Road Supt., Fred Haughton was present at 1:05 p.m. to present a report on road matters and handed
a written copy of same to each member of Council.
On motion of Drury and Johnson that an application under the BILD Program, for Ontario Youth
Opportunities be completed and forwarded, for work with Township Roads Department.
On motion of McEwen and Johnson that the report of the Road Supt. be received as satisfactory.
Chief Building Official was present at 1:20 p.m. to present a report on building matters. The
report was in verbal form advising of progress on clean-up permits inspection. Also again brought
up matter of the zoning on the Partidge property.

The Planning Administrator was present at 1:30 p.m. The following was presented:
Advised that the Ministry of Municipal Affairs ~ Housing have confirmed by telephone, that Official
Plan Amendment No. 20 had been approved. (Windfields)
M.M.A.H., advising of final approval of Draft Plan 43T-76089 under Section 36 (15) of the Planning
Act. (Randsalu)
Victoria ~ Grey Trust, confirmation of extension of letter of credit In the amount of $14,000.00
to September 2, 1985, for Plan 51M-205 (Langman).
Ainley ~ Associates, forwarding revised terms of reference, as requested December 19, 1984, to the
Community Planning Advisory Branch, M.M.A.H., In respect of Community Planning Grant File
GRA-38-28-5.
Ontario Municipal Board, order dated January 15, 1985, confirming decision given November 21, 1984
Re: C of A File A6/84, Board File V840230, and ordering costs payable by the appellants, Robert
Gardner, Robert Burleigh and Royal Salisbury to the Treasurer of Ontario and to Oro Township, in
the amount of $150.00 each.
Ministry of Natural Resources, forwarding procedure list regarding any requested changes to
existing watershed protection levels, and advising that work is continuing on revised policies
for flood plain management.
Skelton, Brumwell ~ Associates, request for reduction of letter of credit covering Plan 51M-157
(Windfields), following issuance of Township Engineer's Certificate of Substantial Completion.
Reduction requested from $137,000.00 to $61,400.00, forwarded to Township Engineers for review
and recommendation.

The matter of re-zoning for the Partidge property was brought to attention of the Zoning
Administrator by the Reeve. It was left that Ainley ~ Associates be contacted in this regard,
with reference to the discussion with the Planners when they attended the meeting with Council.
The matter of letter of credit and Draft Subdividers Agreement for a Rowanwood Development was
also discussed with the Planning Administrator.

On motion of Drury and McEwen that Mr. Allan Lapp be considered a permanent employee and
eligible for the Benefit Plan Program, effective January 1, 1985.

(a) Recommendations from Committee of Council since January 17th meeting had been cancelled
several matters scheduled for that meeting were considered.
Clerk was given direction to have dog licences placed in the following places of business:
Shanty Bay Post Office, Oro Station General Store, Edgar General Store, Hawkestone General Store
Coulson General Store, and Banbury Food Market
Notice to be included with Interim Tax Notice was reviewed for changes.
Other matters were referred to next Committee of Council meeting.

On motion of McEwen and Johnson Treasurer's Report of Arrears of Taxes, as presented, be received.
(c) Presented letter from the Hon. Michael Wilson, Minister of Finance in response to letter
forwarded regarding closure of Wye Marsh, due to a reduction in Federal Expenditures.
On motion of Johnson and Drury letter be received and placed on file as reference, with a copy
to Friends of the Wye Marsh.
(d) Presented letter from Ministry of the Environment with reference to the Minister's presentation
to A.M.O. with regard to the Ministry of the Environment's grant programs for Municipal water
and sewage construction, particularily as they applied to small and rural Municipalities. And
enclosure of announcement to the Legislature of three Policy initiatives and Fact Sheets which
gIve a general outline of these directions.
On motion of McEwen and Johnson letter, Fact Sheet and copy of Statement to the Legislature be
received and filed and copies made available to members of Council as requested.
(e) Clerk advised that several complaints had been received from ratepayers on Plan 875, where
Street Lights, as petitioned for had been installed. Complaints expressed concerns as to
position of the street lights and that same would be followed up in writing with request
to meet with Hydro regarding position of the particular lights.
On motion of Drury and Halfacre Clerk's report be received and reply be forwarded.
(f) Presented letter from J. O'Hara, Secretary. Railway Transport Committee, forwarding Order
No. R-37588 for the installation of Signal Lights at C.N. Crossing at mileage 68.30. Order
sets out that the protective devices are to be installed within twelve months. 80% of the
cost or the sum of $52,400.00 whichever is the lesser shall be paid out of the money ap-
propriated by Parliament for the purposes of the Railway Relocation and Crossing Act, 12~%
by the Municipality and the balance of 7~% be paid by the Railway. Future Maintenance and
operation costs to be paid on basis of 50% by Railway and 50% by the Township of Oro.
On motion of Johnson and Drury Order No. R-37588 be received and filed for reference until Plans
for the Protective Devices are received from Railway Transport Committee, as approved, after
preparation by the Railway.
(g) Presented letter from Guthrie Public School Principal on behalf of the Principals of the
four Public Schools advising of schedule, as agreed to by the Principals for Student Reeve
Program 1985.
Referred to Committee of Council meeting.
Presented letter from Allan K. McLean, M.P.P. Simcoe East acknowledging Township letter with
respect to intersection of Highway No. 12 and Simcoe County Road No. 22, in support of Township
of Medonte resolution to up-grade the intersection by the installation of flashing light. Letter
advises that he had approached the Minister of Transportation and Communications and enclosing
letter from the Minister, M.T.C., regarding same. Also advising that once similar letters are
received from the Township of Orillia and Simcoe County, he will again approach the Minister.
On motion of Johnson and McEwen that letters be tabled until further correspondence is received.

Presented letter from ROM A Insurance Program with respect to representative to Annual Meeting
of the Board on February 6, 1985 and enclosing appointment of member representative to attend
Annual Meeting.
On motion of Halfacre and Johnson that the appointment of member representative to attend the
Annual Meeting of the ROMA Board on February 6, 1985 according to resolution of Council on
January 7, 1985, appointing Deputy-Reeve McEwen as member representative and the Clerk-Treasurer
as alternate, be completed and presented by representative at the meeting as requested.
Presented letter from President, North Simcoe Soil and Crop Improvement Association, enquiring
as to whether the Township of Oro are willing to continue their support in 1985 to the Annual
Seed Fair.
On motion of Drury and Johnson that the Township of Oro are again prepared to support the Annual
Seed Fair and Treasurer authorized to forward a cheque in the amount of $50.00.
New Business
Presented application for Fox Bounty as applied for by N.R. Dwinnell for 17 foxes trapped between
Line 7 and No. 93 Highway in Lots 1-10.
On motion of Johnson and Halfacre application and affidavit taken by N.R. Dwinnell for 17 foxes
trapped, be accepted and Treasurer authorized to issue cheque in payment of same to a total of
$68.00 (17 x 4 = $68.00).
Presented from County of Simcoe, Recreation ~ Library Department, forwarding brochure and
Registration Forms for 1985 County Recreation Bonspiel to be held March 2, 1985 at the Penetanguishene
Community Centre (Curling Centre). Deadline for entries of Rink is February 8, 1985.
Clerk directed to organize a rink if sufficient personnel are interested.
Presented letter from the Corporation of the Town of Bradford with regard to calculation and
imposition of a Uniform Lot Levy. Copy of which had been made available to each member of
Council.
Direction that matter be referred to next Committee of Council meeting.
Presented letter Ministry of the Environment Re: Survey and Evaluation of Protective Costing
Systems for Steel Water Storage Tanks.
On motion of Drury and Johnson letter be received and filed for reference, should same become
applicable.
Presented letter from Ministry of Natural Resources with respect to "Planning For Flood Emergencies
and Updating of the Plan."
On motion of Halfacre and Johnson letter be received and Township of Oro Plan be reviewed and
updated should any changes or additions be required and copy of update, if required be forwarded
to Ministry of Natural Resources and N.V.C.A.

explanations of various water-related Federal/Provincial statutes that this Ministry administers
and/or enforces.
On motion of McEwen and Johnson letter and brief explanation as presented be received and filed

Presented letter from the Honourable Claude Bennett, Minister, M.M.A.H., advising of continuance
of Involvement in Municipal Administration Program (I.M.A.) and 1985 Guidelines for same.
On motion of Johnson and Halfacre letter and Guidelines be received and filed.
Presented from Paul Eenhoorn, Deputy Fire Chief Inspection Reports of the recent inspections of
Community Halls, Arena and Oro Town Hall. All inspections having been carried out in accordance
with the Fire Code. Copies of same have been made available to respective Committees.
On motion of Drury and McEwen the Fire Inspection Reports, as presented, be received and filed.

Notice of Resolution/Motion and Direct Motions
Presented a request from Prudential Insurance for a resolution authorizing Dental Coverage to
upgrade to 1982 Dental Rates. Presently the rates are based on the 1980 Dental Rates.
On motion of Drury and McEwen that for the Benefit Plan with Prudential Insurance, Oro Council
authorize the application of 1982 Dental Rates, being an upgrading from the 1980 Rates presently
approved and processed by Prudential for the Township of Oro of Oro Township Employees, ef-
fective February 1, 1985.
On motion of Johnson and Halfacre that Council adjourn to meet agaIn on Friday, February 8,
1985 at 9:00 a.m. in place of Monday, February 4, 1985.
