Mr. Paul Eenhoorn, Fire Chief, was present to discuss with the Committee, possible dates on which the Fire Chief and Council could tour th Fire Department. The Fire Chief also discusse the following items: a) b) Training for his staff with regards to proposed Airport; Updating of the Township's Emergency Plan and the possibility of doing a test of particular plan. (This portion of the meeting wa~ held In-Camera). ¡ 3:45 p.m. Mr. Fred Haughton, Public Services Administrator, and Mr. Michael Shain were present to discuss their concerns with regards to Unassumed Roads. 4:40 p.m. Mr. Fred Haughton, Public service Administrator, and Mr. Al Lees of R. G. Robinson and Associate Limited (Township Engineer) were present to discuss the 7th Line Reconstruction Proposal as well as the proposed agreement with the Gravel pit Operators. (This portion of the meeting wa held In-Camera). The scheduled deputation with Ms. Lisa Pinizzotto and Mr. George Gibson, Solicitor, representing Winfull Developments was cancelled due to a prior discussion within Council concerning their request. Green, Chief Administrative Officer and study Committee co-ordinator for the County of Simcoe with regards to the county of Simcoe's role in planning and economic development be received and further, the Administrator/Clerk for the corporation of the Township of Oro is hereby directed to advise the Simcoe county study Committee that the Corporation of the Township of Oro believes that this Report should be received but would strongly object to any recommendation on behalf of this Committee indicating that the County should take the leadership in the planning and/or economic development function when in fact the County has not assumed this role in the past and further the majority of municipalities making up the municipal units within the County have indicated their preference to retain both these functions at the local level. And further, the Administrator/Clerk is hereby directed to circulate this recommendation to all local municipalities who are members of the County of simcoe for endorsation. Carried. Robinson and Associates Limited with regards to Shanty Bay and Hawkestone Engineering Report invoices be received and referred to the Treasurer for payment. MOTION NO. 17 carried. Moved by Johnson, seconded by Caldwell It is recommended that the confidential correspondence from Allan Norman, with the firm of Jorden & Jones with regard to Mackie Subdivision, Part of Lot 1, Concession 11, Township of Oro be received and referred to the Township's Planning Consultant for a reply to Jorden & Jones with a copy made available for Council. Watkin of Ainley & Associates with regard to the Mackie Subdivision be received and further the Township's Planning Consultant, Mr. R. B. Watkin and the Administrator/ Clerk are to set a date for the required public meeting under the Planning Act for this proposed subdivsion. MOTION NO. 19 Carried. Moved by Caldwell, seconded by Johnson It is recommended that the confidential correspondence from Skelton, Brumwell & Associates Incorporated re: Kovacs Development be received and referred to the Township's Engineer and Planner for a brief report back to Council. carried. - 7 - MOTION NO. 20 Moved by Burton, seconded by Crawford It is recommended that the confidential correspondence from Bussin and Bussin re: development of Horseshoe Highlands, Phase IV (a) be received, and further the Administrator/Clerk be authorized to provide this legal firm with a copy of the Phase IV (a) development. MOTION NO. 21 Moved by Crawford, seconded by Burton It is recommended that the correspondence from the Association of the Township of Oro Ratepayers with regards to their request to appear before Council with regards to the Township of Oro's Official Plan be received and further, the Administrator/ Clerk is hereby directed by Council to advise the Association of Township of Oro Ratepayers that their deputation involving the Official Plan will be limited to twenty minutes, as per our procedural By-Law and shall be confined to the topics contained within the Official Plan only; further the Administrator/Clerk is hereby directed to convey the contents of this resolution to the Association of Township of Oro Ratepayers prior to the meeting to be held on Thursday, July 26, 1990; and further, the Administrator/Clerk is to advise the appropriate Ministries and M.P.P. Allan McLean that the municipality did not receive the March 23, 1990, correspondence from the Association of Oro Township Ratepayers until July l6, 1990. Carried. MOTION NO. 22 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Scott silo Construction Limited with regards to the request to the municipality to take over all maintenance with respect to the Wesley Heights Subdivision located on Part of Lot 10, Concession 10, be received and referred to the Township Engineer, R. G. Robinson and Associates Limited for a report back to Council. carried. MOTION NO. 23 Moved by Crawford, seconded by Burton It is recommended that the confidential correspondence from Michael W. Shain, Solicitor with regards to the Township of Oro vs. Sargeant, be received and further, the Administrator/Clerk is hereby directed to advise Michael W. Shain that this file will now be turned over to Leo Longo, Township Solicitor with the firm of Aird and Berlis. White with regards to the Oro Airport and the closing of the 6th Line be received and further, the Administrator/Clerk is hereby directed to advise David White that the survey meets the requirements of the Township and he should proceed with the road closing. It is recommended that the confidential correspondence from Lisa Pinizzotto of winfull Properties Incorporated with regards to their request to delay commencement of construction of the remaining roadways until the spring of 1991, be received, and further, that the Council of the Corporation of the Township of Oro is in agreement and provided that construction begins prior to June l5, 1991. It is recommended that the correspondence from Peter and Darlene Chaltas with regards to Part of the West Half of Lot 21, Concession 6, and their site Plan Agreement be received, and further, be referred to Ron watkin for a brief status Report by August 7, 1990. Adamowich to the Chief Building Official, Mr. Ron Kolbe concerning the Ukranian National Federation building permit, be received and brought back to Council's attention in October. MOTION NO. 31 Moved by Burton, seconded by Crawford It is recommended that the Report prepared by Bonnie-Lyn Leeman, Planning Student with regards to the municipal addressing system be received and adopted and this be presented at the next Planning Advisory Committee Meeting. MOTION NO. 32 Moved by Johnson, seconded by Caldwell It is recommended that the Report from the Planning Department concerning Development Application P2C/90, Karl Cumming, Part of Lot 19, Concession 5, be received and adopted. MOTION NO. 33 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Oro Minor Softball Association with regards to the request that the municipality provide a portable washroom for their tournament to be held August ll, 1990, at the East Oro Public School be received, and further, the Parks and Recreation Supervisor is hereby directed to advise the Oro Minor Softball Association by way of correspondence that the municipality will not provide this assistance, and further, that the association make arrangements with the school to make washrooms available. MOTION NO. 34 Moved by Johnson, seconded by Caldwell It is recommended that the minutes from the Oro Community centres, Parks and Recreation Committee Meeting held on Thursday, July 12, 1990, be received and adopted. carried. MOTION NO. 35 Moved by Burton, seconded by Crawford It is recommended that non-residents renting the pavilions be charged the applicable gate fee as well as the pavilion fee. carried. - 10 - MOTION NO. 36 Moved by Crawford, seconded by Burton It is recommended that where it is determined that the rental of pavilions is to Oro residents, the pavilions at the Oro Memorial Park be allotted free of charge. MOTION NO. 37 Moved by Crawford, seconded by Burton It is recommended that the submission from the Oro Township History Committee with regards to the implications of the County study committee be received and referred to Warden, Donald Bell, Chairman of the County study Committee as well as the Administrator/Clerk is hereby directed to submit this correspondence to the Orillia and Barrie newspapers. MOTION NO. 41 Moved by Crawford, seconded by Burton It is recommended that the Administrator/Clerk invite Mrs. Judy catania and Mr. Roy Campbell to the second regular meeting of council to be held in September in order that they may be presented with their recreational certificates. Carried. - 11 - MOTION NO. 42 Moved by Johnson, seconded by Caldwell It is recommended that the memo from Pat Harwood, Parks and Recreation Supervisor to Treasurer, Henry Sander with regards to the CIMCO Agreement papers be received, and further, that the Treasurer be authorized to pay $1250. of this account as of July 23, 1990, the remainder January, 1991. It is recommended that the memo from Pat Harwood, Parks and Recreation Supervisor regarding the functions in the Banquet Room at the Oro Township Sports Complex be received and further the hours necessary to look after this function be part of the normal working week of 44 hours and the schedule to cover these events be looked after by the Parks and Recreation Supervisor. Marchildon re: Lots 8, 9, lO, 67, 68 on Plan 952, be received, and further, the recommendation of the Public Services and Parks and Recreation Departments be adopted. MOTION NO. 45 Carried. Moved by Burton, seconded by Crawford It is recommended that the memo from Henry Sander, Treasurer re: Bud Keating's release of Letter of Credit, be received and the Treasurer's recommendation adopted and that the Letter of Credit be returned to Mr. Keating. Moved by Johnson, seconded by Caldwell It is recommended that Mr. Tony Mascioli be sent a letter of thanks for his contribution of stainless steel countertop for the Arena. carried. .,' " - 12 - MOTION NO. 47 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Huronia Cycling Club with regards to the use of the Old Town Hall washrooms on July 22, 1990, be received, and further, the Parks and Recreation Supervisor is to advise the Huronia Cycling Club that they must advise the Parks and Recreation Department a minimum of 60 days prior to any event in order to obtain future use of these facilities; further, this group will be charged a clean-up fee of $25.00 for each use of this facility (including the use of this facility on July 22, 1990). MOTION NO. 48 Moved by Caldwell, seconded by Johnson It is recommended that the Administrator/Clerk review the Subdivision Agreement for the Harbourwood Subdivision and paticularly the points regarding park development and report back to Council. MOTION NO. 49 Moved by Burton, seconded by Crawford It is recommended that the tile drainage loan application in the amount of $20,000 from Jim and Nancy Partridge, the assessed owners of the East Park of Lot 19, Concession IV, Assessment Roll No. 43-46-000-002-20700 0000 of the Township of Oro be accepted, subject to any provisions, guidelines, restrictions or dates established by the Ministry of Agriculuture and Food for the 1990-1991 Tile Drainage Year.
