MOTION NO.3 Moved by Caldwell, seconded by Johnson It is recommended that the Nottawasaga Valley Conservation Authority be permitted to have an open House on February 27, 1990 at the Oro Township Administration Centre from 3:00 p.m. to 7:00 p.m. to explain the 1982 Report on Flood Line Mapping in the willow Creek Area. Carried. - 4 - MOTION NO.4 Moved by Johnson, seconded by Caldwell It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, concerning the Fire Prevention Inspection, be received, and further, the invoice for $100.00 submitted by OFS, be authorized for payment, and further, the Parks and Recreation Supervisor meet with the Fire Chief to review the above noted memo, so that any additional costs for this service can be included in the 1990 Budget. Carried. MOTION NO.5 Moved by Crawford, seconded by Burton It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, with regards to the Oil Furnaces at the Arena, be received, and further, the attached invoice from Compass Burner Service, be submitted for payment. Carried. MOTION NO.6 Moved by Johnson, seconded by Caldwell It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, with regards to purchase of cleaning equipment for upstairs hall windows, be received, and further, the Parks and Recreation Supervisor be authorized to purchase the items listed in the above noted memo. Carried. MOTION NO.7 Moved by Burton, seconded by Crawford It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, concerning the Arena Exhaust Fan, be received, and further, the Parks and Recreation Supervisor's recommendation with regards to the installation of an additional switch, be approved. Carried. MOTION NO.8 Moved by Caldwell, seconded by Johnson It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, concerning the purchase of Plywood, be received and adopted. Carried. MOTION NO.9 Moved by Crawford, seconded by Burton It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, concerning Repairs to the Brine Pump Condenser, be received, and the work noted in the memo be included in the 1990 Budget. Carried. - 5 - MOTION NO. 10 Moved by Johnson, seconded by Caldwell It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, with regards to the Health Inspection Reports of January 31st, 1990, be received. Carried. MOTION NO. 11 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from the Orillia Convention and Visitors Association with regards to their request for a Grant, be referred to the 1990 Budget. Carried. MOTION NO. 12 Moved by Johnson, seconded by Caldwell It is recommended that the Correspondence from the Ministry of the Environment, requesting information on Township Water Systems, be referred to the Township Engineer for a response. Carried. MOTION NO. 13 Moved by Crawford, seconded by Burton It is recommended that the Information on the Township of Oro Licencing By-Law, prepared by Deputy-Clerk, Beth Oosthuizen, be received and further the Deputy-Clerk, prepare a report on suggested amendments to this By-Law. Carried. MOTION NO. 14 Moved by Johnson, seconded by Caldwell It is recommended that the Confidential Correspondence from Solicitor Roger G. Oatley, re: the Barrie Airport, be referred to the Barrie/Oro Airport Committee. Carried. MOTION NO. 15 Moved by Burton, seconded by Crawford It is recommended that the Confidential Correspondence from Michael W. Shain, Township Solicitor, with regards to Ivey Correspondence, Part Lot 6, Concession 5, be received and further the Public Services Administrator, is hereby requested to contact Mr. Ivey, as set out in the above noted correspondence and further, meet with the Township Solicitor, at the earliest possible date and forward a report to Council on his and the solicitors findings. Carried. - 6 - MOTION NO. 16 Moved by Johnson, seconded by Caldwell It is recommended that the Correspondence from Judy Catania, Chairperson, Simcoeside Ratepayers Association, with regards to the proposals presented to Council by Mr. Gilbert, Gillies and Howard, be received, and further their suggestion that the above noted parties meet with all residents in Plan 1488 and 626, be communicated to Mr. Gilbert, Gillies and Howard. Carried. MOTION NO. 17 Moved by Burton, seconded by Crawford It is recommended that the Statement of the Treasurer, dated December 31, 1989, with regards to the Remuneration and Expenses paid to Members of Council, Local Boards and Committees, be received. Carried. MOTION NO. 18 Moved by Caldwell, seconded by Johnson It is recommended that the Confidential Report from Robert W. Small, Administrator/Clerk, with regards to the Township Legal Services, be received and adopted. Carried. MOTION NO. 19 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from the Oro Station Area Ratepayers Association, with regards to the results of a recently distributed survey, concerning the proposed Barrie/Oro District Municipal Airport, be received and acknowledged. Carried. MOTION NO. 20 Moved by Burton, seconded by Caldwell It is recommended that we table Resolution No. 21. Carried. MOTION NO. 21 ~oved by Crawford, seconded by Burton It is recommended that WHEREAS, the correspondence from the Canadian Parents for French (Ontario) dated December 5, 1989, was reviewed by the Council of the Corporation of the Township of Oro, and found to have the following bias: - 7 - (a) AND WHEREAS, some teachers have come from other cultures and countries and cannot speak English. ARE THESE TEACHERS CAPABLE? (b) AND WHEREAS, unilingual Anglophones may not be able to fill Ontario Government jobs or successfully fill higher positions in the Ontario Government when the Governments priority in the area of employment equity is as follows: 1) 2 ) 3 ) 4 ) 5 ) Women, Visible minorities, Aboriginal peoples, Disabled persons, FRANCOPHONES. At the present time 92.3% of the jobs are filled by Anglophones not 94%, and this percentage will continue to decline according to the above Ontario Government priority. (c) AND WHEREAS, C.P.F. indicates that six percent of positions designated bilingual will be filled by people who are already able to function in Canada's two official languages. WHY THEN DOES THE ONTARIO PUBLIC SERVICE FRANCOPHONES HAVE 7.7% OF UNION POSITIONS WHICH WILL INCREASE, ACCORDING TO THE PRIORITIES SET BY THE ONTARIO GOVERNMENT. (d) AND WHEREAS, C.P.F. offers the following comment: "Another point; how can "higher School Board Taxes resulting from Provincial Language Laws, and the heavy tax burden arising out of Bill 8" have any affect of municipal costs"? Our experience in Simcoe County indicates that start up costs for only four schools to offer extended French Immersion for the first four months will be $500,000. DOES THIS SOUND LIKE SCHOOL BOARD TAXES WILL NOT BE AFFECTED BY THE ACT AND WILL NOT CREATE "A HEAVY TAX BURDEN" . AND WHEREAS, it is time someone in Ontario showed some leadership and took a stand against this unwanted and expensive foolishness of trying to turn an English speaking country, beside an English speaking neighbour of 240 million, in a world turning to English as a common language of diplomacy, into a FRENCH speaking country? Is the example of French in Quebec, where the minority English are forbidden BY LAW, under penalty of fines and imprisonment to do business in their own language, what we want as a country? This type of racial discrimination is unique in the world. Municipalities in Ontario should now say no. We have better things to do with our tax dollars and a much brighter future to contemplate for our children than to have them raised illiterate in two languages. AND THEREFORE, the Township of Oro along with the City of Orillia has taken a stand and would request that your municipality, after careful review of the facts, would also take a position on this issue. Rowe, with regards to the proposed MSL Oro Subdivision, Shanty Bay, be received, and referred to the Township Planner for a reply and a copy to Council. Carried. MOTION NO. 25 Moved by Burton, seconded by Crawford It is recommended that the Report from Beverly Nicolson, Township Planner, with regards to a Notice of a Hearing from the Township of Orillia, be received and adopted. MOTION NO. 26 Moved by Johnson, seconded by Caldwell It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to Contract 89-10A - Grass Cutting, (Outdoor Management), be received and adopted. MOTION NO. 27 Moved by Caldwell, seconded by Johnson It is recommended that the Correspondence from the Orillia Public Library Board, concerning the 1990 Contract for Library Services between the Corporation of the Township of Oro and the Orillia Public Library, be received, and further, the Administrator/Clerk and Reeve be authorized to sign the said contracts, provided the other two contracting municipalities have agreed to the same formula for the Library Contract.
