SEVENTH MEETING OF ORO TOWNSHIP COUNCIL
Oro Township Council met pursuant to adjournment with the following members present:

The minutes of the last regufar meeting of March 5, 1984 were on motion of Johnson and Drury,
confirmed as printed and received.

-Orillia Public Library Board advising that Oro Council accept Oro share of Contract fee for 1984
to the amount of $12,135.
-Barrie Public Library Board advising that Oro Council would be prepared to enter into Contract
fee for 1984 Library Services on same basis as Orillia Library Board which would be in the amount
of $24,270. Apportionment basis 2/3 Barrie and 1/3 Orillia.
-A.M.O. letter forwarding Oro Council's concerns of Proposed Provincial Mineral Aggregate Resource
Planning Policy not included in A.M.O. response, letter under signature of the Reeve.
-Northern (; Central Gas Corp. Ltd., forwarding draft By-Law and draft Agreement completed ac-
cording to guidelines for completion.
-Hawkestone Community Hall Committee requesting names of members to be appointed to the Committee
to replace members that have resigned.

On motion of Drury and McEwen, copies of letters as presented and forwarded accepted as satis-
factory and ordered placed on file for reference.
Presented letter from D.S. White, Q.C. of Stewart, Esten, Township Solicitors, advising that the
conveyance from the Township of Oro to Brian Flemming - Part of Road Allowance between Concessions
10 & 11 (Part 1, RP 51R-12013), has now been completed and enclosing copy of Deed, registered
as Instrument No. 822294 on Feb. 20, 1984 and copy of By-Law 1320/83, registered as Instrument
No. 821227, on February 6, 1984. As well as copy of letter to Brian Flemming forwarding copy of
By-Law and Duplicate registered Deed and account for fees and disbursements with respect to the
matter.
On motion of Johnson and Halfacre, Solicitors letter and copies of documents as presented be re-
ceived and filed for reference as the matter is now complete.

Presented letter from A. Bosman, Lands & Waters Administrator, Huronia District, Ministry of Nat-
ural Resources with respect to application by owners of Lots 52,55,56 & 57, Plan 626, Con. 11
- Township of Oro, to clean up bank, requesting any comments Council may have regarding this pro-
ject. Also copy of the application as forwarded, showing work to be carried out from June 1984
to June 1985.
On motion of McEwen and Halfacre, that letter from Huronia District, Ministry of Natural Resources
be received along with copy of application and the Ministry be advised that Council of the Township
of Oro would have no objection to clean up of the bank, provided that the lands known as the
Promenade, Public Right of Way, is not damaged or defaced in any way and that public access to
the Lake is not hindered or complicated by this work. And further, that a letter be forwarded
to all property owners of Plan 626 advising of this proposal.
Presented letter from Assistant Secretary, Oro Horticultural Society acknowledging receipt of
Township grant for 1984 and expressing appreciation and advising that the suggestion of Council
of increasing membership fees is being considered. Also enclosing Annual Report for 1983.
On motion of Johnson and Drury, letter and Annual Reprot be received and filed for reference.
Presented letter from Principal, East Oro Public School in response to Township letter of Feb.
14, 1984, with respect to proposal of "Student Reeve" of Month program. Letter advises that East
Oro Public School would be happy to participate in such a program and co-operate with Oro Township
Council in every way necessary to provide this experience for students. All four School Princi-
pals have now replied and would be pleased to participate in such a program.

On motion of Halfacre and McEwen, letter be received and matter be referred to Committee of Council
to consider the time for commencement of same in 1984.

Presented three further nominations for Citizen of the Year for 1983. Clerk advised that copIes
of the nominations had been forwarded to Chairman of the Canada Day Committee.
On motion of Johnson and Drury, letters of nominations as presented be received as well as
of forwarding of same to Canada Day Committee as previously instructed by Council.

Presented letter from Ukranian National Federation of Canada (U.N.F.) with respect to operation
of trailer camping in the area of the U.N.F. grounds and Subdivision known as Plan 1464. Letter
advises that a number of modifications and alternatives affecting the site are being explored
and that as soon as a concrete plan is approved, the Township will be contacted. Letter also ex-
presses some concerns of the U.N.F. with respect to the Roads on Plan 1464.
On motion of Drury and McEwen, letter be received and letter be referred to next Committee of
Council Meeting.
Presented from the Ontario Municipal Board an Order following the Hearing of an Appeal by Albino
Inamo for Assessment for Part Lot 9, Concession 1, Township of Oro, Roll NO. 1-134 for 1982 taxa-
tion. Order sets the Assessment at $72.00 for 1982.
On motion of McEwen and Halfacre, Ontario Municipal Board Order A8302861 as presented be received
and Clerk-Treasurer to have proper Roll enter completed as required.
Presented letter from Municipal Management Policy Branch, Ministry of Municipal Affairs & Housing
with respect to Municipal Action '85 - Management Systems, returning a fully executed copy of
the Municipal Action '85 Agreement relating to the implementation of a Financial Information
System and advising that a cheque in the amount of $13,108.00 will be issued in the near future.
On motion of Drury and Johnson, letter and fully executed copy of the Municipal Action '85 Agree-
ment be received and cheque when received be credited to the purchase of the Financial Informa-
tion System account.
Presented letter from Bill Mole advising that in his Cross Canada Walk, he had missed the office
because of late arrival and headed straight to Barrie. Also, that should the Oro & District Lions
Club decide to help, some posters are enclosed for such use.
On motion of Drury and Johnson, letter and posters be received and posters be forwarded to Oro
& District Lions Club and donations of Council and Clerk to be forwarded to the Barbara Turnbull
Fund.
Old Business
Presented copy of letter to Secretary, Oro Township Library Board from Library Director, Barrie
Public Library In reply to Township letter advising of amount of fees to Barrie Public Library
Board on basis of settlement with Orillia Public Library Baord.
On motion of McEwen and Halfacre, that the Oro Township Library Board be requested to make a
recommendation to Council.

Presented letter from Worker's Compensation Board with respect to claim established for Volunteer
Fireman, Brian Bartholomew, injured at the Fire in 19th Concession. Also, copies of Form 7 and
Form 9 forwarded as result of injury.
On motion of McEwen and Johnson, letter and copy of Form 7 and 9 as presented, be received and
filed for reference.
Clerk advised that according to resolution of Council passed at a meeting held on Febraury 23,
1984, the Ad Hoc Committee consisting of Stuart N. Keyes, Howard Campbell and the Clerk, had met
on March 16, 1984 to endeavour to document and place together research on the origin of the
Township Logo, and presented a written report and support material.
As directed by resolution of Council at a meeting held on March 5, 1984, Stuart N. Keyes,
Howard Campbell and the Clerk met to document history of the Township Logo.
As result of research of information available and use of Library Books, it was established that
the term Crest could not be applied, nor could the term Badge, therefore reference is to be made
to the Township Logo.

When design of Township Building was prepared by Stuart N. Keyes, a plaque was included as part
of the completion of the Township Office and the Logo originated by a firm in London, Ontario
who designed the plaque, which Stuart N. Keyes obtained through McNabb Hardware, Orillia. All
plaques included in work prepared by Stuart N. Keyes for engineering work on design for build-
ings, bridges, etc., were obtained through McNabb Hardware, No apprent records or recollection
of discussion by Council with Stuart N. Keyes for the logo or plaque appear to be available.
According to Mr. Keyes, when the plaque was presented, comments made were "now we have a logo."
Response to some of the questions referred to this Ad Hoc Committee, are as follows:
Plow on logo - denotes tilling of the land - should be a plow as on the plaque at Office Door.

The above are opinions of three people, agreed to unanimously.
On motion of Johnson and Drury, that the report of the Ad Hoc Committee with respect to the
Township Logo, be received and that the Deputy Reeve proceed with having changes to logo Incor-
orated by Annis Way Signs and that the report of the Ad Hoc Committee be appended to the Council
Minutes.

Re-presented letter from Mrs. Elaine Lue, Lot 50, Plan 66 with respect to septic system and con-
cerns of same as related to the township and to the Simcoe County District Health Unit.
On motion of Drury and Halfacre, that letter from Mrs. Elaine Lue, owner of Lot 50, Plan 66, as
re-presented be filed for reference and Mrs. E. Lue be advised that according to the Township
Engineers, all services except paving of roads have been performed satisfactorily and that the
problem of the Septic System should be resolved with the Simcoe County District Helath Unit.
Presented letter from Reeve, Township of Vespra with respect to article appearing in the February
edition of Municipal World and Bill 142 which is the subject of the article, is scheduled to re-
ceive third reading by the House in the very near future. Should Oro Council feel that action
should be taken, it will have to be taken quickly, and suggesting action should a resolution be
passed by Council expressing opposition to procedure under Bill 142.
On motion of Johnson and Drury, that the letter from Vespra Township be referred to next Committee
of Council meeting.

Presented from Small Craft Harbour Branch, Fisheries and Oceans with respect to Management Lease
8105 C309 - Small Craft Harbours Facilities at Carthew Bay, Shanty Bay and Hawkestone. Letter
advises that berth age fees applicable to recreation boating as established in Section 3 of Sch-
edule II of the Regulations have been revised to reflect 5% increase, effective January 1, 1984.
Amendment list enclosed.
On moiton of McEwen and Halfacre, letter and amending Resolutions of Section 3 of Schedule II
be received and made available to Harbour Masters for the Wharves at Carthew Bay, Hawkestone and
Shanty Bay, once same have been appointed and copy be presented to the Parks & Recreation Com-
mittee.
Presented from Secretary, Oro Agricultural Society letter forwarding application for to Manage
and Conduct a Raffle Lottery, to raise funds to offset costs involved to operate the 1984 Fair.
Application requires approval of Council prior to issuance of a License by the Ministry of Con-
sumer & Commercial Relations. Also enclosed cheque to cover same.
On motion of Halfacre and Drury, that Oro Council have no objection to the application of the
Oro Agricultural Society to conduct a Raffle Lottery and Clerk to forward the Application to the
Ministry of Commercial Relations along with the cheque of Oro Agricultural Society for a License,
in the amount of $18.00.
Presented letter from the Barrie & District Association for the Mentally Retarded requesting grant
for 1984/85 for the thirteen (13) students enrolled this year, based on $100.00 per child per
year to a total of $1,300.00.
On motion of Drury and Halfacre, letter requesting a grant for 1984 be received and Oro Council
authorize a grant on basis of $100.00 per person enrolled, to a total of $1,300.00, for the 13
persons enrolled in the Children/Adult Programs for the mentally handicapped from the Township
Oro and Treasurer to forward a cheque in the amount of $1,300.00 to the Barrie & District Asso-
ciation for the Mentally Retarded.
Presented Bell Canada, Statement of Gross Receipts of Bell Canada as at December 31, 1983 for
taxation year 1984. Total for the Township of Oro being $84,870.80. Also apportionment of same
as follows, in accordance with Section 161(1) of the Municipal Act.

On motion of McEwen and Drury, the Statement of Bell Canada Gross Receipts and apportionment of
same in accordance with the Municipal Act 161(22) as presented, be accepted and Treasurer to apply
same for the 1984 taxation to establish the Mill Rates, for Township, County and Simcoe County
Board of Education.
Presented affidavit of application for Fox Bounty for one fox trapped by Earl Horne on Part Lot
17, Cone. 12.
On motion of Drury and Johnson, affidavit of application for one fox bounty as applied for by
Earl Horne be accepted for approval and Treasurer authorized to issue cheque for payment of same
to a total of $4.00.
Presented from Ministry of Consumer and Commercial Relations, Legal and Survey Standards Branch,
Application to Land Titles by Aleksander Randsalu and Martha Randsalu of lands situated in the
Township of Oro, being composed for Part Block "X" according to Plan 902 registered in Land
Registry Office for the registry Division of Simcoe County designated as Part 1 on the attached
Reference Plan. Application is forwarded for examination to determine whether the Township is
satisfied that the boundaries of the land under application shown on the plan properly reflect
the extend of ownership claimed, in relation to the township Lands. Notice of interest is to be
filed by March 28, 1984.
On motion of Johnson and Halfacre, application to Land Titles as applied for by Aleksander Randsalu
and Martha Randsalu for Block "X", Plan 902, as presented, be received and placed on file. Oro
Council have no objection to boundaries as shown on Reference Plan.
Presented letter from Ministry of Tourism and Recreation, forwarding new Direction for Wintario
Grants Program and copy of News Release by the Minister.
On motion of McEwen and Johnson, letter and News Release be received and be placed on file.
Presented from Bank of Montreal, proposal designed to meet the banking requirements of the Township
of Oro and advises that a representative of the Bank would be prepared to meet with Council after
the proposal has been reviewed by Council.

Presented from Nottawasaga Valley Conservation Authority, N.V.C.A. forwarding copy of the Authority's
1984 Budget and invoice for the Township of Oro share of the 1984 Levy, according to the Conserva-
tion Authorities Act, R.S.O. 1980, Section 26 & 27, as approved at the Full Authority Meeting
#1/84. The Township of Oro Share being 2.6281 % of the total General Levy of $202,036. Letter
further advises that a rebate of 12% is given if paid by April 30, 1984 and reduced by 1~% per
month each month thereafter as shown in attached schedule.

by April 30, 1984.
Presented letter from Secretary, Oro & District Lions Club requesting reservation of the Oro
Township Arena for the following dates - June 16, 1984 all day and the evening of June 15th, for
preparation of Bicentennial Project and August 18, 1984 for the "Oro Fest '84" and evening of
August 17th for preparation.
On motion of Johnson and Halfacre, letter of request for Arena reservations be referred to the
Parks & Recreation Committee for action.
Presented letter from Henry Noble of Mulnar Systems Group with respect to M.T.C. Directions re-
garding eligibility of Computer Hardware and Software, advising that if the Township requests,
an analysis of portion of the Computer System relating to cost for roads software could be pre-
pared. Clerk advised that a reply had been forwarded to Mr. Henry Noble requesting he prepare
an analysis of the portion of the expenditure that may be applicable to roads under the M.T.C.
Program of the total cost of the hardware and software.
On motion of Johnson and McEwen, that letter be received and action taken requesting apportionment
of expenditure accepted as satisfactory and same be tabled until a ~p ly is received from Mr.
Henry Noble of apportionment of expenditures for roads.
Presented letter from Claire Tooze, owner of Lot 4, Plan 985 and that his wife, Gladys Tooze is
the owner of Lot 5, Plan 985 and Lot 16, Plan 863. Purpose of the letter being that they object
to improvement of Lakeshore road to a hard top surface and suggesting that the property owners
should have been advised of plans for improvement of the road.
On motion of Drury and Johnson, letter be received and be referred to the Road Committee for action.
Presented letter from County of Simcoe Recreation and Library Department with respect to Summer
Programs for 1984, and enclosing Brochures for Water Safety Programme and Summer Children's Pro-
grams with registration forms for same. Should Township wish to participate under the County
Programs, the Recreation Department should be advised.

to Parks & Recreation Committee.

to be held at the Thornton Community Centre Hall - also enclosed Agenda for the evening of
Tuesday, April 3, 1984.
On motion of Johnson and Drury, letter be recieved and Oro Library Board be forwarded a copy and
that members of Council be encouraged to attend the meeting on April 3, 1984.

as 3402. Clerk advised that this Summary Schedule had been forwarded to County Clerk on March

On motion of Halfacre and McEwen, copy of Summary Schedule of the determination of 1984 General
Support, Resource Equalization and per Household Grant as presented, be received and same be ap-
plied under Revenue in the 1984 Budget. Also copy of 1984 County Apportionment work sheet as pre-
sented and forwarded to County be received and filed for reference as required.
Presented letter and quotation from Crandle (Ken) Nelles for Grass Cutting of Township properties
for the year 1984. Total quotation is in the amount of $354.00 per cutting of the same properties
as in 1983, namely eleven properties. Quotation is $1.50 more than in 1983 showing an adjustment
on one of the properties. Copy of breakdown for each property is on file.
On motion of Halfacre and McEwen, that the proposal quotation for grass cutting of Township Proper-
ties as submitted by Crandle (Ken) Nelles for 1984 be accepted for 1984 to a total amount of
$354.00 per cutting for the eleven properties'listed in the quotation, and that he be advised
that additional properties may be added for the 1984 cutting season at the quoted rate of $10.50
per hour or as may be agreed to by Contractor and Council for any additional property that may
be included for grass cutting in 1984.

The following was presented:

Response to owners of Lot 2, R.P. 1195, advising that the "C2-Highway Commercial" zone provisions
of the township's Zoning By-Law, does not permit the sale of motor vehicles, and advised that
one of the owners and the building tenant had attended the Municipal Office on March 13, 1984,

Presented correspondence from "Go-Camping" Barrie Ltd., regarding approvals obtained for use of
"C-1, General Commercial" lands, Part Lot 21, Concession 5, for recreation trailer sales and
display.
On motion of Halfacre and McEwen, that correspondence as presented be placed on file. Planning
Administrator to respond to B. Peyton as indicated.
Presented correspondence from W.M. Salter, Architect, regarding a proposed Municipal Facilities
Study, further to Council's resolution of February 13, 1984.
On motion of Halfacre and McEwen, letter be referred to next regular meeting of Committee of
Council.
The Deputy Clerk was present at 11:45 a.m. to review Community Centres, Parks & Recreation matters.
The following was presented:
M.T.R. , confirmed that the Township's Draft Terms of Reference for a comprehensive Recreation
Master Plan had been received, and is under active review for consideration of a Community Recrea-
tion Planning Grant.
Employment & Immigration Canada, advising of receipt of a Summer Canada works Grant Application
for the proposed 1984 "Oro Adventure & Discovery Program" to be held at Memorial Park. Federal
Project No. 3138BL7 assigned.
On motion of Halfacre and Drury, correspondence as presented be placed on file.
Presented application for Federal Bicentennial Grant, for acquisition of Municipal Insignia, as
directed by Council at the previous meeting, in the amount of $1,968.80.
On motion of McEwen and Johnson, that the Reeve and Clerk be authorized to execute the Grant
Application on behalf of the Municipality. Clerk to forward application to the Federal Secretary
of State as required.
Presented application for Federal Bicentennial Grant, for acquisition of materials, equipment
rental and labour to erect a flag pole at Oro Memorial Park, as requested at the previous meeting,
In the amount of $1,114.41.
On motion of Johnson and McEwen, that the Reeve and Clerk be authorized to execute the Grant Ap-
plication on behalf of the Municipality. Clerk to forward application to the Federal Secretary
of State as required.
Presented correspondence from Cimco Refrigeration Products, advising as to the results of a request-
ed inspection of the Refrigeration Equipment at the Oro Community Arena, suggesting required service
and repair, and forwarding cost estimates for a regular maintenance program and overall service
agreement contract. Regular maintenance program services recommended by the Arena Management
Committee.
On motion of Drury and Johnson, that a "Regular Maintenance Program" be entered into with Cimco
Refrigeration Products in respect of the Refrigeration System at Oro Community Arena rather than
the "as needed" service as provided by Arena Refrigeration Ltd. Arena Refrigeration Ltd., to be
advised that their services are no longer required. Cimco Refrigeration to be advised accordingly
and arrangements made for spring shut-down and inspection, compressor overhaul as required.

Advised that the Arena Management Committee recommends that in recognition of the high annual
energy costs for Hydro and Fuel Oil, and continuing humidity problems at the Oro Community Arena,
that Ainley ~ Associates ltd., be authorized to carry out an Energy Conservation Study, at a cost
not to exceed $4,000.00 all inclusive, and that the Township apply to the Ontario Ministry of
Energy for a Technical Assistance Grant in the amount of 50% of actual project costs as invoices,
to a maximum of $2,000.00.

On motion of Drury and Johnson that Council go into Committee of the Whole at 1:33 p.m. to discuss
Road Staff and snow plowing on Baycrest Drive.
On motion of Drury and Johnson, that Council come out of Committee of the Whole at 2.13 p.m.
Road Supt., brought to the attention of Council the matter of snow clearing of Roads on Baycrest
Drive and Plan 663 and 1561 by James Kenny.
This was discussed and left that Road Committee and Road Supt., to further investigate problems
and report back to Council.

On motion of Halfacre and McEwen, that on the recommendations of Road Supt., and Road Committee,
the employment of Brian Benham be terminated and that he be paid his holiday pay for two weeks
and authorized to make application to O.M.E.R.S. for his contributions to date, as requested by
Mr. B. Benham.

On motion of McEwen and Halfacre that the Township Auditors be authorized to transfer from Unclas-
sified Reserves for 1983 expenditures on Roads and Fire Department, which are to be included
in the 1984 Budget, as well as for any 1983 expenditures on Computer equipment as required.
Presented letter from Ministry of Tourism and Recreation advising that the Township application
for the Recreation Grant had been received and recommended for payment subject to final approval
by the Minister.
On motion of McEwen and Halfacre, that the letter from the Ministry of Tourism and Recreation
advising that the 1983 Statement and Application for 1983 Recreation Grant has been recommended
for payment subject to the Minister's approval and advising that a cheque in the amount of
$2,815.00 should be received shortly, be received and filed.
Presented letter from Simcoe County Board of Education advising that on Monday, March 26, 1984
at 8:00 p.m. the Board will give final consideration to the 1984 Current Operation Budget and
inviting up to 3 representatives to attend and receive a copy of the 1984 Levy.
It was left that the Clerk to pick up copy of the Budget and any member of Council wishing to
attend may do so.
Presented letter from City of Orillia advising that City Council have invited representatives
from Ontario Hydro to attend a public meeting to be held on Thursday, April 5, 1984 in the
City Council Chambers and inviting representatives from Oro Council to attend, as well as represen-
tatives from Orillia and Mara Townships, discussion being on proposal by Ontario Hydro to close
the Orillia Office.
On motion of Drury and Johnson, that all members of Council that are interested,'a&Pe able to attend
the meeting at City of Orillia Council Chambers for the meeting with Ontario Hydro representatives,
to do so and Clerk to advise accordingly.
Various other matters with respect to the different Council Committees were discussed In general
with further consideration to be given at the Committee of Council meeting.
