COUNCIL CHAMBERS - MARCH 6, 1985
SPECIAL PUBLIC MEETING:
SECTION 34 OF THE PLANNING ACT
Council met at 7:00 p.m. according to notice given under Section 34 of the Planning Act; S.O. 1983,
on January 31, 1985, with respect to proposed Zoning By-law Amendment (Horseshoe Valley Ltd. P1/85)
which would affect Part Lot 1, Concession 4.
Present: Reeve, Stephen Davie, Councillors Allan Johnson and Robert Drury
Also Present: Ron Watkin of Ainley ~ Associates Ltd., Deputy-Clerk George Roberts, ~ Clerk, H. Neufeld
Absent: Deputy-Reeve, Joanna McEwen, Councillor Thelma Halfacre.
Reeve S. Davie called the meetin9 to order at 7:10 p.m. and then explained the purpose of the
meeting, being to inform the Public with respect to a proposed Zoning by-law Amendment. The
provisions of the Planning Act relating to the notice, the public meeting, provisions for
representation, further consideration and/or adoption of the Amendment by Council, and subsequent
notice was also explained.
The development proponents, Horseshoe Valley Limited were represented by John Cockburn, Q.C. and
Harris Steele, both being Officers of Horseshoe Valley Ltd.
Ron Watkin of Ainley and Associates Ltd., the Township of Oro Planning Consultants, explained the
purpose and effect of the proposed Amendment as it pertains to Part of Lot 1, Concession 4, to
rezone a parcel of land, approximately 2.4 ha. in area, to permit development of a 102 unit resort
condominium hotel. The proposed by-law will rezone the lands affected from "A-Agricultural" zone
to the "C3-Resort" commercial zone, and provide a specific zoning by-law exception to accommodate
future conversion to condominium ownership, and to provide parking for 54 vehicles at the site to
be rezoned.

Nottawasaga Valley Conservation Authority dated February 4, 1985
- Simcoe County Board of Education dated February 6, 1985
- Ministry of the Environment dated February 12, 1985
- Response to Ministry of the Environment from the Deputy-Clerk dated February 13, 1985
Questions were asked by the Reeve and members of Council and discussion arose from same, which
was responded to by Mr. John Cockburn and Mr. Ron Watkin.
No other persons were present and no representations were made with respect to the proposed
zoning amendment to 7:27 p.m.
The meeting was on motion of Drury and Johnson adjourned at 7:30 p.m., all requirements
under Section 34 of the Planning Act with respect to giving notice and holding of a public
meeting having been complied with.
