July16,2019 Attorney General Launches Consultation on Municipal Liability and Insurance Costs On July 12th, Ontario’s Attorney General, the Honourable Doug Downey, wrote to all municipal governments seeking input regarding joint and several liability, insurance costs, and the impact of ‘liability chill’ on the delivery of public services.AMO welcomes this consultation and seeks your support in responding to the government’s request.Liability reform represents a longstanding request of municipal governments. th The consultation period will remain open until September 27.The Attorney General welcomes delegations and written submissions during this period.If the government is to consider reforms that would address someof these challenges, it is critical for municipalities to provide input and describe their experience. In February 2014, MPPs from all parties supported a motion calling on the Province to reform joint and several liability.Nearly 200 municipalities also supported the motion introduced by Randy Pettapiece, MPP for Perth-Wellington, which called on the government to implement a comprehensive, long-term solution. AMO has assembled a group of municipal lawyers and risk managers to support municipal participation in the review.AMO is pursuing this work independently of the municipal insurance industry. The task force will be meeting with government representatives in the weeks ahead. The contractor, WS Morgan from Parry Sound, is expected to complete the renovations by January 2020. V. PRESENTATIONS a) York Durham Sewage System Forcemain Twinning Project Rabeau, Director, Capital Planning and Delivery, and Jose Manalo, Program Manager, provided the Board with an update on the York Durham Sewage System (YDSS) Forcemain Twinning Project. The project is just beginning and will see the construction of a new major sewage pipe (forcemain) running parallel to the existing forcemain through the Town of Newmarket. The project includes: building a new twinned forcemain to move wastewater from the Newmarket Pumping Station to the Aurora Pumping Station; building a new twinned forcemain to move wastewater from the Bogart Creek Pumping Station to the new forcemain; and changes to the Newmarket and Bogart Creek Pumping Stations to connect to the new twinned forcemain. The work will improve the reliability of the sewage system and allow for future maintenance on the existing forcemain. July 26, 2019 Township of Oro-Medonte 148 Line 7 South Oro-Medonte, Ontario L0L 2E0 Dear Sir/Madam: Re: MOTION TO REQUEST UPDATE TO LITTERING BY-LAW Please be advised that the Town of New Tecumseth Council passed the following resolution at its meeting on July 22, 2019: prosperous farming industry and beautiful rural areas; AND WHEREAS the Town of New Tecumseth is experiencing significant growth; AND WHEREAS the Town of New Tecumseth while growing would like to maintain its character and beauty that is it known for; -law 93-81 which prohibits littering on private and public property was adopted by Council on the 20th day of July 1993; AND WHEREAS the penalty provision within the by-law offers offenders the option to make a voluntary payment of $25.00 to settle the violation without any further prosecution; AND WHEREAS a maximum fine of $5,000 may be imposed under the Provincial Offences Act; Page 288 of 322 14.h) Barbara Kane, Deputy Clerk, Town of New Tecumseth re: Littering by...
