Bevan, with regards to Mr. Bevan's trailer, located on Part of Lot 1, Plan 1230, Concession 12, Hawkestone, and further, it was the intention of Council to review with the Township Solicitor and Mr. Bevan, the status of this temporary trailer and the legal implications involved with this situation. (This portion of the meeting was held In-Camera). Mr. Frank Tecklenburg and Mr. John Holland, along with Township Solicitor, Michael Shain and Township Planner, Beverly Nicolson, were present to discuss the implications of By-Law No. 90-27, being a By-Law to Designate certain Plans of Subdivision not to be registered plans, in particular, Lots 13-31, Plan 712, and Lot 16-24 inclusive, plus Blocks A & B on Registered Plan 819. Mr. Michael W. Shain, Township Solicitor, appeared before the committee to update Council on the status of the legal proceedings concerning the Township of Oro and B.A.F.M.A. (This portion of the meeting was held In-Camera). Shain, Township Solicitor, with regards to the Proposed Noise By-Law, be received, and further, the Administrator/Clerk, is to advise the Township's Solicitor that the municipality is in agreement with his proposal, concerning Mr. Row1inson's comments on this particular By-Law. MOTION NO.9 Moved by Burton, seconded by Johnson It is recommended that the quotation from Cab1ecor, to install cabling for the municipalities computer system at a cost of $2,010.31 plus the applicable taxes, be received and adopted, and further, the Administrator/ Clerk be permitted to confirm the order to Cablecor. Association and Municipal World, and further, the Administrator/Clerk be permitted to interview prospective candidates and make a recommendation to Council. Carried. - 6 - MOTION NO. 12 Moved by Crawford, seconded by Johnson It is recommended that the confidential correspondence from Collections Canada, be received, and further, the Administrator/Clerk is to advise this company that they should pursue option number two, in order to collect the outstanding debt owed to the municipality, and further, the Administrator/Clerk be authorized to sign the above noted correspondence indicating that option two has been accepted by the municipality. Robinson and Associates Limited, concerning Harbourwood Subdivision, Phases IIA, lIB, III, with regards to their request to reduce their Letter of Credit, be received, and further, the Administrator/ Clerk request clarification with regards to the substandard road in Phase III of this particular development and whether or not this would have any affect in reducing this particular Letter of Credit. MOTION NO. 18 Moved by Burton, seconded by Johnson It is recommended that the correspondence from Lynn Murray, concerning the proposed Noise By-Law and the Operation of Township Gravel Pits, be received and referred to the Township Solicitor for comment, and acknowledgement. MOTION NO. 19 Moved by Crawford, seconded by Burton It is recommended that the correspondence from Michael W. Shain, with regards to the correspondence from Mr. and Mrs. Bosker, (103 Tamarack Drive) be received, and further, the Administrator/Clerk correspond with Mr. and Mrs. Bosker, indicating that the municipality has no further comments concerning their most recent request. MOTION NO. 20 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Stewart, Esten (William J. Leslie) with regards to Oro vs B.A.F.M.A., be received, and further, the Administrator/Clerk advise Mr. Leslie that the municipality will not accept the proposed settlement put forward by B.A.F.M.A. MOTION NO. 21 Moved by Crawford, seconded by Burton It is recommended that the confidential correspondence from the Ministry of Transportation, with regards to property located on Part of Lot 16, Concession 12, be received, and further, the Administrator/Clerk is to advise the Ministry of Transportation that the municipality will purchase the above noted property at the appraised price. MOTION NO. 22 Moved by Burton, seconded by Johnson It is recommended that the Treasurer and Administrator/ Clerk and Councillor Crawford, be permitted to attend the Seminar on Subdividing Land and Waste Management Approval Process to be held on Thursday, April 19, 1990, in Cambridge, Ontario. Carried. MOTION NO. 24 Moved by Burton, seconded by Crawford It is recommended that the fee for the 1990 Day Camp, be set @ $70.00 per child for two weeks. Carried. Robinson and Associates Limited, with regards to Harbourwood, Phase III, and the Granular Roadbase, be received, and further, the Administrator/Clerk is to request further clarification on the status of this road from the Township Engineer. Robinson and Associates Limited, with regards to Horseshoe Highlands Water System Elevated Tank, be received and referred to the Township's Building Department, and further, the Administrator/Clerk is to advise the Chief Building Official to issue the Building Permit, following consultation with the Township Engineer. MOTION NO. 31 Moved by 8urton, seconded by Johnson It is recommended that the report from Fred Haughton, Public Services Administrator, with regards to Report No.3, To Warden and Members of Simcoe County Council, be received, and further, the Administrator/Clerk is to request representatives from the County to attend a future Committee of the Whole Meeting to discuss the implications of the County assuming the responsibilities for the Township's Landfill Site. MOTION NO. 46 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Orillia Public Library, concerning the concurrents of the Townships' of Orillia and Rama, to enter into the 1990 Contracts with the Orillia Public Library, be received, and further, the Administrator/Clerk forward signed copies of the 1990 Contract between the Orillia Public Library and the Corporation of the Township of Oro. Carried. - 13 - MOTION NO. 53 Moved by Burton, seconded by Johnson It is recommended that the Corporation of the Township of Oro supply garbage containers similar to the ones now presently being used in Hawkestone at both docking facilities, and further, the Administrator/Clerk is hereby authorized to make arrangements to have Mid-Ontario Disposal perform regular pick-up at these sights. MOTION NO. 54 Moved by Johnson, seconded by Burton It is recommended that the following signage be installed at the second and ninth line Boat Launches: "The Rules", "Tying for ramping Only", "Use at Own Risk", "No Swimming", "Passive Use Only", "To be used, not abused", "Please use garbage containers provided", "No cleaning of fish", and appropriate parking signs; and further, the Township Insurance Company be contacted with regard to concerns they may have on the launch facilities. MOTION NO. 55 Moved by Burton, seconded by Johnson It is recommended that Reeve Robert E. Drury contact the Doctor who had expressed interest in fund raising. MOTION NO. 56 Moved by Johnson, seconded by Burton It is recommended that the second line approach to the Boat Launching Facility, be paved and that the parking lot have Granular A installed at the ninth line facility, subject to budget approval. MOTION NO. 57 Moved by Burton, seconded by Johnson It is recommended that Council not supply any lighting facilities for either Boat Ramp Facility. MOTION NO. 58 Moved by Crawford, seconded by Burton It is recommended that the following docking facilities be purchased from Ardel Marine Equipment: (a) (b) Two (2) thirty-six foot docks, five feet wide; Two (2) units on each dock to have bumpers and cleats; and further, delivery and installation of two inch decking; to a maximum cost of $6600. for both the second line and ninth line Boat Launch.
