Pg. 37 COUNCIL CHAMBERS - FEBRUARY 13, 1984 FOURTH MEETING Council met pursuant to adjournment at 9:00 a.m. with the following members present: Reeve Deputy Reeve Councillors: S. Davie J. McEwen R. Drury T. Halfacre A. Johnson Reeve opened the meeting with prayer at 9:00 a.m. Declaration of Conflict of Interest None declared. Minutes - The minutes of the last regular meeting of January 30, 1984, were on motion of Halfacre and Drury, confirmed as printed and received. Copies of Letters Forwarded - from meeting of Council held on January 30, 1984 as follows: -Letter to W. Jasinski advising that offer to purchase lands being lots 1 & 2, Plan 655, could not be entertained at this time due to higher priority budget considerations; -Letter to J.H. Reeder, Railway Transport Committee, requesting approval of installation of pro- tective signals at public crossing between Range 2 and Cone. 1, Mileage 68.30. -Letter to Dr. Daniel Hill, Ontario Black History Society, requesting his attendance as guest speaker at the Edgar African Church Memorial Service scheduled for June 17, 1984 as an event for Ontario's Bicentennial. -Copy of letters to all Community Halls, Oro 4-H Clubs, Library Board, Lions Club and Fire Chief advising of grants available from Federal Government and enclosing grant criteria & application forms in celebration of Ontario's Bicentennial. -D.S. White, Stewart, Esten - requesting he advise Howard & Muriel Monteith that Council wish to resolve the matter of roads on Plan 1 in preparation of Quit Claim Deeds for road Allowance, -Velma Bradley, Secretary, Oro Agricultural Society advising of grant for 1984 and authorization to use the 3 bays of the machine shed from September 19-22, 1984, and that Oro Council would have no objection to the Society using the grounds for parking facilities during the visit of His Eminence, the Pope. -Mrs. Jean Sanderson, Ass't Secretary, Oro Horticultural Society advising of 1984 grant & enclosing same. -Ron Johnston Insurance enclosing Road Supt's Report of accident on 3rd line, and also copy of letter from the Co-Operators regarding claim. -Ron Johnston Insurance enclosing Road Supt's report of accident on 5th line at Bass Lake Side road involving Township grader. -Inflation Restraint Board enclosing by-laws and support documentation for compensation of Township Employees for 1984 wage increases. On motion of Drury and McEwen, that copies of letters as presented and forwarded be accepted as satisfactory and ordered placed on file. . . . .. Pg. 38 FOURTH MEETING - FEBRUARY 13, 1984 Presented letter from L. Dunn, Secretary, Hawkestone Women's Institute, requesting grant in the amount of $100.00 to purchase flags to commemorate Ontario's Bicentennial, as well as grant avail- able to H.P.V. for events. On motion of Drury and Johnson, that a copy of the Federal Grant application for Ontario Bicentennial and advise that all information with respect to Provincial information had been forwarded in March of 1983 to all Womens Institutes. Presented Ontario Municipal Board's Order dated November 28, 1983 in the matter of Section 47 of the Assessment Act, (R.S.O. 1980, c. 31) as amended, and in the matter of an appeal by Helmut Koops concerning Lots 3 & 4, Plan 626 for taxation year 1981. The Board orders that the assessment for this property for taxation in 1981 shall be fixed at $2,212.00. On motion of McEwen and Johnson, Ontario Municipal Board Order as presented be received and recorded as required. Letter from Ministry of Municipal Affairs & Housing, Local Planning Policy Branch, acknowledging receipt of Township's comments on proposed Policy Statement on Mineral Aggregates and advising that such comments will be considered in the Provincial Review of all responses received, and that copy of Township letter has been forwarded to A.M.O. for review. Also, letter from the Hon. Claude Bennett acknowledging receipt of letter from the Reeve with respect to comments on Proposed Policy Statement on Mineral Aggregates. On motion of Halfacre & McEwen, letters be received and filed and held in abeyance until response has been received from A.M.O. Presented returned questionnaires from ratepayers regarding possible installation of Street Lights along Parks ide Drive of Plan 875 as result of petition submitted from ratepayers on Plan 875,1642, 1594 and 863. Presented letter from Secretary, Clowes Women's Institute forwarding nomination for Citizen of the year for 1983, in response to notice in the local papers of which a copy had been forwarded to Ratepayers Associations, and other Agencies and Societies. On motion of McEwen and Johnson, letter be received and tabled until first meeting in April. Presented letter from Ministry of Municipal Affairs & Housing with respect to dates for interim report due March 30, 1984 and final report due June 30th, 1984 according to BACPAC contract. Letter advises that should it become apparent that the due dates may not be met, the Ministry be advised with reasons for delay. Deputy Minister Property Assessment, Ministry of Revenue, further to letter of September 1983 and Township repsonse with respect to historical documents. Letter requests original copy of Tax Bills - 1854,1865,1868,1905 and Municipal Franchise Records for 1900,1910, 1920 and 1930, where available, for display purposes on loan only. On motion of Drury and McEwen, letter be received and Clerk to arrange to have requested documents forwarded, on loan for display purposes only and request same be returned when use of same has served the purpose for Bicentennial Project Request. Recommendations of Committee of Council - Meeting of February 8, 1984. By-Law Enforcement matters - Dale Plant- Lot 10, Conc. 9 Building Permit and use of Building. Bldg demolition & Donald McDougall- On motion of Halfacre and Johnson, that as recommended by Committee of Council, the matter of demolition of second residence on lot 10, Cone. 9 in accordance with Agreement Affidavit by Dale Plant and McDougall Auto Wreckers (Donald McDougall) with respect to Building Permit and use of Building for Auto Body repair which was erected as an accessory building according to Building Permit issued. Walk to promote Toronto's 150th Anniversary, Ontario's Bicentennial and to raise funds for the On motion of Drury and McEwen, that members of Oro Council and Staff are prepared to make personal donation to Bill Mole as he passes through the Township of Oro along No. 11 Highway on his walk to promote Toronto's 150th Anniversary, Ontario Bicentennial and to raise funds for the Barbara Turnbull Fund and that the letter encouraging a fund raising project for same be referred to the Oro & District Lions Club for their attention. Arena Manager Salary - Ice Season Off Season On motion of Johnson and Drury, that Oro Township Council receIve Mr. Cecil Phillips letter dated February 6, 1984 in response to theirs of February 2nd, 1984 and conclude that Mr. Phillips is not prepared to accept their contract offer as presented. Therefore Mr. Phillips will continue employment under his present contract. Municipal Facility Study On motion of Drury and Halfacre, that as recommended by Committee of Council, Oro Council In 1984 budget up to $3,000.00 for an extended office space study. Response to County Solid Waste Management Study On motion of Halfacre and Drury, that the questionnaire of response to County Solid Waste Manage- ment Study be completed as follows: 1) Report adequately analizes sites but does not gIve any specific direction. 2) Effect appears minimal. 3) Yet to be determineddepending on further review. 4) No. Suggestions for consideration of Programming Student Reeve of the Month On motion of Johnson and Halfacre, that as recommended by Committee of Council, the suggestion of one of the Principals of Oro Public Schools with respect to Student Reeve of the Month - (Con't) ~ . . . ~ Pg. 40 FORUTH MEETING - FEBRUARY 13, 1984 Oro Council would be prepared to participate In such a program, should the three remaInIng Oro Public School Principals be agreeable to such a suggestion and Council could probably program four part days per month for each student, for up to 4 students in 1984 on the basis of one student from each of the Oro Public Schools in the Township of Oro. Park Supt - Report and recommendations from Parks & Recreation Committee On motion of McEwen and Halfacre, that as recommended by Committee of Council that the Park Supt's wage scale as approved, be effective retroactive to January 1, 1984. On motion of McEwen and Drury, that the Arena Management Committee members be paid the same remunera- tion per meeting as set for other Boards and Committees for day or evenIng meetings in accordance with By-Law No. 1344/84. Presented letter from the Hon. Minister, Claude F. Bennett, Ministry of Municipal Affairs & Housing advising that the Township Application under Municipal Action '85 to install an automated financial information and accounting system has been approved. The award of $13,108 represents payment towards the external costs of implementing this project. Also, that contractual arrangements and follow- up involvement in the project will be forthcoming from the Ministry Official's. On motion of Drury and Halfacre, letter of approval of the application under Municipal Action '85 to install an automated financial information and accounting system, be received and Treasurer to complete the contractual arrangements for follow-up involvement when same are received. Presented letter from Norman Emms, Chairman, Canada Day Committee, 1984, outlining proposed ac- tivities for July 1, 1984 (Canada Day) and advising of next Committee meeting to be held on Feb. 21, 1984 at the Township Office. On motion of Halfacre and Johnson, letter be received and filed for reference. Presented from City of Orillia Economic Development Commission with respect to Seminar in conjunction with the Orillia & District Joint Manpower Assessment & Planning Committee - the program is designed to provide financial assistance to business and industry for expansion, reconstruction,new product development and new enterprises, to be held on Thursday, Feb. 16, 1984 at 10:00 a.m., at the Library of Orillia Campus, Georgian College of Applied Arts & Technology. Also enclosing Agenda, confirmation of attenandance to be no later than Feb. 14, 1984. On motion of Drury and McEwen, letter be received and Clerk to reply of attendance once members of Council advise who will be able to attend. Presented letter from the Gryphon Theatre Foundation, seeking Council's involvement In Gryphon's 1984 Season and requesting a donation. On motion of Halfacre and Johnson, letter be received and be placed on file with no action taken. Presented letter from Ministry of Natural Resources with respect to request from MrS. C.J. Boyes, to obtain a water lot in front of Lot 1, Range 1, Township of Oro, requesting approval of Oro Council by resolution, prior to authorization. On motion of Halfacre and Johnson, that Oro Council would have no objection to the authorization of a Water Lot to Mrs. C.J. Boyes, in front of Pt. Lot 1, Range 1, Township of Oro, as shown on Plan of Survey by Rodney Raikes, O.L.S. attached to the letter from Ministry of Natural Resources, Huronia District. . . . ~ Pg. 41 FOURTH MEETING - FEBRUARY 13, 1984 Presented letter from Ministry of the Environment forwarding copy of "Review under the Environmental Assessment Act" for Southwestern Ontario Transmission Route Selection Stage Environmental Assessment submitted by Ontario Hydro. EA File No. 1-76-0002-001. Letter advises that the proposal will be subject to a hearing of the Joint Board under the Consolidated Hearings Act, 1981. On motion of Johnson and McEwen, letter and copy of Notice of Completion of the Review of the Environmental Assessment be received and filed for all necessary reference. Planni nt The Planning Administrator was present at 11:35 a.m. to review planning and development matters. The following was presented: M.M.A.H., Central Ontario Field Office, advising of appointment of Vince Fabiilli as Community Planning Advisory Branch Planner, replacing Gord Buckingham, who has transferred to Thunder Bay. M.M.A.H. advising of Planning Staff Workshop to be held at Seneca College on Wednesday, May 30, 1984. On motion of Drury and Halfacre, that correspondence as presented be placed on file. Planning Ad- ministrator be authorized to attend C.P.A.B. Workshop on May 30, 1984 and that expenses to attend be paid. Presented matter of Peyton Development Proposal, 2 lot Residential Development by consent on 'Natural Area' lands on south side of Ridge Road Pt. Lot 25, Conc. 6. Matter has been referred to Committee of Council meetings on three previous occassions for recommendation. On motion of Halfacre and McEwen, of B.H. On motion of Halfacre and McEwen, letter and application forms along with copy of Constitution be received and referred to By-Law Enforcement Officer for his comments. Presented correspondence, communications, etc., as follows: -Ministry of Tourism & Recreation - advising 1983 Statement & Application for a 1984 Recreation Grant has been received and is being reviewed. -Letters to Northway Restaurant, Dale's Marina and China Restaurant advising that it has been brought to the attention of the Township Office by the Garbage Collection Contractor, that garbage bins at these establishments have not been kept clear of snow for collection purposes. -Ministry of Natural Resources enclosing 1983 Statement of Return requesting same to be completed and returned by March 15, 1984. -Lottery License #370269 issued to Shanty Bay Nursery School. -County of Simcoe Recreation & Library Dept., re: Sports Fitness Programs. -De-Signs Signaturing - offer service for sign work. ~ . . . On motion of Drury and Halfacre, that By-Law No. 1346/84 read a first time, be read a second time. On motion of Halfacre and McEwen, that By-Law No. 1346/84, read a second time, be read a third time. Presented a draft By-Law to appoint members to the Management Committees of the Community Halls in the Township of Oro, and after consideration of same, it was moved by Halfacre, seconded by Johnson, that a By-Law to appoint members to Committees for the Management and Control of Community Recreation Centres (Community Halls) and to rescind By-Law No. 1292/82, be introduced and numbered as By-Law No. 1348/84 and read a first time. On motion of McEwen and Drury, By-Law 1348/84 read a first time, be read a second time. On motion of Johnson and Halfacre, By-Law 1348/84 read a second time, be read a third time. On motion of Drury and McEwen, By-Law 1348/84 now read a third time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve and copy of the By-Law be forwarded to all Community Halls and Medonte Township, and request Medonte Township to forward a copy of their By-Law appointing members of Medonte Township to the Jarratt Community Hall Committee. On motion of Drury and McEwen that a get well card be forwarded to Alderman (Deputy Mayor) Frank Dolcort, City of Orillia. Committee Reports Chairman of the Fire Committee presented a written report and draft resolution of requirements as follows: Present resolution that Fire Chief respond to requirements (as below) outstanding from 1983, and hereafter on monthly basis as presented. Written reasons for non-compliance be contained in report, item by item. Also, that no purchases be made that are not budgeted for, or alternatives substitu- ted without written approval of Council. After consideration, the following resolution was passed: On motion of Drury and Halfacre, that the Fire Committee report be adopted with the suggestions implemented and that the Fire Chief is to present his report on progress of the items to the next regular meeting of Council. ~ . . . ~ Pg. 44 FOURTH MEETING FEBRUARY 13, 1984 Road Committee Chairman of Road Committee gave a report on road matters and advised that the Road Supt. would not be present. Waste Di Committee Chairman of W.D.S. reported on matters at the Waste Disposal Site and advised that the understudy operator was comIng along satisfactorily. History Committee Deputy Reeve McEwen presented a written report as recommended by the History Committee, consisting of five recommendations and a proposed Budget as follows: Resolved at Oro Township History Committee meeting of Feb. 1st, 1984 that the following resolutions be submitted to Council for consideration: Re: Eternal Flame at African Church they do not feel it is a good location, and Archieves staff were not in favour. the History Committee recommend the idea not be pursued, the possibility of vandalism, and the Simcoe County Museum The History Committee as part of the Bicentennial celebrations are willing to show the Township Slides to any interested groups, and suggest that this be included on any Activity Sheet of Events to be circulated by Oro Township. Re: #93 Highway as a Heritage Route: On advice from Mr. George Coulson of Simcoe County Culture and Recreation Association, the History Committee should obtain the support of Simcoe County Council for the project. Pending receipt of this draft, we ask Oro Council to endorse this recommendation and forward the letter to Simcoe County Council and the Warden. Re: Dedication of Wilberforce Street plaque: We ask Council to endorse the plan to have this plaque dedicated at the African Church Service on June 17th. The Heritage Branch of the Ministry of Citizenship & Culture have been contacted and are in favour. Oro Township History Committee respectfully request a grant of $625.00 for 1984 to continue their proejcts.
