THE CORPORATION OF THE TOWNSHIP OF ORO SPECIAL PUBLIC MEETING THURSDAY, JULY 5TH, 1990 @ 7:00 P.M. - COUNCIL CHAMBERS NINETY-NINETH MEETING 1988-1991 COUNCIL The following members of Council were present: Reeve Robert E. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting was to introduce the proposed Official Plan and Zoning By-Law Amendment under Section 17 (2) 34 (l2) of the Planning Act to obtain public comments with respect to the proposed applications. The applicant has applied to: 1. 2. Redesignate certain lands in the Township's Official Plan, and, Rezone certain lands in the Township's zoning By-Law. The applicant has applied to redesignate and rezone Part of Lot 11, Concession 10, in the Township of Oro. To date, the Council of the corporation of the Township of Oro have not made a decision on this application other than proceeding to a Public Meeting. Only after comments are received from the public, Township Staff and requested Agencies within an appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on June 13, 1990, to al property owners within 400 feet of the subject lands. Notice of th Public Meeting was also placed in both the Barrie Examiner and Orillia Packet and Times on June 13, 1990. The Reeve then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that four pieces of correspondence had been received and proceeded to read the correspondence from the following persons: J ~ 1 - 2 - Mr. J. Supported Proposal The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Official Plan and Zoning By-Law Amendments. Reeve Robert E. Drury then turned the meeting over to the Township' Planning Consultant's Assistant, Mr. Richard Vandezande, to explai the purpose and effect of the proposed Official Plan and Zoning By- Law Amendment. Mr. Richard Vandezande: The proposed development that would take place is located at the south- east corner of County Road 11 and the 9th Line. We are looking at a redesignation from the Agricultural designation to the Country Residentia designation and the Zoning By-Law would be amended also from the Agricultural Zone to a Zone that woul implement the Country Residential designation. Basically what we are looking at is a proposal that incorporates thirty-one lots. The development would be on individual wells and individual septics. The topography of the land is basically sloping towards the south-east. The lands are mostly covered with coniferous forest. The proposed accesses to the subdivision would be from County Road 11 and the 9th Line and the pattern would be a cul-de-sac at the top of the ridge in a circular sort of pattern on the lands. Mr. John Hawke: There is a number of blocks proposed; the block near County Road 11 is a block provided for fire protection, there is a proposed tank that would allow the fire fighters to access water for this development as well as any other development in the near proximity. We also have a block here that is part of the five percent land dedication as required under the Planning Act; and a block for storm water detention purposes. I do not have a question, but I am here to support the plan. As far as this particular plan is concerned, I heard the comment being passed that w have to protect our good farmland in Oro Township so I went down and walke the forty four acres and I think that ; )' . . > " - 3 - Mr. John Hawke: cont'd anybody that has been on this land would have to agree that it is secondary land as far as farmland is concerned. Mr. Dale Plant: I live on Lot 10, Concession 9, which would be diagonally across from this I also think the proposed is a idea. I think it thing and I hope it goes The Reeve, after enquiring and ascertaining that there were no questions from those present, thanked those in attendance for their participation and advised Council would consider all matters before reaching a decision. He then advised those present if they wished to be notified of the passing of the proposed By-Law, they should leave their name and address with the Clerk. MOTION NO.1 Moved by Burton, seconded by Johnson Be it resolved that Council now adjourn this Special Public Meeting @ 7:20 p.m. (Scott silo proposed Subdivision) carried.
