Minutes - The minutes of the last regular meeting held on May 22, 1984 were on motion of McEwen and Halfacre, confirmed as printed and received. On motion of Halfacre and Johnson, copies of letters as presented and forwarded be received and filed for reference. Presented letter from Ministry of Transportation & Communications advising that the Hon. James Snow, Minister, M.T.C. has authorized a supplementary subsidy allocation in the amount of 71,500. This allocation which will support eligible road and bridge expenditure amounting to 90,000. is for the construction on 15/16 Side Road and may not be used for other subsidizable work. Also, in keeping with the Minister's Agreement, an amount of $4,000.00 in subsidy has been included to adjust up to 80% the rate for paving on the 15/16 Side Road. Total allocated subsidy funds for the Township of Oro in 1984, now being in the amount of $627,900 and will support eligible expenditures on roads and bridges up to $1,049,000.00 (556,400 + 71,500 = $627,900). . . . ~ Pg. 138 TWELFTH MEETING - JUNE 4 On motion of Johnson and Drury, letter of approval for additional Supplementary Subsidy funds of $71,500 be received and Clerk-Treasurer and Road Supt., to apply the additional supplementary funds BIC (15/16 Side Road) and B2C Paving 15/16 Side Road and apply adjusted formula for Sub- sidy to correspond with the approval. Presented letter from Head, Traffic Section, Ministry of Transportation & Communications in reply to Township letter of April 3, 1984, advising that in accordance with Council's wishes, M.T.C. will be removing the EAST-WEST designations from the signs at the intersections along No. 11 Highway. However, due to number of signs and high cost involved in replacing these signs, this work will be carried out on a maintenance basis over a period of the next few years. On motion of Drury and Johnson, letter be received and filed for reference and Township Fire Stations be advised of action to be taken by M.T.C. for the removal of the EAST-WEST designations. Presented letter from O.M.E. Insurance Brokers Limited forwarding breakdown of Premium for 1984- 85, by Departments for total premium of $18,969.00. Letter also advises that Day Camp operation is automatically under Liability Policy. Also advising that the four Community Halls will be covered as their present policy becomes due with no additional premium for the present policy term. The Insurance Company (O.M.E.) to be advised of effective dates, location and amount of Insurance presently in force. On motion of McEwen and Halfacre, letter and breakdown by Departments be received and Treasurer authorized to issue cheque in payment of the Premium from May 1, 1984 to May 1, 1985, to a total of $18,969.00. And, further that Treasurer obtain further necessary breakdown required to apportion premiums - breakdown for each Department. Re-presented matter of Street Lights, Plan 875 and response from Mr. T. Craig to Township letter of May 11, 1984. On motion of Drury and McEwen, that since the majority of ratepayers along Parkside Drive, Plan 875 are in favour of Street Lights, the minority are to be included for annual assessment for the cost of installation and annual energy cost, unless the minority not in favour can support by petition sufficient percentage opposed which would then exceed the percentage in favour. A letter to this effect be forwarded to those not in favour, after which Ontario Hydro be requested to present plans for the Street Lights to be installed along Parkside Drive of Plan 875. Committee of Council Recommendations East Part Lot 5, Concession 9 (Schumacher Tract) On motion of Johnson and Halfacre, as recommended by Committee of Council, Oro Council arrange to inspect the site following a presentation made to Committee of Council on May 30, 1984. And, that Leslie Saila be advised on the inspection. Canada Day Committee Request to hold Beer Garden at Oro Memorial Park in conjunction with the evening events of June 30, 1984 leading up to Canada Day Celebrations. On motion of Drury and Johnson, that as recommended by Committee of Council, the Canada Day Com- mittee be advised that Oro Council are not in favour of a Beer Garden being held at Oro Memorial Park on June 30, 1984. . . . ~ Pg. 139 TWELFTH MEETING - JUNE 4 Application for Grant - for the erection of a Commemorative Heritage Plaque at Oro Memorial Park. On motion of McEwen and Drury, Oro Council support the application by Canada Day Committee for a Grant to erect a Commemorative Heritage Plaque at Oro Memorial Park for which the inscription is to read "Dedicated to the people of Oro - Past, present and future". Ontario Humane Society - Letter of reply from Executive Vice President in response to Township letter May 8, 1984 with respect to Animal Control Practices. On motion of Halfacre and Drury, that the Ontario Humane Society be advised that Oro Council would be prepared to arrange for a time on the Agenda of a Council meeting when requested following the completion of an investigation by Mr. Hughes, as advised in his letter. Ki ick Cairn - Oro Memorial Park On motion of McEwen and Halfacre, that the quotation from Nick Pollock to repair the Cairn, be accepted and that the payment for the repair be made from the Park Fund Account. Tender for Loader On motion of Drury and Halfacre, that as recommended by Committee of Council, tenders be called for the supply of one front end loader at the Waste Disposal Site to carry out the land fill operations. On motion of Drury and Halfacre, that as recommended by Committee of Council, permission to burn trees, brush, braches & shrubs, etc., be requested from the Ministry of the Environment. Such burning to be at minimal intervals to assist in wasting of space at the site, which takes place when bulk of this nature has to be buried and decreases the life of the site. Recognition of submission of Township Motto On motion of Drury and McEwen, that Lorenzo Mascioli be presented with a Plaque in recognition of having submitted the selected Motto for the Township, which is "The Heart of Simcoe County". Oro Lions Cl - for Monte Carlo event at Oro Memorial Park, June 30, 1984. On motion of Halfacre and Drury, that as recommended by Committee of Council, Oro Council have no objection to the application for a Monte Carlo Event license as applied for by the Oro Lions Club, for one of the events on the evening of June 30, 1984 at Oro Memorial Park, preceeding Canada Day Celebrations on July 1, 1984. Presented correspondence from Township Solicitors, advising of particulars of land acquisition arrangements regarding purchase of property by the Oro District Lions Club, adjacent to the Oro Community Arena, for title to be taken by the Municipality as the lands are to be used for public recreational purposes, parking, and a future road reserve. On motion of Drury and McEwen, that correspondence as presented be placed on file. Treasurer be authorized to issue payment to the Oro District Lions Club. in the amount of $2,672.55, from Capital Reserve Funds, for purchase of the future road reserve on being advised by Township Solicitor that the Municipality has title to the lands. Clerk to respond to Solicitor's inquiries advising that the information contained in their letter of May 30, 1984 is accurate and correct, and that their legal account in connection with the land transaction will be borne by the Township of Oro. ,. . . . ....... Pg. 140 TWELFTH MEETING - JUNE 4, 1984 Deputy Reeve McEwen brought to attention of Council the matter of a letter to the Warden of Simcoe County regarding designating the Old Penetanguishene Road, No. 11 Highway as a Heritage Road, and that to date no response had been received in writing, only that the matter had been referred to the County Engineer. On motion of Drury and Johnson, that a follow-up letter be forwarded to the Warden, County of Simcoe requesting Oro Council be advised as to what action is proposed for this request. Mr. William Ormerod, By-Law Enforcement Officer, was present at 10:20 a.m. The matter of follow- up of the contravention of Township By-Laws by Donald McDougall was discussed and the By-Law Enforcement Officer was directed to follow up the matter. By-Law Enforcement Officer gave a report of the weekend observance of the Automotive Flea Market held on June 1,2, & 3, on Pt. E~ Lot 21, Con. 8. He advised that in checking with O.P.P. apparently two problem calls had been received. Also, no apparent traffic problems, washroom facilities were excellent - Health Unit in their coverage, had no problem. He further advised that he would be prepared to give a written report on the observance of the event and was asked to do so. The following was presented: -M.T.C. response to M.M.A.H. circulation of the Rowanwood Co-operative Draft Plan, File 43T-84013, Pt. Lot 2, Con. 7, indicating no objection and requesting registration particulars when available. -Ministry of Environment, copy of correspondence to Dearden & Stanton Ltd., Engineers for Bayfarm Developments, Subdivision File 43T-79020, Pt. Lot 24, Con. 7, advising of requirements to obtain environmental approval and permit to take water for the subdivisions proposed wells and water distribution system. -Ainley & Associates Ltd., copy of correspondence to Skelton, Brumwell & Associates, advising of comment in regard to Engineering requirements for road and drainage work on the Windfields Subdivision, Plan M-187, Pt. Lot 28, Con. 5. On motion of Johnson and McEwen, that correspondence as presented be placed on file. Presented copy of letter from Ainley & Associates Ltd., recommending that the Township obtain a deposit in the amount of $2,000.00 against Engineering Consulting costs, for review of the Storwater Management Report and plans required as a Ministerial condition of approval for the Metro Developments Ltd., Draft Plan, File 43T-77073, located in the City of Barrie. On motion of Halfacre and Johnson, that Council concur with the recommendation of the Township Engineers, and authorize Ainley & Associates Ltd., to obtain the required deposit from the development proponents on the Municipality's behalf to recover anticipated engineering consult- ing costs. Presented letter from Ainley & Associates Ltd., Township Planners, providing an interpretation of the provisions of Zoning By-Law No. 1031 as requested, with respect to the uses provided by definition of a public garage within the "Ml" General Industrial and "C2" Highway Commercial Zones. On motion of Drury and McEwen, that the letter of interpretation be received and referred to the Planning Advisory Committee for consideration in undertaking the comprehensive review of the Zoning By-Law presently in progress. Further direction given at the previous meeting of Council, a By-Law as presented to adopt pro- posed Amendment No. 18 to the Official Plan, re-designating Part of the East Half of Lot 26, Concession 5, from "Natural Area" to "Commercial", to re-establish a commercial use which formerly existed on the lands. On motion of Drury and Halfacre, that the By-Law introduced be numbered as By-Law No. 1353/84 and read a first time. On motion of Halfacre and McEwen, that By-Law No. 1353/84 read a first time, be read a second time. On motion of McEwen and Johnson, that By-Law No. 1353/84 read a second time, be read a third time. On motion of Johnson and Drury, that By-Law No. 1353/84 now read a third time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve. Pg. 144 TWELFTH MEETING - JUNE 4 Presented a draft Zoning By-Law to implement Official Plan Amendment No. 18, re-zoning Part of Lot 26, Concession 5 from "NA-Natural Area" to "C3-Resort Commercial" to permit re-establishment of a convenience retail outlet formerly existing on the property. On motion of McEwen and Johnson, that the By-Law introduced, be numbered as By-Law No. 1354/84 and read a first time. On motion of Johnson and Drury, that By-Law No. 1354/84 read a first time, be read a second time. On motion of Drury and Halfacre, that By-Law No. 1354/84 read a second time, be read a third time. On motion of Halfacre and McEwen, that By-Law No. 1354/84 now read a third time, do pass, be en- grossed by the Clerk, signed and sealed by the Reeve. Planning Administrator to arrange for cir- culation of the By-Law as required under the Planning Act. The Deputy Clerk was present at 10:25 a.m. to review Parks & Recreation matters. The following was presented. -Advised of meeting of the Oro Community Centres, Parks & Recreation Committee, to be held at 4:30 p.m., Tuesday, June 5, 1984, at the Shanty Bay Fire Hall, with Mr. Ron Young, Township Fire Chief, and such other interested parties as may wish to attend, with respect to the proposal by the Fire Fighter's Association to develop the parklands adjacent to the Shanty Bay Fire Hall as a Baseball Diamond, and their request to Council for financial assistance for placement of a perimeter fence. -Presented report on behalf of Cathy Riffer, Director of the Oro Adventure & Discovery '84 (Day Camp) program, advising of program status, and report on attendance at the 1984 Annual Ontario Camping Conference. On motion of Drury and McEwen, that the Deputy Clerk's report be accepted as presented. Secretary, Parks & Recreation to take direction and forward a letter to Simcoe County Board of Education requesting a percentage of the cost of grass cutting maintenance at Shanty Bay Parklands. Road Supt., Fred Haughton was present at 11:30 a.m. to present his report for work accomplished during the Month of May and Vouchers 5 and 5A to cover same. On motion of Johnson and Drury, report of Road Supt., as presented be received and Treasurer author- ized to issue cheques in payment of same to a total of $53,439.07. Presented letter from Northland Engineering Limited with respect to proposed pipeline route which is to be placed entirely within existing road rights-of-way to Edgar Occupational Centre and Horseshoe Valley along Line 3 and also to Hamlet of Edgar along County Road No. 11 from Line 3. Letter forwards copy of the Proposal of Distribution System Extension and Environmental Analysis with request that same be reviewed and reply with comments be returned as soon as possible. On motion of Drury and Johnson, letter and report be received and staff report be presented to next Committee of Council meeting. On motion of Johnson and Drury that items 8(b) and 8(c) of New Business on the Agenda and letter from the Village of Tottenham be referred to Committee of Council meeting 8(b) AMO Conference & 8(c) Resolution from City of Orillia. . . . ~ Pg. 145 TWELFTH MEETING JUNE 4, 1984 Presented Resolution from the Township of Goulborn with respect to 1984 Unconditional Grants Program, with request for endorsement. On motion of Halfacre and Drury, resolution from the Township of Goulborn be received and file for reference with no action taken. Presented letter from South Lake Simcoe Conservation Authority re: Lake Simcoe Environmental Strategy Study - in-depth study on the input of phosphorus to lake Simcoe. On motion of Drury and McEwen, letter be received and be filed for reference. Presented correspondence from D. Kirkland, Pt. Lot 15, Con. 12, regarding the provisions of the Township's Fence By-Law No. 1123, requesting relief from Section 6(d). On motion of McEwen and Drury, that the Clerk, Planning Administrator and Chief Building Official report to Council with their recommendations concerning the amendments deemed necessary to By-law No. 1123 for consideration to the next Committee of Council meeting. On motion of Halfacre and McEwen, that a letter be forwarded to Barrie Automotive Flea Market and express Council's appreciation of the efforts put into the first time event at their new site in th~ Township of Oro and Council would look forward to further review, the matter of possible future events. On motion of Drury and McEwen, that the Parks & Recreation Committee, subsequent to on site meeting at the site of Playground of the Community Centres grounds be authorized to resolve the fencing problem along the Ridge Road of this site.
