1.
DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST:
Reeve Robert E. Drury declared a Conflict of Interest with
regards to Recommendation No. 23, the nature of his conflict is
that he has litigation before the Courts of a financial interest
with regards to the individuals mentioned in the above noted
recommendation. Mr. Drury left the room during the discussion
of this recommendation and did not vote on Recommendation No.
23.

OTHER BUSINESS:
(a) The Administrator/Clerk was directed to have Township
Engineer, Ron Robinson, review and update the Harbourwood
Water System, as well as the number of people who have
hooked into this particular system in previous years who
live on Shelswell Boulevard.

(b) The Administrator/Clerk was directed to arrange a meeting
between Seeley and Arnill, Solicitor David White and the
Township Planner, Beverly Nicolson, concerning an upcoming
O.M.B. Hearing over Seeley and Arnill's Pit License.
(c) The Administrator/Clerk was to prepare a memo and send it
to all Staff, with regards to missing Township Equipment.

It is recommended that the Report from
Beverly Nicolson, Township Planner, with
regards to Development Guidelines, be received
and further, the Township Planner be advised
that she can now make these Guidelines available
to potential developers.

It is recommended that the Report from
Beverly Nicolson, Township Planner, with
regards to Notice of Hearing/Township of
Orillia, be received and adopted.

MOTION NO.4
Moved by Johnson, seconded by Caldwell
It is recommended that the Confidential Reports
from Ron Kolbe, Chief Building Official and Robert
James, Animal Control/By-Law Enforcement Officer,
concerning the Bevan Trailer, Part of Lot 1,
Plan 1230, Concession 12, be received and further
the Administrator/Clerk is hereby directed to
request a legal opinion on the securities available
to the Township from Mr. and Mrs. Bevan and the
legal implications of removing the trailer immediately,
and further, once this legal opinion is obtained, it
shall be reviewed by Council for further actions.

It is recommended that the Memo from Robert
James, Animal Control/By-Law Enforcement
Officer, concerning Rabies in Oro Township,
be received and further Mr. James bring a
Draft Program forward.
MOTION NO.6

It is recommended that the correspondence from
Al Lees of R. G. Robinson and Associates Limited,
with regards to the Township of Oro Two Stage
Building Permits, be received and the
recommendations contained in the correspondence
be implemented at the earliest possible date.

It is recommended that the Memo from Robert
W. Small, Administrator/Clerk, with regards
to 850892 Ontario Limited (Copobianco) Development
Application, be received and further Council of
the Corporation of the Township of Oro agrees
with the above noted recommendation which states
as follows:
THAT The Corporation of the Township of Oro considers
Development Application No. P-52/89, (850892 Ontario
Limited, Copobianco Development) be considered
premature at this time and until the following
issues have been dealt with, no further action
shall be taken with regards to this proposal;

It is recommended that the Correspondence from
the County of Simcoe Engineering Department,
with regards to Road Improvements from proposed
developers adjacent to County Roads, be received
and further the Administrator/Clerk is to advise the
Barrie Suburban Roads Commission, that they should
comment when circulated on proposed development
as to what their requirements would be.

It is recommended that the Correspondence from
the Nottawasaga Valley Conservation Authority
concerning a zoning By-Law Amendment Proposal
(Muskoka Homes) to permit development of a
Commercial Plaza on property described as Part
North Part Lot E, Concession 1, be received
and referred to the Township Planner.

It is recommended that the Confidential
Correspondence from Skelton, Brumwell and
Associates Incorporated, with regards to
Woodland Estates, Development Application
P-13/88, be received and referred to the
Township's Planning Consultant, Ron Watkin
of Ainley and Associates and Beverly Nicolson
for a draft response, and further, the above
two Municipal Officials will indicate that the
Corporation of the Township of Oro is not
prepared to negotiate Clause B, on Page 22,
with regards to the responsibility of road
maintenance.

killed by a Dog, be received and further the
municipality correspond to Mrs. Schouten
and Livestock Evaluator, indicating that the
above noted goat was a pet kept in a
residential area and further advising
of this pet that the municipality has
under the act, to pay for the loss of
the owner

of the Township of Oro adopts the application
form attached to this correspondence.
