DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Councillor Allan Johnson declared a possible Conflict of Interest with Item 5 (a) of the Planning and Development portion of the Agenda. The nature of his conflict is that a portion of the property identified under Item 5 (a) of the Planning portion of thi agenda is owned by Councillor Johnson's father.- 2. DEPUTATIONS: a) 8:45 a.m. Mr. Leo Longo, Solicitor with the firm of Aird and Berlis was present to discuss wit the Committee the Township's legal service and the fees his company would charge. (This portion of the meeting was held In- Camera) . c) 10:25 a.m. Mr. Bruce Duncan, representing Alpha Aggregates was present to discuss with the Committee the progress of the 7th Line Roa construction Agreement. (This portion of the meeting was held In-Camera). Mr. Sam Cancilla was present to discuss th implications of By-Law No. 90-27 being a By-Law to designate certain Plans of Subdivision not to be registered plans, in particular, Lots 13-31, Plan 712, and Lot l6-24 inclusive, plus Blocks A & Bon Registered Plan 819. Also present were th Township's Planning Consultant, Mr. R. B. Watkin and the Township's Solicitor, Mr. Michael Shain who represented the Township b) 9:42 a.m. Mr. Cancilla discussed in particular Park Lot "A" and Lots 4 and 8 in Plan 712 and the deeded rights he had to these particular pieces of property. - 2 - d) 11:05 a.m. Mr. Brian John Barrett and Mr. Doug Lamont were present to discuss their application for a Limousine Licence to operate within the boundaries of the Corporation of the Township of Oro. e) ll:20 a.m. Mr. Henry Sander, Treasurer, was present t discuss with the Committee the finalizatio of the proposed 1990 Budget. (This portio of the meeting was held In-Camera). f) Mr. Henry Sander, Treasurer, and Mr. Ron Moore, Mr. John McKenna, and Ms. Penny George representing the Assessment Office along with the following residents concerned with the increase of property taxes for Lakeshore properties attended to discuss and clarify the recent increases i property taxes and the Assessment Department's function; those present included Mr. and Mrs. G.H. Weston, Ms. Nancy Lang, Mr. Murray Irwin, Mr. Ross Bertram, Mr. Bill Ayerst, Mr. Eldon Greer, Ms. Jane Rodgers. Mr. R. G. Robinson of R. G. II Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Simcoe County Board of Education, with regards to a meeting to be held Tuesday, June 5, 1990, at lO:OO a.m. be received, and further, Treasurer Henry Sander attend this meeting. MOTION NO. 12 Moved by Crawford, seconded by Burton It is recommended that the Confidential correspondence from Collections Canada, with regards to an outstanding Tax Balance, be received, and further, the Township proceed with legal action in order to collect this account, and further, the Administrator/Clerk be authorized to sign the appropriate document. MOTION NO. 13 Moved by Johnson, seconded by Caldwell It is recommended that a four stage arrangement for Phase 4A of the Horseshoe Highlands Subdivision is acceptable, allowing Building Permits to be released upon meeting the standard conditions for Building Permit release upon a satisfactory security report from the Township Solicitor, and further, that the reconstruction of the 4th Line be carried out in conjunction with Phase 4B, provided the Developer post security for such construction upon execution of the Phase 4A Subdivision Agreement. MOTION NO. 27 Moved by Crawford, seconded by Burton It is recommended that the Memo from Henry Sander, Treasurer, with regards to Financial Implications concerning a report submitted by Fred Haughton, Public Services Administrator, re: Water Meters in subdivisions, be received, and further, the Treasurer's comments be reviewed with the Public Services Administrator @ the next Department Head Meeting with a joint report and recommendations being presented to Council at a future meeting. Note: Councillor Allan Johnson declared a Conflict of Interest on this Recommendation, did not Vote or Discuss the Recommendation, and left the Committee Room. White, re: Township of Oro, Horseshoe Valley Water Systems, be received, and further, a Letter of Credit be provided. MOTION NO. 34 Moved by Crawford, seconded by Burton It is recommended that the correspondence from the Ministry of Municipal Affairs to Roy Mason, KLM Planning Partners Incorporated re: Proposed Plan of Subdivision, Township of Oro (Perri), be received, and further, the Administrator/Clerk is hereby directed to advise the Ministry of Municipal Affairs, the municipality has not reviewed with the owners of this land, the subdivision at this time, and are not prepared to make any comment at this time. Coleman, with regards to the By-Law Infractions in the Bass Lake Area, be received, and further, the Administrator/Clerk is hereby to acknowledge the correspondence and advise that the municipality is pursuing legal action with regards to these infractions. Shain, with regards to the Turkstra, Mazza Associates correspondence re: By-Law No. 90-27, (Holland) be received, and further, the Administrator/ Clerk is directed to correspond with the firm of Turkstra and Mazza, as outlined in the Confidential Correspondence from the Township Solicitor.
