Carley Community Hall The Carley Community Hall located at 396 Warminster Sideroad is reported to be in general good condition. Several deficiencies requiring immediate repair or replacement are noted in the report. The priority items needing immediate attention are the various areas around the roof showing rust and loose fasteners, as well as the requirement to have a universal washroom within the facility. Eady Community Hall The Eady Community Hall located at 73 Eady Station Road is noted to be in general good condition. Several deficiencies requiring immediate repair or replacement are noted in the report. TOWNSHIPOFOROMEDONTE,BUILDINGASSESSMENT PROJECTNo.160200 Edgar Community Hall The Edgar Community Hall is located at 1167 Old Barrie Road West. The facility is in relatively good condition. Several deficiencies requiring immediate repair or replacement are noted in the report. The priority items needing immediate attention are the non-compliant lobby entrance and basement access including exit ” devices required on the front door, the 5/8fire rated drywall and fire doors required between the front entrance lobby and the basement or main hall rooms, the extension of the interior railings, and the requirement to redesign the washroom to be compliant with the Ontario Building Code. Hawkestone Community Hall The Hawkestone Community Hall located at 3 Allen Street has been noted to be in good condition. Most deficiencies noted throughout the report are relatively minor in nature. However, there are some priority items needing immediate attention, such as, replacement of the broken bird screen over the exhaust from the washroom, replacement of the fire rated ceiling, and the requirement to redesign and renovate the universal washroom to conform to the Ontario Building Code. Jarratt Community Hall The Jarratt Community Hall is located at 837 Horseshoe Valley Road, and has been noted to be in poor condition. There are noted life safety deficiencies which are recommended to be repaired within the next year to prevent a threat to the building occupants. These repairs specifically include fire rating the basement support columns, replacement of the roof, the requirement to redesign and renovate the washrooms to create a universal washroom, adjust the universal access ramp to eliminate any stop, and the installment of a door actuator or pads to the door at the top of the ramp. Conclusion of Findings The Township of Oro-Medonte takes great pride in the various buildings it maintains in its community and there is evidence of this dedication as shown in the current condition of these buildings. The buildings are generally in good condition and require various levels of remediation, repair and/or replacement of items and systems to be fully functional for the building purpose. The visual inspections were completed to form a base line of the buildings’ state at the current time and to identify any major deficiencies that require immediate concern and funding. It is important to note that many of the buildings have not been upgraded to conformance with section 3.8 of the Ontario Building Code providing Barrier-Free Accessibility to all required levels and spaces within the building. The buildings with deficiencies relating to barrier-free accessibility items have been discussed in the individual building report and an associated cost for the conversion or upgrades required has been noted in the Table of Deficiencies. TOWNSHIPOFOROMEDONTE,BUILDINGASSESSMENT PROJECTNo.160200 With the recent Provincial Legislation updates, it is a requirement of all community centers to become accessible. Due to the various applicable standards, such as AODA “Accessibility Standards for Customer Service, Ontario Regulation 429/07”, and CAN/CSA B651-04 “Accessibility of the Built Environment”, many municipalities are now required to become a ‘Barrier-Free Municipality’. As a result, there is a great focus put on the elements of design that impede those restricted from maneuvering from level to level and in and out of public spaces. The buildings within the Township of Oro-Medonte’s portfolio will require upgrades and installation of various systems and barrier-free compliant fixtures and finishes to comply with the current and future applicable codes. The appendices of this report is divided into separate sections documenting each facility. Each section will discuss the observations and deficiencies noted on site, as well as provide detailed photo documentation and a cost estimate breakdown for each building. To reference the consolidated estimated cost for repairs the facilities, please refer to table on the following page. Building Condition Assessment Carley Community Hall, Oro-Medonte, ON PROJECT No. 160200 OBSERVATIONS On the afternoon of Thursday, June 30, 2016, Mr. Doug Hackbart, P.Eng. of Steenhof Building Services Group assessed the Carley Community Hall. Site Work A new sidewalk has been installed to the parking lot. The grounds were generally in very good condition with one swampy area where the sump pump emptied out (see image 11). Exterior Walls & Structure There is cracked mortar around the kitchen entrance door frame where it laps onto the frame; mortar should be terminated alongside the frame and be sealed with a sealant bead (see image 1). Recent foundation waterproofing appears to be a blue skin (above grade) membrane, which has not been terminated securely or UV protected. There is also no evidence of protection board over the membrane. It is therefore separating from the wall and will soon allow moisture behind (see image 4). Windows & Exterior Doors The two front window sills have been patched with mortar but are cracked again (see image 2), replacement of mortar is recommended. All windows have been upgraded to vinyl frames with sealed glazing units. Interior Work The plaster in the storage room is heavily cracked, possibly due to evident recent foundation improvements (see image 5). The basement has been recently renovated with a concrete floor, drywall to walls, columns and ceiling. It appears to be have been recently prime-painted, except for the ceiling (see image 6). The basement is being used for storage and is quite orderly at this time (see image 7). Images 17 and 18: interior pictures of main hall (no observations to report at this time). Images 19 and 20: interior pictures of kitchen (no observations to report at this time). The wood floor and subsequent under structure appear to be deteriorating throughout the main room. There is evidence of rotting members below that should be further investigated by pulling up the hardwood floor and core testing the joists to determine depth of damage. This is more evident close to the south wall under the windows. There is no access from below to visually check at this time (see image 21). Building Condition Assessment Carley Community Hall, Oro-Medonte, ON PROJECT No. 160200 Mechanical, & Plumbing The furnace is newer, oil, complete with combustion air supply and HRV system (see images 9 and 10) The well water purification system, hot water tank and sump pump, all appeared to be newer and in good condition (see images 16 and 12) Fire Prevention, Security & Life Safety Systems There are fire extinguishers at both exterior doors and the mechanical room in the basement. The furnace room appears to be properly fire rated although the door was propped open and some latex paint storage was evident (see image 8). Nosings have been added to the basement stairs to increase tread length (see image 15). Stair remains non-compliant due to lack of landing at door. Independent smoke alarms were noted throughout the building, although certain detectors were yellowed and are most likely past useful life. Exit signs are compliant, but lighting units to be checked for operation and replace battery/unit as required. Electrical No observations to report at this time. Roofing Inspections Various areas around the roof, especially at the bottom edges are showing rust and some loose fasteners (see image 3). Barrier-Free Inspections The men_s and women_s washrooms were clean and functional but no universal access features present or room to incorporate without a major renovation (see images 13 and 14). Environmental Assessment No observations to report at this time. Building Condition Assessment Hawkestone Community Hall, Oro-Medonte, ON PROJECT No. 160200 OBSERVATIONS On the afternoon of Monday, June 20, 2016, Mr. Doug Hackbart, P.Eng. of Steenhof Building Services Group assessed the Hawkestone Community Hall. Site Work Front step bottom riser is 9 ½_ vs 6_ risers on remaining risers (see image 1). Exterior railings have all been extended 12_ past the edge of the stairs on the front stairs and ramp (see image 2). On the left side of the front entrance stairs, there is a broken corner to the blockwork below the landing (see image 3). Exterior Walls & Structure There are wooden headers over existing basement windows and windows which have been filled in and covered with cement parging; it is separating and falling off to re-expose the wood in a number of locations (see image 4). The exterior stucco has a few cracks; rear left corner, over window right side, front right corner. Some sealant smeared over has not repaired the issue (see image 5). Windows & Exterior Doors On the right side, there are 3 upper level windows which have wood trims projecting to the stucco surface; the surface and perimeter of these trims do not appear to be well sealed (see image 6). The basement exit door connects to 3 steps up to it from the basement floor (see image 7). Roofing & Interior Work Maintenance personnel advised that the upper hall hardwood floor has been sanded to its limit and will need to be replaced the next time it requires refinishing. There are two pieces of wainscot vertical strips broken off at the chair rail by the second window on the right in the main hall (see image 24). Mechanical & Plumbing The building appears to be on a well with a water purification and storage system in the basement. It appears that sewage is pumped to the septic field. The bird screen over the exhaust from the barrier- free washroom is broken (see image 8). There is a brick chimney over the furnace area which has had some brick repair, it does not have an obvious cap with drip edge and is no longer in use (see image 9). Intake and outlet pipes to the high efficiency furnace are not sealed at the outside wall (able to see light coming through). These pipes are also not sealed at the water service room wall or the furnace room wall, which appears to be intended as a fire separation (see image 10). There is an 8_ duct from the exterior to the furnace room, which was the fresh air intake for the previous furnace, and is now stuffed with insulation at the mechanical room. There is an oil tank from the previous furnace which is no longer used and should be removed from the basement. Oil line also noted, flattened in mechanical room. The ceiling diffuser at the basement exit door is not secured to the ceiling (see image 12). There is a portable dehumidifier in the middle of the basement connected to a floor drain (see image 13). There is currently a gas line that has been run to the electric water heater; likely for conversion at end of service (see image 14). Fire Prevention, Security & Life Safety Systems Non-compliant fire separation or fire doors between the front entrance lobby and the basement or main hall rooms (see image 14). o Code reference 9.2.3.15.(1) and 3.4.4.1.(1) OBC states that exit stairs shall be separated by a 1 hour fire separation. (see image 15). o The door from the lobby to the main hall and the door to the basement from the lobby shall be replaced with 45 minute doors and hardware, associated repairs. o The walls separating the lobby from the main hall and basement do not appear to be separated by a 1 hour fire separation. A 5/8_ fire rated drywall shall be installed, sealed and taped to provide the fire separation. Removal of wainscoting is recommended for ease of installation, where applicable. o Devices to hold open doors shall be removed. Non-compliant fire separations o Code references 2.2.2.1 (OFC) states that if fire separations between rooms, corridors, shafts and other spaces are damaged, to affect the integrity of the separation- they shall be repaired to reinstate the integrity of the separation. o All openings, pipe penetrations and incidental damage shall be repaired and sealed with approved materials. Ceilings shall be patched with 5/8_ fire rated drywall for larger openings and cutouts, pipe penetrations shall be fire caulked as per manufacturers_ instructions, and damage fire taped and sealed where applicable. Fire extinguishers are installed at all exit doors and at the kitchen and mechanical rooms. Remainder of Exit signs and emergency lighting appear to be installed at the appropriate locations. All smoke detectors appear to be stand-alone battery operated where installed. There is a defibrillator on site in the front lobby. The basement ceiling tiles are not likely rated as a fire-resistant. Other open areas appear to be drywalled with ceiling tiles affixed. To ensure main room in basement is compliant, recommended to remove a ceiling tile to visual confirm same construction. If no drywall is present, the ceiling is non- compliant and requires drywall installed to maintain fire separation. Electrical The exterior conduit leading to the AC unit at the rear of the building is separated at the rear corner, exposing the conductors (see image 21). The electrical service has been upgraded to a 64 slot breaker panel and is connected to a variety of romex and armoured cables (see image 22). There is a light in front of the water service room which is not secured to the electrical box above it. Roofing Inspections The steel roof appeared to be in good condition with no obvious deficiencies noted. Barrier-Free Inspections There is a universal access ramp leading to the front door which appears to be in good condition The door operator & pads appear to operate correctly but has to be turned off for the door to be locked. The handicap washroom does not have the prescribed distance beside the toilet, the plumbing under the sink is not protected, the mirror is too high and there is no coat hook. It has a reasonable size floor area, has the grab bars and the leaver faucets. It is not strictly to Code but it still fairly functional (see image 23). Site Work Pavestone walk at front from the road to the entrance door. The parking lot is gravel. Exterior Walls & Structure The building has been clad with vinyl siding and has an aluminum soffit and fascia, in good condition (see image 33). Damproofing of foundation is evident at grade. Windows & Exterior Doors Front door: Vertical rod exit devices and closures installed on both exit doors (see image 1). All windows appear to have been replaced with vinyl frames and sealed units. Interior Work One of the store rooms (right off front entrance opening) into the upper hall was padlocked and therefore not inspected. Upper hall floor is very worn and simple plywood at washroom end (see image 12). Lower Hall o Kitchen cabinets are older, formica countertops (see image 27) Two electric stoves and one glass door refrigerator Three sinks plus hand wash sink o Rear right of lower hall _ another storage room (see image 31) Location of second sump pump is below exit stairs from upper hall Hollow metal door & frame c/w closure and latching but no label noted Room is drywalled and taped Mechanical, & Plumbing Mechanical room (basement) o Large door with steel cladding on both faces and a flat plate latching, not rated, no closure, not operable from inside (see image 21) o Oil furnace, oil tank (see image 23) o Access panel for furnace not installed (see image 22) o Electric water heater o Bracket for fire extinguisher, but no extinguisher o 8 x 8 louvered opening in wall for combustion air (see image 24) E2 Page 115 of 260 12.c) Report No. OCS2017-01, Shawn Binns, Director, Operatio... Fire Prevention, Security & Life Safety Systems Exit sign, emergency light, fire extinguisher & fire safety plan noted at front door. Wall from lobby to basement appears to be fire rated; c/w fire rated doors and exit devices at both basement doors _ left door is binding and failed to self-latch by closure only (see image 14). Rails to basement are extended beyond nosings at top and bottom, older flat plate type 2_ wide x ¼_ thick steel. Non-compliant - Double doors to the upper hall have closures but are not latching and shall have panic hardware installed (see image 3). Non-compliant - stairs to the upper hall have railings 28_ above nosings and pickets 6_ c/c. Exits signs, emergency lights and fire extinguishers noted at all upper hall exits (see image 4). All upper hall exits have exit devices (see image 5). There are no smoke detectors in the washrooms. Non-compliant - Corridor and stairs to supply storage closet at rear of upper hall (see image 13) to code reference 9.2.3.15 (1). o Corridor is open on both sides, above the washrooms, main hall exit, lower hall exit requires fire separation and protection (see images 2 & 17) o Stairs are non-compliant, treads too high o Railings are non-compliant Store room is dry-walled and taped (see image 16) Door is hollow metal in pressed steel frame with latching & closure but is not labeled. No smoke detector Exit signs are no longer functioning (light packs) and should have battery replaced. Other exit signs shall be tested periodically. Lower Hall - All wiring in conduit or armored cable were exposed Electrical panel found inside kitchen upper cabinet o Appears older but not fully utilized (see image 28) One smoke detector noted in lower hall There is an area light about mid-point of the ramp Roofing Inspections Asphalt roof shingles are in very poor condition on south & west sides _ needs immediate replacement (see image 34) Barrier-Free Inspections Men_s and women_s washrooms are both upstairs to the main hall (see images 6 & 7) o They have sufficient size and layout for universal access o Grab bars are both installed horizontally o Drains under sinks are not protected & faucets do not have lever handles (see image 8) The universal access ramp has a 3_ steps at the ramp to landing junction (see image 26) There is no door actuator or pads at the door into the hall. As you are aware, the NVCA circulated our Draft 2017Budget to our 18 member municipalities on October 3, 2016for a 30 day review and comment. The NVCA Board and staff look forward to implementing the 2017 Conservation Authority programs supported by the approved budget including: Private land stewardship, restoration and reforestation Conservation Authority education and recreation Flood forecasting and warning Municipal source water protection Natural Hazard and Natural Heritage protection in accordance with the Planning Actand Provincial Regulations Environmental monitoring and preparation of watershed report cards Implementing the NVCA 2015-2018 Strategic and Business Plans Climate Change. As well, the NVCA introduced the Asset Levy in support of the approved Asset Management Plan. This plan has a ten year forecast of our capital replacement costs and will ensure that the NVCA has the funds moving forward to adequately maintain our current assets. The amount required each year for the next ten years is $129,926.50 apportioned out the same way as the general levy. The NVCA has heard from our municipalities that many would like to phase this in over 4 years, so each municipality has the option to either go all in or phase it in. The financial impacts for your municipality are shown below. Please let us know which option your municipality would like to choose by the end of January.
