Deputy Reeve David Caldwell chaired the meeting. Note: Reeve Robert E. Drury arrived at the meeting @ 2:45 p.m. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Reeve Robert E. Drury declared a Conflict of Interest with Item 6 (g on the Agenda, being a report from Deputy-Clerk Beth Oosthuizen, concerning quotations for the Spring News Letter; the nature of his conflict is that his wifes company submitted a quotation to be considered by Council. 2. DEPUTATIONS: (a) 2:07 p.m. Mr, Ron Kolbe, Chief Building Official was present to discuss various reports concerning the Building Department. (b) 3:00 p.m. Mr. Don Campbell and Mr. Terry Turner of the Ministry of Municipal Affairs, were present to discuss with the Committee the Township's request to the Ministry to do a Ward Study within the Township of Oro. Allan McLean to a future Committee of the Whole Meeting to discuss various Township issues. - 3 - MOTION NO.1 Moved by Burton, seconded by Crawford It is recoITmended that the Memo from Chief Building Official Ron Kolbe, with regards to the Building Department Open House to be held on Wednesday, May 2, 1990, be received, and further, the Administrator/Clerk advise the Chief Building Official that he may proceed with this Open House. MOTION NO.2 Moved by Burton, seconded by Johnson It is recom~ended that the Report from Ron Kolbe, Chief Building Official, reI Fireworks application, be received, and further, Mr. Kolbe is to advise the applicant that he must comply with the Township By-Law reI 89-50, and further, the Township grant licence for Victoria Day only at this time. MOTION NO.3 Moved by Crawford, seconded by Johnson It is recommended that the Quarterly Report of Building Activities, up to March 31, 1990, presented by the Chief Building Official, be received. MOTION NO.4 Moved by Burton, seconded by Johnson It is recom~ended that the Monthly Report submitted by the Chief Building Official, Ron Kolbe, for March 1990, be received. MOTION NO.5 Moved by Crawford, seconded by Johnson It is recommended that the Confidential Correspondence from Michael W. Shain, Township Solicitor, with regards to the Oro Fairgrounds, be received, and further, the Administrator/Clerk, is hereby directed to advise the solicitor that the municipality will be conveying Part 2 only to the Oro Agricultural Society. ---- MOTION NO.6 Moved by Burton, seconded by Crawford It is recommended that the Memo from Robert W. Carried. - 4 - MOTION NO.7 Moved by Burton, seconded by Johnson It is recommended that the Report from Fire Chief Paul Eenhoorn, concerning his Monthly Activity Report for March 1990, be received, and further, the Administrator/Clerk, write a letter of appreciation to the Oro Township Firefighters Association on behalf of Council, for their contribution of $3,000. worth of cold water ice rescue suits. MOTION NO.8 Moved by Crawford, seconded by Burton It is recommended that the Report from Fred Haughton, Public Services Administrator, concerning Parkland Weed Spraying, be received and request a copy of the quotation be submitted to Council for review, and further, the Administration/Centre be added to the quotation. MOTION NO.9 Moved by Crawford, seconded by Burton It is recommended that the Confidential Correspondence from David S. White, Township Solicitor reI Township of Oro and Hastings, be received, and further, the Administrator/ Clerk is to advise Mr. White that the Township has no plans to sell this property at this time. MOTION NO. 10 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Lorne Borgal, President and Chief Executive Officer, of Horseshoe Resort Corporation, concerning a Building Permit for an Elevated Water Tank, be received, and further, the Administrator/Clerk, is to advise Mr. Borgal that the municipality expects Horseshoe Resort Corporation to comply with all municipal regulations and By-Laws including the appropriate payment of Building Permit Fees. MOTION NO. 11 Moved by Drury, seconded by Johnson It is recommended that the correspondence from the Nottawasaga Conservation Authority with regards to Willow Creek Flood and Fill Line Mapping, be received and referred to the Township Planner for comment. MOTION NO. 14 Moved by J~hnson, seconded by Drury It is recommended that the Corporation of the Township of Oro hire Ms. Bonnie-Lyn Leeman, as a Planning Student, at at rate of pay of $300.00 per week, commencing April 23, 1990, for a period of eighteen weeks. MOTION NO. 15 Moved by Crawford, seconded by Burton Council of the Corporation recommend to the Committee Vincent be appointed the Committee of Adjustment. Joy Levison, cocerning the Shanty Bay Ratepayers' Association request for an existing Official Plan and copies of proposed amendments be received, and further, the Administrator/Clerk is hereby to advise Ms. Levison, that she will be charged the normal costs for the existing Official Plan and further, any proposed amendments would be available when notice of the Public Meetings is made under the regulations contained within the Planning Act.
