Davie J. McEwen R. Drury T. Halfacre (absent) Allan Johnson Reeve opened the meeting with prayer at 9:30 a.m. Declaration of Conflict of Interest - None declared. Minutes - the minutes of the last regular meeting of January 16, 1984, were on motion of Drury an Johnson, confirmed as printed and received with correction on Page 18, Para. 7. ies of letters forwarded - from the meeting of Council held on January 16, 1984 as follows: -Township of Vespra- forwarding resolution of Oro Council with respect to Barrie-Vespra Annexa- tion and Bill 142. -Crawford Heating and Air Conditioning - advising that quotation for servicing of Township Oil Heating Furnaces had been accepted for the balance of the 1983/84 heating season and requesting all furnaces be serviced as soon as may be programmed and that some of the Township Community Halls may be added. -Orillia & District Joint Manpower Assessment & Planning Committee forwarding 50% of the Township of Oro share of total contribution as assessed and copy of Questionnaire as forwarded -Barrie Examiner and Orillia Packet copy of Notice to be placed in one issue of each paper - Notice to Dog Owners re: 1984 Licenses. -Copy of letter to all places of business authorized to sell dog licenses in 1984 until March 31st. -Copy of letter to all persons appointed to Oro Township Community Arena Management Committee advising of appointment. -Barrie Examiner and Orillia Packet notice inviting nominations for Citizen of the Year, 1983. -Min stry of Municipal Affairs & Housing reply to letter requesting comments on review of 1982 Financial Statement and copy of letter to Big Cedar Parks Ltd., with respect to Tax Arrears. -IBM Data Centre forwarding necessary information required to process 1984 Interim Tax Billing. -O.J. On motion of McEwen and Johnson, that copies of letters as presented and forwarded, be accepted as satisfactory and ordered placed on file. Presented from Community Hall Committees, names of persons who are prepared to act on the various Hall Committees. Also proposed Budget for Guthrie Community Hall. On motion of McEwen and Drury, that this matter be tabled until all Community Hall Committees have advised as requested. Presented a letter signed on behalf of the ratepayers of Plan 875 to confirm that the ratepayers are prepared to share the costs for the installation of 12 street lights, 8 on Parkside Drive and four along 25/26 Side Road being part of Lakeshore Road continuation. Also copy of letter to all property owners that will benefit from the Street Lights on Plan 875, 1594, 1642 and part of Plan 863, requesting they sign the letter and return same. On motion of Johnson and McEwen, action taken to forward letters be received and matter be tabled until response is received for evaluation. Presented Decision of the Ontario Municipal Board in the matter of Section 47 of the Assessment Act (RSO 1980, c. 31) as amended and in the matter of appeal by David G.C. Andrus, Trustee, Dominion Services Ltd., concerning S. Pt. Lot 1, Concession 1, for taxation year 1981,1982 & 1983. The Board fixes the Assessment for the 1981, 1982 and 1983 at $5,574. Also appeal of George R. Kerr confirming the assessment at $2661. On motion of Drury and Johnson, decision of the O.M.B. by David G.C. Andrus, Trustee, Dominion Services Ltd., for the assessment of S Pt. Lot 1, Concession 1, taxation years 1981, 1982 & 1983 as presented be received and decision be recorded in the Assessment Roll as required. Also decision of George Kerr be received and recorded as required. Treasurer reported that the 1983 taxes collected to December 31, 1983 are as follows: Taxes on roll Section 33 A.R.C. Of this amount $340,608.91 has been placed against the properties in the Arrears Ledger of the Township of Oro with 11!% penalty added to interim and 5% added to final taxes and notice prepared and sent to the property owners. ,.- . . . ~ Pg. 28 THIRD MEETING - JANUARY 30, 1984 The balance of $18,815.34 not placed on the Arrears Ledger is composed of $17,123.55 written off under A.R.C., Section 495 and 496 of the Municipal Act, and $1,691.79 business and commercial to be collected. Notices of uncollected business taxes not returned have been prepared and for- warded giving them 21 days for payment of same, or making arran~ement for the amounts to be paid, and if not paid by time required, same be turned over for collection. On motion of McEwen and Drury, that the 1983 Collectors Roll as returned to the Treasurer, accepted as presented, also action of placing arrears of taxes on the Township Ledger with 11*% penalty on interim taxes and 5% penalty on final taxes, added and notices as forwarded to parties for business taxes, which if not paid or arranged for by January 31, 1983, be turned over for collec- tion, accepted as satisfactory. Recommendations of Committee of Council meeting of January 25, 1984. OME Insurance ROMA On motion of Drury and McEwen, that as recommended by Committee of Council, administrative staff to supply O.M.E. with necessary information required to submit a proposal. History Committee On motion of Drury and Johnson, that as recommended by Committee of Council, the 1983 History Committee report, financial statement 1983, recommendations from Committee for 1984 and copies of minutes of History Committee meetings as presented be adopted and copy of same be filed for reference. Recommendations from History Committee be scheduled and programmed according to the written recommendations for 1984 and necessary correspondence be carried out. Roads and t Claim Deeds On motion of McEwen and Drury, that as suggested by Township Solicitor to Committee of Council, Oro Council request the Township Solicitor to advise Howard and Muriel Monteith that Oro Council are desirous to have the matter of Roads on Plan 1, resolved and therefore request that a Survey Plan, showing details of buildings, driveway and roads, be presented to Oro Council, prior to Council's consideration of Quit Claim Deeds for Road Allowances as requested by Solicitor for Howard & Muriel Monteith in letter of December 23, 1983. 1984 Grants as recommended by Committee of Council - January 25, 1984 On motion of Drury and Johnson, that as recommended by Committee of Council 1984 grants be authorized for the following as indicated and further, that under 1984 Budget, the total for grants in 1984 not to exceed 3,300.00. '"""I11III Pg. 29 ING JANUARY 30 1984 Waste Disposal Committee - Back-up for Waste Disposal Operator On motion of Drury and Johnson, that as recommended by Committee of Council the hourly rate of pay for the back-up persons for the Waste Disposal Supt., while training for operator at the site in case of holidays or sickness of the Waste Disposal Supt., be at the rate of $7.17 per hour for 1984. Presented letter from Secretary, Oro Agricultural Society forwarding 1983 Financial Statement, notice of meeting dates for 1984, copy of letter to George Peacock with respect to rental of cattle barn on Fairgrounds and letter to Council advising the Agricultural Society are pursuing the possibility of allowing the Fairgrounds to be used as a parking facility during the visit of His Eminence, the Pope to Midland and area in 1984. Letter also advises of proposals for fund raising. As well as, forwarding a cheque in the amount of $1.00 to cover annual lease rental of the grounds for 1984. Letter further requests the use of the three Bays in the Machine Shed for the fair in 1984 as in previous years. On motion of McEwen and Johnson, letter and enclosures as presented be received and Oro Agricultural Society be advised that Oro Council have authorized a grant in the amount of $1,200.00 for 1984 and that the Society be authorized to use the three bays of the Machine Shed for the 1984 Agricul- tural Fair from Wednesday, September 19th through Saturday, September 22nd, 1984. Arrangements for same to be made with the Road Supt. And that the Oro Council would have no objection to the Oro Agricultural Society using the grounds for parking facility during the visit of His Eminence the Pope. Letter is a request to support a fund raising project called "Pennies for Barbara". The walk is to promote the 150th Anniversary of Toronto, Ontario's Bicentennial and to raise funds for the Barbara Turnbull Fund. Presented letter from Ministry of Natural Resources, enclosing brief explanation of various water related Federal/Provincial Statutes that the Ministry administers and/or enforces. Particular attention is directed to Planning Department and Road Superintendent. Clerk advised that both departments had received copies. On motion of Drury and Johnson, letter and brie f explanations be received and all departments be requested to act accordingly and additional copies be made available when requested. Presented from Simcoe County Recreation and Cultural services, notice of the County of Simcoe Recreational Bonspiel to be held on March 24, 1984 at the City of Orillia Champlain Curling Club. Accommodation for first 32 rinks. Official Registration forms to be in by deadline date of Feb. 29, 1984. On motion of McEwen and Johnson, that Clerk to advise of interested persons to participate In the Bonspiel. Presented from Transcanada Pipelines, letter advising that the Company is planning to file a rate application before the National Energy Board of Canada as early as April 1984 and that during the Hearings, the Company will be asked to supply information to support its claim for various expenses associated with the operation of the Pipeline and that one of the expenses related to the cost is property taxation. As r~U It, the estimated property taxes for 1984 and 1985 are re- quired and same are requested. On motion of Drury and Johnson, letter be received and Clerk/Treasurer to complete the "Municipal Tax Survey 1984 and 1985" as soon as the estimates are available and forward same as requested, advising that for 1985, only percentage estimate made be projected for 1985 after 1984 rates have been established. Presented from Association of Municipalities of Ontario, notice of 1984 membership, based on popula- tion of 7421 at $10.40 per capita to a total of $771.78. On motion of McEwen and Drury, Invoice for A.M.O. membership for 1984 be received and Treasurer authorized to issue payment of same to a total of $771.78. Presented letter from Huronia Tourist Association requesting information to be included for the Township of Oro of special Bicentennial Events planned for April to December 1984. This matter to be replied to once more information is available. Chief Building Official was present at 11:30 a.m. to relate to Council several items of concern regarding agreements to demolish and bulding permits to be obtained as follows: (a) Dale Plant re: demolition of second residence (b) McDougall Auto Body re: building permit and use of a building. On motion of Drury and McEwen that matters presented by Chief Building Official be referred to Committee of Council. '" . . . ~ Pg. 34 THIRD MEETING JANUARY 30, 1984 The Planning Administrator was present at 11:45 a.m. to reVIew planning and development matters. The following was presented: Ministry of Natural Resources, summary of various water-related Provincial and Federal Statutes administered and/or enforced by the Ministry. Royal Bank forwarding revised Jo-Con Developments Ltd. letter of credit in the maintenance security amount of $24,000.00 as requested. Foundation for Aggregate Studies, regarding the proposed Policy Statement on mineral aggregates under the new Planning Act. Also advised that the Township has earlier forwarded a response to the Ministry of Municipal Affairs & Housing and A.M.O. regarding the proposed policy with reference to gravel haul routes and damage to municipal roads, suggesting a royalty fund to offset maintenance costs. On motion of Johnson and Drury, that correspondence as presented be placed on file. Presented ~nquiryfrom Mr. J. Wright in respect to the commercially zoned lands formerly owned by Ray Campbell Enterprises on Part of Lot 21, Concession 5. Mr. Wright's proposal is to lease the lands to "Go Camping Ltd." who wish to use the existing dwelling as an office and the lands for camper and trailer display. On motion of McEwen and Drury, that the Planning Administrator respond to the inquiry in the usual fashion, indicating the requirements of the Municipality's Zoning By-law with respect to the proposed use of the property. Presented recommendations of the Committee of Adjustment for the Secretary-Treasurer to attend a seminar at Queen's Park on March 16, 1984 for Secretary-Treasurers of Consent Authorities at a cost of $15.00, and recommendation for 1984 membership in the Association of Committees of Adjustment and Consent Authorities at a cost of $140.00. On motion of Drury and Johnson, that the Secretary be authorized to attend the OACA Seminar on March 16, 1984 and that the Treasurer be authorized to issue payment for membership of the Committee in the Ontario Association of Committees of Adjustment and Consent Authorities. Presented revised conditions of draft approval for the "Metro Developments Ltd." proposed subdivision, file 43T-77073 in the City of Barrie, and advised that conditions B:a) and 15 of the draft approval require consent of the Township of Oro with respect to storm drainage servicing outletting to Willow Creek. On motion of McEwen and Johnson that the Planning Administrator refer all file materials to the Township's Engineers, and that the Engineer's report back to Council with their recommendations in respect to the servicing proposed for Subdivision Plan 43T-77073 in the CitYof Barrie, as such servicing affects the Township of Oro. Advised with reference to the public meeting held January 11, 1984 that to date the only correspondence received with respect to the proposed zoning amendment for part of Lot 16 and 17, Concession 14 was comment from the Ministries of Transportation and Communications, and Natural Resources that they do not object to the proposal. On motion of Johnson and McEwen that the Planning Administrator present the required draft By-law for consideration at the February 13, 1984 meeting of Council. Mazgy 1983:12:21; letters of concern J.L. Hare 1984:01:24, N. On motion of McEwen & Drury that the draft Official Plan and Zoning By-law Amendment documents be presented for consideration at the February 13, 1984 meeting of Council. The Deputy-Clerk was present at 12:05 p.m. to review Parks and Recreation matters. The following was presented from the January 26, 1984 meeting of the Community Centres, Parks and Recreation Committee. Recommendation for membership in the North Central Ontario Recreation Directors Association at a cost of $25.00 and that the Secretary and Chairman be authorized to attend a Recreation Grants Seminar at the County Building, Midhurst on February 29, 1984. On motion of Johnson and Drury that the Secretary and Chairman be authorized to attend the N.C.O.R.D.A. Seminar on February 29, 1984 and that the Treasurer be authorized to issue payment for membership in the North Central Ontario Recreation Directors Association. Recommendation that the 1984 Oro Day Camp/Outdoor Education Director's registration cost to attend the Ontario Camping Association Annual Conference be underwritten by Council to three quarters of the total $100.00 registration fee. On motion of Drury and Johnson, that the Treasurer be authorized to make payment to Ms. Cathy Riffer in the amount of $100.00 to attend the 1984 Ontario Camping Association Annual Conference, and that Ms. Riffer return a report to the Recreation Committee on her attend ance, together with recommendations to be implemented in the Oro Day Camp/Outdoor Education Program as a result of information gained at the conference. Recommendation that Council not consider an offer to purchase the lands owned by Walter Jasinski being Lots 1 and 2, Registered Plan No. 655, there being higher Parks and Recreational budget priority considerations at this time. On motion of McEwen and Johnson, that Council accept the recommendations of the Committee. Clerk to respond to Mr. Jaskinski accordingly, thanking him for his offer. On motion of McEwen and Johnson that Councillor Drury be the Chairman of the Arena Management Committee for 1984. Road Supt. Fred Haughton was present at 1:10 p.m. to present his report for work done during the month of January and Voucher 1 and 1A to cover same. Library Board Report Oro Township Library Board will be holding a meeting this week in response to the Oro Library Board presentation to Orillia Public Library Board. Recommendation will be presented to Committee of Council meeting. Presented letter from Norm Emms, Chairman, Canada Day Committee requesting use of the Township Office. On motion of McEwen and Drury, that the Canada Day Committee be authorized to hold their meetings at the Township Office. On motion of Drury and McEwen, adjourn to meet again on Monday, February 13, 1984 at 9:00 a.m. R"'~~~ ~ . . . ~ HISTORY COMMITTEE 1983 REPORT -Copies of 1983 Minutes on file with Clerk. -Statement of revenue and expenses also on file. 1983 -The Committee finished the village communities of Mitchell Square, Guthrie in 1983. -We held displays at Canada Day and at Oro Fair. -We researched the possibility of heritage routes and how this might be accomplished. 1984 -The Committee tentatively plans to complete village histories of Rugby, Hawkestone, Oro Station Crown Hill, Craighurst and Dalston. -Present to Council a document to support the designation of the Ridge Road & Old Barrie Road as Heritage Routes. -Have a booth at Oro Fair. -Complete stone at W.D.S. -Sponsor a Service at the African Church. -Complete research on Knox Church. To date we have shown historical slides In Barrie to a Book Club and to a grade nine history class at Barrie North. History Committee Report and Recommendations from January 18th meeting. Grave at Dumpsite: Has been researched and Heels of Barrie are prepared to redo a stone to be ready for Spring. H. Campbell will oversee this project. Recommendation: Oro Township Council agree to level the site and add this small portion of sacred ground to our Grass Cutting list. Memorial Service - African Church: We will arrange service, but request that Oro Township Council make arrangements for guest speaker. Recommendation: Oro Township Council write Dr. Dan Hill and request his presence as guest speaker for a memorial serVIce on June 17, 1984 at 11:00 a.m. or at such time as deemed suitable.
