04 09 1990 COW Minutes , THE CORPORATION OF THE TOWNSHIP OF ORO COMMITTEE OF THE WHOLE MEETING REPORT NO. 90-10, MONDAY, APRIL 9, 1990, @ 7:00 P.M.-COMMITTEE ROOM Present: Reeve Robert E. Reeve Robert E. Drury chaired the meeting. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: None declared. 2. DEPUTATIONS: (a) 7:10 p.m. Fire Chief Paul Eenhoorn was present to review with the Committee his report concerning pump performance tests done on Fire Department Vehicles. (b) 7:35 p.m. Mr. Fred Haughton, Public Services Administrator and Mr. Brian Roubos, Operator/Foreman, were present to further review 1990 Wages with regards to Council's decision and various Public Services Department reports. (This portion of the meeting was held In-Camera). Carried. - 5 - MOTION NO. 17 Moved by Crawford, seconded by Burton It is recommended that the correspondence from the County of Simcoe Resource Development Department with regards to the County's response to Township of Medonte's concerns with regards to the implementation of County Wide Waste Management Plan, be received, and further, the Administrator/Clerk, is still to pursue representatives from the County come to a future Committee of the Whole Meeting so the Municipality can further investigate the implications of the County's takeover of this municipal service. MOTION NO. 19 Moved by Crawford, seconded by Burton It is recommended that the correspondence from the City of Barrie with regards to Household Hazardous Waste Collection Days to be held May 26, 1990, and September 15, 1990, be received, and further, the Administrator/Clerk is hereby directed to advise the City of Barrie that the Corporation of the Township of Oro will not participate in the above two noted collection days. MOTION NO. 29 Moved by Crawford, seconded by Burton It is recommended that the correspondence from the Ministry of Municipal Affairs with regards to Ministry Staff Assistance with regards to a study into the feasibility of a ward system within the Township, be received, and further, the Administrator/ Clerk is hereby directed to advise the Ministry that the Municipality wishes to proceed with the study, and further, the meeting scheduled for April 12th, 1990, should be proceeded with. MOTION NO. 32 Moved by Johnson, seconded by Caldwell It is recommended that the Confidential Invoice from Shellswell reI Oro Township vs Peter Simpson, be received, and further, the Treasurer be authorized to pay the $20.00/hour for hours as indicated on the statement submitted by Mr. Shellswell, dated March 29, 1990. MOTION NO. 37 Moved by Crawford, seconded by Burton It is recommended that the correspondence from John Waddell, with regards to his request to appear before Council concerning Stop Work Order on property described as West Half of Lot 15, Concession 6, be received and referred to the Township Solicitor, Township Planning Consultant and Chief Building Official, for a report back to Council, and further, the Township Solicitor is to correspond with Mr. Waddell requesting him to appear before a future Committee of the Whole Meeting, at which time the three Municipal Officials and their comments on this particular problem would be presented to Council. MOTION NO. 39 Moved by Johnson, seconded by Caldwell It is recommended that the Memo from Pat Harwood, Parks and Recreation Supervisor, concerning CIMCO Refrigeration Contract, be received, and further, the Parks and Recreation Supervisor be authorized to advise CIMCO that the Corporation of the Township of Oro is prepared to enter a Service Contract for shut down and start up, inspection of system, includes mileage, labour, parts extra, at a fixed price of $2500. per year.
