01 15 1990 Public Minutes (2) . ~ ~ THE CORPORATION OF THE TOWNSHIP OF ORO SPECIAL PUBLIC MEETING MONDAY, JANUARY 15, 1990 @ 7:19 P.M. - COUNCIL CHAMBERS SEVENTY-THIRD MEETING 1988-1991 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy Reeve David Caldwell Councillor David Burton Councillor Alastair Crawford Councillor Allan Johnson Also present were: Mr. Ron Watkin, Ms. Beverly Nicolson, Mr. Ri Vandersande, D. Hill, R. Tuir, Mr. Mike Vass, Mr. Richard McGurrin, J. Madden, Mr. Ivan Clark, Mr. Peter Wigham, Mrs. Winnifred Stewart, J. Rollins, Mr. Stan Attenborough, : Mr. John Hare, Mr. Robert Swerdon, Mr. Georg Caldwell, Mr. Jim Knox, Mr. Lorne Borgal, Mr. Gary Slatter, and Once Member of the Press. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting has been called pursuant to Section 34 (12) of the Planning Act, to obtain public comments wi respect to the proposed application. The applicant has applied t rezone lands described as Part Lots 3 and 4, Concession 4, in the Township of Oro. To date, the Council of the Corporation of the Township of Oro ha not made a decision on this application, other than proceedi~g.f~! Public Meeting. Only after comments are received from the Pùb~~~ I Township Staff and requested Agencies, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on December 8, 1989, t all property owners within 400 feet of the subject lands. Notice of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet and Times on December 8, 1989. The Reeve then asked the Clerk if there had been any correspondenc received on this matter. The Clerk responded by indicating that n correspondence had been received. The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Zoning By-Law Amendment. Reeve Robert E. Drury then turned the meeting over to Township Planning Consultant, Mr. Ron Watkin, and Township Planner, Ms. Beverly Nicolson, to explain the purpose and effect of the propose Zoning By-Law Amendment. Ron Watkin: This application is for a rezoning of the lands in the Horseshoe Valley area. The area that you see here on the map is the existing Horseshoe Valley area now. The purpose of this map here tonight is to sho you the overall concept of the development (Mr. Watkin referring to a map of the area reviewed the location of the Horseshoe Valley Development and the affected lands. ~I - 2 - Ron Watkin: The development of the Horseshoe Valley area has developed in several different phases. The lower area being the resort and one plan of subdivision. The upper area is being developed with four separate plans. Phase I, the residential development is currently being developed, Phase II, is ready for development. The By-Laws before us tonight will be dealing with two additional phases, being Phase IV A, and Phase IV B. The affect of the By-Law will be to change the zoning in both phases from Rural (RU) Zone to General Residential (RG) Zone. Each phase will be dealt with in a separat by-law, also identified in separate schedules, which I have before you tonight This amendment implements the existing Official Plan policies which are in place for this area. John Hare: Horseshoe Valley is getting bigger all the time; has the Township ever thought of going to a proper sewage system rather tha septic? Ron Watkin: The issue of an overall sewage system in the Horseshoe Valley area has been discussed and is ongoing in terms of discussion purposes. At the present time there are some portions of the Horseshoe Valley Development which are in fact going to a communal septic system. In terms of an overall sanitary sewage system, it is being looked at, at the present time by Horseshoe Developments. John Hare: Because of the Time Share, Inn On The Park I know their all on communal systems but I think in the near future they possibly should think of going to a sewage system. Stan Attenborough: I own property on the bottom right of the map there. I have a tower on my property which is commercially zoned. I really do not want to become legal non-conforming; is that the way I am going to be? Ron Watkin: No,the zoning puts you into the Ml catagory, so you stay as you are, you are not being affected. The Reeve after inquiring and ascertaining that there were no further questions from those present, thanked those in attendance for their participation and advised Council would consider all matters before reaching a decision.
