The minutes of the last regular meeting of July 16, 1984 were on motion of Halfacre and Johnson,

Presented from Minister, Ministry of Natural Resources, letter in reply to Township letter of June
14, 1984 with respect to earlier letter from the Ministry regarding the discontinuing of Production
of Landscape Stock (OLA) in Nurseries. Letter advises that it would appear the Township misunder-
stobd the Ministry letter, firstly O.L.A. Landscape Stock 3' to 8' in height had previously not
been available to individual private owners, but restricted to Municipalities, Conservation Author-
ities and Provincial Ministries and secondly, seedlings 6" to 18" high will continue to be availabe
to qualified applicants.
On motion of McEwen and Johnson, letter be received and filed for reference.
Presented letter from Trustees, Hawkestone Police Village with respect to Hawkestone Improvement
Fund - as authorized by Township By-Law 1351/84, to establish such a fund. Letter requests that
the money be placed in a term deposit, unless otherwise notifed by the Trustees.
On motion of Drury and McEwen, that the HPV Trustees fund be placed in a term deposit for 90 days
as requested and Treasurer to advise the Trustees when the term deposit has been placed and the
expiry date of same.
Presented letter from Trustees, Hawkestone Police Village with respect to improvement to outdoor
rink and enquiry as to whether funds are available through the Parks & Recreation Committee, if
so, what are the requirements to receive assistance for such funds in 1985.
On motion of Halfacre and Drury, letter be received and Trustees, HPV be advised that the letter
be referred to Parks & Recreation Committee for recommendation.

Presented letter from Ontario Hydro in response to Township letter of June 5, 1984 with respect
to installation of Street Lights, Plan 875 which had been petitioned for by Ratepayers of the Plan.
Letter advises of costs to install five Street Lights as indicated on drawing of Plan 875, showing
five lights on Parks ide Drive.
On motion of Halfacre and Johnson, letter from Ontario Hydro be received and property owners of
Plan 875 be advised that Ontario Hydro be requested to fund the necessary documents in order that
a By-Law may be prepared and Agreement signed after which Ontario Hydro be requested to install
the street lights and the owners involved be billed accordingly.
Presented from Canada Day Committee, summary of Oro's Canada Day and Bicentennial Celebrations,
outlining all activities and participants.
On motion of Halfacre and McEwen, Report and Summary of Oro's Canada Day and Bicentennial Celebrations
as presented, be received and filed for records and copy be appended to minutes of this meeting.
On motion of Halfacre and Drury, that the Canada Day Committee be invited to attend a Committee
of Council meeting this fall.
Presented copy of letter from Simcoe District Health Unit to Jerry Kowal, Co-Ordinator for Ukranian
National Federation (UNF) regarding Trailer Camp on Plan 1464, further to S.C.D.H.U. directions
as presented earlier.

Clerk reported that Dwight Taylor is unable to continue door to door sale of dog licenses until
after first weekend in September.
On motion of Johnson and McEwen, that Clerk to contact Mr. Crandle Nelles whether he would be in-
terested, should Dwight Taylor not be able to complete the work due to other work allocations.
In accordance with the agenda for the meeting, 26 applications for tax adjustments under Section
496, of the Municipal Act and one garbage write off and penalty where applicable under Section
495 (1).

of Council Recommendations
1) inuance of Student Reeve
On motion of Halfacre and McEwen, that as recommended by Committee of Council, Oro Council continue
a Student Reeve Program in 1985 on basis of one student from each of the four Schools at one time,
in order that attendance of Council Meeting and Tours be carried out at the same time and that
such programs be included in the 1985 Budget,
And further, that the matter of appropriate dates and other such details as are necessary to arrange
such a program be discussed at our next regular Committee Meeting. The 4 area principals will need
to be notified well in advance in order to make the program a complete success.
2) Bi Cedar Parks taxation
On motion of Drury and McEwen, that Big Cedar Parks Ltd., be advised that Provincial Legislation
and Township By-Laws do not permit monthly payments without payment of penalty when same is appli-
cable.
3) Flag Pole
On motion of Halfacre and Drury, that the flag pole erected for Canada Day at Oro Memorial Park
be purchased and Treasurer authorized to issue a cheque in payment of same In the amount of $100.00.

On motion of McEwen and Halfacre, that an amendment to the Dog Control By-Law be prepared and pre-
sented to Council for consideration at the next regular meeting of Oro Council.
5) Barrie Public Libr
On motion of Johnson and Halfacre, as recommended by Committee of Council, payments as set out
in Library Service Agreement signed by Chairman and Treasurer of the Barrie Public Library Board
and same officers of the Township of Oro Library Board, be adhered to for 1984 on basis of four
equal installment payments quarterly to the total of $24,600.00.
6) Shanty Bay Dock Repair
Clerk advised that the Deputy Clerk had telephoned Small Craft Harbours and followed up with a
letter on July 26, 1984.
Road Supt., was requested to arrange for some means of safety to allow persons to get out of the
water onto the dock, where the bumpers had been removed to which a ladder was attached.
Barrie & District

In response to letter from Mr. William McCurdy of Barrie & District Pipes & Drums Band Tour to
Scotland.
Council directed a letter be forwarded to Mr. McCurdy requesting he bring greetings from the Township
of Oro throughout the Tour in Scotland.

Planni
The Planning Administrator was present at 11:30 a.m. to reVIew planning and development matters.
The following was presented:
Mr. H. Cooper was also present at 11:30 a.m. as requested, following presentation to Planning
Advisory Committee of a Draft Plan and suggestions of changes by the Planning Advisory Committee.
The Planning Administrator advised Council that he had asked Mr. H. Cooper of Pam-Reg Holdings,
to attend the meeting of Oro Council today.
The Reeve related the proposed suggestions of the Planning Advisory Committee which are shown on
a revised plan prepared by Paul Kitchen and a safety measure of a walk way connecting to Raikes
Street, along with drawing of the plan as prepared by the Township Planning Administrator as had
been recommended by Planning Advisory Committee.
Skelton, Brumwell & Associates, Draft Official Plan Amendment, Draft Zoning By-Law and Draft Adden-
dum to the "Windfield Estates" Subdivision Agreement, further to Council's resolution of November
21, 1983, with respect to phasing of road construction and development of Block 37. Planning
Administrator advised that all documentation presented had been reviewed by staff and found satis-
factory.
Mr. Douglas Skelton of Skelton,Brumwell & Associates was present during the presentation of the
report by the Planning Administrator at his request. Following the report, the Reeve asked Mr.
Skelton if he had anything further to add.
Mr. Skelton commented on the proposal, advising that correspondence had been received from the
S.C.D.H.U. and also that the Roads were presently being constructed according to the resolution
of Council held on November 21, 1983.
Mr. Skelton then introduced Mr. Steve Galaxidas, who is now a member of the firm and will most
likely be presenting work in Oro Township in the future.
On motion of Halfacre and McEwen, that provided all draft documentation meets with the approval
of the Ministry of Natural Resources, Simcoe County District Health Unit, Township Planning Consul-
tants and Municipal Solicitors, that the required notices be circulated and public meetings sche-
duled as required by Sections 17,21 & 34 of the Planning Act, 1983 to process the proposed amendments.
All costs to be bourne by the development proponents.
Presented circulation copy of City of Barrie Zoning By-Law Amendment No. 83-124, purporting to
amend the City's comprehensive zoning by-law with respect to setbacks for accessory structures
and tool sheds.
On motion of Halfacre and Johnson, that City of Barrie By-Law No. 83-124 as circulated be received
and placed on file for reference.
Ministry of Municipal Affairs & Housing, memorandum regarding amendment to the Ontario Home Renewal
Program "OHRP", revising income litigation for participation from $15,500.00 to $18,000.00, eligi-
bility limits for loan forgiveness, and monthly repayment interest rates.

Ministry of Municipal Affairs & Housing, Plans Administration Branch approval of the "Rowanwood"
Official Plan Amendment - No. 17, Ministry file 43-0P-0017-017 and Deputy Clerk's correspondence
lodging certified copies for the Ministry, Municipality and property owners.
On motion of Drury and McEwen, that notification of approval be recieved. Planning Administraotr
to arrange for preparation of draft Subdivider's Agreement on receipt of Ministerial draft plan
approval and developers deposits. Draft Zoning By-Law to be presented for consideration on execu-
tion of the Subdivision Agreement.
Ministry of Natural Resources, forwarding copies of the Aggregate Resources Inventory, Paper No.
65 - Oro Township, and staff report regarding same.
On motion of Halfacre and Johnson, that the Ontario Geological Survey - Aggregate Resources In-
ventory, Paper No. 65 as forwarded by the Ministry of Natural Resources, July, 1984, be placed
on file for reference purposes.
Presented circulation copy of City of Barrie Zoning By-Law Amendment No. 83-139, purporting to
amend the City's comprehensive zoning by-law with respect to standards for off-street parking re-
quirements in the 'C2-Shopping Centre Commercial Zones.
On motion of Halfacre and McEwen, that City of Barrie By-Law No. 83-139 as circulated be received
and placed on file for reference.
Presented correspondence from the Barrie Automotive Flea Market Association, listing the range
of events conceptualized for part of the east halves of Lots 21,22, Concession 8.
On motion of Halfacre and Drury, that correspondence as presented be placed on file, copy to be
forwarded to Township's Planning Consultants for recommendations and consideration in preparation
of the draft Official Plan and Zoning By-Law amendments recommended by Council.
Road Supt., Fred Haughton was present at 1:00 p.m. to present his report for work on Township Roads
during the month of July, along with Vouchers 7 and 7A to cover same.
On motion of Johnson and Drury, report of Road Supt., for work on Township Roads according to Vou-
chers 7 and 7A as presented, accepted as satisfactory and Treasurer authorized to issue cheques
to cover same to a total of $196,466.47.
The matter of Roads and Walkway on proposed draft Plan for H. Cooper, Pam-Reg Holdings, were again
discussed with the Road Supt., and the following action was taken:
That Council advise Mr. Cooper that they would be receptive to entertaining a professional plan
addressing all Township concerns as expressed, including 1 cul-de-sac only, a pedestrian walkway
towards Shanty Bay, and a Park Lot for the Township.
Keith Mathieson, Working Foreman on Roads, was present as requested to receive his Certificate

The matter of written request by Clerk-Treasurer/Administrator for extension of a year and three
months, was next brought before Council for consideration.
On motion of Drury and Johnson, that Council go into Committee of the Whole at 3:20 p.m. with res-
pect to staff matters.
On motion of McEwen and Halfacre, Council come out of Committee of the Whole at 3:30 p.m.
Moved by Deputy Reeve McEwen and Councillor Johnson, that:
"Whereas our present Clerk-Treasurer/Administrator, Mr. Henry Neufeld (Who has served the Corporation
of Oro for over 18 years with unparalleled devotion, diligence and concern, will be 65 in December
of 1984...
And Whereas this Municipality has heretofore neglected to have a formal retirement policy....
And Whereas Mr. Neufeld's written request for an extension to April 1986 will undoubtedly place
the new Council elected in December 1985 in an almost impossible situation...
And Whereas recent Township growth (statistics are available for Township population growth, related
housing starts, Township Staff and increased Assessments, etc, the 1984 introduction of a computer
and subsequent computer related high-tech systems) the spectre of hiring more professionally quali-
fied staff - without benefit of total office analysis (physical & human) may place considerable
strain and undue stress on Mr. Neufeld's heretofore adequate capabilities.
.
Now Therefore, be it resolved (by recorded vote) that Mr. Neufeld respectfully be asked to consider
retirement in April of 1985."
This date will permit Mr. Neufeld to complete 19 full years in the Municipality of Oro with dignity,
honour and maximum pension considerastions, ~ will permit this present Council to hire a new
Clerk with a minimal amount of disruption before the election in November, 1985. Moreover, Council
requests that Mr. Neufeld's reply be in writing for the next Council Meeting.
