COUNCIL CHAMBERS - JANUARY 30, 1985
Special Public Meetings: Sections 21 ~ 34 of The Planning Act
Present: S. Davie, J. McEwen, R. Drury, 1. Halfacre, A. Johnson
Also Present: R. Watkin, Ainley ~ Assoc. Ltd., H. Neufeld, Clerk
Council met at 7:00 p.m. according to notice given under Sections 21 and 34 of the Planning Act,
S.O. 1983; on December 27, 1984, with respect to proposed Official Plan Amendment No. 21
(Johnson ~ Johnson, P4/84 ~ P5/84) and a proposed Zoning By-law to implement the same. Both
matters were heard concurrently.
The Reeve called the metting or order.
Councillor Allan Johnson declared a conflict of interest, being one of the applicants involved
and the son of the other, vacated his seat and left the Council Chambers entirely.
The Reeve explained the purpose of the meeting and the Planning Act provisions relating to such,
as being to inform the public with respect to proposed Official Plan Amendment No. 21 and Amend-
ment to the Township's Zoning By-law to implement the same. Mr. Ron Watkin, Ainley ~ Associates
Ltd., the Township's Planning Consultant, explained the purpose and effect of both amendments
as they pertain to Lot 7, Concession 14, redesignating certain portions of the property from
the "Environmental Protection Area" to "Rural", from "Agricultural" to "Environmental Protection
Area" and from "Agricultural" to "Rural", and rezoning lands from "A-Agricultural" to a new
zone category, "RU-Rural", and from "A-Agricultural" to "OS2 - Inherent Hazard Lands."
Correspondence dated January 14, 1985 from the Township of Orillia and dated January 29, 1985
from the Simcoe County Board of Education in response to the notices given were presented by
the Clerk.
A number of questions and discussion was entered into by the Reeve and other members of Council
which were responded to by Mr. Watkin and the Deputy-Clerk.
No other persons were present and no representations were made with respect to either the pro-
posed Official Plan Amendment or proposed Zoning Amendment, to 7:30 p.m.
The meeting adjourned at 7:30 p.m., all requirements under Sections 21 and 34 of the Planning
Act with respect to the giving of notice and holding of Public Meetings having been complied
with.

Special Meeting
At a Special Meeting of Oro Council as called by the Reeve, at 11:20 p.m. following the Committee
of Council meeting held on January 30, 1985 to meet with Woods, Gordon Representatives to present
recommendations as result of the Office Management Study, the following resolution was passed:
On motion of McEwen and Halfacre that Woods, Gordon be authorized to:
- implement the recommended staff re-organization
- proceed to the hiring of a new employee as discussed
- provide such services to support the implementation process
provide ongoIng progress reports to Council on a regular basis
