It is recommended that:

2. That Council grant the request of the Shanty Bay Firefights to waive the rental fees
of the Shanty Ball Diamond in the amount $264.00 for the 2010 season
3. That the Shanty Bay Firefighters be notified of Council's decision
BACKGROUND:
The Shanty Bay Firefighters Ball Team consists of local volunteer firefighters that work
out of the Shanty Bay Fire Hall. The Firefighters are involved in numerous community
activities and were instrumental in the development of the Shanty Bay Park.
ANALYSIS:
It is Council's policy/practice that requests for grant/subsidy be forwarded to Council for
consideration.
Council has historically waived the rental fees for the Shanty Bay Firefighters.

CONCLUSION:
The Shanty Bay Firefighters provide essential community service and have been an
instrumental partner in the development of Recreational Facilities in Shanty Bay. It is
recommended that Council grant the request to waive facility rental fees in the amount
of $264.

Hi Harry, thank you for this information. However, we already have our LSRCA permit
(cost $450.00)
Our concerns are:
a) That we have to pay a fee to LSRCA to restore our property to a condition
beneficial to Lake Simcoe as well of the costs of the actual restoration.
b) The solution proposed by LSRCA -filling the hole with earth and rock is not a viable
long term solution? (We can not use any pipe!)
c) That we need to repair erosion damage, to our land, caused by water collected at
the municipal road bed, running through our property and draining into the Lake
Simcoe.

met with the representative from the LSRCA. According to him he claims that he has
no problem with rocks being put in and the conservation authority recommends such an
approach. He did say that some soil should be put in before the rocks and packed
down so that the exposed roots of trees are first covered.
If I understood you correctly, I believe that the Conservation Authority had provided you
with a different message.
The next step is to arrange a meeting with the same individual when you are in this
area. You can do so by telephoning the receptionist, Sheila, at the Township offices
487-2171 and make an appointment on the Tuesday that the representative from the
Conservation Authority comes to the Township. Or, as their main office is in Newmarket
you can contact them at that location and meet again, 1-800-465-0437

of the wording for our proclamation request for. Children's Mental Health Week, May 3 7,
2010. Please consider this our official request for the proclamation to be presented to
Mayor Harry Hughes and Council Members at your next council meeting.
We are a non-profit children's organization who are advocating on behalf of children's
mental health and below are some key facts about this issue:
■ t in 5 children' in Ontario struggles with their mental health.
■ 1 in 6 children in Ontario with mental health problems gets treatment.
■ 1.2 million Canadian young people are currently affected by a mental health concern.
■ More than 300,060 have more than one disorder, and their day-to-day functioning is impaired.
■ 13 to 22x16 of Canadian children and youth are affected by such illnesses as depression, anxiety
and bipolar disorder.,
■ Mental health problems in young people can often be seen in behaviours such as bullying
stealing, lying, drug abuse, poor school performance, social withdrawal, gang involvement or
ether criminal activity, risky sexual behaviour and frequent conflict with family members and
other youth.

children who need help - services provided are limited by the level of available funding

■ The average cost of treating children's mental health problems in community-based agencies is
less than $2,500 per child per year, The cost of a pediatric hospital bed is more than $2,500
per day. The cost of incarcerating a youth through the juvenile justice system in Ontario is
over $90,000 per year. (Ministry of Children and Youth Services estimates (20011-05); CMHO
member survey, 2003; Children's Hospital of Eastern Ontario, 2003-04 Annual Report; Canadian

Child Find Ontario is pleased to announce that preparations are underway for the 19th annual national
Green Ribbon of HopeTm Campaign in Ontario, which will take place during the month of May -
Green Ribbon of Hope Month, and culminate in a day of hope and awareness on May 25th - National
Missing Children's Day_ We are once again seeking the support of the Township of Oro-Medonte in
bringing this message to the families in your community.
The Green Ribbon of Hope was developed by the students of Holy Cross Secondary School in St.
Catharines, Ontario as a result of the April 16th, 1992 abduction, and subsequent murder, of 15-year-
old Kristen French. It has become the national symbol of hope for the safe return of all missing
children to their families and for the awareness of missing and exploited children in Canada.
The RCMP National Missing Children Services reported that 20,526 children went missing in 2008 in
Ontario alone. Child Find Ontario is dedicated to reducing the incidence of missing and exploited
children through our education, prevention and awareness programs, and is committed to assisting
families and law enforcement in the search and recovery of missing children.
In honour of the searching parents in your community, we ask that the Township of Oro-Medonte join
communities all across Ontario and Canada in promoting the safe return of all missing children by
officially proclaiming May 25th as National Missing Children's Day and/or the month of May as
Green Ribbon of Hope Month. Please find enclosed a sample proclamation for your consideration
and please accept our sincerest appreciation for your contemplation of this most significant and
symbolic act.
We can provide up to 100 Green Ribbons free of charge, to be worn through the month of May,
especially on May 25th. Fliers are also available for display in your buildings and workplaces, and can
be requested by faxing or e-mailing the completed order form enclosed.

HIGHLIGHTS FROM BOARD MEETING ON APRIL 9T", 2010
THIRD PARTY REVIEW OF NVCA PLANNING AND CUSTOMER SERVICE TO BE UNDERTAKEN
At the end of a workshop where NVCA programs were reviewed for mandate relevance and
effectiveness of delivery, board members concluded that a third party review of the NVCA planning
process and customer service is to be completed. The review should be conducted by an external
company that understands a conservation authority's role in planning services. An RFP will be issued
outlining the parameters of the review at a cost not to exceed $15,000. A timeline for the review was
not specified.
Don Pearson, General Manager of Conservation Ontario was on hand to review the
legislative/regulatory framework of conservation authorities in Ontario and their important role in
conservation, restoration, development and management of our natural resources. Also, NVCA
Directors reviewed each program area with the board.

Subject: Emergency Preparedness Week
The 15th annual Emergency Preparedness Week will be held May 2, to May 8, 2010. As you may
know, this is a Canada-wide initiative to increase awareness about individual and family
preparedness, emphasizing how the public can reduce the risks and consequences of an
emergency.
This year, emergency preparedness is especially timely, given recent disasters reported in the
news, such as the earthquakes in Haiti and Chile, as well as domestic challenges such as H1 N1.
An emergency situation can happen anywhere and anytime. We all need to be prepared to deal
with these events at all levels - personal, community, provincial 1 territorial, and federal.
We encourage your participation in emergency preparedness activities by organizing events in
your communities from May 2 to May 8, for your staff and your ratepayers. This will help your
community be better prepared in the event of an emergency - both at home and in the workplace.
Emergency Preparedness Week materials can be ordered free of charge by email through the
Emergency Management Ontario (EMO) Public Education Unit at: AskEMOCa?ontario.ca, or by

Please find enclosed a Petition signed by the Residents of Medonte Road 2.
After careful consideration and observastion over the past few years, and conversing
with our neighbours, we wish to lower the Speed Limit on our Road to 50 km. There
are many reasons why this is required:
The road has blind comers on the hills.
There are very deep ditches on both sides of the road.
There are no sidewalks.
Children playing in their yards live very close to the road.
There are walkers, bikers, skate boarders, dog walkers, and children using the road as
well as crossing to the Activity Area.
Wild animals, especially deer, cross in the blind areas.
School Buses are picking up or dropping off children.
Traffic from the Highway also use this road when Highway 12 is closed due to
accidents or construction.
The Residents on Medonte Road 2 would enjoy the peace and tranquility more, if
they knew their loved ones were safe from Speeding Motorists!

Oro-Mcdomc minor soons nssocfadon
The Oro-Medonte Minor Sports Association (OMMSA) is a non-profit association that
works with minor sports groups in the Township of Oro-Medonte to help promote and
support their organizations through various activities including administrative
assistance, advertising, and other programs such as coaching clinics and awareness.
The OMMSA is currently funded by an Ontario Trillium Grant but requires additional
funds to sustain the association beyond the grant period.
As the current agreement for the concession stand ends this season, it is being
proposed that the OMMSA assume the operation of the concession stand located at the
Oro-Medonte Community Arena. In addition to this request, the OMMSA would also like
to propose that the operating fees paid to the Township of Oro-Medonte for the
concession stand be waived for the duration of the agreement. Should this request be
agreed upon, the OMMSA will consider this act in lieu of submitting a 2011 grant
application from the Township of Oro-Medonte.
By assuming responsibility of the concession stand the profits will be returning back to
the community through the assistance of minor sports association across the township.
We feel as though this is a great opportunity to fundraise and continue support of our
member associations and community.
The OMMSA will assume overall responsibility of the concession stand with one
individual overseeing the inventory, cash control and employee monitoring for the
facility. The OMMSA will hire employees to work during the hours set out by the
Recreation and Community Services Department and will ensure that the employees
are responsible while representing our Association and the Township in a positive
manner. Start-up funding for the concession stand will come from the OMMSA and all
expenses will be paid through the OMMSA. I

The OMMSA will ensure that the needs of all facility users are met as per the
requirements set out by the Recreation and Community Services Department. A
commitment to customer service with respect to reliable hours, food quality and
selection as well as appearance of the booth with will be guaranteed by the OMMSA.

Should the OMMSA dissolve for any reason, the Oro Minor Hockey Association will
assume responsibility of the concession stand and see the agreement through
completion.

WHEREAS The Corporation of the Township of Oro-Medonte has registered on the 31St
day of March, 2009 a tax arrears certificate against the land described in Schedule "A"
attached hereto and forming part of this By-Law.
AND WHEREAS Section 378 of the Municipal Act, 2001, S.O., 2001, C.25 as amended
provides that a municipality may by By-law authorize an agreement with the owner of such
land to extend the period of time, which the cancellation price payable on the land is to be
paid.
NOW THEREFORE the Council of the Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. THAT an agreement be entered into by the Corporation with the owners of the land
described in Schedule "A" to extend the time period in which the cancellation price payable
on this land is to be paid beyond March 315f, 2010.
2. THAT the agreement be substantially the same form and contain the same terms
and conditions as set out in Schedule "B" attached hereto and forming part of this by-law.
3. THAT the Mayor and Clerk be authorized to enter into the agreement on behalf of
the Corporation.
THAT this By-law shall have effect immediately upon final passing.

THIS AGREEMENT made in triplicate the 24th day of March, 2010.
BETWEEN
THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
Hereinafter called the "Corporation"
-and
Hereinafter called the "Owner"
WHEREAS the owner is the owner of the land in the Township of Oro-Medonte
described in Schedule "A" attached hereto and forming part of this agreement.
AND WHEREAS the said land is in arrears of taxes on the 5th day of March, 2010 in
the amount of $7,630.88 and a tax arrears certificate was registered in the Registry Office
on the 31st day of March, 2009 in respect of the said land.
AND WHEREAS pursuant to Section 378 of the Municipal Act, 2001, S.O. 2001,
C.25 as amended a municipality may by By-law, authorize an extension agreement be
entered into by the Corporation with the landowner to extend the period of time in which the
cancellation price in respect to the said land is to be paid.
NOW THEREFORE THIS AGREEMENT WITNESSETH that in consideration of the
premises and of the covenants and obligations hereinafter contained, it is hereby agreed as
follows:
1. The Owner agrees to pay to the Corporation the sum of $150.00 one hundred and
fifty) dollars monthly, commencing on the 31st day of March, 2010, to and including
the 31st day of March, 2015.
2. In addition to paying the amounts provided for in Clause 1, the Owner agrees to pay
all taxes levied on the land as they become due during the tenor of this Agreement.
3. Notwithstanding any of the provisions of this Agreement, the Municipal Act, 2001,
S.Q. 2001, C.25, as amended, shall continue to apply to the collection and
enforcement of all tax arrears and all taxes except that the Treasurer and the
collector of taxes of the Corporation, without waiving the statutory rights and powers
of the municipality or of the Treasurer, shall not enforce collections of such tax
payments, except as set out in Clauses 1 and 2, during the time the Agreement is in
force so long as the Owner is not in default hereunder.
4. In the event the Owner defaults in any payments required by this Agreement, this
Agreement upon notice being given to the Owner by the Corporation, shall be
terminated and the Owner shall be placed in the position he or she was before this
Agreement was entered into. In the event of a default, this Agreement shall cease to
be considered a subsisting agreement on the day that the notice of termination is
sent to the Owner.
5. Immediately upon the Owner making all the payments required under paragraphs 1
and 2, this Agreement shall be terminated and, the Treasurer shall forthwith register
a tax arrears cancellation certificate in respect of the said land.
6. Notwithstanding the provisions of paragraphs 1 and 2, the Owner and any other
person may at any time pay the balance of the cancellation price and upon receipt of
the aforesaid payment by the Corporation, this Agreement shall terminate and the
Treasurer shall forthwith register a tax arrears cancellation certificate.
7. This Agreement shall extend to and be binding upon and ensure to the benefit of the
Parties and to their respective heirs, successors and assigns.

8. If any paragraph or part of paragraphs in this Agreement be illegal or unenforceable,
it or they shall be considered separate and severable from the Agreement and the

or parts of paragraphs had never been included.
9. Any notice required to be given to the Owner hereunder shall be sufficiently given if

3. Notwithstanding any of the provisions of this Agreement, the Municipal Act, 2001,

Being a By-law to Appoint
Municipal Law Enforcement Officers/Provincial Offences Officers
And to Repeal By-Law Nos. 2009-057 and 2009-094
WHEREAS the Municipal Act 2001, S.O. 2001, c. 25, Section 224, as amended,
provides that the role of Council is to ensure that administrative practices are in place to
implement the decisions of Council;
AND WHEREAS the Police Services Act, R.S.O. 1990, Chapter P. 15, Section 15.,
provides the appointment of Municipal Law Enforcement Officers for the purpose of
enforcing the by-laws of a municipality;
AND WHEREAS the Council of the Corporation of the Township of Oro-Medonte does
now find it expedient to appoint Municipal Law Enforcement Officers/Provincial Offences
Officers;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
1. That the employees of The Corporation of the Township of Oro-Medonte outlined
on Schedule "A", attached hereto and forming part of this by-law, be appointed
Municipal Law Enforcement Officers/Provincial Offences Officers;
2. That employees of The Corporation of the Township of Oro-Medonte outlined on
Schedule "B", attached hereto and forming part of this by-law, be appointed
Municipal Law Enforcement Officers/Provincial Offences Officers for the purpose
of parking infractions;
3. That the employees of The Corporation of the Township of Oro-Medonte outlined
on Schedule "C", attached hereto and forming part of this by-law, be appointed
Municipal Law Enforcement Officers/Provincial Offences Officers for the period of
May 10, 2010 to September 7, 2010, inclusive;
4. That By-laws 2009-057 and 2009-094 are hereby repealed in their entirety;
5. That this by-law shall take effect on the final passing thereof.

A By-law to Appoint Livestock Valuers

WHEREAS Section 4(1) of the Livestock, Poultry and Honey Bee Protection Act, R.S.O
1990, c. L.24, as amended, provides that the council of every local municipality shall
appoint one or more persons as valuers of livestock and poultry for the purposes of the
Act;
AND WHEREAS Section 224 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
provides that the role of Council is to ensure that administrative practices are in place to
implement the decisions of Council;
AND WHEREAS the Council of The Corporation of the Township of Oro-Medonte does
now find it expedient to appoint Livestock Valuers;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
1. That the individuals outlined on Schedule "A", attached hereto and forming part
of this by-laws, be appointed Livestock Valuers for the purposes of the Livestock,
Poultry and Honey Bee Protection Act.
2. That the remuneration paid to Livestock Valuers shall be $60.00 per claim call
plus the current rate of mileage as paid by the Township.
3. That By-law Nos. 99-13 and 2002-097 are hereby repealed in their entirety
4. This by-law shall take effect on the final passing thereof.
