(This portion of the meeting was held In-Camera). Mr. Hans Muntz, representing the Ontario Good Roads! Association, was present to offer congratulations ~h Mr. Fred Haughton, Public Services Administrator, al~d present him with a plaque and a cheque for $150.00 ~n recognition of receiving First Prize under the .. Maintenance Procedures Category in the Ontarijî!,~oodJ' Roads Associations 1989 Productivity Competit\on an~ Second Prize under the Management Techniques I Category. Ms. Jane Tremblay and Mr. Eric Runacres were presenlt, representing the Indian Park Ratepayers Associatio~~ (Sugarbush) to discuss two planning matters relate~1 to Phase I and II, of the Sugarbush Subdivision: . (a) Rezoning Phase I and II, from Resort Resident~?l to General Residential. The creation of four (4) lots by severance to ~e sold possibly in the future in order to help II finance the upgrading of the Water System in ~þe first Two Phases of the Sugarbush Subdivision .11 (This portion of the Meeting was held In- 'I Camera) . MOTION NO.1 Moved by Crawford, seconded by Burton It is recommended that the Correspondence from the ontario March of Dimes with regards to their request for a Grant, be referred to the 1990 Budget. Carried. MOTION NO.2 Moved by Caldwell, seconded by Johnson It is recommended that the Correspondence from the Barrie and District Association for People with Special Needs concerning their request for a municipal grant, be referred to the 1990 Budget. Carried. MOTION NO.3 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from the North Simcoe Soil and Crop Improvement Association with regards to their request for a municipal grant, be referred to the 1990 Budget. Carried. MOTION NO.4 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from the Minesing Community Association with regards to Councils participation in the Minesing Mini-Fest Log-Sawing Contest, be received and further the Administrator/Clerk advise the Community Association that the following Members of Council will participate in the above noted Log-Sawing Contest: No One. MOTION NO.5 Moved by Johnson, seconded by Caldwell It is recommended that the Correspondence from the Ministry of the Solicitor General, concerning a l~ Day Emergency Planners Conference in Toronto on June 14, 15, 1990, be received and further the Administrator/Clerk is to return the preregistration form indicating that Fire Chief Paul Eenhoorn will be attending on behalf of the Municipality. II , II iI II II I I 1 I I 1 I - 4 - MOTION NO.6 Moved by Caldwell, seconded by Johnson It is recommended that the Correspondence from the $15 Million "BUILDING ON A CENTURY" Campaign Committee, be received and referred to the Township Treasurer for a response, and further the Corporation of the Township of Oro supports this Committee's request to have access to Township Addresses for the purpose of raising money for this very worthwhile project. Small, Administrator/Clerk, with regards to the Secretary's Work Station, be received and adopted. Carried. MOTION NO. 15 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from Information Orillia, concerning their request for a Municipal Grant, be received and referred to the 1990 Budget. Carried. MOTION NO. 16 Moved by Caldwell, seconded by Burton It is recommended that Ian Malcolm, Architect, will be responsible to assume all costs to update the Oro Community Hall Kitchen to conform with the Simcoe County Health unit requirements. Carried. MOTION NO. 17 Moved by Caldwell, seconded by Johnson It is recommended that the Confidential Correspondence from the Indian Park Association, with regards to a proposal to create four lots and rezoning the subdivision to General Residential, be received, and further, reserves any decision until the following is undertaken: 1. THAT Council undertakes a Site Inspection; 2. THAT the Chief Administrative Officer advise the Township Engineer that Council would like a complete assessment of the Water Works System in Phases I and II, and an assessment of the impact of creating these lots on the drainage and lot grading; and 3. THAT the Chief Administrative Officer advise the Township Solicitor to comment on the legal affect of this proposal, both consents and rezoning. Carried. MOTION NO. 18 Moved by Crawford, seconded by Burton It is recommended that the Correspondence from Mid Ontario Disposal, with regards to Garbage Collection and Recycling @ the Rowanwood Subdivision, be received and further the Administrator/Clerk correspond with the residents of the Rowanwood Subdivision, indicating that their Garbage Collection will not continue until the condition of the road is satisfactory to the Garbage Contractor. Carried. - 6 - MOTION NO. 19 Moved by Caldwell, seconded by Johnson It is recommended that the Correspondence from Ron and Gloria Drysdale with regards to Dumpsters being placed in the areas of Lakeshore Road, be received and referred to the Parks and Recreation Supervisor and Public Services Administrator for a report back to Council, after discussing with Mid-Ontario Disposal. MOTION NO. 20 Moved by Burton, seconded by Crawford It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to Winter Sand, be received and adopted. MOTION NO. 21 Moved by Johnson, seconded by Caldwell It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to Walkways/Pathways Snow Removal, be received and adopted, only in the area of Shanty Bay previously done by the Township. MOTION NO. 22 Moved by Crawford, seconded by Burton It is recommended that the Report from Public Services Administrator, Fred Haughton, with regards to the 9th Line Boat Launch, be received and adopted. ' MOTION NO. 23 Moved by Burton, seconded by Crawford It is recommended that the Memo from Fred Haughton, Public Services Administrator, with regards to Supplies for the Works Building, be received and adopted and further the Administrator/ Clerk be authorized to purchase the four drawer vertical File Cabinet for the Roads Department. Carried. - 7 - MOTION NO. 25 Moved by Johnson, seconded by Caldwell It is recommended that the Memo from Fred Haughton, Public Services Administrator, with regards to a Road Crossing Agreement for the purposes of conducting water, be received and the suggested Amendments from Council Members be reviewed by the Public Services Administrator and the Township Solicitor for a report back to Council. MOTION NO. 26 Moved by Burton, seconded by Crawford It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to Mr. Hands Correspondence, be received and adopted and further the Administrator/Clerk advise Mr. Hands of the contents of the Public Services Administrator's Report. MOTION NO. 27 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from the Pitch-In Ontario Committee with regards to initiating Pitch-In Week, May 7th-13th, 1990, be received and further the proclamation be included in both the Barrie and Orillia papers at the appropriate time and the associated correspondence be made available to all ratepayers associations and placed in the Township's Spring Newsletter. MOTION NO. 28 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from the County of Simcoe with regards to a Notice of Meeting with regards to the Aggregate Resources Act, be received and further the Administrator/Clerk notify Duncan Green, C.A.O. for the County of Simcoe, that the following persons will be attending the meeting to be held Thursday, February 8, 1990, at the County: David Caldwell Alastair Crawford Fred Haughton Robert W. Small, Administrator/Clerk, concerning the Clerks Municipal Drainage Course, be received and adopted. Carried. - 8 - MOTION NO. 30 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from the Ministry of the Environment with regards to the Township receiving a Grant under the Municipal Recycling Support Program, be received, and further the Deputy-Clerk be authorized to prepare the proposed By-Law, in order for the Corporation of the Township of Oro to enter into the agreement with the Ministry of the Environment, and further, this By-Law shall be presented at the next Regular Meeting of Council. MOTION NO. 31 Moved by Caldwell, seconded by Johnson It is recommended that the Memo from Bob James, Animal Control/By-Law Enforcement Officer, with regards to Mr. Dubeau and the Oro Flea Market, be received and further the appropriate action follow. MOTION NO. 32 Moved by Burton, seconded by Crawford It is recommended that the proposed Noise By-Law prepared by Michael W. Shain, Township Solicitor, be received and referred to the Township of Oro Ratepayers Associations for comment. Robinson and Associates Limited with regards to Township of Oro Emerald Development, (Application P-52/89) be received.
