ADJOURNMENT L=, ORO-MEDONTE ENVIRONMENTAL GROUP ADVISORS [OMEGA] TERMS OF REFERENCE Draft: May 28, 2007 MANDATE: To EDUCATE and ADVISE the Council and the citizens of the Township of Oro-Medonte in the protection, enhancement, restoration, management and appreciation of our common natural heritage and in ensuring that our communities are planned for environmental sustainability, health and respect for all life. 1.0 GUIDING PRINCIPLES (Appendix A): In carrying out its mandate, the OMEGA will be governed by the following principles and will not undertake actions which compromise its commitment to these principles. sustainability and Carrying Capacity Long Term Balanced Perspective Collective and ]ndividual Stewardship 2.0 GENERAL STRUCTURE OF COMMITTEE 2.1 Oversight 2.1.1 Council will have primary oversight of OMEGA and define OMEGA's activities. 2.2 Membership (Appendix B): 2.2.1 OMEGA members are appointed for the term of Council. 2.2.2 The OMEGA shall consist of a minimum of seven (8) public members selected by Council, two Council members and two staff members. 2.2.3 The OMEGA members will adhere to a "Code of Conduct" (Appendix C) 2.3 Activities as Assigned by Council 2.3.1 Research 2.3.2 Education 2.3.3 Report Recommendations 2.4 Reporting to Council 2.4.1 OMEGA will formally report results of activities and offer recommendations directly to Council on a quarterly basis or as requested by Council. 2.5 Fundinp/Bud~et 2.5.1 The initial budget for the OMEGA will be $2,500 for the 2007 budget year. ~' z APPENDIX A: (DEFINTIONS of Terms) 1. Sustainability Use of land or a resource without the loss or reduction of ecosystem integrity and with regard for future generations. 2. Carrying Capacity The capacity of a site to support a use without substantial cumulative environmental impacts on systems such as groundwater; surface water; vegetation; wildlife, and, soil. Ecosystem change resulting from human activity in an ecosystem interacting with pre- existing stressors. 3. Long Term Balanced Perspective Recognition that decisions taken in the present must consider the very long-term (many future generations and that decisions pertaining to development, which is inevitable, are made with input from all stakeholder groups. 4. Collective and Individual Stewardship We all have urgent responsibilities to learn, convey and apply Environmental Protection Principles, as individuals and as a municipality. 2 w,,_. THAT the action of the Council at its Special Council Meeting held on Wednesday, May 30, 2007, and in respect to each Motion, Resolution and other actions passed and taken by the Council at its said Meeting is, except where prior approval of the Ontario Municipal Board is required, hereby adopted, ratified and confirmed. 2. THAT the Mayor and the proper Officials of the Township are hereby authorized and directed to do all things necessary to give efieci to the said action or to obtain approvals where required and to execute all documents as may be necessary on behalf of the Council of the Corporation of the Township of Oro-Medonte.
