OTHER BUSINESS: Note: a) The Committee recessed @ 11:00 a.m. to attend at the City of Orillia, in order to be present for an announcement from the Federal Government concerning the funding for the Oro/ Barrie and District Airport. The Committee reconvened @ 1:30 p.m. with Councillor Burton assuming the chair and in the absence of Reeve Robert E. Drury and Deputy Reeve David Caldwell who were attending a meeting with the Airport Committee. Reeve Robert E. Drury and Deputy Reeve David Caldwell arrived at the meeting at 1:50 p.m. and Reeve Robert E. Drury reassumed the chair @ 2:00 p.m. b) Councillor David Burton noted that Parks and Recreation Supervisor, Pat Harwood, had done an excellent job with regards to cleaning the beach of debris left behind by various smelt fisherman, in the Oro Memorial Park area. c) The Administrator/Clerk was directed to advise the Public Services Administrator, Mr. Fred Haughton, that Councillor Alastair Crawford would be contacting him with regards to the completion of the Boat Launching Facilities at the 2nd and 9th Line. Chantler, Lot 35, Concession 9, Plan 875, with regards to a drainage problem, be received, and referred to the Public Services Administrator, Chief Building Official and Township Solicitor for a report back to Council. Taylor, Simcoe County Engineer, with regards to a deputation to the Orillia Suburban Roads Commission, concerning the Reconstruction of the 7th Line, be received, and further, the Corporation of the Township of Oro hereby formally requests the Orillia Suburban Roads Commission support with regards to the reconstruction of the 7th Line, and further, directs the Public Services Administrator and Township Engineer to prepare a detailed report outlining the need for the establishment and improvement of the 7th Line to establish it as a Truck Hauling Route. MOTION NO.8 Moved by Caldwell, seconded by Johnson It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to the Barrie Automotive Flea Market use of Landfill Site for the Spring Event, be received, and further, the Public Services Administrator is to request a $200.00 deposit and the cost of the equipment be also included in the charge. Carried. - 6 - MOTION NO.9 Moved by Burton, seconded by Crawford It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to Alpha Gravel, be received, and further, his concerns outlined in his summary of this report be reviewed with the Township Planner and Township Engineer and that the results of this review be presented in the form of a report sometime within the next two weeks, in order that Council can communicate these concerns to the Ministry of Natural Resources prior to the deadline as set by the Ministry of Natural Resources. MOTION NO. 10 Moved by Johnson, seconded by Caldwell It is recommended that the Report from Fred Haughton, Public Services Administrator, with regards to Training/Certification, be received and adopted. MOTION NO. 11 Moved by Crawford, seconded by Johnson It is recommended that the Administrator/Clerk arrange a meeting between the Township's Planning Consultant, Township Engineer, Reeve, along with the Administrator/Clerk, with the Buffalo Springs Developer (One Representative and one of their Consultants) in order to advise the Developer what requirements are necessary from the Developers in order for the municipality to proceed to the next step of this development. MOTION NO. 12 Moved by Johnson, seconded by Crawford It is recommended that the Memo from Robert W. Small, Administrator/Clerk, with regards to the Technicial Advisory Committee's recommendation concerning Bravakis and Grossman Developments, be received, and further, the Administrator/Clerk is hereby directed to arrange a meeting between the Bravakis, Grossman, and Woodland Heights Developers, representation would be limited to one consultant and one representative from the Developer, along with the Township Planning Consultant, Township Engineer, the Administrator/Clerk and Reeve; the purpose of the meeting would be to advise the developers of the remaining requirements that the Township must have in place in order for these developments to proceed. MOTION NO. 15 Moved by Crawford, seconded by Johnson It is recommended that the correspondence from Mr. Gordon Barr, concerning his request to establish a Used Car Lot at the corner of the 7th Concession and Highway No. 11, be received and referred to the Township's Planning Consultant for a report back to Council. MOTION NO. 16 Moved by Johnson, seconded by Crawford It is recommended that the Confidential Memo from Ron Kolbe, Chief Building Official, with regards to the restricted Occupancy Permit, Building Permit No. 274/89 (Russell Chew), be received, and his recommendations outlined in this memo be adopted. MOTION NO. 17 Moved by Crawford, seconded by Johnson It is recommended that the correspondence from the Simcoe County Weed Inspector with regards to the Simcoe County Weed Control Seminar, be received, and further, the Animal Control/By-Law Enforcement Officer, is hereby authorized to attend this Seminar to be held Friday, May 4th, 1990. MOTION NO. 21 Moved by Crawford, seconded by Johnson It is recommended that the Confidential Correspondence with regards to the Township's proposed Noise By-Law and Mrs. Murray's comments, be received, and further, the Administrator/Clerk is hereby directed to advise the Township Solicitor that Council is in agreement with his suggestions not to include Mrs. Murray's comments in this proposed By-Law. White, Township Solicitor, with regards to Horseshoe Valley Phase II, be received, and further, the Administrator/Clerk, hereby advises the Solicitor, David S. White that the Corporation of the Township of Oro accepts the conveyance from Horseshoe Resort Corporation, and further, Council authorizes the Reeve Robert E. Drury and the Administrator/Clerk, Robert W. Small, to execute the conveyance back to Horseshoe/Salvil (Ora) Limited. Carried. - 9 - MOTION NO. 24 Moved by Crawford, seconded by Johnson It is recommended that the correspondence from Barry and Shirley Norman, with regards to their concerns regarding rezoning, licencing and development of Gravel pits in the area of the 7th Line, be received, and further, the Council of the Corporation of the Township of Oro, directs the Administrator/Clerk, to advise Mr. and Mrs. Norman that the municipality is in the initial process of negotiating an agreement between the Provincial Government, the Gravel Pit Operators and the County of Simcoe, for the reconstruction of the 7th Line, and further, that the applications for licencing of the Pits on the 7th Line are at various stages of the Planning Process and if they wish further information they should set up an appointment to see the Township's Planning Consultant, Mr. Ron Watkin and/or representative from the Ministry of Natural Resources who could advise them of the current status of each of the current proposals. MOTION NO. 25 Moved by Crawford, seconded by Johnson It is recommended that the correspondence from Fred and Gladys Arff, be received and acknowledged. MOTION NO. 26 Moved by Crawford, seconded by Johnson It is recommended that the Confidential Correspondence from Manfred Rudolph of Turkstra, Mazza Associates, with regards to Mr. John Holland's appeal of By-Law No. 90-27, be referred to the Township's Planning Consultant and Solicitor, for a response. MOTION NO. 27 Moved by Johnson, seconded by Crawford It is recommended that the correspondence from Mr. Gary Staines, concerning the Meals on Wheels Program, be received, and further, this correspondence be referred to the local Senior Citizens Groups and an announcement of the potential availability of this program be included in the Spring Township Newsletter, and further, the Administrator/Clerk advise Mr. Staines of what action the municipality is taking. MOTION NO. 30 Moved by Johnson, seconded by Crawford It is recommended that the Memo from Pat Harwood, with regards to the parquette Floor located in the Oro Community Sports Complex Community Room, be received, and further, individual Council Members arrange to view the floor at their convenience, prior to the Parks and Recreation Committee Meeting to be held Thursday, May 3rd, 1990. I MOTION NO. 38 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from James Zerny, concerning his request to appear before Council to propose rezoning from Shoreline Residential to General, be received, and further, the Administrator/Clerk is hereby requested to ask Mr. Zerny to provide the Administrator/Clerk with the names and copy of the Simcoe County Health Unit approvals for these systems, prior to appearing before Council. MOTION NO. 39 Moved by Crawford, seconded by Burton It is recommended that the correspondence from various Ratepayers expressing a concern about recent tax increases on lakeshore lots with regards to recent market value assessments done by the Township of Oro, be received, and further, the Administrator/Clerk is to advise the Ratepayers who signed the above noted correspondence that a Special Meeting of Council will be arranged and further, the following people are to be present at this meeting: Treasurer Henry Sander; Representatives from the Ministry of Revenues Assessment Department. MOTION NO. 40 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Central Oro Ratepayers Association with regards to their request to appear before the May 7, 1990, meeting of Council, be received, and further, the Administrator/Clerk is to advise Mrs. Shirley Woodrow that they will be placed on the Agenda at 9:00 p.m. for a twenty , minute deputation, and further, the Administrator/ I Clerk is to request Mrs. Woodrow indicate who the two representatives will be in order they can be placed on the Agenda. MOTION NO. 43 I Moved by Burton, seconded by Caldwell It is recommended that the Confidential Correspondence from William J. Leslie, Solicitor, with the firm of Stewart, Esten, concerning Township of Oro vs BAFMA, be received, and further, the Administrator/Clerk is to arrange a Special Meeting between representatives of Stewart, Esten, and David White so that the municipality may prepare its position concerning the above noted matter contained in this correspondence. MOTION NO. 44 Moved by Crawford, seconded by Burton It is recommended that the Confidential Correspondence from the Ministry of Transportation concerning the offer to purchase surplus lands known as Part of Lot 16, Concession 12, be received, and referred to the Township's solicitor for a review and preparation of the appropriate By-Law. MOTION NO. 45 Moved by Johnson, seconded by Caldwell It is recommended that Section 21 (d) of By-Law No. 89-36 be suspended to allow the meeting to proceed past the 4:00 p.m. adjournment hour. MOTION NO. 46 Moved by Burton, seconded by Crawford It is recommended that the Confidential Correspondence from Mid-Ontario Disposal with regards to the Purchase of Garbage Containers for two Boat Launch Facilities, be received, and further, the Administrator/Clerk is hereby authorized to advise Mid-Ontario Disposal to order the containers as outlined in this correspondence, and further, that the above noted containers shall be serviced on a by-weekly schedule from April 1st through October 30th, and a weekly schedule from November 1st to March 31st and one installed at Shelswell Park. Carried. - 13 - MOTION NO. 47 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Northwest Oro Ratepayers Association with regards to the Administrator/Clerk speaking at their May 11, 1990, Meeting, be received, and further, Council hereby directs the Administrator/Clerk to advise the Ratepayers Association that under Township Policy stating that no individual Staff Member shall appear before a Ratepayers Association. The Administrator/Clerk will not be available to speak at the above noted meeting, and further, he is to advise this Ratepayers Group that the Reeve, Robert E. Drury who served on the County of Simcoe's Agricultural, Environmental and Resource Development Committee for four years and has knowledge of both the municipality's and the County's position on Waste Management, will speak to the Ratepayers Group on Friday, May 11th, 1990, in place of the Administrator/ Clerk.
