Bank Signing Authority
On motion of Drury and Johnson that the authorized signing Officers for the Township of
Oro for banking purposes be any two of the following:

Old and Unfinished Business
(a) Recommendations of Committee of Council Meeting of May 15, 1985
(i) Request for approval to increase annual tonnage from Pit ~ Quarry owned by E.R.
Alexander Construction Ltd. and Allan G. Cook, which was considered at Committee
of Council meeting with Township Solicitor, Consultants and Ministry of Natural
Resources.
On motion of McEwen and Halfacre that as recommended by Committee of Council the Township
Engineers, Ainley ~ Associates Ltd., prepare a list of recommendations that could be
involved with respect to concerns of Council, namely Dust Control, Damage to Road bed by
heavy trucks and increased volume of same, signs at pit entrances, intersection of County
Road No. 11 and Line 7, requiring paving for a distance sufficient to avoid gravel spill
on County Road No. 11. Also placing added conditions in Agreement to control hours of
operation. And that the recommendations be reviewed with the Township Solicitor.
(ii) Student Council Program
On motion of Halfacre and McEwen as recommended by Committee of Council the third Tuesday
in October be scheduled for the next Student Council Tour with some amendments to the
schedule to shorten time at the Waste Disposal Site and Roads Dept., with some time
extended to attend the Committee of Council meeting. And that when the Schedule has been
revised, same be forwarded to Principals of Guthrie and East Oro Schools.
(iii) Gates on Line 9, North of Bass Lake Road and South of County Road No. 22
On motion of Drury and Halfacre that the gates be installed as soon as possible by the
Road Department and key for the locks on the gates be forwarded to all property owners
along the Line 9 Road Allowance, having access to Line 9, between Bass Lake Side Road
and County Road No. 22, as well as to the County of Simcoe. Letter of explanation to
be forwarded to County of Simcoe.
(iv) "Lakeshore Promenade" Plan 626 - improvements proposed
On motion of McEwen and Drury that as recommended by Committee of Council, Oro Council
concur with the Agreement as prepared by D.S. White, Q.C. and he be requested to further
advise as to possibility of authority under which to register same on title, after which
the Agreement is to be forwarded to all proponents of the proposed clean up of the bank
of the Promenade in front of Lots 52,55,56 ~ 57 of Plan 626.

(vii) Fire Dispatch Service - Proposal to Adjoining Municipalities
On motion of Halfacre and Drury that a letter be forwarded to Orillia Township and Medonte
Township with respect to consideration of a joint Fire Dispatch Service System by the three
municipalities, Oro, Orillia and Medonte.
(viii) Conveyance of Property by Ralph Leigh to Trustees H.P.V. and provision for access
to Ralph Leigh's property from Allen Street.
On motion of Halfacre and McEwen that the matter be held over to the following Committee
meeting of Council, Staff Report to follow.
(ix) Notice of Motion as Presented to Meeting of Committee of Council Regarding Fire
After further consideration of recommendations by the Chairman, of the Fire Committee as
presented to Committee of Council on May 15, 1985, the following action was taken regarding
notice of motion prepared by Councillor Halfacre.
On motion of Halfacre and Drury that as recommended by Committee of Council that prior
to the presentation of the notice of motion, the Fire Committee meet with the Fire Chief,
Deputy-Chief and Chief Administrative Officer to review the proposals as set out in the
notice of motion, before such a resolution is passed by Council. Also that in the interim
the Chief Administrative Officer meet with the Fire Chief of the City of Barrie regarding
the matter of proposed Fire Dispatch Service.
(b) Presented letter from Barrie Suburban Roads Commission enclosing copies of letters
as forwarded to Mrs. Buffi Woronka and Ontario Cyclist Association Incorporated
with respect to signing of Simcoe County Road #20 as a Cyclist Route, advising
that the Commission cannot undertake the signing of the said road as a Cyclist Route.
Letter sets out reasons for same.
On motion of McEwen and Halfacre that letter and copIes of letters be received and
referred to Parks ~ Recreation Committee, with recommendation that the Committee meet
with the Barrie Suburban Roads Commission to further clarify the municipality's position
on the matter.

(c) Letter from Bruce Owen, Solicitor forwarding copy of Transfer of Easement to the
Township of Oro - Part Lot 21, Plan M-66, being Part 2 of Plan 51R-13098, which was
registered as Instrument No. 66784 on April 1, 1985.
On motion of Drury and Johnson that the Easement In favour of the Township of Oro and George
Lettellier and Marie Martha Letellier to enter upon that part of lot 21, according to Plan
M-66, designated as Part 2 on Plan 51R-13098, for drainage purposes, be received.

On motion of Halfacre and Johnson that the Horticultural Society be authorized the use
of the Town Hall Basement for the flower arranging course on May 23 and May 30, 1985.
(e) Re-presented letter from Donald P. Hanney, 1985 President of Barrie Automotive Flea
Market in response to Township letter with respect to Proposed Event for Van Club
to hold a private family outing. Copy of letter had been distributed to Council.
On motion of McEwen and Halfacre that Mr. D. Hanney and a representative of the Southern
Ontario Van Club be requested to attend the next Committee meeting of Council.
(f) Re-presented letter from Barrie Automotive Flea Market Association with respect to
Fire Services for fire protection at the May 31st to June 2, 1985 Event, requesting
in writing quotation of services by May 15th. Fire Chief has not advised whether
arrangements or quotations had been submitted.
On motion of Halfacre and McEwen that the Fire Chief and Deputy Fire Chief be directed
to carry out the site inspection of the Flea Market property prior to the event as requested.
(g) Clerk advised that as advised by telephone call by Dennis Gallant of McLellan
Disposal a letter in response to Township letter of April 30, 1985 would be forth-
coming with respect to depositing of garbage from outside of the municipality into
the Township Land Fill Site.
On motion of Drury and Halfacre that the anticipated response be referred to the Waste
Disposal Committee.
(h) Presented letter from Buffi Woronka, Secretary, Canada Day Committee advising of
progress of plans for Canada Day and that one change in 1985 will be that for the
Citizen of the Year, being Howard Campbell, the Award will be presented to Howard
and Jean Campbell. Each receiving the Citizen's award.
On motion of Johnson and McEwen letter be received. Additional plaque to be ordered
as required.
(i) Presented letter from (O.M.E. Insurance Brokers) R.O.M.A. Insurance Board, confirming
that under Policy No. 83-72-28 Property Section the underwriters will waive the
additional Premium for the May 1, 1985 to May 1, 1986 policy term, therefore no
further documentation will be required. Also confirming that the two Volvo BM4300
Loaders with approximate replacement value of $58,000 each are included for coverage.

(j) Other Old and Unfinished Business
(i) Presented from Secretary, Railway Transport Committee, letter forwarding one signed
copy of Plan G.N.M. 68.30 for signals to be installed at mileage 68.30 in accordance
with Railway Transport Committee, order No. 37588, dated December 18, 1984 and approved
May 7, 1985.
On motion of Halfacre and McEwen copy of Plan as signed and approved, be received and filed
for reference.
The Deputy Reeve inquired with respect to the proposed meeting with Mrs. Peg Brooks.
Councillor Drury reported on a number of fire and waste disposal matters.
On motion of Drury and McEwen that Mr. A. Salisbury be authorized to utilize wood cut at
the Waste Disposal Site as compensation for clearing works required to site the new storage
building.
Reeve Davie reported on water sampling concerns recently brought to his attention with
respect to analysis of drinking water supply.

Chief Building Official, James Shellswell was present at 10:15 a.m. to present
on Department matters. Mr. Shellswell advised as to a significant increase in
activity and permit values and to works being undertaken at Horseshoe Valley.

The Planning Administrator attended at 10:25. The following was presented:
Correspondence to Huronia Driftwood Restaurants and Dubeau Auctions, arising from previous
meeting of Council in response to re-zoning proposals.
Correspondence to the Hon. A. McLean, M.L.A., requesting assistance to arrange meetings with
the Ministers of Municipal Affairs ~ Housing and Agriculture ~ Food, to resolve deferred
Section 5.8.5 of the Township Official Plan.
Correspondence to Mr. ~ Mrs. J.N. Fenton regarding application for "conversion" re-zoning
of Lot 38, Registered Plan 626.
On motion of McEwen and Johnson that correspondence as presented be placed on file.
Deputy Clerk advised of Community Centres, Parks ~ Recreation Committee meeting and Planning
Advisory meeting agendas for May 23 and May 28, 1985 meetings, respectively.
Deputy Reeve McEwen reported on the works presented being undertaken by Day Camp Director
Lea-Anne Spencer on the 1985 Oro Summer Day Camp Program.

Direction given to C.A.O. to report to the next Committee Meeting of Council on By-laws
requiring revision.
(f) The matter of Benefit Plan Coverage for C.A.O./Treasurer/Deputy-Clerk presented for
Council's consideration.
On motion of McEwen and Halfacre that Oro Council are prepared to over-ride the normal
3 months probation period, prior to being eligible to qualify for coverage for Benefit
Program and authorize that full Benefit coverage be made available to the C.A.O./Treasurer/
Deputy-Clerk, effective from the date of his appointment by By-law.

New Business
(a) Presented letter from County Clerk forwarding copy of Report No.6 of the Children's
Services and Education Committee, which was adopted, without Amendment, by the Council
of the County of Simcoe, April 23, 1985.
Schedule "C" of the Report sets out determination required to be made under Sections (2) (4)
(5) (6) and 26 of the Education Act, Chapter 129, R.S.O. 1980. Also makes reference to
subsection (3) that the number of members of the Divisional Board should be increased or
decreased or in which determination is made under subsection (9) or (27) and further that
such determinations shall be made before September 1, 1985 in accordance with Section 57(7)(b)(i)
for School Board Trustees. Total number of members under distribution of the Act is 20
members for Simcoe County Board of Education and for which the Township of Oro has one (1)
member as Ward 9.
The Township of Oro Equalized Public and Residential Assessment is 253,211,832 and for
Separate School 13,111,414.
On motion of Drury and Johnson letter and report as presented be received and same be
filed for reference purpose for School Board Elections.
(b) Presented Report of Live Stock Valuer, Bruce Anderson for Live Stock killed, owned
by Jack Perryman, Lot 17, Concession 13. Report places a value of $80.00 each for
the two ewes killed and $75.00 for the three lambs killed to a total value of $160.00
+ $225.00 = $385.00. Report indicates that the killing was by wolves and wolves had
been seen running from the property on the day of the killing. Also presented Affidavit
of owner, Jack Perryman.
On motion of McEwen and Halfacre that the Report of the Live Stock Valuer, Bruce Anderson
be accepted and Treasurer authorized to issue cheque for same to Jack Perryman to a total
of $385.00 ( 2 x 80 = 160) and (3 x 75 = 225.00)
(c) Presented letter from Parks Canada forwarding Instructions and Application Forms for
Dredge and Fill Operations in the Waters of the Trent-Severn Waterway. Letter
indicated that a number of municipalities along the route are not making applicants
aware of the procedure to be followed with regard to dredging and filling operation.
On motion of Halfacre and McEwen letter and instructions and application forms for Dredge
and Fill Operations in Waters of the Trent-Severn Waterway, be received and filed with
copies made available to applicants and Parks ~ Recreation Committee.
(d) Presented Inspection Completion Certificate, Form 8, as completed by Tile Drainage
Inspector, Andy Clark, for Drainage constructed on Part Lot 17 ~ 24 Conc. 4 Township
of Oro, for Gary Sanderson, Loan for a total project cost of $17,473.00 had been
approved by Council on January 7, 1985 for which a loan in the amount of $10,400.00
would be eligible according to application approved, being 60% of the total cost.
On motion of Drury and Johnson that the Inspection and Completion Certificate, Form 8,
of the Tile Drainage Inspector be accepted as satisfactory and Treasurer authorized
to issue cheque in the amount of $10,400 less inspection fee of $200.00 to Gary
Sanderson when thedebenture has been purchased by the Province. (Separate Inspection
fee for each lot).

The drainage work having been performed and Form 8 completed and received, a by-law to
impose Special Annual Drainage Rates upon the land in respect to which money is borrowed
under the Tile Drainage Act, RSO 1980, c.500 to construct sub-surface drainage works
on such lands. And whereas Council upon application has agreed to lend the owner a
total of $10,400 being 60% of the total cost of the work as shown on Form 8, to be repaid
with interest at the rate of 8% by means of a rate hereinafter imposed by a Rating By-law
as prescribed on Form 11, and presented, be on motion of Drury and Johnson introduced as
By-law No. 1395/85 and read a first time.

Presented Simcoe County Recreational and Cultural Services Committee Report No. 12 and
Library Services Survey Form.
On motion of Halfacre and Drury that the Library Survey be forwarded to the Township's
Library Board for completion, to be returned to the Clerk prior to being forwarded to
the County's Library Department for review by Council.
The Deputy-Reeve and Councillor Halfacre reported on the Citizens of the Year Award.
The Deputy-Reeve further reported on the matter of Heritage Highway designation.
Councillor Drury presented N.V.C.A. notices regarding the 7th Annual Canoe Race Weekend.
Councillor Drury further offered to purchase the safe in the C.A.O. 's office on an
"as removed" from the building basis. Members of Council advised a response to the
offer would be made in due course.
The Reeve presented the County of Simcoe 1984 F.I.R. dated April 30, 1985 as prepared
by Ward, Mallett, Chartered Accountants.
Notice of Motion or Direct Motions
On motion of McEwen and Drury that Oro Township urge Prime Minister Mulroney not to
consider support for President Reagan's Multi-Million Dollar Star Wars Plan. We urge
that Canada's financial, diplomatic and technical energies be used to promote and
maintain a meaningful nuclear freeze.
A copy of this motion to be sent to External Affairs Minister Hon. Joe Clark; Minister
of National Defense, Hon. Eric Neilson; Leader of the Oppositon, Hon. John Turner; Mr.
Ed Broadbent; Mr. Doug Lewis and finally this resolution should be forwarded to AMO
for consideration on their August Agenda.
