Presented letter from Ministry of Municipal Affairs and Housing as reminder of final
report for BACPAC, and copy of Final Report as completed by Clerk-Treasurer and Township
Auditor.
On motion of Drury and Halfacre copy of final report for BACPAC Contract as presented
and forwarded accepted as satisfactory and copy be placed on file.
Presented letter from D.S. White, Q.C. of Stewart, Esten forwarded Deed for lands purchased
from Pilkey, Part W~ Lot 15, Concession 5, Township of Oro and advising that same has been
registered as Instrument No. 842213 and enclosing account for professional services for
same to a total of $325.52.
On motion of Johnson and Drury letter and copy of Deed for land purchased from Pilkey,
W~ Lot 15 Concession 5 for road widening, registered as Instrument No. 842213 be received
and filed and account for same in the amount of $325.52 be added to Road Accounts for month
of September.
Presented letter from Barrie Automotive Flea Market Association In response to Township
letter of September 7, 1984 with respect to local organizations having opportunity for
Concessions at the events held.

On motion of Drury and Halfacre letter be received and filed for reference and copy of
letter be forwarded to Oro District Lions Club and Oro Fire Fighters Association.
Presented letter from Clerk, County of Simcoe, forwarding Report No. 14 of the Agriculture,
Planning and Development committee with respect to designating No. 93 as a Heritage Highway
and appointment of Committee by the Warden.
On motion of McEwen & Johnson letter and Report No. 14 be received and filed for reference.
On motion of McEwen & Halfacre that the Student Reeve Program be continued in 1985 commencing
January or February and Clerk to write a letter to all Elementary School Principals in the
Township of Oro and request any input and advise of Students who will be attending.

On motion of Halfacre & Johnson correspondence, communications, etc. be received and filed
for reference.
Presented letter from County of Simcoe Recreation and Library Department with respect to
Warden Whiteside's Invitational Bonspiel 1984 to be held at the Essa Road curling Club,
Barrie, Ontario on November 3, 1984. Also enclosed entry form for rink-entry fee $64.00
per rink of four. Entries to be in by October 5, 1984.
On motion of Johnson and Halfacre that the Clerk to Register a Rink from the Township of
Oro to Warden Whiteside's Invitational Bonspiel 1984.
Presented letter from the Corporation of the Village of Zurich forwarding a resolution
with respect to standards as defined in the Blue Print for Waste Management.
On motion of Halfacre & McEwen resolution be received and tabled for further reVIew and
consideration.
Presented from Association of Municipalities enclosing program for 1984 County & Regional
Conference which is to be hosted by the County of Simcoe in the city of Orillia along with
Registration Forms and Workshop on Library Board Municipal Council Relations to be held
at the Continental Hotel, Barrie, on October 20, 1984. Registration fee $15.00 per delegate.
The Registration fee for Counties & Regions is $110.00 per delegate. Also enclosed is a
memo regarding the 1985 A.M.O. Conference to be held in Ottawa - registration package
will be forwarded February, 1985. And copy of Summary of Provincial Responses to Resolutions
1983 adapted at the 1983 Annual Conference and by the Board of Directors of A.M.O. as well
as Bulletin on Proceedings of Seminar on the Municipal Role in the Provision of Day Care
for Children (June 14, 1984) Report available on file.
On motion of Johnson and Drury that Registration Form be completed for Deputy-Reeve McEwen
for A.C.R.D. Conference.
Clerk advised that Henry Noble of Molnar Systems Group would be holding a Seminar on
Computer Software and application of programs at the Guelph Office October 9,10,11 & 12,
1984 and recommended that two Staff members attend the Seminar for the last two days since
it pertains to Accounts Receivable, payable and Budgets and should be of great assistance
for Budget application.
On motion of Drury and Halfacre that two Administrative Staff members be authorized to attend
the last two days of the Seminar on October 11th and 12th at Guelph.

Clerk presented three reports from the By-law Enforcement Officer of Complaints that he
had followed through and recommendations for same.
On motion of Drury and Johnson report be received and items be proceeded with as recom-
mended by By-law Enforcement Officer.
Presented letter from County of Simcoe Recreation and Library Department with respect to
the 1984 County of Simcoe Recreation Conference to be held on November 17, 1984 at the
Township of Innisfil Municipal Offices.
On motion of Drury and Halfacre that the letter with respect to County Recreation Conference
1984 be referred to Parks & Recreation Committee for response.
Presented notice from Association of Municipal Clerks and Treasurers of Ontario (AMCTO)
of the Zone 2, Fall Meeting to be held in the Township of Stanley.
On motion of Halfacre and Johnson Clerk be authorized to allow and forward Registration.
On motion of Halfacre and Johnson that Simcoe County Board of Education be received and
held pending consideration by other Simcoe County Councils.
Planning & Development

Presented registration particulars regarding the Ontario Planners Conference, to be held
October 16-18, 1984 at the King Edward Hotel, Toronto.
On motion of Drury and Halfacre that information as presented be received and placed on
file.
Presented staff report in regard to servicing and security for the Quadrant Cedarbrook
Estates Subdivision In Hawkestone, Plan 51M-157.
On motion of McEwen and Johnson that the staff report presented be received for informational
purposes. Engineers report to follow at the next regular meeting of Council.
Presented a By-law to authorize execution of a subdivision agreement between Aleksander
and Martha Randsalu and the Township of Oro, relating to a draft plan of subdivision on
part of Block "X", R.P. 902, Ministry File 43T-76089.
On motion of Johnson and Drury that the By-law introduced be numbered 1363/84 and read
a first time.
On motion of Drury and Halfacre that By-law 1363/84 read a first time, be read a second
time.
On motion of Halfacre and McEwen that By-law 1363/84 read a second time, be read a third
time.

On motion of McEwen and Johnson that By-law 1363/84 now read a third time, do pass, be
engrossed by the Clerk, signed and sealed by the Reeve. Reeve and Clerk to execute all
documentation pertaining thereto and Planning Administrator to arrange for registration
of the necessary plan documents and release for final plan approval by the Minister of
Municipal Affairs & Housing.

Parks & Recreation
- Advised of meeting of the Arena Management Committee with representatives of the Arena
Ladies Auxiliary, and disposition of equipment in the Arena Concession Booth further to
the Committee of Council recommendation of September 13, 1984, and status of ice-making
at the arena for the 1984/85 season.
- Advised that the next regular meeting of the Community Centres, Parks & Recreation
Committee is scheduled for 7:30 p.m. on Tuesday, October 16, 1984.
The proposed amending By-law and Agreement for the Barrie Automotive Flea Market were
discussed with the Planning Administrator.
Road Supt. Fred Haughton, was present at 11:10 a.m. to present his report for work done
during the month of September and Vouchers 9 and 9A to cover same. And to present his
recommendation of Sand Tenders 84-09.
On motion of Johnson and Drury Report of Road Supt. for work done during the month of
September as presented be received and Treasurer authorized to issue cheques in payment
of same to a total of $40,921.17.
Road Supt. reported on several items as result of questions of Council:
.
1) Freundorfer ditching scheduled In program.
2) Gravel Contractor commenced work on Lakeshore Road.
3) Road Supt. to again contact Barrie Suburban Road Commission regarding intersection
at County Road 20 and 27.
Presented copy of Advertisement for Tender for Winter Sand for supply of sand for 1984-85
as instructed at a meeting of Oro Council held on August 31, 1984. In response 2 tenders
were received as follows for Tender 84-09.

On motion of Halfacre and McEwen that the low tender of Cliff Varcoe Ltd. for 1984-85
Winter Sand/Salt stockpiling be accepted in the amount of $20,200.00 according to Tender
Sped fications.

On motion of Drury and Johnson that the Supt. be authorized to purchase sufficient salt for
the 1984-85 winter season.

Presented letter from Mr. Douglas Christie, of Russell, Waite, Christie and Miller,
forwarded draft By-law to Prohibit or Regulate Certain Noises within the Township of Oro.
The draft By-law having been prepared as instructed by Council and was discussed by
Council.
After further consideration the following action was taken-
A By-law to Prohibit or Regulate Certain Noises within the Township of Oro, as presented,
be on motion of Drury and Halfacre introduced as By-law No. 1364/84 and read a first time.
On motion of Halfacre and McEwen By-law No. 1364/84, read a first time be read a second
time.
On motion of McEwen and Johnson By-law No. 1364/84 read a second time, be read a third
time, to pass, be engrossed by the Clerk, signed and sealed by the Reeve. By-law Enforcement
Officer and Ontario Humane Society receive a copy of the By-law.
The matter of the Clerk's retirement was again discussed and the following resolutions
resulted:

On motion of McEwen and Drury that the Clerk-Treasurer/Administrator be asked to forward
a letter to Council, for the next Council meeting indicating:
1) That he intends to retire on April 1, 1986 less accrued holidays.
2) That he has no objection to a change of job title-description during the balance of
his term of employment.
On motion of McEwen and Johnson that the Township of Oro initiate a retirement policy to
be added to our employees benefit By-law and that the said By-law be prepared and enacted
immediately.
On motion of Halfacre and Johnson that the Township Administration be instructed to hold
regular staff meetings at no less than two week intervals, to promote effective communica-
tions.
And further that minutes of the meetings be kept, with copies available for Council's
perusal. Further that this request be reviewed by Council, as deemed necessary by Council
or the Administrator from time to time.
On motion of Drury and Halfacre the Administrator be instructed to research and recommend
the names of several capable management auditing firms, who would be available to attend
a Committee of Council meeting in November.
On motion of McEwen and Johnson a draft Procedural By-law be presented for consideration
at the next Council Committee meeting, for final review.

On motion of McEwen and Drury, Clerk be requested to obtain:
1) A current market evaluation of existing offices and land.
2) An opinion from Millet Salter as to the merits of building now versus renovation of
existing building.
On motion of Halfacre and McEwen that the Staff present a report or legal services purchased
by the Township of Ora with recommendations as to a forum to compare legal services available.
On motion of Drury and Johnson adjourn to meet again on Monday, October 15, 1984.
