The Reeve opened the meeting at 9:00 a.m. with prayer.

The minutes of the last regular meeting of Council of March 19, 1984, were on motion of Halfacre
and McEwen, confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular meeting of Council held

Presented copy of letter forwarded to Ministry of Natural Resources In response to the Ministry's
letter with respect to application by owners of Lots 52,55,56 & 57, Plan 626 to clean up bank
in front of their respective properties. And, copy of letter to all ratepayers on Plan 626 advi-
sing of the application and response from surrounding property owners adjacent to or close to
applicants of lots 52,55,56 & 57 requesting approval be witheld until present misunderstandings
between owners making the application and owner of properties adjacent to or in the immediate
vicinity of lots 52,55,56 & 57, Plan 626. Also, presented copies of the 8 letters received to
which a total of 12 signatures appeared, two letters signed by three different property owners.
On motion of McEwen and Johnson, that all letters received be tabled along with copy of letters
forwarded and same be dealt with at the Committee of Council meeting scheduled for April 11th.
Presented letter from the Township of Medonte forwarding copy of By-Law No. 84-8 which appoints
three members to the Jarratt Community Hall Committee from the Township of Medonte for 1984,
namely Linda Baker; Brian Binns and Councillor Ian Beard. The above members and members appointed
by the Township of Oro under By-Law No. 1348/84, shall form the Committee for Management and
Control of the Jarratt Community Hall.
On motion of Drury and Halfacre, letter and copy of By-Law No. 84-8, passed by the Township of
Medonte be received and filed for necessary reference as required.

Presented letter from Township of Orillia with respect to Fire Communication System, requesting
resolution from the Township of Oro, as has been requested from the Township of Medonte with
respect to application of Orillia Township to the Department of Communications for a license
to operate on the same frequencies used by the two Townships. Also presented recommendation of
Committee of Council from meeting of March 28, 1984.
On motion of McEwen and Johnson, that before a resolution of formal consent is forwarded to the
Township of Orillia, the Oro Township Fire Chief is to meet with the Fire Chief of Medonte and
Orillia Township regarding this request and report back to Council.
Clerk reported that he had been able to contact the Black History Society by telephone on follow-
up of letter of February with respect to proposed service at the African Church scheduled for
June 17, 1984, as one of the bicentennial events scheduled by the Township of Oro History Com-
mittee and had been advised that a speaker will be available and that the name of the person
will be forwarded at a later date when the Society have met to discuss and consider same.
On motion of McEwen and Halfacre, verbal report of Clerk accepted and noted for reference.
Presented letter from R.O. Brandes, Forest Management Supervisor, Huronia District, advising
that as requested the Timber Marking for Lot 36, Concession 1, Township of Oro, has been completed
and that the trees marked are suitable for pulpwood with an average diameter of 22 cm. (9 inches)
The roundwood trees have an approximate voalume of 2700 cubic metres (1125 Cords). The pulpwood
are marked with a yellow dot on twosides of the tru~ and corresponding dot or slash is put
on stump for control purposes. All fresh cut stumps are to be treated with the fungicide "Borax".
The Ministry is to be advised of approximate date cutting will commence in order to be able to
carry out periodic cut inspections.

On motion of Drury and Johnson, letter be received and Ritchie Forest Products be advised that
the marking has been completed on the pulpwood in Lot 36, Concession 1, by the Ministry of Natural
Resources and that they advise the Township and the Ministry in writing when you will commence
the cutting in order that periodic cut inspections may be carried out. And further, that fungicide
"Borax" be obtained from the Ministry, and all fresh cut stumps be treated with same by Ritchie
Forest Products.

Recommendations of Committee of Council - meeting of March 28, 1984
1984 Fire Budget
On motion of Halfacre and Drury, that as recommended by Committee of Council, the revised Fire
Budget as presented for a total expenditures of $153,803.10 in 1984, be accepted and this amount
be included in the Township 1984 Budget.
Signs at Intersection along No. 11 Highway (East & West directional signs)
Following the presentation to Committee of Council by the Fire Chief regarding the directional
signs at intersections shown as east & west when in fact the No. 11 Highway runs in an easterly-
westerly direction and concession lines run north & south, Oro Council after further consideration
of the Fire Department concerns passed the following resolution:
On motion of Halfacre and Johnson, as recommended by Committee of Council a letter be forwarded
to the Ministry of Transportation & Communications to request that the words east & west be re-
moved from the signs because of the confusion to the Township Fire Department and residents and
tourists, due to the fact that No. 11 Highway runs in an easterly-westerly direction through
the Township of Oro and the Concession Lines run In a northerly-southerly direction. And, that
a copy be forwarded to Allan McLean, M.P.P., Simcoe East.
On motion of Drury and Halfacre, that as recommended by Committee of Council, Oro Council author-
ize an expenditure by the Fire Department of up to $800.00 to host the Nutual Aid Meeting, this
amount being included in the 1984 Fire Budget as accepted by Council.
Insurance Risk Management Report for 1984 coverage as presented to Committee of Council at a
meeting held on March 28, 1984, by representative of Frank Cowan Insurance, Mr. Wayne Erdelak
and Insurance Agent Ron Johnston.
On motion of Halfacre and McEwen, that as recommended by Committee of Council, the Staff review
both Insurance proposals and prepare a Staff Report for presentation to Committee of Council
for the April 11th meeting.
Student Reeve of the Month Program
On motion of McEwen and Halfacre, that the program of Student Reeve commence with a student from
Guthrie School to attend the April 19th Council meeting on basis of four half day schedules
proposed as follows: ~ day Council & Administrative ~ Day Roads & Waste Disposal:
~ Day With Fire Department & other Administrative Functions;
~ Day with Reeve at County Administration Building
The half day schedules to be confirmed for all students and that the next student to be from
the East Oro Public School in May.
Municipal Office facility Study
On motion of Johnson and Drury, that as recommended by Committee of Council, Clerk to reply to
the letter of W.M. Salter and request that he proceed with a reduced study for proposal of future
Municipal Facilities, according to his letter of March 14, 1984 and that along with the study
he prepare recommendations of interim changes within the present facilities of any working improve-
ments until the proposed facility changes are undertaken in the future.

Consideration of Special Grant Requests from surrounding Municipalities for various undertakings
such as YMCA and others.
On motion of Drury and McEwen, that this matter be tabled for further discussion and consideration.
Nominations of persons to receive Bicentennial Medal from the Province according to letter from
the Office of the Premier as forwarded by the Hon. Margaret Birch, Parliamentary Assistant to
the Premier.
On motion of Johnson and Drury, as recommended by Committee of Council, Oro Council further
review this matter once an Ad Hoc Committee has been established and considered at the next
Committee of Council meeting, and suggested names could be forwarded to the Ad Hoc Committee
for their review and recommendations.

Road Committee and Road Supt., recommendations to make application for a Wayside Pit, Pt. Lot
23, Con. 10 were presented to Committee of Council and Committee of Council recommend that the
application be forwarded.
On motion of Johnson and Drury, Oro Council approve the recommendation and application for Wayside
Pit on Lot 23, Concession 10 as completed and presented for material to be applied on Roads to
be constructed or re-constructed south of No. 11 Highway be forwarded to Ministry of Natural
Resources along with the proper application fee.
Grader Operating Upgrading Programme
On motion of Drury and Johnson, further to recommendation of Committee of Council, Oro Council
approve the attendance of Robert Henderson at the Sheridan College for the Grader Operating
Upgrading Programme from May 28th to May 31st, 1984, as recommended by Road Committee and Road
Supt. And, Treasurer to forward cheque in the amount of $325.00 along with the Registration.
Attendance at meeting with Ontario Hydro as scheduled by the Council of the City of Orillia.
After further consideration of Committee of Council recommendation, the following action was
taken:
On motion of Drury and Halfacre, that as recommended by Committee of Council, three members of
Oro Council to attend the meeting with Ontario Hydro as scheduled by Council of the City of
Orillia at Twin Lakes secondary School on April 5, 1984 at 7:30 p.m. and that a short brief be
prepared for presentation.
Collection Rates for 1984
Following recommendation of Committee of Council, the garbage collection rates for 1984 In des-
ignated areas were considered by Council and the following resolution was passed:
On motion of Drury and Johnson, that as recommended the Garbage collection rate in designated
areas for 1984 be increased by $1.00 per pick up as follows:
Residential from $25.00 per pick up to $26.00
Commercial, once per week from $45.00 per pick up to $46.00
Commercial, twice per week from $75.00 per pick up to $76.00.

Presented for Council's consideration, the 1984 Simcoe County Baord of Education operating Budget,
which was approved by the Simcoe County Board of Education at a meeting held on March 26, 1984,
for a total of $139,427,200 of which $67,873,000 is to be raised by Municipal taxes within the
County of Simcoe. The total net requirements for the Township of Oro being in the amount of
$2,418,614, being a sharing ratio of the total Budget of .03733 for Elementary and .03517 for
Secondary. The total net increase for the Township of Oro being 13.9% over 1983 or $295,300

The increase of net requisition for 1984 being 295,300 (13.9%) and increase of total requisition

On motion of Drury and McEwen, the current Budget as approved by Simcoe County Board of Education
and showing a requisition for the Township of Oro in the amount of $1,343,447 for Elementary
and $1,134,424 for Secondary purposes to a total $2,477,871 as presented, be received as the
requisition for the Simcoe County Board of Education in 1984. The necessary Mill Rate to raise
the levy as presented including under/over levy and application of Section 161(1) as presented
be accepted and Clerk-Treasurer to apply same in By-Law to raise, levy and collect taxes for
1984, showing a Residential Mill Rate of 118.316 mills and Commercial of 139.196 mills for Ele-
mentary Public and Secondary a Residential Mill Rate of 95.818 mills and Commercial of 112.726
mills.
Presented registered letter from Ontario Ministry of Labour with respect to inspection of Arena
as required under the Occupational Health and Safety Act 1978. Letter advises that the consul-
ting engineer be engaged in 1982 recommended re-inspection of the arena and based on this recom-
mendation it is requested that the arena be inspected by a qualified Engineer and that a copy
of this report be sent to the Ministry of Labour.
On motion of Halfacre and Drury, that copy of letter from the Ontario Ministry of Labour be for-
warded to the Oro Township Community Arena Management Committee for recommendation to Committee
of Council to be held on April 11, 1984.
Presented Order in Council from the Ontario Executive Council that proclaims May 1984 as Family
Unity Month in Ontario, along with posters and brochures.
On motion of McEwen and Johnson, the Order in Council proclaiming the Month of Mayas Family
Unity Month in Ontario along with posters and brochures be received and that Council of the
Township of Oro declare the Month of Mayas Family Unity Month.

as presented for work carried out during the month of March and Treasurer authorized to issue

Clerk presented written recommendations of the Road Supt. on several items.
Reeve presented letter of comment from Mr. John Spencer with respect to road signing In the
north concession from 9th line west.
It was left that the letter and photograph be referred to Road Supt., who IS to contact Mr. Spencer
for clarification and report back to Council.
At this point the Reeve reported on the matter of Library Services with Barrie Public Library,
relating to letters from Barrie Public Library Board and letters to the said Board from Secretary
Oro Township Library Board and Township of Oro further to letter from the Secretary advising
that Oro Council concur with Oro Township Library Board.

Reeve advised that he had visited the Barrie Public Library wIth to reVIew the correspondence
on resolution of the Barrie Public Library Board.
As result of the Reeve's presentation the following action was taken:
On motion of Halfacre and McEwen, that the Clerk to write a letter of appreciation to members
of the Oro Township Library Board and a letter be forwarded to Barrie Public Library Board advi-
sing that with respect to Contract negotiations, a meeting be arranged for Oro Township Library
Board to meet with the Barrie Public Library Board. And further, that acknowledgement is made
of a telephone call on April 2, 1984 from the Barrie Public Library Board advising that the
policy of non-renewal of Library Service to the Oro Township Residents have been lifted in the
interim until the contract is agreed to and signed.
The Reeve presented a letter from the Ministry of the Solicitor General forwarding a new publica-
tion entitled Joint Emergency Program (JEPP) for use within the Municipality JEPP is a Federal
Program which may held to defray the costs of certain emergency planning and preparedness projects
that may be under consideration, now or in the future.
It was recommended that the Administrative Staff reveiw the Program and a Staff Report be presented
to Council as to programs that may be applied for.

The Planning Administrator was present at 1:25 p.m. to review planning and development matters.
The following was presented:
Planning Act Notices dated March 19, 1984, regarding public meeting to be held Wednesday, April
25, 1984 at 7:00 p.m. in the Township Council Chambers, concerning proposed Official Plan Amend-
ment No. 18, and an implementing proposed Zoning By-Law Amendment affecting part of Lot 26, Con.
5. The proposed Amendment would permit the re-establishment of a commercial convenience retail
use.
Planning Act Notice dated March 22, 1984, regarding public meeting to be held Wednesday, April
25, 1984 at 7:15 p.m. in the Township Council Chambers, concerning a proposed Zoning By-Law Amend-
ment to remove an "H-Holding Zone" designation affecting part of the east half of Lot 24, Con.
7, and to rezone the lands "RG-General Residential". The proposed re-zoning implements the provi-
sions of the Township's Official Plan, and provides for development of a 16 lot single family dwel-
ling subdivision which has been draft-approved by the Minister of Housing, Ministry File 43T-79020.

Presented letter dated March 27, 1984 from H. Schaefers, an officer of Bayfarm Developments Ltd.,
requesting municipal consent to a one year extension of draft approval, subdivision plan 43T-79020,
to July 7, 1985. Advised that although preparation of subdivision Agreement was nearing comple-
tion, that finalization of rezoning, plan and document preparation and final plan registration
could quite easily extend past July 7, 1984. Recommendation given that draft plan approval exten-
sion be granted as requested.
On motion of Halfacre and McEwen, that Council recommend to the Minister of Municipal Affairs &
Housing, a one year extension of draft approval, to July 7, 1985, Subdivision File 43T-79020.
Planning Administrator to notify Ministry accordingly.
Advised of Planning Staff Workshop to be held by the Community Planning Programs Branch of the
Ministry of Municipal Affairs & Housing at the King Campus of Seneca College, May 30, 1984.
On motion of Johnson and Halfacre, that the Planning Administrator be authorized to attend and
expenses be paid.
In accordance with the Agenda and appointment scheduled for 1:30 p.m., representative from the
Barrie Automotive Flea Market Association (BAFMA Inc) were present as follows.
Mr. Don Hanney; Don Hubbert: Bob Reeve and Bruce Hicks.
A written proposal had been forwarded by their Solicitor, Allan R. Elliott, a copy of which had
been forwarded to each Council member with the Agenda for this meeting. Mr. Don Hanney acted as
spokesman and produced pictures of activities of previous Spring and Fall events held at Molson's
Park the past 13 years and advised that in view of the short time available to obtain a new home
for the June event, request Council's permission to hold same on Pt. Lot 21 & 22, Concession 8,
for which an Agreement to Lease with possible Option to Purchase had been tentatively obtained,
subject to Council's approval in principle to permit such an event to be held in Oro at this site.
The event provides a common ground to allow the antique car hobbiest and the parts collectors and.
dealers to meet, deal and swap for bits and pieces to help resurrect part of the past Automotive
Heritage. The event is the second largest in North America and is of a 3-4 day duration and would
financially assist all Commercial establishments in Oro as well as surrounding Cities and Towns
because of its large attendance. Council members asked numerous questions such as:
-Traffic flow proposed and pattern - to use No. 11 Highway flyovers from proposed site.
-Acquisition or lease of property - lease with option.
-What type of arrangements had been made with Molsons each year.
-Hours of operation daylight to dark flea market. Usually ends by 7:00 p.m.
Provisions -
Controls controlled and patrolled.
O.P.P. contact and co-operation of control.
St. Johns' Ambulance present.
Simcoe County Health Unit approvals.
Property remain practically the same except for cleaning up and levelling. Agricultural use carried
out by hay cropping.
Vendors special locations for parking & camping.
Local Organizations and Clubs requested to participate.
The Planning Administrator who was present during the presentation was asked to comment on the
proposal and the necessary zoning changes that may be required. Also asked don't conflict with
Barrie Speedway on Weekends.
Reply being that traffic flow would not conflict - Barrie Speedway traffic arount 11 to 11:30 p.m.
and Flea Market traffic would cease after 7-7:30 p.m.

Following the presentation and question period, Council requested the delegation to leave In order
for Council to consider the proposal.
On motion of McEwen and Halfacre, Council go into Committee of the Whole at 2:25 p.m. to discuss
the matter.
On motion of Johnson and Drury, Council come out of Committee of the Whole at 2:36 p.m.
As result of Council's consideration, the following action was taken:
On motion of Drury and Halfacre, that the Barrie Automotive Flea Market Association be permitted
to host an Automotive Flea Market on part Lots 21 & 22, Concession 8 to be held on June 1,2,3,
& 4, 1984. And further, that appropriate zoning changes be applied for within ten (10) days hereof,
on the lands herein described.
Presented a letter from Doreen Coseni, owner of N Pt. Lot 21, Concession 9, requesting information
and required procedures to obtaining necessary approval or license to operate a 'Flea Market' to
permit vendors to sell arts, crafts & merchandise, etc.
On motion of McEwen and Halfacre, that the letter from Doreen Coseni be received and a reply be
forwarded advising that should she wish to pursue the proposal, an application be made to the
Oro Township Planning Advisory Committee for such use.
Mr. Joe Cvik was present according to appointment on the Agenda to request permission to place a
Mobile Home on the property known as Tre-Haven Golf Course, Lot 21, Con. 11, while alterations are
carried out on the residence and club house.
Mr. Cvik requested he be granted permission to place a Mobile Home on lot 21, Con. 11 during the
time that alterations are made.
On motion of Drury and Johnson, that Oro Council would be prepared to grant permission to Mr. Joe
Cvik to place a Mobile Home on the property during the alterations of the residence on the Tre-
Haven Golf Course on Part Lot 21, Concession 11 for a period not to exceed 6 months, provided that
Mr. Cvik enters into an Agreement with the Township and meets the conditions thereof.

Presented letter from the Township of Tiny forwarding a certified true copy of a resolution
of the Council of the Township of Tiny, passed at a meeting held on March 28, 1984 with respect
to Simcoe County Board of Education 1984 Budget. The Council of the Township of Tiny requests
representatives from Simcoe County Board of Education, preferably in the person of its local
representative to explain in full the 1984 increase over the 1983 Levy. Letter requests the
Municipality's support and appropriate action on this matter.
On motion of McEwen and Halfacre, that the letter and resolution be received and tabled until
the Municipality have had the opportunity to meet with the representative to the Simcoe County
Board of Education for the Township of Oro for an explanation on the 1984 Budget.
Presented invoice from Department of Fisheries and Ocean and Small Craft Harbours Board for
lease of the Three Wharves in the Township of Oro, namely, Hawkestone, Shanty Bay and Cathew
Bay.
Invoice IS In the amount of $100.00 for the year 1984 as In previous years. Council directed
that this be added to accounts for this meeting.
Committee Reports
Deputy Reeve reported on Parks & Recreation matters and advised that Budget matters were being
further reviewed.
Councillor Halfacre advised that no further reports until after the Fire Chief advises on the
meeting of the Fire Chiefs from Oro, Medonte & Orillia Township regarding the use of the same
frequency used by the three Townships. Also presented copies of Reports of the Fire Chief to
March 30, 1984 on Fire Department activities, report on Quadrant Developments water system,
Telephone Operation, Station #3 and Telephone Operator Guide.
On motion of McEwen and Halfacre, that the Ontario Bicentennial allocations as approved, be
forwarded to the respective organizations as allocated along with the statement of revenue and
expenditures.
On motion of Drury and McEwen, Council adjourn at 4:15 p.m. to meet again on Thursday, April
19, 1984 at 9:00 a.m. and change of meeting be advertised.
