Motion No. SC200107/08/09-2 Moved by Veitch, Seconded by Greenlaw Be it resolved that Rule 14.21 a) of Procedural By-law No. 2017-165 be suspended in order to allow the meeting to proceed past the 4 hour adjournment requirement. 3. Page 3 of 9 Special Council Meeting Minutes Tuesday, January 7, 2020 Wednesday, January 8, 2020 Thursday, January 9, 2020 Motion No. SC200107/08/09-6 Moved by Veitch, Seconded by Greenlaw Whereas Council received a deputation at the January 9, 2019 Council meeting, on behalf of Mariposa House Hospice, re: Request for Financial Support in the amount of $50,000 over the next four years. And Whereas the request was referred to the 2020 budget deliberations. Now Therefore Be it resolved 1. That an amount of $8,500 be approved for 2019 from the 2019 projected favourable variance. 2. That the applicant be advised of Council's decision under the Mayor's signature. Carried. Motion No. SC200107/08/09-7 Moved by Greenlaw, Seconded by Veitch Be it resolved that the request for funding from the Sustainable Severn Sound (SSS) in the amount of $10,200 be approved. Carried. That the memorandum correspondence dated January 9, 2020 and presented by Robin Dunn, CAO and Tamara Obee, Manager, Human Resources/Health & Safety re: Council Remuneration & Expense Review be received and adopted, as amended, to consolidate conferences, education and internet expenses into the CSPDE allocation. 2. That Council endorse the updated Comparator Group as outlined in the memorandum correspondence dated January 9, 2020; 3. That the Township maintain the 60th percentile as a target pay position for Council Base Pay Remuneration and the Management/Non-union group; 4. That the Base Compensation for the Mayor and Members of Council be adjusted effective January 1, 2020 (including 1.6% COLA): ➢ Mayor: $48,819 ➢ Deputy Mayor: $32,299 ➢ Councillor: $26,310 5. That Council continue the practice of establishing base pay for the Elected Official positions annually by using the percentage (%) adjustment provided for the Management/Non-union Salary Grid; 6. That an external review continue to be conducted once every four years using a 3rd party Consultant; next review being completed in the 2"d quarter of 2022; 7. That the Chief Administrative Officer be authorized to make the appropriate amendments to Human Resources Policy # POL-HR-4.10 Pay Principles and Compensation based on the above and that; 8. That the appropriate draft remuneration and expenses by-law be brought forward for Council's consideration. Carried. That the correspondence dated January 9, 2020 and presented by Robin Dunn, CAO and Tamara Obee, Manager, Human Resources/Health & Safety re: Complement Adjustments in 2020 Budget be received. 2. That Council endorses the complement adjustments included in the 2020 budget. 3. And that the CAO be authorized to proceed accordingly and that no action will be taken with respect to the Municipal Law Enforcement Officer and the Fire Inspector positions until a decision has been endorsed by Council with respect to Short Term Rentals. Carried. 5b) F12020-01, Mark DesLauriers, Chief Financial Officer/Treasurer re: 2020 Budget - Excluded Expenses (to be distributed). Page 6 of 9 Special Council Meeting Minutes Tuesday, January 7, 2020 Wednesday, January 8, 2020 Thursday, January 9, 2020 Motion No. SC200107/08/09-11 Moved by Scott, Seconded by Veitch Whereas, In June 2003, the area of jurisdiction of the NVCA was expanded to include portions of land in the Township that are located within the Severn Sound Watershed (approximately 53% of the geographic area of the Township); And Whereas since that time legislation and circumstances have changed at the Township of Oro-Medonte and Council are now requesting a staff report be brought back for further consideration to return the NVCA jurisdictional boundaries pre-2003 being the Nottawasaga Valley watershed boundaries. Now Therefore Be it resolved 1. That staff bring forward a report to Council to outline how the environmental services and oversight would be provided within the Severn Sound watershed. 2. That the Township's environmental service providers, the Minister of Natural Resources and Forestry, the MP/MPPs and the County of Simcoe be advised of the Township of Oro-Medonte direction to return to the provision of services by each service provider within their watersheds. That the 2020 Budget Conservation Authorities/Severn Sound Environmental Association & Sustainable Severn Sound dated January 9, 2020 correspondence be received: 2. That the following budget adjustments to Environmental Initiatives be considered: • Whereas Minister Yurek asked Conservation Authorities to maintain 2020 expenditures at 2019 funding levels; and that the LSRCA 2020 budget allocations are consistent with 2019 funding levels; • Therefore Oro-Medonte set the NVCA 2020 funding at 2019 level $158,500; • And whereas the Township of Oro-Medonte requested Severn Sound Environmental Association & Sustainable Severn Sound to consider amalgamation/integration, one time funding of $13,764 be allocated with a corresponding offset in Corporate & Other capital funding. 3. That the Budget Adjustments recommended by Council at the January 7, 8, 9, 2020 Special Council meeting are received and adopted, as amended, to increase the Grants/Subsidies budget by $4,000 and reduce the Coldwater Library by $4,000. 4. That the 2020 Grant Requests be approved in the following amounts: User Group Amount Approved A Barrie Area Physician Recruitment 4,000 B Coldwater & District Agricultural Society 200 C Copeland Forest Friends Association 750 D *Edgar Community Hall 2,500 E *Mariposa House Hospice 12,500 F Orillia & Area Physician Recruitment 4,000 G Orillia Lighthouse Nil H Orillia Public Library Nil I Oro A ricultural Society 500 J Oro Horticultural Society Grant 2,000 Subsidy 2,853 K Oro Station Community Hall 3,000 L Rugby Community Hall 2,500 M Shanty Bay Firefighters Subsidy 400 N St. John Ambulance - Barrie Muskoka Branch Nil 5. That the 2020 Operating, Capital, and Reserve Budgets as adjusted, effective January 9, 2020 be received and adopted to achieve an overall tax increase of 3.50%. 6. And Further That Council commit to allocate an additional 3% of the property tax revenue (approximately $600,000 each year) to the Infrastructure Renewal Reserves as part of the 2021 and 2022 budgets respectively.
