DEPUTATIONS (a) 7:15 p.m. (b) 8:00 p.m. (c) 8:30 p.m. (d) 9:00 p.m. Mr. Fred Haughton, Public Services Administrator spoke to the Committee with regard to drainage problems (Alderdice/Arbour and Chantler), budget restrictions regarding brushing, the new work hours for the roads crew, weed spraying contract, boat launch co- ordination and the bottom of the 9th line road area. Mr. David Arnill, Mr. George Mugford and Mr. David Hume of Seeley & Arnill addressed the Committee with regard to the 7th Line Agreement and the recent ontario Municipal Board decision affecting their application for licensing. This portion of the meeting was held in camera. Mr. R. B. Watkin, Ainley & Associates was present to discuss the Official Plan Amendment of Township Water Systems, Appletree site Plan Agreement and Junie's Fast Food Trailer and an extension to the interim control by-law. Pat Harwood, Parks & Recreation supervisor was present to discuss the mileage budget for parks and recreation, arena lighting and damage to the craft hut. 3. FINANCE. MOTION NO.1 Moved by Caldwell, seconded by Johnson It is recommended that the Report of Fred Haughton, Public Services Administrator regarding Alderdice/Arbour/2nd Line Drainage be received and subject to a written agreement from Mr. Arbour that he will absolve the Township of any further works and that he will maintain the works once completed as outlined on the attached drawing. MOTION NO.5 Moved by Burton, seconded by Crawford It is recommended that the Parks and Recreation Supervisor and the Treasurer prepare a report for Council regarding the explanation behind the budgeted mileage amounts and entitlement to mileage costs. MOTION NO.6 Moved by Caldwell, seconded by Johnson It is recommended that the public meeting for North Oro official plan amendment and zoning by-law amendment be advertised for and held on Monday, July 16, 1990,7:00 p.m. Carried. MOTION NO.7 Moved by Johnson, seconded by Caldwell It is recommended that the water system proposed official plan amendment presented by Ron Watkin with amendments as suggested by Ron Robinson, Township Engineer, be incorporated into the major official plan review scheduled for July 26, 1990. carried. MOTION NO.8 Moved by Caldwell, seconded by Johnson It is recommended that Council request through local M.P.P. Allan McLean a meeting with the Minister of Natural Resources with regard to the licensing of pits along the 7th line. That we ask the Minister not to make any final decision on the Seeley-Arnill licence until after this meeting takes place. carried. MOTION NO.9 Moved by Johnson, seconded by Caldwell It is recommended that Fred Haughton, Public Services Administrator contact Pat Harwood and Paul Eenhoorn to co- ordinate boat docking installations at the 2nd and 9th line and that another dock section be acquired. carried. MOTIO~ NO. 10 Moved by Crawford, seconded by Burton It is recommended that the Simcoe County Health unit be asked to attend a future Committee of the Whole meeting to explain the requirement for raised septic beds. MOTION NO. 11 Moved by Burton, seconded by Crawford It is recommended that the Public services Administrator and the Parks and Recreation Supervisor confer on putting the boat launch docks in as soon as possible. carried. MOTION NO. 12 Moved by Johnson, seconded by Caldwell It is recommended that we invite all pit operators operating on the 7th line to a meeting with Council to be held at the Committee of the Whole meeting June 25, 1990 at 7:00 p.m. Carried. MOTION NO. 13 Moved by Crawford, seconded by Burton It is recommended that the recommendation of R. W. McArthur, Senior Project Engineer for the City of Barrie in his report concerning the Oro-Barrie-Orillia Airport Contract #1 - Clearing and Grubbing- be received and adopted. Carried. MOTION NO. 14 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from the Ministry of Municipal Affairs regarding proposed Official Plan Amendment No. 45 be received and referred to Ron Watkin of Ainley & Associates for a recommendation regarding the deletion of the subject lands from the Official Plan Amendment No. 37. MOTION NO. 15 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Township of Flos regarding Garrett Draft Plan of Subdivision be received and that the Administrator/Clerk inform the Ministry of Environment of the common concerns for a water system in the Hamlet of Craighurst. Carried. MOTION NO. 16 Moved by Crawford, seconded by Burton It is recommended that we suspend the section of the procedural by-law in order to allow the meeting to continue past 11:00 p.m. Carried. That the Public Services Administrator and the Township I.M.A. Student be advised of this decision. carried. White, Township Solicitor regarding Horseshoe Resort Water Agreement be received and that Mr. White be asked to attend the next Committee of the Whole meeting. Carried. Kolbe, Chief Building Official be received and that Council agrees to allow Mr. Porter to proceed to sell fireworks as provided for under the by-law. Carried. Watkin, Ainley I & Associates for a status report and update on this matter. Carried. MOTION NO. 26 Moved by Johnson, seconded by Caldwell It is recommended that correspondence from Gail Robinson regarding building on an Oro Township Industrial Lot be received and they be granted an extension one time only for the reasons given as outlined in the correspondence for one year. Carried. MOTION NO. 27 Moved by Crawford, seconded by Burton It is recommended that correspondence from Jorden & Jones regarding Sport Haven Marine Rezoning be received and further R. Watkin forward the report immediately. Carried. MOTION NO. 28 Moved by Johnson, seconded by Caldwell It is recommended that the Pattens and their representatives be asked to submit written reasons for the necessity of an extension to the one year limit and that they be invited to a Committee of the Whole meeting as a deputation once the written submission has been received. carried.
