madgett as a Building Inspector which was on motion of Drury and Johnson introduced and numbered By-law No. 1396/85 and read a first time. On motion of Johnson and Drury By-law No. 1396/85 read a first time be read a second time. On a motion of Drury and Johnson that By-law No. 1396/85 be read a third time be engrossed by the Clerk signed and sealed by the Reeve. New Business (a) O.M.B. Hearing A8404356 re accommodation On motion of Johnson and Drury that the Clerk to make appropriate arrangements for the O.M.B. Hearing to be held at the Town Hall on July 2, 1985. (b) Township Auditors - recommendations on completion of Audit. On motion of Drury and Johnson that the letter be deferred pending a report from the Treasurer to the next Committee of Council meeting. (c) Indian Park Association - road maintenance requests On motion of Johnson and Drury that the Road Supt ~ Clerk to forward a letter to the President of Indian Park Association to explain the matter of parking area with respect to dust control and snow removal. (d) Restitution order re: African Church re: incident in 1981 from the Supreme Court of Onto On motion of Drury and Johnson that letter and amount of restitution funds as received be accepted as satisfactory. Notice of Motion/Direct Motion On motion of Johnson and Drury that the matter of a Master Disaster Plan be reviewed and revised as necessary.
