Council met pursuant to adjournment with the following members present:

Reeve Davie opened the meeting at 9:00 a.m. with prayer.
Declaration of Conflict of Interest - None declared.
Minutes - The minutes of the last regular meeting of February 23, 1984 were on motion of McEwen
an Johnson, confirmed as printed and received.
Ies of letters forwarded - from meeting of February 23, 1984.

-Cecil Phillips, Arena Manager in response to his letter of Febraury 17, 1984 being in reply
to Township letter of February 14, 1984 with respect to Arena Manager's Contract 1983/84 season.
-Administrative Officer, Municipal Management Branch, M.M.A.H. forwarding completed Agreement
with the Province of Ontario under Municipal Action '85 Grant for implementation of an auto-
mated financial information system (computer) and By-Law 1349/84 to authorize entering into
the Agreement and grant for $13,108.00. This amount being additional to BACPAC Grant of $5,000.
-Ministry of Transportation & Communications returning completed information for Municipal Direct
Deposit System of Subsidy payments of funds by direct transfer.
-Municipal Law Enforcement Officer's Association - application for Individual Membership by
the By-Law Enforcement Officer.
-w. Millet Salter, Architect re: Municipal Facility Study.
-Senior Manager, Legislation & Program Services, Assessment Policies and Priorities Branch,
Ministry of Revenue - forwarding copies of Tax Notices and Voters Lists, on loan for Bicentennial
displays.
On motion of Halfacre and Johnson, copIes of letters as presented and forwarded accepted as
satisfactory.
Presented letter from L.E. Clark, P. Eng., Secretary, Barrie Suburban Roads Commission, advising
that he has been directed by the Barrie Suburban Road Commission to obtain quotations for the
installation of a flashing light at Oro Station on County Road 22 intersection of County Road
#27.
On motion of Johnson and McEwen, letter be received and filed for reference and matter be reviewed
for follow-up, copy of letter to be forwarded to the Road Superintendent.

Presented letter from Treasurer, Jarratt Community Hall Committee forwarding 1984 Projected
Budget.
On motion of McEwen and Johnson, letter and Projected Budget for Jarratt Hall as prepared by
the Committee, be referred to the Oro Community Centres, Parks & Recreation Committee. All similar
items of correspondence or information to be likewise referred.

On motion of Halfacre and Drury, that the report of the Fire Committee of February 29, 1984 be
adopted.
Waste Di
Committee - following meeting with Garbage Collection Contractor.
On motion of Drury and Halfacre, that the Waste Disposal Committee's 1983 Financial Report be
accepted as presented.
Gas Franchise
reement
As recommended by Committee of Council, that the Agreement, proposed By-Law and draft resolu-
tion, be completed according to guidelines for procedure prior to Board Hearing to obtain ap-
proval. The draft resolution be enacted as required.
The following resolution was presented for passIng by Council:
On motion of McEwen and Halfacre, be it resolved:
.
1. That this Council approves the form of draft By-Law (including the franchise agreement
forming part thereof) attached hereto and authorizes the submission thereof to the Ontario Energy
Board for approval pursuant to the provisions of Section 9 of the Municipal Franchises Act.
2. That this Council requests the Ontario Energy Board to make an Order dispensing with the
assent of the municipal electors in respect of the attached draft By-Law (including the fran-
chise agreement forming part thereof) pursuant to the provisions of Section 9(4) of the Municipal
Franchises Act.

Board Contracts
Orillia & Barrie Public Library Boards.
On motion of Drury and Johnson, that as recommended by Oro Township Library Board and Committee
of Council, the proposed Contract with Orillia Public Library Board for Library Services, be
accepted for a total contract of $12,135.00 for 1984 and Orillia Public Library be advised in
writing accordingly.
On motion of Drury and Johnson, that a contract with Barrie Public Library Board under date
of February 28, 1984, stating that Barrie Public Library Board would be prepared to accept a
contract on the same basis as settled for with the Orillia Public Library Board. And further,
that the acceptance be subject to Oro Public Library Board recommending acceptance of the proposal.
Township Crest and Lapel Pins
On motion of Drury and Halfacre, that the art work of the Township Crest as submitted by Annis
Way Signs, as presented and recommended by Committee of Council, be accepted.

On motion of Drury and McEwen, that the Clerk, H. Campbell and S. Keyes be requested to document
the history of the Crest as developed and utilized to date.
On motion of Drury and Halfacre, Clerk to obtain prices for required amounts of pins, crests,
etc., as discussed by Council, noted by Deputy Clerk. Federal Bicentennial Grant to be submitted
to offset costs.

Thinnin
Wood Lots
On motion of Johnson and Halfacre, that as recommended by Committee of Council, Ritchie Forest
Products be advised that Oro Council are prepared to accept a written quotation of $13.00 per
cord for the wood from clearing and thinning of Township Wood Lots, as marked and measured by
Ministry of Natural Resources. And further, that the Ministry of Natural Resources be requested
to mark the trees in the Wood Lots and measure the wood after the cutting.

Comments to A.M.O. Draft Response to the Proposed Provincial Mineral Aggregate Resource Planning
On motion of Drury and Johnson, the draft letter to A.M.O. setting out concerns of the Council
of the Township of Oro, which are not included in the A.M.O. Draft Response, accepted as satis-
factory and same be forwarded to A.M.O. for consideration when presenting their response to
the Minister. Deputy Clerk to forward copy of letter to Municipalities listed as those having
major aggregate reserves as provided by the Ministry of Natural Resoueces. Copy also to be for-
warded to Allan McLean, M.P.P.
Protective Crossi
s - Road Allowance between Range 2 and cone. 1 - Mileage 68.30.

On motion of Drury and McEwen, that further to communications from Railway Transport Committee,
Oro Township Council make formal application to have protective signal lights installed at the
C.N.R. Crossing at line between Concession 1 and Range 2 (mileage 68.30) and request that Railway
Transport Committee, make the necessary site inspection and request Canadian National Railways
to submit estimate for such installation for approval and subsequent Order to have C.N.R. install
the protective signal lights, cost of which are on basis of 80% from Railway Grade Crossing
Fund, 12~% Township of Oro and 7~% Canadian National Railways.
Public Meeting - for Official Plan Amendment and Zoning By-Law Amendment.
On motion of Halfacre and Johnson, that Oro Council set Wednesday, April 25, 1984 at 7:00 p.m.
for a Public Meeting in accordance with the Planning Act 1983 for an application for Amendment
to the Official Plan and Zoning By-Law as applied for by Shirley & Russell Chew, Part Lot 26,
Concession 5.

On motion of Drury and McEwen, report of the Chief Building Official be received and filed for

On motion of Drury and Halfacre, that the Chief Building Official be authorized to attend the
Ministry of Agriculture & Food Seminar to be held in Alliston on March 20, 1984 and that expenses
to attend be paid.

Proposal - 1984 as requested by Council.

On motion of Johnson and Halfacre, ROMA Insurance Proposal as prepared by O.M.E. Insurance Brokers
Limited be received and referred to the next Committee of Council meeting for review and recom-
mendation.
Presented letter from Ministry of Municipal Affairs & Housing with respect to County of Simcoe
Unconditional Grant Seminar, to be held in conjunction with the North Simcoe Clerks & Treasurers
Association, to be held at the Memorial Community Centre, Penetanguishene on March 14, 1984.
Also notice of the meeting from the Secretary, North Simcoe Clerk & Treasurers Association. Also
adviisng that copy of the 1984 grant application form should be recieved within the next few
days and same be completed for review at the meeting.
On motion of McEwen and Drury, letter and notice of meeting be received and Clerk and one or
more of the Administrative Staff to attend the meeting and that the Clerk complete the 1984 grant
application form as soon as same is received in order that it may be reviewed with Ministry Staff
at the North Simcoe Clerk & Treasurers Association meeting.
Clerk presented print out form for County apportionment purposes, which has been checked and
is to be forwarded to County of Simcoe prior to March 9, 1984 for purposes of County apportion-
ment of 1984 requisition.
On motion of Halfacre and McEwen, report of Clerk and print-out be received. Clerk to forward
copy of same to Treasurer County of Simcoe as required, and copy be presented to Council.
Presented from Association of Municipal Tax Collectors of Ontario AMTCO notice of Municipal Tax
Collector Seminar and workshop to be held on April 26 & 27th, 1984 at the Renaissance Hotel,
Scarborough, Ontario. Registration Forms to be forwarded prior to March 30, 1984.

On motion of McEwen and Drury, Clerk-Treasurer and appropriate staff members be authorized to
attend the Seminar and Registration forms be completed and forwarded, along with reservation
for accommodation.

have same completed.
On motion of Halfacre and Johnson, Clerk to complete the field Service Quality of Service Report
and return same to TRW Data Systems.
Presented two letters from the Ministry of Housing, Director, Community Planning Programs Division
with respect to:
a) Ontario Neighbourhood Improvement Program (ONIP) 1984/85 Program Year.
b) Commercial Area Improvement Program (CAIP) 1984/85 Program Year.
On motion of Drury and Johnson, that the information as presented be filed for reference, no
action taken.
Presented letter from Ministry of Municipal Affairs & Housing, Orillia Office with respect to
Live Fence Seminars - requesting they be advised of how many would attend such Seminars. Seminars
will concentrate on duties of Clerk and Fence Viewers on line fence matters.
On motion of Drury and Johnson, that the Clerk advise the Ministry of Municipal Affairs & Housing
that Council support the proposed Seminar, and that up to four Municipal Representatives would
be authorized to attend.

Presented letter from Cheryl Morano, being a letter of resignation from the Hawkestone Community
Hall Committee of which she is presently a member and Treasurer.
On motion of Drury and Johnson, that Council accept the resignation as received with regret.
Council request the Hawkestone Community Hall Board to advise of the Board's appointed replace-
ment for Mrs. Morano.
Presented notice of Decision of the Ontario Municipal Board Order A-83-A, folio 395, dated Feb.
27, 1984, for Hearing in the matter of appeals by David G.C. Andrus, Trustee Dominion Services
Ltd., - Pt. Lot 1, Concession 1, Township of Oro, Roll Nos. 1-078 and 6-055 The Board Orders
that the Assessment for the property for taxation In 1981,1982,& 1983 be fixed at $5,574.00.
On motion of Drury and McEwen, the Ontario Municipal Board Order dated January 19, 1984 and entered
as A-83-4, Folio 395 on February 27, 1984 to set the Assessment for Roll No. 1-078 and 6-055
for Pt. Lot 1, Concession 1 at $5,574.00 for the years 1981,1982 and 1983 be received and Clerk-
Treasurer to have necessary entry made in the respective Assessment Rolls.
Reeve advised that he had presented for Council's information, a copy of the County of Simcoe's
approved 1984 budget at the previous Committee of Council meeting.
Clerk to advise Bell Canada with respect to the accuracy of Municipal white and blue page listings
prior to preparation of 1984 Barrie/Orillia Telephone Directories as requested.
Copy of City of Orillia By-Law with respect to Scavenging at Waste Disposal Sites was, on motion
of Halfacre. and Johnson, referred to Waste Dispdsal Site Committee.

Councillor Halfacre advised of the next Fire Committee Meeting tentatively proposed for March
22, 1984. Further to discussion, an alternative date was set, being March 27, 1984 at Shanty
Bay Fire Hall at 7:00 p.m., to avoid conflicts with other meetings.

Month of February, Vourchers 2 and 2A be approved for payment subject to scrutiny of the Treasurer,
Deputy Clerk and Roads Committee Chairman.
Presented the 1984 road Program as proposed and recommended by the Road Committee and completed
on Form MR-A-16 74-12 (formerly OB-MR-28).

After discussion and review of the Program for 1984, the program was approved by the following
resolution:
On motion of Johnson and Drury, the 1984 Road Program as presented be accepted as the 1984 Road
Program to a total of $959,000 for which the eligible Subsidy is $556,400, as allocated for 1984
with an amount of $402,600. being the Township portion and MR-A-74-12 as completed with supporting

be forwarded to the Ministry of Transportation and Communications for approval.
On motion of McEwen and Halfacre, that the necessary request for Supplementary funds be applied
for in the amount of $4,000.00, requiring a Program of $5,000.00 at 80% Subsidy for Hard top
on 15/16 side Road, not included in the original allocation for paving of 15/16 Side road from
Line 3 to Line 5. The Township shar being $1,000.00 as shown on MR-A-74-12, completed with sup-
porting MR-A-113 & 114 showing the total estimated expenditures. And that this application be
forwarded along with the 1984 approved program, with request for approval since this amount was
not included in the 1984 allocation.
On motion of Johnson and Drury, that a further request for Supplementary funds be applied for
to allow for the reconstruction of 15/16 Side Road from line 9 to line 11, in order to be able
to complete the 15/16 Side road with hard top to line 11 according to the Minister's Agreement.
Since normal subsidy would not allow the reconstruction, the application being in the amount
of $56,000, requiring a Program of 99,500 with the Township Share being in the amount of $43,500.,
as shown on MR-A-74-12, completed with supporting MR-A-113 & 114, showing the total estimated
expenditures. And, that this application be forwarded along with the 1984 approved program, with
request for approval.

SIXTH MEETING - MARCH 5, 1984
Clerk presented application and registration forms for Road Supt., Fred Haughton to attend the
"C.S. Anderson" Road School-Course - Maintenance Management and Introduction to Computers as
first choice with second choice being Bridge Inspection.
Application and registration forms for Keith Mathieson, Working Foreman, to attend the "T.J.
Mahony" Road School, first year.
On motion of Johnson and Drury, applications and registrations for Fred Haughton and Keith Mathieson
to attend the "C.S. Anderson" & "T.J. Mahony" Road Schools, respectively, be approved and for-
warded along with the necessary registration fee of $250.00 for each registration to a total
of $500.00.
The Secretary of the Community Centres, Parks & Recreation Committee reported to Council on an
Informational Seminar regarding Grant Programs attended with the Deputy Reeve, at Midhurst, on
February 29, 1984, and that a draft Terms of Reference for a Recreation Master Plan have been
forwarded to the Ministry of Tourism & Recreation for reVIew as previously authorized by Council.
The Deputy Reeve reported on the recent submission of a Canada Summer Works Program Grant Applica-
tion to the Employment Development Branch of the Department of Immigration and Manpower, and
brought anumber of concerns, financial and otherwise, to Council's attention, should the Grant
Application not be successful.

Councillor Halfacre reported that a report of the Fire chief on hours worked and kilometrage
had been received for February, and was being reviewed prior to a recommendation for payment.
Councillor Halfacre also reported that Mr. Langman's watch had been purchased and would be de-
livered later in the day.
Councillor Drury reported on the considerations undertaken to relocate the building at the Waste
Disposal Site.
Councillor Johnson reported on Road Committee activities.
Presented notice of motion from J. McEwen. On consideration, it was on motion of McEwen, seconded
by Johnson, that Mr. C. Phillips be asked to attend Council's regularly scheduled Committee
Meeting in April.
The Deputy Reeve reported on the East Oro Public School's apparent support of the proposed Student
Reeve of the month program. This matter was to be further discussed and finalized at the next
regular Committee of Council Meeting.
On motion of McEwen and Halfacre, that the Clerk be instructed to schedule a meeting on March
26, 1984, following the Special Meeting, at which all Staff would attend, to discuss re-arrange-
ment of staff facilities to accommodate additional staff and to relieve presently crowded office
facilities.

The By-Law Enforcement Officer reported on an inspection carried out in Shanty Bay to attempt
to have derelict vehicles removed from a property. It was reported that the property owner agreed
to have all derelict vehicles removed by the first of May. The By-Law enforcement Officer also
reported on a complaint received in respect of Plan 1195. And in respect to a Landlord-Tennant
complaint on Shanty Bay Road.

On motion of Halfacre and Drury, that the Planning Administrator write to the owner of the pro-
perty in Plan 1195, informing the owner(s) of the range of permitted uses provided for by the
Zoning By-Law; and to arrange for attendance at a Planning Advisory Committee Meeting should
a re-zoning application be contemplated.
On motion of McEwen and Halfacre, that the By-Law Enforcement Officer's Reports be accepted and
placed on file, for further reference.
There being no further business on hand, it was on motion of McEwen and Halfacre, that Council
adjourn at 2:40 p.m. to meet again in regular session on March 19, 1984 at 9:00 a.m.
